1 Lackland ISD Energy Conservation Plan Purpose This plan is designed to promote energy conservation throughout Lackland ISD and to comply with HB 3693 [80 th Texas Legislature]. Individually and collectively we should take all steps necessary to reduce the energy consumption of our over 350,000 square footage of facilities. Goal In accordance with HB3693, Lackland ISD will identify strategies that will promote the reduction of electric consumption by five percent (5%) each fiscal year for six (6) years, effective September 1, Strategies The Lackland ISD will: Purchase and utilize energy efficient light bulbs Track and report all energy consumption and costs and post for public information purposes on the district website Purchase energy-efficient products such as Energy Star qualified products Communicate energy saving information to staff and students Eliminate and/or reduce the unnecessary consumption of energy due to: o Use or personal comfort items, such as personal heaters, appliances, etc. o Open doors or windows while operating the air conditioning system o Inefficient air conditioning/heating temperature settings o Cooling and/or heating unused facilities o Use of lighting (interior and exterior) that is not essential 24/7 o Inefficient appliances [refrigerators] with new Energy Star products o Powering of computer and other related equipment when not in use, especially during weekends and extended holidays [summer, winter, etc.] o Powering of water heaters when not in use and maintaining an appropriate temperature o Inefficient scheduling of custodial and maintenance work. We will seek to prevent sporadic use of energy throughout the entire district, especially in the evenings and summer break. Implementation Plan Year Reconcile all meters (gas and electric) with LAFB Utility Manager Read meters on a monthly basis to compare to the LAFB billings. Request that the LAFB replace all meters that are malfunctioning or are beyond their useful life Request made no action taken yet by LAFB Utility Department

2 Maintenance department will replace light fixtures, ballasts, and bulbs conducive to energy savings by attrition Maintenance department will perform additional preventive maintenance on all cooling/heating equipment to maximize efficiency (PM checklists implemented) Maintenance department will install light timers/sensors in all mechanical, custodial and storage rooms Maintenance department will raise chilled water supply temperatures Maintenance department will lower hot water temperatures on all boilers Maintenance department will replace boiler bypass activators and outdoor sensors to Building (Media Center) Maintenance department will adjust heating and cooling schedule from 6 am to 6 pm, to 6 am to 5 pm Monday through Friday, all systems off on weekends. (Except for 1 week prior to school and 1 week after school starts for teaching staff set-up and close-down.) The district will collect and monitor energy consumption data on a monthly basis. At year-end, the district will evaluate compliance with the 5% reduction per year mandate of Year All staff will turn off computers, printers, and other office equipment over weekends and extended breaks, such as Spring Break, Winter Break, Thanksgiving Break, etc. The district will collect and monitor energy consumption data on a monthly basis. All staff will discontinue the use of personal use heating units, such as portable heaters, coffee makers, toaster ovens, etc. Coffee makers, toaster ovens, toasters, etc. will be allowed in group use areas such as break rooms, lounges, workrooms, etc. Star). 3 Daylighting & photo-sensor opportunities will be identified and implemented, such as the Media Center availability of substantial daylight. (TEESI) Control outside air infiltration by conducting monthly inspections of door and window weather-stripping and repairing as needed. (TEESI) Replace all incandescent lamps with compact fluorescent lamps as they burn out (TEESI) Maintenance department will phase-out all out-dated light fixtures and ballasts Replace all T12 fluorescent lamps with high-efficiency T-8 fluorescent lamps (TEESI) Replace two rooftop HVAC units in the HS Gym with high-efficiency units (TEESI) The district will contract with an energy conservation consultant to evaluate additional opportunities for energy savings. Energy Assessment Report was completed by TEESI in April Year Star). This includes district-owned refrigerators, stoves, microwaves, washers/dryers, etc. All non-efficient appliances will be phased out. All staff will discontinue the use of personal use refrigerators unless they are rated Energy Star. Large, energy efficient refrigerators will be allowed in group use areas such as break rooms, lounges, workrooms, etc. (TEESI) Maintenance department will phase-out all out-dated, non-energy efficient light fixtures and ballasts all boilers, chillers, heating and cooling units. First phase of replacements will be budgeted and implemented. The Watt Watchers Program will be implemented in the district to promote energy conservation awareness. (TEESI) Implement an Energy Star Power Management Program to place computers, monitors, etc. into a low-power sleep mode after a period of inactivity. (TEESI) Install energy saving devices on vending machines. Vendor will be contacted to adapt all staff vending machines and food service equipment, as appropriate. Install and/or repair hail guards on all rooftop HVAC units to promote maximum energy efficiency and equipment life. (TEESI)

4 Complete project to replace all T12 fluorescent lamps with high-efficiency T-8 fluorescent lamps (TEESI) Replace the 19-year old chiller unit that serves the Jr-Sr HS (TEESI) Complete Project to replace two rooftop HVAC units in the HS Gym with high-efficiency units (TEESI) The district will budget for and implement a building commissioning program (TEESI) The district will implement as many cost savings initiatives as possible as reported in the energy conservation consultant s report of findings. All staff will discontinue the use of personal use microwave ovens unless they are rated Energy Star. Second phase of replacements will be budgeted and implemented. Students in the Watt Watchers Program will report to the Board on the prior year activities. (TEESI) Implement cost savings as recommended by the building commissioning program. Maintenance department will continue the phase-out all out-dated, non-energy efficient, heating and cooling systems.

Third (and final) phase of replacements will be budgeted and implemented. Students in the Watt Watchers Program will report to the Board on the prior year activities. (TEESI) Implement cost savings as recommended by the building commissioning program. Maintenance department will complete the phase-out all out-dated, non-energy efficient, heating and cooling systems.
