4 Third Party Verification RESNET Approved, State Certified Level I, Energy Rater is required for verification. The rater must complete a V. 3 training and pass the competency test by 12/31/11. The Energy Rater s credibility and expertise is the driver of the ENERGY STAR for new homes program. While the test is running, often leak areas may be detected so corrections may be made. Thermal imaging may show leaks. All ENERGY STAR Homes will need make up air.
