Political endorsement is required for implementation of S&L Programme The objective of this study is to analyse the characteristics of major appliance and lighting products and markets in Solomon Islands, in order to inform and support decision making on the most suitable Standards & Labelling (S&L) strategy for Solomon Islands. The study focuses on the following electrical appliances: Refrigerators Freezers Air Conditioners Lamps including incandescent, linear fluorescent and compact fluorescent Televisions Other relevant products. 6 3 FINDINGS 3.1 Import Statistics The electrical appliance information presented in this section is based on data provided by the Solomon Islands National Statistics Office and covers the most common electrical appliances in the country. The Figures below show the total number of electrical appliance units imported annually into Solomon Islands from 2007 to , the total annual import value (SI$) of each type of electrical appliance imported into Solomon Islands from 2007 to 2011 as well as the respective share according to country of origin 2. There was no customs data covering incandescent and fluorescent lamps and no data on imported units for 2009 for all electrical appliances. Figures with no values for a given year imply data was not available. In addition, there seems to be a data error in the customs data for number of units for most electrical appliances covered in this report. This is further substantiated by the fact the unit data does not match with respective import value data. Therefore the import value will be used as the main reference for our conclusion. This report provides analysis on the country of origin of electrical appliances based on import value and import unit data. Using number of units imported is a more accurate way of determining the market share of each country as the import value share is influenced by exchange rates and equipment costs, i.e. the average electrical equipment import value from Australia/New Zealand and Europe are typically higher than that of the People s Republic of China (China). Note also that all customs departments are focus on determining the value of the imported electrical appliances for taxation purposes and therefore the number of units is not usually a priority or correctly indicated by the supplier and/or customs officer, especially with regard to small electrical appliances such as lamps Refrigerators and Freezers According to Figure 3.1, since 2008, the number of freezers imported into the Solomon Islands is higher than the number of refrigerators imported. For both refrigerators and freezers, the number of units imported decreased substantially in 2010 and 2011 with less than 6,000 units imported, while in 2008 and 2009 the combined refrigerators and freezers were well above 12,000 units. The difference in annual values could be due to bulk purchase of electrical appliances by local wholesalers, retailers or private companies (e.g. hotel sector) in a given year or, more likely, different interpretation of international harmonized system codes 3 used to identify the type of electrical appliances by the national customs department. Figures 3.2 and Figure 3.3 show a substantial variation in country of origin since 2009 indicating a potential data error as mentioned above. Based on the 2010 and 2011 data only, the majority of refrigerators and freezers were sourced from Australia, China and Singapore. 1 Calendar Years 2 Country from which the electric appliance was imported. 8 The import value of refrigerators fluctuated during 2007 and 2009 and thereafter rose considerably from approximately SI$880,000 in 2009 to SI$4,910,000 in Similarly, the import value of freezers, rose from SI$1,100,000 in 2009 to SI$4,224,485 in 2011 (Figure 3.4). This does not seem to correspond to the pattern shown in the Figure 3.1 above. Figure 3.4 Import Value (SI$) per Year for Freezers and Refrigerators Based on import value data from 2007 to 2011, an average 35% of refrigerators were imported from Australia, 18% from Singapore, 10% from Hong Kong and 9% from China. The import value share of Australia varies on an annual basis but generally ranges from 20% to 50% (Figure 3.5). Figure 3.5 Annual Percentage Breakdown of Refrigerator Imports by Country of Origin (based on import value) For freezers, the import value share was an average 46% for Australia, 26% for Singapore and 11% for China. There is a gradual, yet slow, increase of imports from Singapore. The import value share of Australia ranges from 36% to 59% (Figure 3.6). November
9 Figure 3.6 Annual Percentage Breakdown of Freezer Imports by Country of Origin (based on import value) Air Conditioners The number of air conditioners (all sizes) units imported is usually below the 4,000 unit mark from 2007 to 2011, with exception for 2007 when 14,000 air conditioner units were imported (Figure 3.7). The difference in annual values could be due to bulk purchase of electrical appliances by local wholesalers, retailers or private companies (e.g. hotel sector) in a given year or different interpretation of international harmonized system codes used to identify the type of electrical appliances by the national customs department. Figure 3.7 Number of Air Conditioners (All Sizes) Imported per Year (units) Based on import unit data, Australia was the main source of air conditioner imports in 2007, however, new country players have entered the market, particularly Singapore (Figure 3.8). On average, 36% of air conditioners were imported from Australia, followed by Singapore with 18% and China with 13%. November
10 Figure 3.8 Annual Percentage Breakdown of Air Conditioner Imports by Country of Origin (based on number of units) Air conditioners (all sizes) have the highest import value of all electrical appliances imported into Solomon Islands and covered under this report (Figure 3.9). The import value of air conditioners reached a peak of SI$11,400,000 in 2010, after a low point of SI$2,800,000 in This import value data does not match the import unit data shown above indicating a potential data error. Figure 3.9 Import Value (SI$) per Year for Air Conditioners (All Sizes) Based on import value data, the share of air conditioner imports from Australia and New Zealand is higher than based on unit import data which might be incomplete (Figure 3.10). Nevertheless both sets of data show there is increasing trend of air conditioner imports from countries, other than Australia, such as Singapore. On average, 38% of air conditioner imports originated from Australia, 17% from New Zealand, 11% from China and 10% from Singapore. November
11 Figure 3.10 Annual Percentage Breakdown of Air Conditioner (All Sizes) Imports by Country of Origin (based on import value) Domestic Dish Washing and Washing Machines As shown by Figure 3.11, the number of washing machines imported into Solomon Islands is typically below the 400 unit mark with exception for The number of dish washing machines imported is much lower and does not surpass 30 units per year. The difference in annual values could be due to bulk purchase of electrical appliances by local wholesalers, retailers or private companies (e.g. hotel sector) in a given year or different interpretation of international harmonized system codes used to identify the type of electrical appliances by the national customs department. In 2011, Singapore had a share of 34%, followed by Thailand with 24%, China with 18% and Australia with 17% share. November

On average, 51% of the dish washers were imported from Australia, followed by Singapore with a 25% share. Figure 3.13 Annual Percentage Breakdown of Domestic Dish Washing Machines by Country of Origin (based on number of units) From 2007 to 2011, the import value of domestic washing machines increased significantly from approximately SI$7,600 in 2007 to SI$790,000 in 2011 (Figure 3.14). The import value of dish washing machines followed similar pattern but peaked in 2010 with SI$600,000. As with most other electrical appliances covered in this report, the import value data does not match the unit import data indicating a potential data error. Figure 3.15 shows, based on 2007 to 2011 import value data, that most of domestic washing machines originated from Thailand with an average 41% share, followed by Australia with a 34% share and Singapore with a 13% share. While for dish washing machines, almost all appliances were imported from Australia during 2007, 2010 and 2011 (average 59% share from 2007 to 2011). November

14 3.1.4 Electric Water Heaters The imports of electrical water heaters, on a unit basis, have steadily increased from 280 units in 2007 to 1,040 units in 2011 (Figure 3.17). Figure 3.17 Number of Electric Water Heaters Imported per Year (units) China is the main country of origin for electric water heater imports, with an average share of 46% share from 2007 to 2011(Figure 3.18). The share of imports from Singapore slowly increased while the imports from Australia decreased considerably from 59% in 2007 to only 5% in Figure 3.18 Annual Percentage Breakdown of Electric Water Heater Imports by Country of Origin (based on number of units) The electric water heater import values ranged from approximately SI$95,000 in 2010 to SI$620,000 in 2008 (Figure 3.19). Based on import value, the share of imports from China is not as high as when compared with import unit data. This could indicate the import value of electric water heaters from China is much lower than those from Australia and/or a potential data error. As shown by Figure 3.19, an average 40% of electric water heaters were sourced from Australia, followed by Singapore with 19% and China with 17% and Hong Kong with 11%. November

The difference in annual values could be due to bulk purchase of electrical appliances by local wholesalers, retailers or private companies (e.g. hotel sector) in a given year or different interpretation of international harmonized system codes used to identify the type of electrical appliances by the national customs department. According to Figure 3.22, the import origin of electric fans changed significantly from 2007/2008 to 2010/2011. In 2007 and 2008, majority of electric fans were imported from Australia, China and Hong Kong. In 2010 and 2011, majority were imported from Australia and Singapore. November

17 The import value of electric fans decreased from 2007 to 2009 and rose by a margin of more than SI$600,000 in 2010 (Figure 3.23). Based on the import value, more than 40% of electric fans were imported from Australia from 2007 to 2011(Figure 3.24). On average, 58% of electric fans were imported from Australia, followed by China with only 11%. Figure 3.24 Annual Percentage Breakdown of Electric Fan Imports by Country of Origin (based on import value) Lighting Appliances There is no customs data available on incandescent and fluorescent lamps. Therefore the analysis provided below is based only on data on other lighting 4 appliances. This potentially indicates that all lighting appliances are classified by customs officers under the other lighting code. The allocation of harmonized system codes for Solomon Islands should be improved to differentiate between lighting types and help assess the market penetration of compact fluorescent lamps (CFLs) and compare against the potential phase-out of incandescent lamps. It is important to mention that there is no international harmonized system code for CFLs and therefore it is not possible to determine the market uptake of these energy efficient lighting appliances against i.e. incandescent lamps. It might be advantageous, under the PALS Programme to identify a single harmonized system code for CFLs in the Pacific region for future analysis. According to import unit data for other lighting, from 2007 to 2011, there was a rise in number of other lighting imports until 2010, reaching approximately 1,560 units. This value seems extremely low for a country with an estimated population of at least 495,000 people and 63,000 households. This possibly indicates incomplete customs data or the allocation by customs officers of lighting appliances under different harmonized system codes. In 2010 and 2011, majority of other lighting appliances were sourced from Australia, China and other countries such as Malaysia and the Philippines (Figure 3.25). 4 Other lighting includes ballasts for fluorescent lamps and other lamps not classified under other harmonized codes. This code could potentially include compact fluorescent lamps although these are more likely to be covered under the harmonized system code for fluorescent lamps. See section on harmonized system codes in the main report for more details. November

19 The import value of other lighting increased steadily from 2007 to 2011 (Figure 3.27). In 2007, the value was at SI$13,866 and rose to SI$48,302 in Since 2009, other lighting appliances were sourced from a range of other countries not indicated in Figure 3.32, particularly Malaysia in 2009 and 2010 and the Philippines in Figure 3.28 Annual Percentage Breakdown of Other Lighting by Country of Origin (based on import value) Televisions Since 2008, the numbers of televisions imported into the Solomon Islands gradually fell from approximately 3,500 units in 2008 to 2,460 units in Figure 3.29 Number of Televisions Imported per Year (units) Based on import unit data from 2007 to 2011, majority of televisions were imported from China, with an average 68% share. In 2011, China had a 56% share of television imports, followed by Singapore with 19% and Hong Kong with 17%. The import value of televisions reached its highest value in 2011 with close to SI$2,000,000 (Figure 3.31). On average, from 2007 to 2011, 29% of televisions were imported from China and Singapore each, 23% from Australia and 8% from Hong Kong. November

21 3.2 Information Gaps This section summarizes the identified information gaps on electrical appliances in the Solomon Islands. The data presented in this report is based on available customs data in the Solomon Islands and does not cover electrical appliances imported privately. The customs data available for the Solomon Islands is comprehensive. However, there are data gaps in the number of units imported which do not allow for adequate analysis and comparison with import value data. There is also no data on incandescent and fluorescent lamps. Therefore, the customs department in the Solomon Islands should attempt to differentiate between different types of lighting appliances. In the process, the customs department should differentiate between linear and CFLs to better evaluate the impact and market uptake of CFLs in the country. For the Solomon Islands, it was not possible to conduct an adequate survey of major retailers and wholesalers, as done in other Pacific countries, due to lack of local experts with suitable experience to carry out the survey in the short-time frame. The survey would have supported this analysis and provided a qualitative assessment of the brands, countries of manufacture and proportion of energy labels for each type of electrical appliance as well as the respective country of origin of these labels. 22 4 CONCLUSION Based on the analysis of the electrical appliances customs data for the period of 2007 to 2011, large majority of the electrical appliances imported into Solomon Islands, particularly high energy consuming appliances such as refrigerators, freezers and air conditioners are sourced from Australia. Note that the development of a S&L programme for the Solomon Islands needs to take into account market demand and supply trends, as well as a range of other factors bearing on the design and effectiveness of S&L programmes. Furthermore, it should allow for the energy efficient appliances to enter the market at an affordable price, irrespective of origin or manufacture. Finally, the Solomon Islands customs department should improve data collection of the number of units imported as well ensure data compilation on the import value and units of incandescent and fluorescent lamps. This data would enable to better assess the market penetration of incandescent, linear fluorescent and compact fluorescent lighting in the Solomon Islands. November
