drivers?
planning policy? PPG3 Housing (2000) 52.The Government attaches particular importance to the 'greening' of residential environments. Greening initiatives can enhance quality, assist the permeability of land for storm drainage and contribute to bio-diversity. Better places to live by design: a companion guide to PPG3 (2001) Chapter 6: Space in and around the home...the potential for balconies and roof gardens, both projected and recessed, should be explored.
Housing Corporation 70 of the 147 national sustainability indicators are linked to housing Responsible for regulating 2m homes, increasing by c250,000 each year Increase environmental standards for all new homes, to achieve Very Good EcoHomes ratings by 2006 Developing whole-life costing methodologies Further the promotion of environmental design in refurbishment and new build
Eco-Homes The Environmental Rating for Homes, developed by the Building Research Establishment All public-funded housing now needs to meet Very Good rating (as from 1 st April 2006) However A recent critique suggested that installing a green roof would give one credit [for reducing peak run-off], but increased mass may mean 3 credits lost in materials. There maybe credits depending on the ecological performance of the green roof used
Sustainable Communities 22 billion programme, launched February 2003 by ODPM to help meet the estimated 4.4 million new homes required by 2021 major reforms in housing and planning policy, a new approach to how and what is built; accelerating the provision of housing; accelerating growth in 4 growth areas - Thames Gateway, London-Stansted-Cambridge corridor, Ashford, and Milton Keynes-South Midlands; ensuring construction industry has the right skills to deliver; providing resources for affordable housing for next 3 years; providing resources to bring social housing up to a decent standard.
London and the Mayor Biodiversity Strategy (2002).to research and disseminate good practice for developing or adapting buildings to enhance and maintain biodiversity. Energy Strategy (2004)...new development should include new or enhanced habitat, or design (e.g. green roofs) that promotes biodiversity... London Plan (2004) Policy 4C.8 Sustainable drainage The Mayor will seek to ensure that surface water run-off is managed as close to its source as possible. The use of sustainable urban drainage systems should be promoted for development. These techniques include green roofs.
"Make our roof tops places for life and living." says Mayor
1nteger Greenfields, Maidenhead 19 flats and 8 houses The green Alpine Sedum roofs are durable, visually acceptable, manage rainwater run-off effectively and act as a mini-habitat for wildlife
risk takers? key green roof installations in British housing now being implemented by social housing providers; willing to take risk and innovative approaches
Sustainable Homes Based at Hastoe Housing Association Funded by an Innovation & Good Practice Grant from the Housing Corporation until Good Practice case studies; 4 have green roofs EcoDatabase; lists green roofs and green living walls Sustainability Works tool-kit
Eider Close Forest Gate "The plants on the roof produce pink and orange flowers. It was green when they first laid it. Now it has flowered some people think it has died but that's only the dead leaves. It is maintained once a year. I did say I wasn't going up there with my lawn-mower."
BedZED a new design paradigm?
Installed to reduce surface water run-off, and provide greenspace for residents 40% of the rainwater collected is used for toilet flushing Superfluous to BedZED s thermal efficiency; a 300mm concrete overcoat provides this telly-tubby land

Ethelred Estate Kennington
Lambeth estate makes green record books 18 July 2005 A Lambeth housing estate is set to make history by becoming the largest green re-roofing project in the country. The Ethelred estate in Kennington now boasts an eco-friendly sedum roof. It takes the place of a traditional flat roof, which was in need of repair. This innovative solution to the replacement of the old flat roofs will benefit the environment and tenants in many ways. At 4000m2 it will transform the skyline and views over this part of London. It will also: reduce fuel bills by keeping homes warmer in winter and cooler in the summer improve air quality create a new habitat for wildlife reduce water run-off during heavy rains reduce the urban heat island effect As well as the positive environmental impacts generated by the green roof, it has economic benefits too. It has a longer-life span than a traditional flat roof so is cheaper over the long-term and costs less to maintain. David Girdler, chair of the Ethelred Tenants and Residents Association says; "The Green Roofs are an indication of Ethelred Tenant Management Organisation's (TMO) commitment to our residents. Improving the quality of life on Ethelred Estate is our main objective and we feel that we are slowly but surely achieving this.

what have we learnt from BedZED?
further guidance Increasing recognition of the need to consider environmental factors and incorporate them into buildings Growing body of guidance tailor made for the development sector Little as yet tailored to social housing sector
climate change
Blair Backing for Climate Change Agency Launch 20 June 2005 Tony Blair today gave his backing to a new agency which will work with businesses in London to tackle climate change. His support came as the Mayor of London, Ken Livingstone, launched the Climate Change Agency. The Prime Minister, in a message of support, said that as one of the world s great cities, it is right that London leads the way. It is expected the new agency will be a key driving force in accelerating reductions in emissions in the capital. The Mayor wants it to become established as a municipal company in partnership with private sector firms which will design, finance, build and operate low and zero carbon capacity. This will be a combination of cooling, heat and power, energy efficiency, renewables and other innovative technology in new developments and retrofit projects.
towards an ecosystem approach?

eco-refurbishment
furthering green roofed houses is there a market for large-scale green roofing in social housing? is Sedum the most appropriate medium? is there enough information for housing organisations to make informed decisions? what industry standards can assist housing organisations procure quality? is there a need for tailor-made guidance?
horizons ? growth in self-build green housing rural and suburbs growth in modular construction opportunities for simple green roof systems roof terraces and roof gardens, especially in urban core do-it-yourself green roof kits for the domestic market [sheds, extensions, etc.] in suburbs green roofs as part of integrated climate change adaptation in new build estates?
