In 2012, Seven Basins Watershed Council and the City of Rogue River broke ground on a riparian planting demonstration site. On September 29, 2012 a work party was conducted to plant Phase I of the riparian garden on the banks of the Rogue River at Fleming Park. Since the initial planting, the garden has become deteriorated due to flooding and lack of maintenance. Furthermore, the City of Rogue River wishes to demonstrate successful riparian planting and this highly visible location. Through engaging local citizens, local representatives and committee members, as well as local schools, the City of Rogue River wishes to use this site as a demonstration and learning site for riparian planting throughout the community. The goal of this project is to address this site again, restore and improve the riparian planting, and ensure proper maintenance in the future with the purpose of using the site as an outdoor learning and demonstration site. SUMMARY: Riparian Planting PRACTICES: Phase 1 of addressing the riparian area includes addressing the site west of the bridge. The current riparian planting at the site will be leveraged and added to with approximately 11,000 sq. ft. of native planting. The planting site will be prepared by removing the current sod located on site by a backhoe. Irrigation will be moved at this time to adapt to the new planting plan. Soil amendment will be blown onto the site by a contractor and then tilled into planting bed areas; this will happen in late immediately before the planting party work day. The paths will be left as grass. In early a workshop will be held which will engage the community in learning about riparian plantings and best management practice techniques. Local citizens as well as city officials will be encouraged to attend to learn more about the project as well as possible future projects at this workshop. The work party day will be held at the end of. This work party will be held in partnership with Seven Basins Watershed Council who will lead the event. Volunteers will be recruited throughout the community. Specific activities to be performed at the work party include weeding of the current planting, planting additional plants into the newly formed beds, planting several trees on site, and mulching the bed area. Additional shrubs and sedges will be added to the present-day planting to help improve streambank stability. This new riparian 1

2 planting will add an additional layer of buffer, while also aiding current efforts to avert domestic geese from the park. Removal of the domestic geese from the site will improve water quality by lessening the amount of excrement on site. After the Rogue River Riparian Planting Demonstration and Learning is completed, reseeding will be done along paths and throughout the park area. While Phase 1 addresses the priority riparian areas within the park, additional future plans have been identified. These concerns and opportunities will be addressed in a Phase 2 of this project. One priority for Phase 2 is invasive blackberry and garlic mustard have been found in the area east of the bridge. This area along the river is owned by the State of Oregon. In Phase 2, the City of Rogue River will work with the State of Oregon on the east side of the park there is a need to remove the invasive plants. Approximately 1000 sq. ft. of blackberry will be removed, in order to improve habitat, stream bank erosion, and water quality. Native trees will be planted in order to improve canopy cover in the area, while increasing lines of sight to the river. In Phase 2, additional trees will be added throughout the park site. Phase 2 will also assess opportunities for informational signage opportunities for the Demonstration site, while assessing need for additional planting, mulching, and seeding for the demonstration and learning site. Phase 2 will proceed after phase 1 of the project is completed. 2

We expect to supply 120 hrs of in-kind support throughout the planning and implementation stages of the project. This includes staff meetings, project facilitation, and project planning. The time is valued at $22/ hr. $2,640 SEVEN BASINS PROJECT MANAGEMENT The Seven Basins Watershed Council will provide 24 hours of project management to the project. This time incudes meetings, planning, and preparation for the project. The time is valued at $25/ hr. 3

4 $600 SITE PREPARATION Area 3 will have the turf removed with a backhoe with a smooth, toothless bucket where new beds will be placed. This will be done by a contractor. The cost includes labor, materials, and proper removal of material. Site preparation will be done immediately before the planting work party. $1,600 SOIL TILLING AND EQUIPMENT The City of Rogue River has found an in-kind donation of a tiller which will be used to till in the soil amendment into approximately the 11,000 sq feet of new planting area. Tilling will be done immediately before the planting work party. $100 SOIL AMENDMENT The City of Rogue River will buy 100 cubic yards of soil amendment from Hilton Landscape Supply. The City of Rogue River will take a soil sample of the site, and work with Hilton Landscape Supply and Jackson Soil and Water Conservation District in order to attain the best possible soil for the new planting. $3,150 RIPARIAN PLANTING LABOR The Seven Basins Watershed Council and the City of Rogue River will partner to recruit volunteers for a planting work party held in late. During the work party, volunteers will be shown weeds to remove, how to properly plant new plants, and spread mulch. $2,640 RIPARIAN PLANTING The Seven Basins Watershed Council will install 397 native plants which will serve as demonstrations plantings for riparian planting. Plantings will be done throughout areas 1,2,3 and 4. The City of Rogue River will purchase the plants, and work with the Seven Basins Watershed Council on planning and effectuating a riparian planting work party. $3,000 MULCH Mulch will be added to the site to reduce weed growth and keep moisture in the soil. This practice will be used in areas 3 and 4. In areas 3 and 4 mulch will be used around the plantings in order to capture moisture and insure plants get the water needed to be established onsite. Mulch in all of the areas listed will help prevent soil erosion due to water runoff. The mulch will help to both increase water infiltration and decrease water runoff by decreasing the speed and force of water droplets, allowing them to soak into the soil rather than run off. $2,250 IRRIGATION LABOR Irrigation will need to be moved to accommodate new plantings. There is current rotary irrigation on site, and some new irrigation will be added as well. Irrigation work will be done before the planting begins. $480 IRRIGATION MATERIALS The City of Rogue River expects to have to purchase several pipes and new rotary irrigation materials to accommodate the new irrigation for the plantings. $420 4

5 SEEDING The City of Rogue River will reseed along the pathways and throughout grass area after the new planting area has been installed. Reseeding will occur in March, and occur again as needed. $180 BED EDGING Bedding edging will be installed above the 2-year flood line and by planting path entrances in order to help establish entrances and keep traffic along the designated path area. 400 feet of edging will be istalled at a price of $1/foot $400 MAINTENANCE The City of Rogue River will work with Seven Basin Watershed Council on the maintenance of the Fleming Memorial Park riparian planting demonstration site. The City of Rogue River and Seven Basins Watershed Council will create a maintenance plan for the park, and work together to ensure that the City Public works department and volunteer groups work together to maintain the site for future use. It is expected that the volunteers will supply 80 hrs of in-kind support throughout the maintenance stage of the project valued at $22/ hr. $1760 CONTINGENCY A contingency for landscape features and contracted labor is added to the budget to help with any unforeseen costs to the project. If extra funds remain, the funds will be used for planning future community work parties and to bring in contracted labor to help with maintenance. $600 5

6 PLAN/EVENT OBJECTIVES: RESOURCE CONCERN: Natural Resource Education SUMMARY: Educational riparian planting workshop for local citizens PRACTICES: The City of Rogue River is committed to involving and educating local citizens during this project. We would like to leverage our riparian planting project with an educational workshop for locals on riparian planting. The workshop is intended to recruit local landowners and interested citizens on best management practices for the riparian area. Other targeted audiences for the Workshop will be the City Council, the Planning Commission, the City of Rogue River Tree Committee, the Rogue River Garden Club, and outreach will be done throughout the city to encourage local residents to participate in the workshop as well. An expert guest speaker will be secured to present material at the workshop, and participants will be encouraged to attend the work party at Fleming Memorial Park where they will be able to participate in the native planting demonstration. Lunch will be held at the conclusion of the workshop. The City of Rogue River expects no more than 20 participants, with lunch at $5/participant. $100 EDUCATIONAL BROCHURES/ MATERIALS Brochures and other educational materials will be brought in from local agencies to give to participants so they may continue to educate themselves about topics discussed at the riparian planting workshop. Furthermore, Seven Basins Watershed Council will co-project manage a planting site work party for the Fleming Memorial Park riparian planting demonstration site. Local schools and volunteers will participate in the planting work party which will include a planting demonstration by Gail Perotti, from Seven Basins Watershed Council, and a hands-on work party which will both educate the public as well as accomplish the initial planting on the site. We believe the site will serve as a long-term outdoor learning and demonstration site for our local community and schools.
