Industrial control system security has been in the background of controls practice until recently. Several developments have brought security issues to the forefront. The two major developments that have increased the perceived vulnerability of industrial controls are the widespread adoption of Ethernet as the basis of control networks and the increased awareness hackers have placed on control systems equipment in the past 15 years. TV & Movies have used hacking of industrial control systems as a plot element, in addition hacker/cyber attacks on industrial controls have been highlighted in the media when they did occur, all of which has also raised awareness that such systems are vulnerable to attack. This discussion covered motivating factors, penetration vectors and defense in depth methodology. Examples of attacks that failed and some that succeeded were discussed. ISA 99 highlighting the parallels with ISA 84 as a way for those familiar with safety practices to understand the similarities and differences from security practices was explained. Tools and resources currently available for control systems practitioners were covered. Curtis Horn is a physicist and licensed control systems engineer in California with 15 years experience in Instrumentation & Controls. After leaving academia he has practiced in many industries as an engineer including manufacturing, water/waste-water, nuclear, petroleum and power. Project sizes he has participated in have varied from single instrument installations to multi-billion dollar plants. In addition he has worked for companies (such as Carollo Engineers, WorleyParsons, and ST Microelectronics) ranging in size from a small (under 10 employees) to multinational corporations with 10 s of thousands of employees in varying roles, including engineering & management. 4 Instrumentation 2015 Expo Training & Careers Automated Water Reservoir with Supervisory Control and Data Acquisition (SCADA) to be Demonstrated at Instrumentation 2015 July 21 Successfully built and implemented by Cal Poly Pomona students Allen Roberts, Garrett Wolff, and Ho Yin Sin By Gerald Herder, ISA Los Angeles Liaison to Cal Poly Student Section At Instrumentation 2015 on July 21, this PLC/Control Lab Water Circulation System will be demonstrated by the students who designed and built it. The presentation and demonstration will be of special interest to those interested in the practical application of PLC s and those considering a caereer in a technology career. The objective of the project was to demonstrate a solution to the real life challenge of consistent water storage and pressurized water to a populated area using industrial type equipment. The challenge of providing consistent water and water pressure is often overlooked despite society s heavy dependence on water. The demand for water varies throughout the day, peaking early in the morning when sprinklers turn on and people begin showering and again in the evening when many people arrive home from work.. Public water SCADA systems must adjust rapidly, pumping water at varying rates to ensure appropriate pressure. Water pressure at the faucet is most often generated by the difference in elevation between the water reservoir and faucet. The reservoir is filled by water pumped in from groundwater or other water sources. The SCADA system must detect a change in demand for water and adjust accordingly or the reservoir may overflow or go empty. This project seeks to address this problem and provide valuable real-time and historical telemetry through an industry-grade SCADA system. Key Hardware and Software Elements: Allen-Bradley Micrologix PLC s and Ignition Software by Inductive Automation. As built the project can be controlled manually, by high-low level control or by continuous PID control of a pump system, key system variables such as set points and limits can be viewed and controlled through a wireless link to ones tablet computer. Gerald Herder has been Chair of the Engineering Technology Department at Cal Poly Pomona since 1998 and maintains a continuous interest in Industrial Control, Power Systems and Programmable Logic Controllers. Prof Herder has BS and MS degrees in Electrical Engineering from Cal Poly Pomona, and has worked for Southern California Edison (SCE). Professor Herder has been involved in the Instrumentation, Simulation and Control Laboratory sponsored by NSF. 4 ISA Southern District 11 Newsletters July 2015

The importance of ISA-88 continues to increase While the ISA-88 standard was created 20 years ago, its application and guidelines continue to be highly relevant in modern manufacturing, particularly as industries adopt more modular design and construction in new plants and upgrades. This article, published in the March/April 2015 issue of InTech magazine, illustrates how ISA-88 concepts are critical in creating modularized control software and reducing costs. Its importance continues to increase as a guide for all manufacturers, but particularly in the chemical and oil and gas industries. These and related industries are enjoying a resurgence in North America. New sources of oil and gas make the landscape far more attractive for plant upgrades and greenfield construction throughout the hydrocarbon value chain from upstream extraction, pipelines, and refining to bulk and specialty chemicals. In some respects, the success of this resurgence is its own greatest threat, as demand is growing rapidly for skilled engineering and construction workers. Some recent studies predict human resource shortages will impose a severe constraint in the future. Submitted by Ron Naldoza, ISA Las Vegas Section President. 12 Are Standards Practical? Standards Solutions from Industry Experts The following is an excerpt from an article at ISA Standards help automation professionals streamline processes and improve industry safety, efficiency, and profitability. Over 150 standards reflect the expertise from over 4,000 industry experts around the world. Since 1949, ISA has been recognized as the expert source for automation and control systems consensus industry standards. What is a Standard? Imagine moving into a new house and going to plug your refrigerator into the wall - only to find that the plug doesn t match the outlet! Electrical standards set decades ago ensure that won t happen. And standards today allow you to get your film developed anywhere in the world, or make a phone call from here to China. An ounce in North Carolina is the same as an ounce in Nebraska, and you can hook up almost any kind of stereo component from any electronics store. All of these conveniences are the result of a standard, a set of characteristics or quantities that describes features of a product, process, service, interface or material. Standards don t just make life easier, they make it safer...and they enhance companies profitability. For instance, builders save money because construction materials are available in standard sizes. At the same time, electrical codes that builders must follow save lives. Some standards evolve through marketplace competition, the dominance of the IBM-based personal computer being a classic example. And the U.S. government has, for decades, viewed standards development as its role. Today the U.S. government manages about 50,000 mandatory standards - from automobile airbag regulations administered by the National Highway and Traffic Safety Administration to missile component standards required by the Department of Defense. Another 40,000 standards are the result of voluntary efforts by industry groups to develop consensus standards that benefit vendors, suppliers and customers. Key Features, Advantages, and Benefits of Standards Realize a direct return on investment by lowering installation and startup costs reducing need to maintain large inventories enabling interchangeability of components improving design with less custom effort increasing safety. Use of standards in industry improves communication provides practical application of expert knowledge represents years of experience and avoids necessity of starting each project from ground up Standards help you achieve operational excellence by improving performance lowering maintenance costs reducing downtime enhancing operability saving money ISA s Role in Developing Standards More than 4,000 individuals cooperating with more than 140 committees, subcommittees, working groups and task forces are involved in ISA standards. They re developing standards in areas as diverse as ensuring the safety of electrical equipment used in hazardous locations to costsavings for interfaces between industrial process control computers and subsystems. How a Standard Saves Money ISA s batch control standard illustrates how using a standard cuts costs. Food, pharmaceutical and specialty chemical companies build factories with increasingly sophisticated computer-driven automation. The batch standard ISA developed-ansi/isa shaves as much as 30 percent off the cost of designing the system and software used in these plants. ANSI/ISA sets out a blueprint that engineers can use to make portions of the code interchangeable, which is less expensive than designing each piece from the ground up. The savings extend beyond the facility s design, though. By using the batch standard, companies save as much as 10 to 15 percent off the typical continued 12 ISA Southern District 11 Newsletters July 2015

13 Standards, continued cost of meeting Food and Drug Administration criteria for the reliability of automation equipment. How a Standard Saves Lives Other ISA standards focus on safety. ISA has developed standards for the performance requirements of toxic gas detectors, standards to keep electrical equipment from igniting flammable material and standards to ensure safety at nuclear power plants. And some ISA standards can help an entire industry combine cost savings and safety. The most popular ISA standard is ANSI/ISA-5.1, Instrumentation Symbols and Identification. Developed in 1949 and most recently revised in 2009, these symbols are used in blueprints for everything from power plants to factories. If every contractor on a project knows the standard symbols, there are fewer communication problems that could lead to costly delays or safety problems. Using Standards to Help Your Business Expand Globally Your company has a product that s taken the United States by storm; now you want to expand globally. But there is a hitch or, as the engineers might tell you, a technical barrier to trade. Your company s product, or the process by which it s made, doesn t meet international standards. Many ISA standards are also international standards, and our committees strive to stay current with evolving global standards. ISA administers three committees for the International Electrotechnical Commission (IEC), which is one of the two most widely recognized international standards groups, along with International Organization for Standardization (ISO).
