("Habitat for Humanity") to undertake a six-month Curbside Reuse Pilot Program for the curbside collection of reusable items. Upon completion of the pilot program, staff and Habitat for Humanity Durham will review the success of the program with a view to implementing a long-term program and agreement. 2.0 RECOMMENDATION That the Community Services Committee recommends to City Council: 1. That based on Report CS-14-86, the City enter into a partnership agreement with Habitat for Humanity Durham Inc. for a six-month pilot program for the curbside collection of reusable items; 2. That staff review the success of the program with a view to implementing a long-term reuse program with Habitat for Humanity Durham Inc.; and 3. 2 Report to the Community Item: CS Services Committee (Continued) -2- Meeting Date: May 8, ANALYSIS 5.1 Background ~ The City of Oshawa currently operates a collection program for larger items such as furniture and appliances. Materials collected through this program are disposed of as waste. ~ Once the Durham York Energy from Waste Facility (EFW) is operational in the fall of 2014, these materials will be disposed of at this facility. ~ Efforts have been made to reduce the amount of residential waste and increase diversion through the green bin, blue box and yard waste collection programs. However, the City of Oshawa has one of the lowest diversion rates in Durham Region. ~ In order to increase diversion and decrease the waste disposed of at the EFW Facility the City must explore other opportunities. The Region of Durham and the Town of Whitby have improved programs by offering the collection of porcelain and electronic waste at the curb. ~ To date the City has not introduced similar programs, however, other opportunities to improve waste diversion at little or no cost to the City are being explored. 5.2 Large Item Collection Program ~ One area that requires consideration with respect to improving waste diversion is the City's Large Item Collection Program. Attachment 1 indicates the types of materials that are collected and disposed of as part of the Large Item Collection Program. ~ The current program requirements allow one collection per calendar year for each single family dwelling to a maximum 12 items at no cost. A fee of $25 is applied to each additional collection booked in the same calendar year. Large item collections are booked by contacting Service Oshawa or through an on-line booking tool on the City's website. ~ All materials collected as part of this program are disposed of as garbage. The collection program does not allow for the sorting out of materials that could be reused and are in good condition. ~ Attachment 2 indicates the increase in tonnage of large items collected since Reuse Partnership ~ Staff have been in discussions with Habitat for Humanity to initiate a partnership for a six-month Curbside Reuse Collection Pilot Program that would be implemented in conjunction with the City's Large Item Collection Program.

Restores generate revenue that cover costs associated with administration, which allows donations to go directly into its Build Fund. The Habitat for Humanity mandate is to build safe, decent and affordable homes for low income families here in Durham Region. Y The Region of Durham has partnered with a variety of organizations to implement Reuse Days which take place one Saturday a month at the Regional Works Department, Waste Management Centre in Whitby. Habitat for Humanity partners with the Region of Durham to offer this program. On these designated days residents may drop off reusable items. In 2013, the Region held 12 Reuse Days of which data was collected for four events. From the four events 266 cars attended of which 84 were from Oshawa (32%). Y The inability of residents to drop off materials, for example due to the size of the item, is a barrier to diversion. It is easier for residents to place unwanted items at the curb for disposal through the City's Large Item Collection Program. Y The City's partnership with Habitat for Humanity to offer a Curbside Reuse Collection Program will increase awareness of the programs offered by Habitat for Humanity while also making it easier for Oshawa residents to divert reusable items away from the EFW Facility. ~ Attachment 3 indicates some of the items that are acceptable for reuse by Habitat for Humanity. This includes some of the items collected through the City's Large Item Collection Program but also includes other materials that are not being collected through the City's Curbside Collection Program. Currently residents looking to dispose of items not collected through the City's Curbside Collection Program are referred to the Region of Durham's Waste Management Facility for drop off or private waste collection services. Y There are no operational costs associated with the partnership for the collection of reusable materials since the program utilizes the collection program already offered by Habitat for Humanity. In order to book a collection, residents will call Service Oshawa who will then either refer the caller to Habitat for Humanity to arrange a reuse collection or book a large item collection based on the specific criteria provided by Habitat for Humanity. ~ Residents interested in donating items will be contacted by Habitat for Humanity who will assess the items and arrange for the collection. Service Oshawa staff will be trained and software updated to reflect the new process. ~ The City will promote the partnership with Habitat for Humanity along with the benefits of reuse through the website, social media and advertising. Staff will utilize a variety of methods for communicating the partnership and the reuse program. "; i

Upon completion of the pilot program, the City and Habitat for Humanity will review the success of the program with a view to implementing a longterm program.
