NFPA 16 has entered the Fall 2018 revision cycle. The purpose of this meeting is to resolve all of the Public Inputs that have been submitted for NFPA 16. Please review the attached public input and re-org draft prior to the meeting. The meeting was called to order by Technical Committee (TC) Chair Robert Caputo at 11:00 AM ET. Attendees connected to the meeting both over the phone and through the web-based meeting link. 2. NFPA staff took roll call and reviewed the distributed material in the agenda. 3. The TC approved the F2014 FD Meeting Minutes. 4. NFPA Staff reviewed the new standards development process with the TC and provided guidance on the terminology used to make motions and create second revisions. 5. Ansul does not recommend strainers on concentrate lines between bladder tanks and proportioners or between atmospheric tanks and eductors, it is also noted that they are note shown in the appendix drawings of NFPA 16 for these systems. Ansul does not recommend concentrate strainers between atmospheric tanks and pumps suction when using non-newtonian agents. Pre-primed systems need to be installed with as much of the foam-water solution in the piping as possible. NFPA 13 allows the test connection to be at any location downstream of the water flow alarm and in many cases it s installed immediately past this switch. Having the test connection located at a remote location on the system will allow it to be used to help fill portions of the system with foam-water solution that would otherwise have air pockets with no foam-water solution. 14 6 of 14 2/17/ :12 AM Public Input No. 3-NFPA [ New Section after ] The flow and pressure of a public water supply shall be determined from waterflow test data or other approved method Water supply fluctuations must be addressed in the design of water-based fire protection systems, as required by the Authority Having Jurisdiction Safety factors must be addressed in the design of water-based fire protection systems, as required by the Authority Having Jurisdiction. Similar proposals are made to NFPA 13 and 13R to recognize the need to address public water supply fluctuations and safety factors in the design of fire protection systems. The International Codes now specifically require that water supply fluctuations be addressed in sprinkler system design as follows (from 2015 IFC, Section ): "For connections to public waterworks systems, the water supply test used for design of fire protection systems shall be adjusted to account for seasonal and daily pressure fluctuations based on information from the water supply authority and as approved by the fire code official." Additionally, NFPA 14 (2016 edition) now states: " Daily and seasonal flow and pressure fluctuation data shall be provided by the water purveyor, and the fire protection design must account for both high and low variations Where these data are not available, design shall be based on the available water flow data." This proposal is simply an intent to recognize the need for and importance of water supply fluctuation to be evaluated, as well as to recognize that many jurisdictions require safety factors in the design of sprinkler systems. When these building features are anticipated and/or provided its imperative that the layout of the foam-water system and the design area coincide with the locations of these features. A The purpose for having this connection at a remote point is to allow as much of the system as possible to be filled with the foam-water solution. Judgment should be used to determine a location that allows accessibility of the test connection while at the same time venting as much air in the system as possible. NFPA 13 also requires a single air vent on all wet pipe systems at the highest most remote section of the system to facilitate filling the system, and to reduce corrosion within the system piping. This annex statement further explains the placement of the test connection for pre-primed systems. Pre-primed systems need to be installed with as much of the foam-water solution in the piping as possible. NFPA 13 allows the test connection to be at any location downstream of the water flow alarm and in many cases it s installed immediately past this switch. Having the test connection located at a remote location on the system will allow it to be used to help fill portions of the system with foam-water solution that would otherwise have air pockets with no foam-water solution. The air vent required by NFPA 13 on all wet systems can also be used to help fill as much of the system as possible with foam-water solution.
