2 Foreword Foreword Section C-2 of the Gas Regulations were established in accordance with Sections 15, 17 and subsection 2 of Section 19 of Act No. 250 of 8 June 1978 on gas installations and installations associated with water and waste pipes. Section C-2 comprises provisions concerning the design, function and marking of gas equipment, including provisions that implement Council Directive 90/396, Official Journal L196, page 15, as amended by Council Directive 93/68, Official Journal L220, page 1. Section C-2 is included in the regulatory framework in the Gas Regulations under section C, which contains: C-1 Provisions concerning conformity assessment, sales, marketing and commissioning of gas equipment C-2 Provisions concerning the design, function and marking of gas equipment. C-3 Provisions concerning type examination. C-4 Provisions concerning type conformity when checking samples. C-5 Provisions concerning type conformity in the quality management system used for production and final checks. C-6 Provisions for type conformity in the quality system used for final checks. C-7 Provisions concerning verification. C-8 Provisions concerning unit verification. C-9 Provisions concerning market control. C-10 Provisions concerning gas suppliers. 4 1. AREA OF VALIDITY AND TERMINOLOGY 1.1. Area of validity Area of validity and terminology These regulations comprise provisions for gas equipment, its design, function and marking pursuant to Sections 15, 17 and subsection 2 of Section 19 of Act No. 250 of 8 June The regulations contain provisions that implement Council Directive 90/396/EEC, Official Journal L196, page 15, as amended by Council Directive 93/68/EEC, Official Journal L220, page The provisions apply to all gas equipment in consumer installations, including connection to the main pipe or LPG (Liquefied Petroleum Gas) container (tank or bottle), but only for gas equipment with a maximum permitted operating pressure of less than or equal to 16 bar As regards gas-consuming appliances covered by Council Directive 90/396/EEC, that Directive, along with Council Directive 93/68/EEC, must be complied with. Pursuant to Section 9 of the Directive, DGP is the Danish notified body Provisions concerning the conformity assessment of gas equipment are found in section C-1 of the Gas Regulations Provisions concerning the individual elements of conformity assessment are found in sections C-3 to C-8 of the Gas Regulations Terminology Gas equipment This is understood to mean both components of gas installations with a technical function related to gas, and components intended for use when building gas installations. The technical function relating to gas covers both regulation and control of the amount of gas as well as the combustion engineering conditions associated with the set-up of the gas burner and its fitting in combustion units. Gas appliance This is understood to mean gas equipment in which heat is created via gas combustion. Component This is understood to mean safety, control and adjustment devices that are intended to be installed inside a gas appliance or to be installed with the aim of forming part of a gas appliance
5 2. CLASSIFICATION OF GAS EQUIPMENT Classification of gas equipment 2.1. General Gas equipment is classified according to its purpose of use and the potential operating conditions to which the equipment will be exposed. Gas equipment is divided into: equipment that is included in the consumer s supply system gas appliances and associated equipment Classification of gas equipment that is included in the consumer s supply system In regard to the maximum operating pressure on gas installations, gas equipment is classified as follows: Classification Class 0.1 Class 1 Class 4 Class 16 Operating pressure 6 mbar < p <100 mbar 100 mbar < p < =1 bar 1 bar <p < 4 bar 4 bar < p <= 16 bar In the case of adjusters, the pressure determines the classification, while gas equipment for liquid gas is categorised as class 16 at normal temperature actions Classification of gas appliances and associated equipment Gas appliances and associated equipment are classified based on: the quality of the gas used, the potential for switching to a different quality of gas and the connection pressure of the appliance the maximum connection pressure In regard to gas quality, the gas appliances are classified according to the gas families for which they can be used. The following categories may be used: a) Category I appliances are those that are designed to use gas qualities in only one gas family. Category I2H appliances are intended for natural gas (Group H) only. Category appliances are intended for LPG (Group B/P) only
6 Classification of gas equipment b) Category II appliances are those designed to use gas qualities in two families of gases. Category II 1a2H appliances intended for city gas group A and natural gas group H. Category II 2H3B/P appliances intended for natural gas group H and LPG group B/P. c) Category III appliances are those designed to use gas qualities in all three gas families. Category III1a2H3B/P appliances intended for city gas group a, natural gas group H and LPG group B/P For gas appliances with a connection pressure of <= 35 mbar, the following table specifying connection pressures may be used. Type of gas Normal gas pressure Minimum gas pressuremaximum gas pressure City gas 8 mbar 6 mbar15 mbar Natural gas 20 mbar 17 mbar25 mbar Bottled gas mbar 25 mbar35 mbar In the case of large gas installations, the burner itself is classified in accordance with section 2.3.2, supplemented by: a burner group, intended for sewer and biogases a burner group, intended for other gas/air combinations The classification of shut-off valves, filters, adjusters, gas/air combination installations, solenoid valves, etc. connected with fitting groups is determined by the maximum operating pressure, as stated in section
7 3. PROVISIONS FOR GAS EQUIPMENT Provisions for gas equipment 3.1. General provisions Gas equipment must be designed and produced in such a way that it can be used safely, and does not, during normal use, present a danger to people, domestic animals or property It must be possible to install gas equipment in compliance with the requirements in sections A and B of the Gas Regulations, and the gas equipment should be intended for use with the gas qualities specified in section A of Annex 1A to the Gas Regulations When marketing the gas equipment, the following must be observed: the equipment must be accompanied by technical instructions for the installer the equipment must be accompanied by user and maintenance instructions for the user the packaging must be marked with relevant warnings. These instructions and warnings must be printed in Danish The technical instructions for the installer must include all installation, adjustment and maintenance instructions that are necessary to correctly perform these tasks and for the gas equipment to be used safely The user and maintenance instructions for the user must include all the information necessary for the equipment to be used safely, and should in particular make the user aware of any modifications to usage The warnings on the appliance and packaging must state unambiguously the gas type, connection pressure and any modifications to usage Equipment intended for use in an appliance must be designed and produced in such a way that it functions correctly when used as intended, when it is fitted in accordance with the technical installation instructions The installation, adjustment, operation and maintenance instructions must be delivered together with the equipment Materials Materials must be appropriate to their purpose and able to withstand the mechanical, chemical and thermal impacts to which they will be exposed in normal situations Those material properties that are important to security must be guaranteed by the manufacturer or supplier
8 Provisions for gas equipment 3.3. Design and function of gas equipment included in consumer supply systems The strength of the pressure components of the gas equipment must correspond to the relevant pressure class at a minimum. It should only be possible to connect the equipment to the gas installation using an approved connection method in compliance with the provisions of the Gas Regulations for the relevant installation All the materials used in the gas equipment, including packaging materials and membranes, must be able to withstand the effects of the quality of gas that is used The gas-bearing parts of the gas equipment must be gas-proof in regard to surroundings, i.e. the impermeability may not depend on regular tightening. Gas equipment with a shut-off function should also be able to guarantee the internal impermeability of the gas equipment Fixed gas equipment for outdoor use should be able to function at temperatures of between 20 C and +50 C Design and function of gas appliances General The appliance must be produced in such a way that, during normal use, it does not demonstrate instability, changes to its shape, breakages or wear that reduces its safety Condensation during ignition and/or operation must not reduce safety during use The appliance must be designed and produced in such a way that the risk of explosion due to external fires is reduced as far as possible The appliance must be produced in such a way that the gas components are not penetrated by water or unintentionally by air In the event of normal variation when supplying auxiliary power, the appliance must continue to function safely Abnormal variations or breakdowns in the supply of auxiliary power or restoring this supply must not present a hazard
9 Provisions for gas equipment The appliance must be designed and produced in such a way that electrical hazards are prevented. This requirement is met if the safety requirements in regard to electrical hazards in Council Directive 73/23/EEC are complied with All parts of an appliance that are exposed to pressure must be able to withstand the mechanical and thermal impacts to which they are exposed without distortions that could represent a safety hazard An appliance must be designed and produced in such a way that faults in safety, control or adjustment fittings cannot represent a safety hazard When an appliance is equipped with safety and adjustment fittings, the function of the safety fittings may not be impeded by the adjustment fittings All parts of an appliance that are fitted or adjusted during manufacturing, and which the user or installer should not be able to operate, should be protected appropriately Handles or operation/adjustment fittings must be clearly marked and provide all information that is necessary to avoid faulty manoeuvres. They should be designed in a manner that prevents inadvertent operation Leakage of unburnt gas An appliance should be produced in such a way that any gas leaks are limited to a volume that does not present a hazard The appliances should be produced in such a way that the gas flow during ignition and re-ignition and after the flame is extinguished is of such a limited extent that a dangerous accumulation of unburnt gas in the appliances is avoided Appliances that are intended for use on premises must be equipped with a special device (FSD - Flame Safety Device) to prevent a dangerous accumulation of unburnt gas on the premises. Appliances that are not equipped with this type of device may only be used on premises with sufficient ventilation to prevent a dangerous accumulation of unburnt gas. Please refer to sections A and B of the Gas Regulations. Appliances for large-scale kitchens and appliances that use gas containing poisonous matter must be equipped with the aforementioned mechanism
10 Provisions for gas equipment Ignition An appliance should be produced in such a way that during normal use there is: smooth ignition and re-ignition over-ignition Combustion An appliance should be produced in such a way that the flame is stable during normal use, and the combustion products do not contain unacceptable concentrations of matter that is hazardous to health An appliance must be produced in such a way that no unexpected leakage of combustion products occurs during normal use An appliance associated with ventilation in combustion products must be produced in such a way that there is no leakage of dangerous amounts of combustion products in the relevant location during abnormal ventilation conditions. Please refer to section A of the Gas Regulations Heating appliances without ventilation for use in properties must not cause a concentration of carbon monoxide in the relevant room that may cause a health risk for individuals exposed to it, taking into consideration the anticipated duration of this exposure. Please refer to section A of the Gas Regulations Reasonable energy use A device must be produced in such a way that the energy is consumed reasonably, in a manner that corresponds to the relevant scientific and technical level, taking the safety aspects into consideration Gas boilers and gas-fired central heating boilers with a nominal load of between 4 and 400 kw (net calorific value) must meet specific requirements in regard to efficiency, cf. Council Directive 92/42/EEC: - at nominal heat input, i.e. operating at nominal heat input Pn expressed in kw, at an average boiler-water temperature of 70 C, and - a part load, i.e. operating at 30 % part load, at an average boiler-water temperature which varies according to the type of the boiler. Please also see Special Order by the Ministry of Housing No. 488 of 7 June 1994 concerning requirements for efficiency requirements for hot-water boilers fired with liquid or gaseous fuels, which implements Council Directive 92/42/EEC

(**) Supply water temperature Temperature Parts of an appliance that are intended to be installed close to the floor or other surfaces may not reach temperatures that present a danger to the surroundings Operating buttons and handles on the appliances may not become hot enough to present a danger to the user Except for surfaces or parts that are intended to transport heat, the surface temperature of external parts of an appliance that is intended for use in residences may not present a danger to the user during operation, and in particular to children, to whose reaction times particular attention should be paid Food and water for sanitary purposes Without disregarding the EU regulations in this area, materials and components that are used to produce an appliance, and which may come into contact with food or water for sanitary purposes, may not impair the quality of said food or water Marking Gas equipment, including gas appliances and associated equipment, must be equipped with a durable marking that must contain at a minimum the information that is necessary for correct adjustment of the appliance. 12 Straffe-, ikrafttrædelses- og overgangsbestemmelser 4. PENALTY, COMMENCEMENT AND TRANSITIONAL REGULATIONS 4.1. Penalty provisions Violating the provisions of section C-2 of these Gas Regulations will result in a fine In the event of a violation being committed by any form of incorporated company, the company may be liable for said fine, cf. subsection 3 of Section 19 in Act No. 250 of 8 June The time limit for penalty liability is 10 years, cf. subsection 4 of Section 19 in Act No. 250 of 8 June Commencement provisions Section C-2 of these Gas Regulations enters into force on 1 July 1994, with the amendments specified in section On this same date, section C-2 of the Gas Regulations of 1 January 1992 is revoked Transitional provisions The requirement in section concerning the efficiency of boilers (cf. Council Directive 92/42/EEC), may be disregarded until 31 December 1997, provided that the Ministry of Housing s current energy requirements are respected Despite the requirements in sections and concerning different category descriptions and normal pressure, the previously applicable descriptions and values may be used during a transitional period until 31 December
