1 2003 Home Ener Home Energy Efficiency ficiency Rebate Program Home Improvement Rebates Cash Rebates for existing single-family detached homes, attached homes (up to four-plex), condominiums and mobile homes. New construction homes do not qualify. HOW TO APPLY 1. Read the Terms and Conditions The Terms and Conditions are found in this Rebate Application Package. Funding is limited. Applications will be accepted on a first-come, first-served basis. Please call Pacific Gas and Electric Company s (PG&E) Smarter Energy Line at or visit our Web site at to determine if rebate applications are still being accepted and funds are still available before submitting your application. This program shall at all times be subject to change or termination without prior notice. 2. Purchase and Install Qualifying Product(s) Do it yourself, or contract for the installation of energy-efficient qualifying product(s) which must meet the specifications listed in this Application Package. If a list of qualifying products is specified, you must choose from that list. All qualifying products must be purchased and installed between April 17, 2003 and December 31, However, please be aware, these purchase and install dates will end earlier if funds are depleted. Read this entire Application Package for details. 3. Complete Customer Application, Product Forms; mail with proof of purchase After the qualifying product(s) are installed, complete the Customer Application and Product Forms. Mail completed forms along with your proof of purchase (see Proof of Purchase Requirements sections) to: Visit Pacific Gas and Electric Company CEM Processing Center 2003 Home Energy Efficiency Rebates P.O. Box 7265, Mail Code N1R San Francisco, CA This program will end on December 31, 2003 or earlier if allocated funds are depleted before that date. All application submissions must be postmarked by December 31, 2003 to be considered eligible for a rebate. 4. Keep a copy of your completed Application Package Keep a copy of all documents including the signed and dated Customer Application Form, completed Product Form(s) and proof of purchase before submitting for a rebate. 5. Be prepared to participate in any required verification of installation(s) PG&E may verify the energy-efficient product(s), customer eligibility and installation prior to payment of rebate. Remember: All applications received are processed on a first-come, first-served basis until funds are depleted. Incomplete or incorrect submissions cannot be processed. Resubmitted applications are processed on a first-come, first-served basis until funds are depleted. If all program requirements are met, a rebate check is generally mailed within 6-8 weeks, unless your application is selected for verification which may take additional time. Questions? 2 PROOF OF PURCHASE REQUIREMENTS While you may install some of the products yourself, some require hiring a licensed contractor to complete installation. The proof of purchase and other documentation required to process your rebate application may differ depending on who completes the installation. Reminder: All products must be purchased and installed on or after April 17, 2003 and before December 31, Additionally, all products must be installed prior to submitting your completed and signed Customer Application Form, completed Product Form(s) and proof of purchase. For additional product information, check the Specification Sheet in this Application Package. Please be aware these purchase and install periods, whether contractor installed or customer installed, will end earlier if funds are depleted. WHEN YOU HIRE A CONTRACTOR When using a contractor the following may be used as proof of purchase: a Home Improvement Contract (HIC) and/or paid invoice/receipts. Proof of purchase must include at least the following information: 1. contractor s name, business address and phone 2. itemized listing of each product including, as applicable, the following: a) dimensions, Solar Heat Gain Coefficient (SHGC) and U-factor of each window (refer to Specification Sheet for ways to provide or obtain this information) b) R-value, quantity, type, and square footage of insulation installed c) manufacturer and model number(s) d) Energy Factor (EF) for water heater 3. price per product, payment terms or paid in full notation and the date paid 4. product installation date Please note that the California State License Board (CSLB) requires that licensed contractors must provide you with a Home Improvement Contract (HIC) if the materials and labor total for the product(s) and installation is $500 or more. It is recommended that you request a HIC from your contractor even if the contractor installation is less than $500. If you submit an HIC as your proof of purchase it must be signed and dated by both you and your licensed contractor. Plus, the date you signed (purchase date) the HIC and the date the product was installed must be between April 17, 2003 and December 31, If the signatures are not dated, the date that the HIC was written will be the default date for determining eligibility for a rebate. For more information about Home Improvement Contracts go to: You may also wish to confirm your contractor s license status at the Contractors State License Board (CSLB) by calling CSLB OR Confirm your contractor s license status at the CSLB Web site at 1. Click on License Status Check 2. Type in the six-digit license number for verification 3. Confirm the active status of license under the License Status heading 4. Confirm the contractor holds the appropriate license under the Class heading selected. WHEN YOU DO-IT-YOURSELF When the qualifying product is being installed by the customer, a paid invoice/receipt may be used as proof of purchase. You may have to ask your retailer for additional product information depending on the product being installed. The paid invoice/receipt must include at least the following information: 1. home improvement retailer/store name, business address and phone 2. itemized listing of each product including, as applicable, the following: a) dimensions, Solar Heat Gain Coefficient (SHGC) and U-factor of each window (refer to Specification Sheet for ways to provide or obtain this information.) b) quantity and type of insulation purchased. (You will need to provide on your Product Form the square footage of insulation installed) c) manufacturer and model number(s) or other identifying information 3. price per product, payment terms or type of transaction (i.e. cash, credit, etc.) and the date paid Be sure to read the Specification Sheet included with each Product Form to make sure you meet all requirements. 3 2003 Home Improvement Specification Sheet All equipment/materials must be new. Follow manufacturer installation requirements. Equipment/Materials must meet or exceed all applicable local, state and federal standards. If a list of qualifying products is specified, you must choose from that list. A. ATTIC INSULATION Attic insulation is eligible for an incentive only if the pre-retrofit insulation level is R-11 or less. The final insulation level must be at least R-30 unless a higher level is specified by local jurisdiction. Attic insulation is feasible only when the attic crawl space is adequate. At the highest peak, clearance between the bottom of the roof rafters and the top of the ceiling joists must be at least 24. Garages and other non-living areas do not qualify unless they are conditioned. If purchasing insulation, remember that your rebate is based on the amount of insulation actually installed. B. WALL INSULATION Wall insulation is eligible for an incentive as long as existing walls are uninsulated and are between conditioned living area and unconditioned area. The installed insulation must achieve a minimum of R-13. Please review the Attic and Wall Insulation Installation Checklist and the Department of Energy Insulation Fact Sheet for additional information regarding attic and wall insulation. C. HIGH PERFORMANCE DUAL-PANE WINDOWS High Performance Dual-Pane Windows are eligible for incentives provided they have a U-factor of 0.4 or less and a Solar Heat Gain Coefficient (SHGC) of 0.4 or less. U-factor is a measure of the heat flow through the window assembly and SHGC is a measure of the solar energy coming through the window. Windows with a SHGC of 0.4 of less are referred to as spectrally selective low E glass. Both of these numbers can be found on the National Fenestration Rating Council (NFRC) label or on the manufacturer s order confirmation sheet. To qualify for a rebate you must submit with your application and product form, either: 1. a NFRC label for each window with the U-factor and SHGC values on each label. The dimensions for each window must also be submitted. Illegible labels will not be accepted. OR 2. the manufacturer s order confirmation which may be provided by your contractor. This sheet must be on the window manufacturer s letterhead and have the specific U-factor and SHGC value listed for each window or series of windows, along with the dimensions for each window. OR 3. a Home Improvement Contract or paid invoice from your contractor which provides the dimensions, SHGC and U-factor for each window purchased and installed. D. EFFICIENT NATURAL GAS STORAGE WATER HEATER Efficient natural gas storage water heaters must have an Energy Factor (EF) of 0.60 or greater. Look for the EF rating on the water heater specification sheet or on the packaging box; it does not always appear on the water heater label itself. This rebate is limited to natural gas storage water heaters that are 30 gallons or greater. Tankless water heaters do not qualify. If qualifying product is replacing an existing unit, the existing unit must be natural gas. List of qualifying products is available at or call PG&E for more information at Page 3 of 9 E. EFFICIENT ELECTRIC STORAGE WATER HEATER Efficient electric storage water heaters must have an Energy Factor (EF) of 0.91 or greater. Look for the EF rating on the water heater specification sheet or on the packaging box; it does not always appear on the water heater label itself. This rebate is limited to electric storage water heaters that are 30 gallons or greater. Tankless water heaters do not qualify. If qualifying product is replacing an existing unit, the existing unit must be electric. List of qualifying products is available at or call PG&E for more information at F. WHOLE HOUSE FAN Whole house fans must move 1000 cubic feet of air per minute (CFM) or more and be permanently installed (connected to the framing) to be eligible for rebate. Consult manufacturer s specifications to determine the proper size fan prior to purchase. Whole house fans are usually installed in your home by attaching the fan to the ceiling joists in the hall. The fan exhausts air from the living space into the attic, so it is important to make sure there is adequate attic ventilation to allow the air to easily escape. It is recommended that louvers between the living space and the attic create a tight air seal. An insulated louver cover should also be purchased for use in the winter. List of qualifying products is available at or call PG&E at G. ADVANCED WHOLE HOUSE EVAPORATIVE COOLER This rebate does not apply to portable or window-mounted evaporative coolers. This central cooler must: 1. be permanently installed, move at least 2500 cubic feet of air per minute (CFM) at 0.1 static pressure and should include the provision to automatically exhaust the air to the outside, usually through pressure relief dampers into the attic. Check with your local building department for any requirements; 2. have a thermostat specifically designed for advanced whole house evaporative coolers installed only if pressure relief dampers are also installed. The thermostat should be mounted remotely from the cooler. If pressure relief dampers are not installed, you may not install a thermostat. Instead, a multi-function manual control must be installed and windows opened to provide adequate ventilation when the cooler is operating; 3. come from the manufacturer with a cellular, rigid media certified by the manufacturer to achieve a saturation efficiency of 0.85 or better; 4. have at least two fan speeds and operate with the media wet or dry; 5. have all UL-recognized electrical components; 6. come with a water quality management system that provides positive removal of sump water on a regular interval (a bleed system is not allowed); 7. have a single duct or multiple duct whole house distribution system. 7 INSULATION Attic and Wall Installation Checklist Dear Customer: As a part of your request for the 2003 Home Energy Efficiency Rebate Program Home Improvement Rebates, we are including this Insulation Installation Checklist to assist you if you decide to install attic and/or wall insulation in your home. This checklist itemizes some of the key points discussed in the support information also included in your packet. Installed Attic and/or Wall Insulation (note one or both): Size of area insulated: sq.ft. Self or Contractor Installed: Date Installed: Type of Insulation Installed: Properly installed attic and/or wall insulation can be an effective energy efficiency measure. Check with your local building department for any specific requirements prior to installation. Whether you install batts/blankets or loose fill/blown-in insulation in attics and batts only in walls (loose fill insulation needs to be installed by a contractor as special nozzles and pressure equipment are needed), there are a number of items that must be carefully addressed during the installation. Install blocking material (use wood, sheet metal flashing or fiberglass batts when installing loose fill insulation) to keep insulation away from any heat source or attic opening. Also, blocking material used in the attic must extend from attic floor to above the top of the new insulation. Heat Producing Devices (HPDs) may overheat and cause a fire if fully or even partially covered with insulation. Leave at least 3 inches clearance around all HPDs. Be sure insulation cannot migrate into the clearance areas. Flues and vents are typically either sheet metal or an off-white clay pipe that extend from the combustion (gas) appliance/ equipment through the ceiling into the attic or in the wall. Combustion Appliance (gas stove, oven, dryer) Flue or Vent Pipes Chimney (masonry or metal) Bath or Kitchen Exhaust Fans (mounted in the ceiling) Doorbell transformer Recessed Lights (non I.C. rated fixtures) Pipes Water Heater (install insulation with a minimum 12 inch space around heater) Water Heater Flue or Vent Whole House Fan Furnace (install insulation with a minimum 12 inch space around the furnace) Wiring could overheat and cause a fire if the wiring is not in good condition and then is covered with insulation. Knob and Tube wiring: Have it inspected by a licensed C-10 Electrical Contractor for condition and appropriate overload protection before covering with insulation. Frayed, damaged wiring or wiring with missing insulation: Have it repaired before insulating. Junction Box: Have a cover installed before insulating. Combustion-Ventilation Air (CVA) openings that are covered could cause a combustion (gas) appliance to produce carbon monoxide (CO). Typically, CVA is provided through a screened opening in the ceiling above a combustion (gas) appliance such as a furnace or water heater in a closet. Be sure insulation is NOT covering the screened opening and blocking material is installed around the screened opening to allow the air to flow easily. Furnace Water Heater Miscellaneous Attic Precautions: If any of the items listed below exist in or have openings into your attic, be sure that insulation is NOT covering or against them. All openings above the furnace or water heater that connect to the attic must be blocked to prevent insulation from falling into the room or on the appliance. 8 Windows Information Sheet 2003 Home Improvement Rebate Program HIGH PERFORMANCE DUAL-PANED WINDOWS This sheet is intended to assist you in properly calculating your windows square footage and identify the required documentation to include with your rebate package when applying for your windows rebate. Please follow these guidelines when calculating your square footage. When the dimensions are in feet, round to the nearest foot. When the dimensions are in inches, you must first divide by 12 and then round to the nearest foot (rounding up at the half). Calculate the square footage for each window and then add the totals together. We require one of two documents to verify these ratings: NFRC Label (National Fenestration Rating Council) usually found on the window - one label for EACH window. OR Manufacturer s Order Confirmation Sheet available from your contractor. Samples of these documents on the back of this sheet NOTE: If providing NFRC labels to verify window qualification, you will still need to provide documentation showing the dimensions of each window.
