Actual cost savings are based on the size and condition of the home. RePower Rewards are paid one time per household. All RePower rebates expire July 15, 2013, or when funds run out, whichever comes first. Rebates are honored on a first come first served basis, are subject to availability, and may change. All upgrades must meet the requirements outlined in RePower s Weatherization Specifications Manual. HOW TO USE THIS GUIDE STEP 1: FIND YOUR SECTION This guide is separated into four sections. The yellow section includes RePower rebates which are available to all RePower customers. The remaining three sections outline rebates based on your home s primary heating source. 2 REPOWER SPECIAL OFFER WHOLE HOUSE ENERGY UPGRADE BONUS REBATE: $3,500 The RePower Whole House Energy Upgrade Bonus rebate provides up to $3,500 in rebates for customers who install three or more qualifying energy-efficiency improvements. The more improvements you make, the more cash you ll get back from RePower! This is RePower s best rebate offer and requires the least amount of paperwork as RePower staff take care of most rebate forms. If your project includes financing, RePower will coordinate with the lender as well. A single RePower rebate check will be issued upon receiving proof of the completed Whole House Energy Upgrade. To qualify for the Whole House Energy Upgrade Bonus, the following requirements must be met: The home must be built before Complete a Home Energy Assessment with EPS before any work is completed to obtain a test-in energy score. Obtain pre-approval from RePower to confirm eligibility and to identify the total RePower rebate amount. Complete at least three qualifying energy-efficiency improvements (see below). Complete a RePower quality assurance evaluation to verify quality and effectiveness of the energy improvements. Puget Sound Energy (PSE) customers who use electricity as their primary heating source are required to pursue the Home Performance with ENERGY STAR certification to qualify for the Whole House Energy Upgrade Bonus. QUALIFYING IMPROVEMENTS INCLUDE: WEATHERIZATION WATER HEATING PRIMARY HEATING AND COOLING RENEWABLES & OTHER MEASURES Air seal and upgrade attic insulation to R-49* Air seal and upgrade wall insulation to R-11* Air seal and upgrade floor insulation to R-30* Duct seal and upgrade duct insulation to R-11 Whole House Air Sealing * If the home has any combustion equipment, a functioning carbon monoxide monitor must be installed; each eligible insulation upgrade must exceed 500 sq. ft. 3 HOME ENERGY ASSESSMENT WITH EPS: $250 REPOWER SPECIAL OFFER A Home Energy Assessment with EPS (Energy Performce Score) is performed by a qualified RePower trade ally. Homeowners receive an EPS a detailed energyconsumption report similar to a miles-per-gallon report for your home which documents your home s current energy performance, and predicts what your energy savings and cost reductions will be after you install recommended improvements. A Home Energy Assessment with EPS goes above and beyond a visual assessment. It typically lasts three to four hours (depending on the size of your home) and is performed by a qualifying RePower trade ally who completes the following in-depth, test to fully assess your home: Interior and exterior inspection Your contractor will thoroughly assess your home for moisture problems, air leaks, quality of windows and proper ventilation. Tested areas include your attic, crawlspace and/or basement. Insulation inspection Ensure insulation levels are adequate (levels may decrease naturally over time) to provide effective comfort and help reduce pollutants and odors from entering your home. Combustion safety Your contractor may test for efficiency and any natural gas leaks or gaseous toxin levels. Blower door test A fan-like device attached to your door measures the volume of air leaking from your home and helps identify air leaks. Duct blaster test Another method to measure the volume of air leaking through your ductwork. Please note: your contractor may not perform all of these tests based on the individual components of your home. Infrared scanning (thermography) An infrared camera is used to reveal hard-to-detect areas where air can be lost through gaps, cracks or inefficient insulation in your home. 4 Air Sealing and Insulation WEATHERIZATION $3,900 ** Whole House Air Sealing: Rebate paid at 50% of installation cost, up to $300 Requirements Diagnostic test-in and test-out required. Must accomplish minimum reduction of 400 CFM50 to qualify. Combustion Appliance Zone (CAZ) testing required if combustion equipment present in home. Contractor must be PSE approved to provide air sealing rebate. Mandatory PSE quality assurance visit upon job completion to ensure health and safety of the home. Attic: Rebate paid at 50% of installation cost, up to $400 Requirements Current attic insulation must be R-11 or less; must insulate as close to R-49 as possible. Please note: Jobs must be completed by an independent contractor, pre-authorized by PSE*. Attic: Rebate paid at 50% of installation cost, up to $200 Requirements Current attic insulation must be R-19 or less; must insulate as close to R-49 as possible. Please note: Jobs must be completed by an independent contractor, preauthorized by PSE*. Wall: Rebate paid at 50% of installation cost, up to $400 Requirements Wall cavity must be empty; must use blow-in or batt insulation and insulate to R-13 or greater. Please note: Jobs must be completed by an independent contractor, pre-authorized by PSE*. Floor: Rebate paid at 50% of installation cost, up to $400 Requirements Current floor insulation must be less than four inches; must insulate to R-30 or fill joist cavity*. Prescriptive Duct Sealing and Insulation: Rebate paid at 50% of installation cost, up to $500 Requirements Current duct insulation must be one inch or less; must install to R-11 or greater and must be completed with duct sealing to qualify. Ducts must not be in extreme disrepair. At least 30% of ducts must be accessible from the exterior with no mastic present. No ducts in the basement shall be sealed. Please note: Jobs must be completed by an independent contractor, pre-authorized by PSE*. Whole house air sealing ($300) & blower door test ($100): $400 Whole house air sealing must be completed by a RePower trade ally contractor. A minimum air change reduction must be achieved to qualify. To determine eligibility, RePower offers a $100 rebate to perform a blower door test-in. Your trade ally contractor must install a UL-listed carbon monoxide detector when a combustion appliance exists in the home, garage or other attached space. Rebate will be issued upon receipt of whole house air sealing rebate form. Contractors are responsible for rebate submittal. Home Energy Assessment with EPS: $250. See page 3 for details. 5 Air Sealing and Insulation WEATHERIZATION $3,900 ** Performance Tested Duct Sealing: Rebate paid at 50% of installation cost, up to $300 Requirements Diagnostic test-in and test-out required. Work must follow Performance Tested Comfort System (PTCS) duct sealing standards for existing homes. Duct insulation is not included in the rebate. Performance Tested measure is available to newer homes based on building code requirements. Excludes homes permitted and built under the 2009 Washington State Energy Code (WSEC), ENERGY STAR homes, or LEED for Homes program. Contractor must be PTCS certified and PSE approved to provide duct sealing rebate. Cannot be combined with PSE s combined duct sealing and duct insulation rebate*. Home Performance with ENERGY STAR: $400 Requirements Complete a Home Performance with ENERGY STAR test-in evaluation to document the home s needs and eligibility; test-out inspection must be performed to document completed improvements and leave the home in safe operating condition. Test-in and test-out must be performed by a PSE-Qualified Specialist. Homeowner must also complete any combination of three PSE rebated weatherization and HVAC measures listed on the RePower incentive form. Fuel conversion rebate does not apply. Please note: Insulation, duct sealing and air sealing improvements must be completed by an independent contractor, pre-authorized by PSE. Must be a PSE electric customer living in an existing single-family property or attached housing with four units or less, permitted and built before 1990, where primary heat source is provided by PSE electric or PSE natural gas service*. *Only homes built prior to 1990 with electricity as the primary heat source qualify for duct sealing, insulation and Home Performance with ENERGY STAR rebates. Whole house air sealing ($300) & blower door test ($100): $400 Whole house air sealing must be completed by a RePower trade ally contractor. A minimum air change reduction must be achieved to qualify. To determine eligibility, RePower offers a $100 rebate to perform a blower door test-in. Your trade ally contractor must install a UL-listed carbon monoxide detector when a combustion appliance exists in the home, garage or other attached space. Rebate will be issued upon receipt of whole house air sealing rebate form. Contractors are responsible for rebate submittal. Home Energy Assessment with EPS: $250. See page 3 for details. WINDOWS $1,500 ** Window rebates are paid at $5 per sq. ft. of installed windows, up to $1,500 Requirements Windows must have a U-value of 0.30 or better. Windows must be installed by December 31, New windows must replace existing single-pane wood- or metal-framed windows OR double-pane, metal-framed windows. Home must meet minimum insulation requirements in the attic (at least six inches); wall (more than one inch) and floor (more than four inches). Rebate does not apply to new construction or additions which expand the home s current square footage or cubic footage; nor does it apply to self-installed windows. One rebate per address. 6 SPACE HEATING HEATING & COOLING $2,200 ** Ductless heat pump: $1,200* Requirements Heat pump must be AHRI certified, use inverter technology and be a minimum 1.0 ton in heating mode. At least one ductless heat pump unit must be installed in the main living area of the home. Previous heating system must be electric zonal (such as baseboard, cable or wall heater), electric hydronic or electric forced-air furnace. Home cannot have an existing heat pump or natural gas service, even if only used for cooking. Cannot be combined with any other space heating rebate. Customers who do not qualify for this rebate may qualify for the air-source heat pump rebate if equipment meets efficiency requirements. *Homes with other fuel types may qualify for the tiered air source heat pump rebate levels, up to $800. Contact PSE for more information. Electric forced-air furnace to air-source heat pump conversion: $1,500 Requirements Must upgrade to an Air Conditioning, Heating and Refrigeration Institute (AHRI) performance-certified heat pump with a minimum efficiency of 8.5 HSPF and 14 SEER. Can only be combined with heat pump sizing and lock-out control rebate. Auxiliary heating sources do not qualify for additional rebates. Electric zonal customers are not eligible. Home cannot have an existing heat pump, ductless heat pump, gas furnace or gas boiler. Written pre-approval from PSE required. Visit pse.com/rebates to download the application. Customers who do not qualify for this rebate may qualify for the air-source heat pump rebate if equipment meets efficiency requirements. Fuel Conversion: Up to $3,950 See page 7 for details. Upgrades may qualify for Federal Tax Credits. Visit Air-Source Heat Pump Tier 1, Minimum 8.5 HSPF and minimum 14 SEER: $200 Tier 2, Minimum 9.0 HSPF and minimum 14 SEER: $350 Tier 3, Minimum 10 HSPF and minimum 16 SEER: $800 Requirements - Heat pump system must be AHRI certified. Can only be combined with heat pump sizing and lock-out control rebate. Customers who do not qualify for the ductless heat pump or electric forced-air furnace rebate can qualify for this rebate if equipment meets efficiency requirements. Air-source heat pump sizing and lock-out control: $300 Requirements Existing air-source heat pumps more than 12 years old are not eligible. Customers planning a new installation or submitting an existing installation must provide PSE-sizing documentation completed by a qualified contractor. Documentation must indicate the system is properly sized for the home and meets PSE requirements. Visit pse.com/rebates for complete documentation details. New air-source heat pumps must have 8.5 HSPF and 14 SEER. Lock-out control for auxiliary heat (electric forced-air furnaces; propane furnaces are not eligible) must be set to 40 and have a sensor installed capable of reading outdoor temperature. Rebate can only be combined with air-source heat pump rebate or forced-air furnace to heat pump conversion rebate. Geothermal heat pump: $1,500 Requirements Must install ENERGY STAR qualified equipment. Cannot have an existing geothermal heat pump. Auxiliary heating sources do not qualify for additional rebates. 7 WATER HEATERS WATER HEATING $1,450 ** FUEL CONVERSION $3,950 ** Heat Pump Water Heater Northwest Energy Efficiency Alliance (NEEA) Tier 1: $500 Requirements Must be installed outside the conditioned living space (e.g. garage, attic or crawl space). A list of qualifying products can be found at pse.com/rebates. Heat Pump Water Heater NEEA Tier 2: $800 Requirements Must be installed outside the conditioned living space (e.g. garage, attic or crawlspace). A list of qualifying products can be found at pse.com/rebates. Electric storage water heater: $50 Requirements Must be 0.94 EF or greater and have a minimum rated household capacity of 50 gallons. Indirect water heaters do not qualify. Waste-water heat recovery system: $250 Requirements Must currently heat water with an electric storage water heater. Equipment must be 42% efficient and be installed vertically. Homemade systems and electric tankless water heaters are not eligible. A list of qualifying products can be found at pse.com/rebates. FUEL CONVERSION Fuel conversion water heat only: $950 Requirements Must be a PSE electric water heated single family (four units or less) or manufactured home. Replacement equipment must be a 0.82 Energy Factor (EF) tankless water heater, 0.67 storage water heater or 0.80 storage condensing water heater. Fuel conversion space heat only forced air furnace: $500 $2,000 Requirements Must be a PSE electric space heated single family (four units or less) or manufactured home and must meet minimum kilowatt hour (kwh) usage requirements. Replacement equipment must be a 90% Annual Fuel Utilization Efficiency (AFUE) furnace or 85% AFUE boiler. Fuel conversion space heat only baseboard/zonal/hydronic/radiant heat: $1,000 $2,500 Requirements Must be a PSE electric space heated single family (four units or less) or manufactured home and must meet minimum kwh usage requirements. Replacement equipment must be a 90% AFUE furnace or 85% AFUE boiler. Fuel Conversion: Up to $3,950 See information below for details. ADDITIONAL QUALIFICATIONS New equipment must be ENERGY STAR qualified at the listed efficiency ratings. May switch from PSE electric to any natural gas provider. Home is ineligible if a heat pump is installed with natural gas equipment or if existing heat pump stays on premises. Rebate amount is limited to 75% of total equipment and installation cost. Customer must call an Energy Advisor at to determine exact rebate amount. Additional efficient equipment rebates may be collected depending on qualifications. Must follow efficient equipment qualifications guidelines and provide a separate application to collect additional equipment rebates. Fuel conversion space and water heat forced air furnace: $1,950 $3,450 Requirements Must be a PSE electric space and water heated single family (four units or less) or manufactured home and must meet minimum kwh usage requirements. Replacement equipment must be ENERGY STAR qualified and meet fuel conversion rebate requirements. Fuel conversion space and water heat baseboard/zonal/hydronic/radiant heat: $2,450 $3,950 Requirements Must be a PSE electric space and water heated single family (four units or less) or manufactured home and must meet minimum kwh usage requirements. 8 APPLIANCES FRIDGE & FREEZER $150 ** Clothes washer: $50 Requirements Must have a minimum Modified Energy Factor (MEF) of 2.4 or higher and Water Factor (WF) must be 4.0 or less. Refrigerator: $25 Requirements Refrigerator must be 20% more energy efficient than ENERGY STAR standards and 7.75 cubic feet or larger. For a list of qualifying models, visit PSE.com/Appliances. This offer is separate from the refrigerator and freezer recycling rebate. Customers seeking water heating rebates must heat their water with natural gas. Combination domestic hot water and hydronic space heating system: $1000 Requirements Must use pre-approved tankless water heater and have minimum 90% AFUE. Must be minimum of 500 sq ft. Must be installed by a RePower trade ally. Wall: Rebate paid at $0.40 per sq. ft. of the installation area, up to $400 Requirements Current insulation must be equal to or less than R-4; must use blow-in or batt insulation and insulate to R-11 or greater. Must be minimum of 500 sq ft. Must be installed by a RePower trade ally. Floor: Rebate paid at $0.45 per sq. ft. of the installation area, up to $400 Requirements Current insulation must be equal to or less than R-11; must insulate as close to R-30 as possible. Must be minimum of 500 sq ft. Must be installed by a RePower trade ally. Duct: Rebate paid at $2.50 per linear ft. of the installation area, up to $400 Requirements Current insulation must be equal to or less than R-2; must install to R-11 or greater and be combined with duct sealing. Ducts must be tested and sealed to PTCS standards before and after insulation is installed. Must be installed by a RePower trade ally. To qualify all accessible ducts outside the conditioned space must be sealed and insulated, and the air handler cabinet must be sealed with UL 181 tape. Whole house air sealing ($300) & blower door test ($100): $400 Whole house air sealing must be completed by a RePower trade ally contractor. Submit final application Submit final application to RePower within 30 days of the completed installation.
