1 Pebble Beach Community Services District 2011 Achievements and 2012 Goals General Government Completed preliminary engineering studies to determine feasibility of undergrounding overhead utilities in Del Monte Forest. Received approval from the Local Agency Formation Commission ( LAFCO ) to activate latent power to underground overhead utilities. Adopted Ordinance 26 implementing newly authorized powers and began design work for first construction project. Received special recognition award from Association California Water Agencies/Joint Powers Insurance Authority for achieving a low claims ratio in property and workers compensation programs. Terminated the District private Defined Benefit Pension Plan by transferring assets to employee individual retirement accounts. This transfer includes limited fixed contributions to employee individual supplementary retirement plan accounts for a period of six years, but eliminates significant long-term liability to the District. Implemented an employee wellness program to improve health of employees and increase productivity. Update safety program including injury and illness prevention plan, confined space entry procedures and emergency response plans. Community Relations District published two District newsletters and a budget summary for all Forest residents. Redesigned and updated the District website. Contributed articles for Del Monte Forest Property Owners newsletters. Assisted the Del Monte Forest Foundation in vegetation management and provided support services including GIS maps for various needs and Indian Village management/security.
2 Community Relations 2011 Achievements (Cont.): Director Laska served as Board President for the Monterey Regional Waste Management District. Director Froke served as District representative on Traffic and Safety Committee of the Del Monte Forest Property Owners. Deputy General Manager served as the special district representative and the Chair of the Monterey County Treasury Oversight Committee; member of the ACWA/JPIA Finance and Audit Committee. Finance/Information Systems All vendors and contractors were paid in a timely manner per contract requirements. Received a clean audit for fiscal year with no audit adjustments or recommendations. Cross-trained Accounting Technician to assume more responsibility. Provided support to Reclamation Project by reviewing bank reconciliations, accounting journal and monthly disbursement reports. Developed new sewer manhole maintenance module for District Information Systems. Coordinated implementation of information and communication systems for the joint operations center during the AT&T Golf Tournament. Expanded SCADA (Supervisory Control and Data Acquisition) system to allow PBCSD and CAWD access to review the Reclamation Project facility operations at both Districts. Began participation in Monterey County web-based plan check system. Replaced and upgraded Wonderware SCADA Alarm notification system WIN911. Modified information systems to accommodate collection of resident s. Modified fire inspection module to generate and send s and letters to property owners automatically. Replaced information systems server. Upgraded District GIS from ArcGIS 9.0 to ArcGIS 10.0 platform. Continue enhancement of information systems to automate routine tasks and support decision making process. Update District Information Technology Manual. 2
3 Fire Department Continued construction of a shaded fuel break above Fire Road 4 and below the haul road between the PBC maintenance yard and Highway 68. Coordinated and provided funding for joint vegetative clearing projects with the Del Monte Forest Foundation and Pebble Beach Company including fieldwork performed by a goat herd, inmate hand crews and landscaping contractors. Completed residential and vacant lot vegetation clearance inspections. Sponsored summer open house for Pebble Beach residents with an attendance of approximately 800. Provided fire protection and inspection services in support of the AT&T Golf Tournament and the 2011 Concours de Elegance including golf carts staffed with a paramedic. Prepared specifications and purchased of new paramedic fire engine and Fire Prevention Battalion Chief command vehicle. Completed planning approval of intersection improvements for access to Fire Road 20. Completed design, environmental review and permit review for new Huckleberry Hill Water Tank Project to address fire protection deficiency in upper lift zones of Pebble Beach water distribution system. Completed field flow testing of 80 fire hydrants. Successfully employed the Reverse 911 Emergency Notification system during the winter storm, tsunami and small wildfire events. Maintained emergency preparedness list of 200 residents in Pebble Beach that require assistance in an emergency. Supported Community Emergency Response Teams (CERT) with over 100 Pebble Beach residents participating in the program. Participated in regional fire department consolidation discussions to insure continued mutual and automatic aid operations. Coordinated Fire Safe Demonstration Garden maintenance. Completed design and permit approval for gym and lunch room expansion project. Participated in Every 15 Minutes program at local high school. Initiated pilot program to aid distribution and installation of carbon monoxide detectors to District residences. Entered into a Memorandum of Understanding with California State University Monterey Bay for shared fire command resources. Received one-time payment from Emergency Medical Services County Service Area 74 reserves. 3
4 Fire Department Complete installation of new CAD to CAD emergency response system between Monterey County Communications Center and the CAL FIRE Emergency Command Center. Complete construction of a water storage tank project on Huckleberry Hill to address fire protection deficiency in upper lift zones of Pebble Beach water distribution system. Provide fire protection comments for new Pebble Beach Company Lot Program. Hire staff required to provide 24 hour wide awake emergency command center. Complete construction of gym and lunch room expansion project. Construct intersection improvements for access to Fire Road 20. Continue Service and Boundary Review for fire protection and emergency medical response services with Local Agency Formation Commission. Participate in regional fire department consolidation discussions to insure continued mutual and automatic aid operations. Consider improvements to improve the Insurance Service Office (ISO) rating of 3 including better record keeping, water system improvements and staffing. Include private fire hydrant information in District database. Execute new Schedule A agreement with CALFIRE for time period. Wastewater Department No Category 1 sanitary sewer overflows originated from the Pebble Beach wastewater collection system in Maintenance crew completed a circuit of cleaning the wastewater collection system pipelines. Completed design and construction of 2011 sewer replacement project. Completed design of Pump Station P-7 (18 th Fairway Pebble Beach Golf Links) rehabilitation project and authorized purchase of new pumps. Purchased trailer mounted sewer line rodder. Began construction of Pump Station P-7 (18 th Fairway Pebble Beach Golf Links) force main project. Authorized purchase and installation of new pumps for Pump Station P-3 (Bird Rock) rehabilitation project. Participated in design and Coastal Commission permit process for new sea wall to protect sewer main line above Stillwater Cove. No Category 1 sanitary sewer overflows originate from the Pebble Beach wastewater collection system in Complete design and construction of 2012 sewer replacement project in Lodge area. Complete installation of new pumps for Pump Station P-3 (Bird Rock). 4
5 Wastewater Department 2012 Goals (Cont.): Complete construction of Pump Station P-7 (18 th Fairway Pebble Beach Golf Links) rehabilitation project. Participate in design of new sea wall to protect sewer main line above Stillwater Cove. Provide wastewater collection system review comments for new Pebble Beach Company Lot Program. Reclamation Project Management No potable water was used in the 2011 irrigation season. Forest Lake Reservoir was used for helicopter fire fighting operations. Applied for master permit to consolidate five recycled water discharge permits. Installed new stand alone electrical generator for Forest Lake treatment building. Use 100% recycled water for the 2012 irrigation season. Complete installation of cathodic protection system project on northern end of reclaimed water distribution system. Explore feasibility of alternative sources to increase the use of recycled water. Obtain approval for master permit to consolidate five recycled water discharge permits. Consider feasibility of installing fire hydrants on recycled water system. Solid Waste Held successful Household Hazardous Waste Collection Event at the District collecting 6 tons of household hazardous waste, 7 tons of electronic waste and 200 pounds of medical waste from 370 vehicles. Participated in Monterey Regional Waste Management District ( MRWMD ) strategic planning task group including coordination of franchise hauling agreements. Provided support to the Pebble Beach Company for implementation of zero waste programs during special events. Continue coordination with MRWMD, Waste Management Inc. and Pebble Beach Company to achieve higher diversion rates cost-effectively. Continue participation in MRWMD strategic planning task group including coordination of franchise hauling agreements which expire in June Schedule another Household Hazardous Waste Collection Event in
6 Supplemental Law Enforcement California Highway Patrol contract renewed and program continues with wide spread support. Modified enforcement schedule to include weekends and evenings to improve effectiveness against vandalism in addition to traffic enforcement. Hosted Joint Operations Command Center for AT&T Golf Tournament security services. Data collected by the District indicates vehicle speeds have remained consistently below the level at the inception of the program. Continue program operation and propose modifications if conditions change. 6
