The meeting was called to order at 8:00 AM on Tuesday, August 28, 2012 by Technical Committee Chair John LeBlanc. 2. Attendees introduced themselves. The Technical Committee roster was corrected as needed. 3. The Minutes of the previous meeting (September 2010, Rosemont IL) were unanimously approved as issued. 4. The Technical Committee Chair welcomed attendees and briefly reviewed the Agenda. 5. The Staff Liaison reported on the following: Technical Committee Scope Statement. The Technical Committee agreed to the need for a revised scope that accurately reflects the Technical Committee s responsibilities. The Staff Liaison was directed to circulate a revised scope statement to the Technical Committee for ballot. Membership Status. The Staff Liaison reported on recent changes to committee membership and on the balance of interests on the committees. He also briefed the Technical Committee on emphasis programs to recruit alternate members (for those members who do not have one) and enforcing officials. Document Revision Schedule for NFPA The Staff Liaison reviewed the Annual 2014 revision schedule for the 2015 edition of NFPA There were no reports on current topics. There were no issues that needed to be reported to the Technical Correlating Committee. 7. The Technical Committee reviewed and took action on 69 Public Inputs to amend the 2012 edition of NFPA 30. Thirty-two First Revisions to NFPA 30 were created. No correlation issues were evident. No Committee Inputs were generated. The Staff Liaison was directed to circulate the First Revisions for letter ballot. 8. The Technical Committee discussed expanding Tables and to include liquid Classes IB and IC. The premise for this is that the tests on which these tables are based were done using heptane as the stored commodity, but Classes IB and IC were dropped from the tables FLCSWC Minutes.doc

10 because of concerns for electrostatic discharges. The Technical Committee directed the Protection Criteria Task Group to determine how to resolve this issue. 9. There was no recent correspondence requiring the Technical Committee s attention. 10. Under Old Business, the Technical Committee discussed the following items and took the indicated action: Paragraphs 9.1.4(3) and (3) - Need to be restricted to apply only to alcoholic beverages of 100 proof or less to correlate with NFPA 13because NFPA 13 does not apply to beverages greater than 100 proof. The Technical Committee directed the NFPA 30 Container Protection Criteria Task Group to resolve the issue. Conflict between and Increase quantity limit on Class IIIB liquids in (5), since Table allows almost this amount with no coverage at all. The Technical Committee directed the NFPA 30 Container Protection Criteria Task Group to resolve the issue. Section Provision needed to address sloped ceilings. First Revision to be drafted. Figures (b) and (c) - End statement should read Protect in accordance with criteria identified by This is a correction of an erroneous reference. Failed Mineral Seal Oil Tests Using K25 Sprinklers - The Technical Committee directed the NFPA 30 Container Protection Criteria Task Group to resolve the issue by determining the adequacy of the criteria in Table , measured against new fire test data to be provided by FMGlobal. [NOTE: This applies specifically to lines marked Fire Test Refs. 1, 5, 8, 11.] Clarification of Calculations for Spill Control / Containment - The Technical Committee directed the NFPA 30 Container Protection Criteria Task Group to resolve the issue. 11. Under New Business, the Technical Committee discussed the following items and took the indicated action: The definition of Liquid Warehouse, in , should be amended to clarify that the 25 percent criterion applies to the perimeter of the liquid storage area, not the whole building. This must be directed to the NFPA 30 Technical Committee on Fundamentals. Whether a van trailer qualifies as a storage building or not should be left to the determination of the authority having jurisdiction. In Table 9.4.3, a UN6HA1 drum (rigid polyethylene primary container slip-fitted into a standard steel drum with weep holes) can be considered a metal container. A First Revision should be drafted to effect this amendment. The Technical Committee determined there was no need to amend Section 9.5 by adding a prohibition on placing or storing materials directly on top of or over a flammable liquids storage cabinet. The Technical Committee could not reach a consensus on whether NFPA 30 should include in its scope pressurized containers that are not within the scope of NFPA 30B. The Technical Committee concluded that this would have to be determined in consultation with the Technical Committees on Aerosol Products and Liquefied Petroleum Gas. The Technical Committee concluded that the equivalency between safety cans and flammable liquids storage cabinets, for the purposes of the doubling factors in Table 9.6.1, are based on the model building and fire codes. A listed container of not more than 5.3 gal (20 L) capacity having a spring-closing lid and spout cover, and so designed that it will safely relieve internal pressure when subjected to fire exposure. Each Safety Can shall have a removable screen (or strainer) of a corrosion resistant material provided in each fill and pour opening. The screen shall be removable for cleaning or in the event it would inhibit the flow based on the viscosity of the liquids being stored. Additional Proposed Changes File Name NFPAPublicCommentForm.pdf Description Approved Cover Sheet Statement of Problem and Substantiation for Public Comment It is called a "screen" by UL and a "flame arrester" by FM. By any definition/purpose, it is required equipment by UL for Listing and/or by FM for Approval of a Safety Can. In the field, our representatives have run across end users who have removed these devises from their Safety Cans. Let's just call it a screen for our purposes here. This request is to include the screen in the NFPA's definition of a Safety Can to preclude end users unnecessarily removing the screens/flash arrester. I believe the NFPA should support UL's and FM's requirement for this devise no matter what the laboratory's definition or purpose is to require it. And in the event that this devise could help avoid an accident who would not want to require its use in the field. This is the basis of my request. 13 National Fire Protection Association Report Page 1 of 56 6/10/2013 Input ] Public Comment No. 16-NFPA [ Global This Global Public Comment is a follow-up to Global Public Input No. 50 and all linked Public Inputs submitted to the First Draft, which propsed a change of containers from "containers, portable tanks, and intermediate bulk containers" to "containers, low pressure cylinders, portable tanks, and intermediate bulk containers". This simply added the designation of a 'low pressure cylinder' to the list of containers that were covered by NFPA 30. The NFPA 30 Technical Committee was unsure whether this new designation of products should be listed in NFPA 30, NFPA 30B, NFPA 58, or a new section altogether. Due to only limited testing provided, it was decided that an intercommittee Task Group including members of NFPA 30, 30B, and 58 would determine the appropriate means to address this issue and make recommendations to the NFPA Standards Council. The test data supplied to NFPA was generated by 3 rd parties (Intertek Group plc in conjunction with the University of Colorado) under contract by 3M. Since the Technical Committee met to discuss the First Draft, new DOT legislation has been approved and put into place as of January 7, 2013 (See attached "Federal Register Vol. 78 No. 4"). Approved by the US DOT's Pipeline and Hazardous Materials Safety Administration (PHMSA), this change echoes the changes in UN Classification on 'Chemical under pressure'. In the updated Federal Register, the Hazardous Materials Table (HMT) has been updated to include six specifications of "Chemical under pressure": UN3500-UN3505. In the Register, PHMSA claims "The 'Chemical under pressure, n.o.s.' HMT entries are added to address shipments of liquids or solids (e.g. adhesives, coatings, and cleaners) combined with a gas or gas mixtures utilized to expel the contents from pressure vessels." Special Provision 362, which states that "classification of these materials is to be based on hazard characteristics of the components in the propellant, the liquid, or the solid forms", was amended to include the six new UN numbers that specify "Chemical under pressure". Furthermore, Special Provision TP40 and T50 provide more detailed instruction for correct transportation of "Chemical under pressure" in various circumstances. Along with this new support, all claims made in Global Public Input No. 50 should be considered as well. Attached to this Global Public Comment is the Updated Federal Register as well as a list of the Public Inputs submitted to the First Draft Report that this Global Public Comment affects; a summary of results generated by 3 rd party tests have been attached (video was unable to attach to this Public Comment; however, this video is now a public document following the First Draft Report). It is recommended that any change pertaining to this Public Comment be applied to all past Public Inputs. Additional Proposed Changes
