This summit allows stakeholders in public safety service delivery to work through the challenges that face volunteer based Fire & EMS services. Event Partners Albemarle County Fire & Rescue Hanover Fire & EMS Virginia Association of Counties Virginia Department of Fire Programs Virginia Association of Fire Chiefs Volunteer/Combination Officer s Section of the International Association of Fire Chiefs Program Description The one and a half day program is designed to provide decision makers clear guidance on how to manage the unique challenges associated with volunteer based & combination emergency services. Best practices and proven strategies will be presented, along with facilitated workshops designed to allow the stakeholders from the local delegations to work through the delicate issues together. Target Audience Jurisdictions are encouraged to send delegations comprised of the decision makers related to public safety and volunteer service delivery. 2 Program Format Saturday, August 27 08:00 08:30 Registration 08:30 09:30 Introduction and Problem Identification 09:30 12:00 Facilitated Individual Workgroups Group A: County Administrators & Elected Officials Facilitators who have proven experience in dealing with volunteer and combination systems will work with the group to develop clear understanding of what is required to create a successful volunteer/combination system. Government representatives will have time to ask very pointed questions and share ideas about the challenges associated with these systems. The entire group will convene later in the session to report out on findings. Group B: Fire & EMS Leaders Facilitators who have proven experience in dealing with volunteer and combination systems will work with the group to develop clear understanding of what is required to create a successful volunteer/combination system. Fire & EMS representatives will have time to express concerns and challenges associated with increasing expectations on the volunteer system and how to be successful in the future to ensure volunteers remain an active part of the emergency services system. 3 08:00 12:00 Big Room Workshop This workshop allows delegations to work together with facilitators to identify how to implement strategy and tactics to improve the volunteer or combination system and share information gleaned from the previous day s work sessions. The Big-Room session is designed to ensure that participates leave with tangible results that will improve their volunteer based system. 12:00 1:00 Wrap Up and Review of Outcomes Panel Members & Facilitators Richard Johnson Mr. Johnson is the former County Administrator for Hanover County and lead the government through the highpoints of the transition from volunteer to combination. These transitions also included merging the Fire & EMS departments and developing strategy for the EMS Revenue Recovery Program. Mr. Johnson served on the Board of Directors for the Virginia Local Government Management Association and was active with the International City/County Managers Association. He also served on the Virginia EMS Advisory Board. Chief John Buckman Chief Buckman currently serves as Fire Chief of German Township Volunteer Fire Department in Evansville Indiana. He is the immediate Past President of the International Association of Fire Chiefs. Chief Buckman graduated from the Executive Fire Officer Program at the National Fire Academy in In 2000 he was appointed to the America Burning Revisited Commission by President William J. Clinton. He is the co-author of the 3rd Edition of Recruiting, Training and Maintaining Volunteer Firefighters. Chief Buckman was selected by Fire Chief Magazine in 1995 as Fire Chief of the Year. He has authored over 70 articles and presented at a variety of conferences in all 50 states as well as Canada. The Indiana Fire Instructors Association selected Chief Buckman as Instructor of the Year in In 2002 Chief Buckman was presented with the Distinguished Hoosier designation from Indiana Governor Frank O'Bannon and was made a Sagamore of the Wabash - the State of Indiana highest honor for a citizen. In August of 2003 he was appointed to a State, Tribal and Local Advisory Group working for Secretary Tom Ridge in the United States Department of Homeland Security. He is a State Certified Firefighter II, Fire Officer II, Fire Instructor II, and Fire Investigator I. He is a nationally Certified Fire Protection Specialist and nationally Certified Fire Inspector. He serves on several national advisory boards including, Fire and Emergency Television Network, National Fire Rescue Journal, National Fire Academy Alumni and the Fire Engineering Magazine. He is a founding member of the executive committee for the National Fire Academy Alumni Association.

4 Chief Gary Scott Chief Scott is the Chief of Campbell County, Wyoming Fire Department which is a large combination department covering more than 700 square miles. Gary currently serves as the legislative liaison to the Volunteer/Combination Officer s Section of the International Association of Fire Chiefs. He is known nationally for creating the Pathways Program, a unique and highly effective training system for volunteer firefighters. Gary is co-author of the Blue Ribbon Report Preserving & Improving the Future of the Volunteer Fire Service from the International Association of Fire Chiefs. Gary s department boasts an average years of service for volunteers of 14 years, far above the 5 year national average. Chief Fred Windisch Chief Windisch, EFO-CFO, began his volunteer fire service career in 1972 and is Fire Chief of the Ponderosa Volunteer Fire Department just outside of Houston, Texas. He served as the CEO/Fire Marshal of the Harris County Fire & Emergency Service Department ( ), the third most populous county in the nation. Fred was Chairman of the Volunteer /Combination Officers Section and now represents the section on the IAFC Board of Directors. Fred retired from the Shell Chemical Company as a Senior Safety Specialist working with health, safety and environmental issues. Fired also served as Fire Chief of the facility s fire brigade and managed its Fire, EMS, Hazmat and Rescue teams. Shane Ray Chief Ray began his fire service career in 1984 as a volunteer fire explorer with the Pleasant View Volunteer Fire Department. He currently serves both career and volunteer agencies and is active with, local, state, and national organizations. He currently serves as Chief of the Pleasant View, Tennessee Volunteer Fire Department and Lieutenant with the Brentwood, Tennessee Fire Department. Chief Ray received a Bachelor of Science in Fire Protection Administration from Eastern Kentucky University and a Minor in Political Science. He has used his education to guide and influence those involved in local situations that require planning and leadership. Chief Ray is an advocate for political representation of the fire service. He served six years as the Mayor of the Town of Pleasant View and represents the fire service politically to state organizations. He chooses to lead by action, service and involvement. He also serves as a fire service instructor in Tennessee and teaches for fire departments across the state as well as an instructor for the Tennessee Emergency Management Agency. Chief Ray began teaching at the National Fire Academy in Emmitsburg, Maryland in He is also a member of the Executive Fire Officer Program at the National Fire Academy, beginning the 4-year program in the Spring of Chief Ray is a visionary leader who understands that the key to taking the fire service to the next level is to become involved in government and community activities.

5 Adam Thiel Chief Adam Thiel has served as a fire fighter and company officer since 1991, he holds a Master s degree in public administration, is a doctoral student in public policy, and a certified paramedic. He is currently the Deputy Chief of Goodyear Fire Department in Arizona. He served as executive director of the Virginia Department of Fire Programs, until 2004, he lead the state fire agency and was responsible for: fire suppression, aircraft rescue and firefighting, fire marshal, technical rescue, and hazmat first responder training; administering funding to localities for fire-rescue training and equipment; conducting fire protection policy analyses; deploying public fire and life safety education initiatives; statewide incident command support, technical rescue, and mutual-aid coordination; and fire incident reporting. He was designated State Urban Services Fire Chief by Virginia s Emergency Operations Plan and is a member of the Commonwealth Preparedness Working Group, Virginia Emergency Response Council, State Hazardous Materials Emergency Response Advisory Council, and Virginia Child Day-Care Council. Fred Crosby Chief Crosby serves as Chief of Hanover County s Fire and EMS Department. He assumed these responsibilities when the Fire and EMS Departments merged in July Prior to the merger, Chief Crosby served as Hanover s first EMS Chief, a position that began in Chief Crosby has an extensive background in fire and emergency services. He began his career as a volunteer in 1976 with Lakeside Volunteer Rescue Squad. In 1979, he became a firefighter for Chesterfield County; and in 1983 he was one of the original seven firefighter/flight paramedics for the EMS Medflight Program. He was promoted to Chief Flight Paramedic in In 1986, Chief Crosby joined the Hanover County Fire Department to serve as the first Training Officer and acted as Fire Marshal before being promoted to Captain of Training. He is a Nationally Certified Paramedic, who holds numerous Fire & EMS certifications, and is an active member of multiple Fire & EMS associations. Dan Eggleston Chief Dan Eggleston, EFO, began his fire service career in 1978 and is the Fire Chief of Albemarle County Fire Rescue Department. Dan is a former volunteer chief officer with Chesterfield Fire & EMS and has held former career chief officer positions in Virginia and South Carolina. Dan is a Virginia Department of Fire programs adjunct fire instructor and is an active member of the International Association of Fire Chiefs and the Virginia Fire Chief Association. Dan has published several articles and research papers relating to fire administration and emergency management and has lectured throughout the country. Chief Eggleston and Deputy Chief Oprandy are scheduled to present the topic Leading Combination Departments Eliminating Us verses Them at the upcoming 2004 IAFC Conference in New Orleans.

6 Eddie Buchanan W. Edward (Eddie) Buchanan, Jr. began his career in the fire service in 1982 and currently serves as a Division Chief with Hanover (VA) Fire & EMS. He is author of The Volunteer Training Officer s Handbook from Fire Engineering Books & Videos and serves on the Board of Directors for the Volunteer / Combination Officer s Section of the International Association of Fire Chiefs. He the former Chief of the Henry Volunteer Fire Department and is also active with the International Society of Fire Service Instructors. He is an Adjunct Instructor for the Virginia Department of Fire Programs as served as a Hands-On Training (H.O.T.) Instructor for the Fire Department Instructor s Conference (FDIC) and has written various articles on training issues.
