3 Managing Director s Review Economy in order The year 2017 was excellent regarding the economy for SESKO. The most significant factor, which affected the good financial result, was publishing the standard series and handbook concerning low voltage electrical installations at the end of the year. This standard series is one of the most used publications in Finland, and is a requirement for electrical safety degrees, amongst other things. The standard series is revised every five years, which directly affects SESKO s earnings at the same frequency. Cutting costs over several years has also affected SESKO s positive economic situation. The general social boom contributes to the standardization experts participating more actively. SESKO follows international development actively The fast development of technology revolutionizes our surrounding world rapidly. Development changes the way of acting on land, sea and air. People s everyday lives change during their spare time as well as at work. New technologies, digitalisation, robotisation and globalisation also guide the content of standards and development of the standardization processes faster and stronger than ever before. The way of drafting standards and their practices are going through a change. Last year IEC published reports from a new technology area titled White Paper and etech magazine articles about the future, which SESKO utilised in their communications. In a rapidly changing world the IEC international standards and conformity assessment systems are significant elements in ensuring the quality of products and services, compatibility, soundness, security, performance and information security. The demand for faster implementation of standards sets a significant challenge for the standardization processes. Standardization has a remarkably central role in creating a common language and architecture of reference for different technologies and interest groups in addition to acting as an unparalleled data bank. Innovative technologies challenge both new and prior existing standards, and the ways of presenting, using and revising them. IoT is everywhere IoT connects complex virtual networks and information technology. A countless number of telecommunication, network technology, identification and security appliance sensors interconnect devices and systems together already, but even more in the future. They gather enormous amounts of data, which can be analysed to create new products and services. SESKO responded to the IoT challenges and founded a national mirror committee in 2017 for the international IEC and ISO JTC1 subcommittee SC 41 Internet of Things and related technologies. The mirror committee raised great interest from the start and many experts joined as members. The IEC has the international responsibility for the IoT committee, which means that in Finland SESKO has the responsibility as the IEC national committee. Smoothly towards an efficient future SESKO continues to provide users excellent standards comparable to the originals and, when necessary, standards that account for Finnish circumstances. In the future SESKO will continue to be a fast, up-todate source of information for electrotechnical standardization and keeps providing an efficient channel to participate at the worldwide level. SESKO recognizes its customers needs and offers professional service to users participating in standardization and to people using standards. The board conducted five meetings during the year. The Board Members advocated SESKO s member communities by divisions so that there were four members from the largest interest group of standard users (group 1), four members from the group of electrotechnical authorities, inspection and testing organizations (group 2), and two members from other interest groups of electrotechnical standards (group 3). 6 Committees By the end of the year 2017 there were 42 national standardization committees set up by the Board. In addition to the committees, there were more than 100 national follow-up groups. Altogether the committees and follow-up groups consisted of 473 experts. The Board approved 539 (471) standards, of which 47 (4) were published in Finnish. The previous year s figures are in parentheses. Personnel In 2017 SESKO employed 9 full-time employees, of which six were technical experts and three in supporting service roles. Finance The association s operating costs in 2017 were , staying at the same level as the previous year. The relative share of the personnel costs out of total operating expenses was 62%. The association s financial result for 2017 was surplus. The compilation compensation based on selling standard handbooks on low voltage electrical installations affected the significantly positive result. The surplus will be used to cover losses from several previous years. Distribution of Standards The compilation and distribution compensation based on selling standards covered 48% (36%) of SESKO s financing. The compilation compensation of SFS standards and handbooks added up to 36% (27%). The previous year s figures are in parentheses. Participation Fees In SESKO s standardization committees and follow-up groups, there were 473 (460) electrotechnical experts from various areas of the Finnish society. The number of participants increased some 3%. The participation fees covered approximately 25% (29%) of the total funding. Subsidy from the Ministry of Employment and the Economy SESKO received a total of (over 17 % more than previous year) as a government subsidy from the Ministry of Employment and the Economy (TEM) via the Finnish Standards Association (SFS) of which 61 % (63 %) was spent on international membership fees for IEC and CENELEC. SFS used the government subsidy from TEM to cover secretariat, translation and meeting expenses. The travel grants paid directly to the participants of international standardization meetings accounted for VTT Expert Services Oy covered IECEx, SGS Fimko Oy covered IECEE membership fees. 12 Publicity Amongst SESKO s most important missions is raising awareness of standardization and electrotechnical standards through various communication channels in Finland. The target groups are SESKO member communities and experts along with the companies and organizations, as well as the educational institutions and students closely related to electrotechnology. To all of the above, it is important to be able to obtain current information about the existing standards as well as new standardization projects. In its communications targeted at companies, SESKO emphasizes the committee members opportunities to influence the content of standards related to their business during the standardization process. Communications SESKO s own communication channels include the SESKO magazine, web pages, social media channels - especially Twitter - and self-organized workshops and seminars. Communications are focusing more on digital communication channels, while print media decline. In 2017 numerous articles, newsletters or announcements on electrotechnical standardization or standards were published in various media. SESKO was made known in many online publications, various directories, industry fairs, seminars and training events. In addition to the introduction of newly published standards, the key topics of communication included themes highlighted in the IEC etech publication, areas such as Internet of Things IoT, wearable technology, energy storage and efficiency, electric traffic and vehicles, cyber security etc. In communications SESKO cooperates with its member communities using their media to report on standards and standardization. These include magazines like Plaani, Sähköala, Sähkömaailma, Sähkö&Tele, Valo-lehti, SY-viesti, Automaatioväylä, Energiauutiset, SGS Finland Compact ja Vasama. Wellbeing Through Electricity - Vision 2030 SESKO takes actively part in Wellbeing Through Electricity Vision 2030 with four of its member communities: Finnish Electrotechnical Trade Association STK, Electrical Consulting Engineers NSS, The Electrical Contractors Association of Finland STUL and Promotion Centre for Electrical Safety STEK. SESKO has a representative in the steering group of the project, in the planning group of the Vision seminar and in the editorial board of the newsletter. SESKO supports the vision and its viewpoints, and promotes its message in the SESKO communications. Annual Report

13 Events In connection to the SESKO annual meeting a spring seminar was held discussing the theme Will robots do everything faster, cheaper and better without getting tired?. Some 100 experts of committees and follow-up groups and other cooperation partners attended the seminar for invited guests. Osmo Soininvaara presented what kind of a world we ll have in the future and Professor Pentti O. A. Haikonen displayed his experimental cognitive robot XCR-1. D.Sc. (Tech.) Jyrki Kasvi wondered if any information is secure anymore and if Big Data can be managed with international agreements. Nonfiction writer Kimmo Rousku explained how information security risks can be controlled when IoT takes over the world. The workshop of 2017 was arranged in the fall together with the International Electrotechnical Commission IEC. The event was of two days. The first day included IEC Community Manager Jan-Henrik Tiedemann presenting electrotechnical standardization from IEC s point of view. On the second day SESKO s experts familiarized participants with standardization processes and gave them practical guidance on committee work. 14 Educational Co-operation SESKO focuses its efforts through educational materials and academic information for students and teachers in the electrotechnical field, mainly in polytechnics, universities of applied sciences and vocational institutes. SESKO maintains the electrotechnical section of the SFS standardswriting bodies common portal for learning institutions In 2017, SESKO organized eight educational events introducing electrotechnical standardization. They were held at Aalto University School of Electrical Engineering, Tampere University of Applied Sciences, Metropolia University of Applied Sciences, Sedu Adult Education Centre and at Tampere University of Technology. Lectures SESKO personnel gave presentations in a number of events organized by its member communities and other organizations. Generally, the lectures were about the standardization system, involvement in standardization, contents of standards and their guidance. Specific topics in 2017 included standards on the charging system for electrical vehicles, electromagnetic compatibility (EMC) plus standardization and electrical safety. Two deserving individuals in the electrotechnical standardization field were awarded with the SESKO Acknowledgment Awards on the 13th of September The awards were given to Seija Suonuuti President of terminology committee SK 1 (on the left) and Paavo Tammi longtime Secretary of reliability committee SK 56 (on the right). SESKO awarded two of its deserving employees with the Chamber of Commerce Finland Centennial Medal of Merit. Technical Director Tapani Nurmi (on the left) has a career spanning 20 years at SESKO and on the right is Development Director Juha Vesa who celebrates 30 years at SESKO. Annual Report

15 Standardization Committees and Follow-up Groups Overall, by the end of 2017, SESKO had 42 standardization committees and over 100 follow-up groups with a total of 473 expert members. The standardization committees assemble regularly and all have a designated chairperson and secretary. Committees are usually set up for nationally significant electrotechnical areas of business and their purpose is to work towards achieving a national consensus on standards. National committees may also be required when there is a special need to have standards published in Finnish. For such IEC and CENELEC committee subjects that are mainly for international standardization or only have a few active actors in Finland, there isn t necessarily a need for a national committee. In these cases, SESKO will provide followup groups as an operational channel. In addition to members, a contact person is appointed for each follow-up group. Activities of the committees and the follow-up groups The focus of the standardization committees and follow-up groups within all topics vary annually. For all working groups, it is very important to actively and comprehensively participate in IEC and CENELEC voting, commenting, and group work. This is the best way to influence the contents of standards and be prepared for their implementation. In the areas of business in which there are many actors in Finland, the translation of standards and preparation of national parts to standards is an essential component of the committee work. Active Committees and Follow-up Groups in 2017 SK 3 Information Structures, Documentation and Graphical Symbols Members of the committee SK 3 took part in the development of the standards for graphic symbols, documentation and marking and identification principles in the IEC committees TC 3, SC 3C and SC 3D. The subject is horizontal and the people applying the standards are for example designers, manufacturers, consultants, authorities and such. IEC TC 3 continued preparing the second edition of the user manual standard and the second edition of the part standard on reference designations that deals with the classification of objects and codes for the classes. The colour coding for identification of direct current conductors was published in the standard IEC Vector formatted graphic symbol files were added to the Graphic Symbols for Diagrams standard IEC The secretary of SK 3, Arto Sirviö, acted as the chairperson of the subcommittee SC 3C and as the secretary of the maintenance team of the standard on graphic symbols, TC 3/MT SESKO is also responsible for the CENELEC reporting secretariat SR 3C. SK 8 Systems aspects for electrical energy supply The activities of the committee SK 8 include participation in IEC TC 8, SyC Smart Energy, SyC LVDC, IEC TC 123 and CLC/TC 8X standardization work. Smart Grid is one of the leading topics in the technological development of the electrical industry. The developing energy market, the new EU regulation 2016/631, micro networks, the proliferation of distributed energy generation and securing the electric supply increase the need for data communication and data collection. They also emphasize the importance of information security and systems compatibility. SK 8 participated in the preparation of the standards related to distributed energy generation, micro networks and standard voltages by voting and commenting on the international drafts. The application of the new EU regulation 2016/631 will begin in 2019, and the preparation of the related standard EN has been started. 13 Annual Report 2017

16 SK 13 Equipment for Electrical Energy Measurement and Load Control Finland is gradually moving to using second generation smart metres. The committee participated in the preparation of the IEC standards on electric energy metres and related data communications. The standardization regarding disturbance levels of the communication frequencies khz was followed closely. The issue at the beginning of the year regarding the alleged inaccuracy of energy metres abated thanks to the national committee members activity and excellent communication. A Dutch research showed that the electric energy metres were tested by vague methods in the laboratory tests, and thus were not equal to actual working conditions (Link to the notice luotettavia_sahkoenergiamittareita_testattu_epamaaraisesti.1419.news?605_o=30 ). The committee also participated in the making of the electrical measurement glossary s second edition. Members of the working group participated in the operations of the IEC and CENELEC working groups standardizing the requirements for energy metres and data transfer. They also participated in the standardization of the OSPG data transfer protocol. SK 20 Electrical Cables The committee and its working group for cables had 10 meetings in The fourth edition of the standard on medium voltage cables SFS 5636 was issued. The standard on medium voltage cables SFS 5636 was supplemented with requirements for ploughing cables into the ground. The standard on aerial bundled cables was revised with requirements for direct current distribution and the standard was delivered to be published as the national standard SFS The standard on XLPE insulated and PE sheathed distribution cables SFS 5800 was published after CENELEC approved the new Finnish national section HD 603 5E. The working group also prepared new revisions of the sections HD 603 Part 5D and 3F of the harmonization document on power cables for buildings applicable in Finland. These sections will be published as the Finnish standards SFS 4879 (XLPE insulated and PVC sheathed Al and Cu cables) and SFS 4880 (PVC insulated and sheathed Al and CU cables) in In addition, they started updating the standard SFS 5801 on the requirements and frost resistance of low voltage cables (0,6/1 kv). Additionally, the second edition of the standard SFS 5702 on high-voltage cables was published, as well as the second part of the harmonized standards EN comprising the use and application guide intended specifically for device manufacturers, designers and installers. The standard describes the applicability for different kinds of environments and applications for each cable type. Thanks to the committee members, the standard takes into account the requirements for arctic circumstances, which is essential especially from Finland s point of view. The committee also participated actively in the preparation of low voltage installation standards SFS and Remarkably significant was bringing the CPR fire classification of cables according to the Construction Products Directive to the Finnish construction requirements in a way that satisfies the Finnish industry. The experts of the committee participate actively in the work of the IEC and CENELEC working groups on cables, because Finland has a significant cable and cable accessory industry. SR 21 Batteries During 2017 the standardization in this field has been very productive. In addition to the maintenance routines of standards, the preparation of the standards related to the safety of lithium ion cells and batteries has been active and the safety standard concerning this area s industry applications SFS-EN was issued. The standard concerning safety requirements for stationary batteries consisting of lithium ion batteries IEC was prepared and will be issued in The safety standard on portable and movable devices batteries (SFS-EN 62133) was divided into two parts, and the standards on lithium batteries (SFS-EN ) and nickel batteries (SFS-EN ) were issued. The standard IEC on safety requirements for forklifts, machines, boats and ships with lithium ion cell propulsion batteries is circulating for comments until early The draft on safety requirements for lithium ion cells and batteries used as energy containers (IEC 63056) was circulated for comments until December. 17 SK 22 Power electronic systems and equipment Power electronics is one of the most vital sectors of the electronics industry in Finland and the experts participated actively in the work of international working groups. In 2017 the committee met to discuss the current IEC and CENELEC standard proposals. Covered matters were among other things performance classification, efficiency requirements and noise measurement. Attention was also paid to the challenges of harmonizing the requirements of IEC and UL, which were noticed while implementing the standard IEC SK 23 Plugs, socket-outlets, switches and connecting devices The committee is responsible for various safety standards for ballasts, which are also used by nonprofessionals. Household plug and socket outlets are not subject to the low voltage directive, so therefore national standards are needed. The second edition of the plug-in vocabulary SFS 5805 was issued. Over the year the committee participated in the activities of the maintenance team IEC TC 23/MT 6, which composes plugs and socket-outlet standards. For Finland, participation in this work is important as the group prepares the requirements for switches used in cold environments. They also participated in the activities of the maintenance team IEC TC 23/MT 6 working on installation couplets. There was also participation in the preparation of the extension cord standard in the CENELEC working group. It is essential for Finland to be involved with the standardization of extension cords in order to get an EN standard. It is especially important to ensure national matters are included in the standard (mandatory shutters, required conductor sizes, requirements on outside use), so that the current safety level is preserved. Using the schuko household plug and socket outlet at high power levels for charging electric vehicles long-term is also interesting to international experts on installation accessories. A draft concerning this improved version of the schuko plug and socket outlet was circulated for comments by IEC. The standard IEC concerning adaptors was issued. Safety requirements concerning travel adapters are also included in it. According to the standard drafts for plug and socket outlets used for electric car charging, charging power can be increased up to 350 kw when a thermal management system has been integrated into a vehicle connector and into a cable assembly intended to be used for DC charging. At this charging power the time needed to charge an electric car will be reduced to the same as it would take to refill a conventional car with a combustion engine, helping to further promote the use of electric vehicles. The proposals were up for comments in A revision of the old national standard for luminaire couplers from the 1990 s began. While the old standard sheets are maintained in the next edition of SFS 5799, the structure and testing requirements will be removed, as the European luminary plug and socket outlet standard SFS-EN deliberates them. The committee also helped the low voltage installation committee with the updating of the standard SFS SK 31 Electrical Apparatus for Explosive Atmospheres IEC TC 31 has a well-established position in the standardization of equipment for explosive atmospheres. In addition to standards for electrical devices, IEC is preparing standards also for mechanical devices and quality systems. In practice, the requirements for electrical devices in the ATEX directives are based on IEC standards. For this reason, the committee is regularly dealing with matters related to directives and certification. In 2017, the application of the new ATEX directive was followed, and the preparation of Finnish legislation was influenced. Finland has globally significant manufacturers of equipment for explosive atmospheres, and they find it important to participate in the preparation of standards. There are 20 people from Finland as members in altogether 27 IEC TC 31 working groups. Finnish focus areas are preparation of standards for motors, luminaries and installations. New Finnish editions of the standard on the classification of explosive atmospheres, SFS-EN , and the standard SFS-EN on maintenance and repair of electrical appliances, were published. A new edition of the SFS handbook for electrical installations, inspection and maintenance, was published. 15 Annual Report 2017

18 SK 34 Luminaires and Associated Equipment and SK CEN 169 Lighting Technology The committee has been actively participating in the preparation of the IEC and EN standards on luminaires, light sources (especially leds) and their auxiliaries, led handbooks were prepared, for example. There is this type of industry in Finland and the developments in the LED technology keep the industry busy. The CEN working group is updating the SFS-EN standard on internal workspace lighting requirements with many Finnish experts participating. A significant standard on energy efficiency requirements for lighting (SFS-EN ) was issued this year. The standard is connected to the EPB standard series on buildings energy efficiency and compared to the previous one, it now includes in addition to public and business buildings also residential buildings energy efficiency requirements regarding lighting. The Finnish translation of the standard will be issued in early The experts of the committee SK CEN 169 also participated in the making of the standards on road and safety lighting in international and European working groups. SK 45 Nuclear Automation Members of the committee SK 45 participated in the nuclear standardization in IEC TC 45 and CENELEC TC 45AX. The objectives of SK 45 include influencing safety, user interface and automation architecture requirements through standardization, following and understanding nuclear automation standard entities, and bringing in new knowhow and experience about the application of standards in nuclear plants. Nuclear expertise in Finland and the ongoing large construction and renewal projects have attracted attention world-wide and brought information about new generation nuclear plant systems into Finland. The nuclear technology sector is an important employer, and due to its lack of CO2 emissions it is important in the future, with the Finnish bedrock being suitable for the final depository of used fuel. Topical issues in nuclear automation in 2017 were e.g. cybersecurity, the electrical systems of the plant, software and communications technology requirements. SK 46 Communication Cables In 2017, the committee met 3 times to discuss topical IEC and CENELEC standard drafts. There s been a long-time dispute between the cable television committee CLC/TC 209 and CLC/TC 46XA over keeping poorer protection classes B and C in the EN series coaxial cable standards. SK 46 was ready to give up these poorer classes, but due to the German cable television operators demand they had to be brought back into the standards. SR 57 (IEC TC 57) Power Systems management and associated information exchange The members of the follow-up groups participated in the development of standards by commenting on IEC TC 57 drafts and participating in the operations of the working groups. IEC TC 57 compiles standards for electric network communications, network objects information models, information security and the electricity market. Network management, communication between different networking devices and integrations to other applications are made possible through the help of standards. IEC TC 57 standards create the foundation for the Smart Grid concept. In 2017 the IEC TC 57 work programme comprised of 66 projects and 17 new publications were finished. The committee started preparing a new standard IEC titled Profiles for energy consumption data ( My Energy Data ), which enables new energy services. Annual Report

19 SK 61 Safety of Household and Similar Electrical Appliances The experts of the committee have participated actively both in the European and international work through meetings and commenting on numerous international and European standard drafts. Finland delivered a more detailed draft amendment to the IEC standard on flexible heating elements, so that heating elements could be installed into the walls according to the installation standard IEC Finland s draft was approved at the IEC meeting in the fall. In addition, Finland s draft amendment on battery charger testing was approved. The draft amendment to the requirements for terrace heater cables is still in the making. The renewed edition of the standard SFS 5742 on motor heaters and camper and trailer heaters, was prepared as Nordic cooperation and delivered to be circulated for comments. Things related to the electrical household appliances surface temperatures have been continuously present in the committee s work. Other standard projects that Finnish members find interesting are for example requirements for battery-powered devices, professional kitchen appliances, battery chargers, electric balance boards, electrically operated furniture, energy sources for electric pasture fencing and stove alarms. Members of the committee have also participated actively in the working groups dealing with safety requirements for solariums and safety issues in refrigeration appliances. The committee is responsible for 200 both international and European safety standards, which are updated regularly. SK 61Z Sauna heaters The committee is preparing an amendment on the sauna heater standard IEC to IEC. The requirements related to remote control, timer control and standby modes are quite incoherent because of the diversity of the standard. The committee pursues to improve the requirements for sauna heaters user interfaces based on the recommendation made by the Safety Investigation Authority. Finland has leading industry in this field, so the committee follows closely the development of the standards and works actively to ensure the competitiveness of the Finnish industry. SK 62 Electrical Equipment in Medical Practice SK 62 is the mirror committee of IEC TC 62 and its subcommittees 62A, 62B, 62C and 62D, as well as CENELEC TC 62. Standards prepared by these committees are used globally for type approvals, and in Europe to demonstrate the safety of medical electrical devices in accordance with the Medical Devices Directive. In Finland there is significant knowhow in the product development and manufacturing of medical electrical devices, and it is important for the domestic companies to follow the development of the safety standards in this field, and to participate in their preparation. Finland s contribution to international standardization was significant, as the international working groups had 12 members from Finland, and they participated in the work of 18 working groups. In 2017, around 320 documents, a third of which required voting or commenting, came through IEC TC 62, its subcommittees and CLD/TC 62. The preparing for the next editions of the series 60601, which was begun in 2016, was continued. 17 Annual Report 2017

20 SK 64 Electrical Installations and Protection Against Electric Shock The committee is responsible for preparing the standard series SFS 6000 Electrical Installations and Protection Against Electrical Shock, which is based on CENELEC s publication series HD and IEC s publication series The SFS 6000 standard series deals with the safety requirements for electrical installations in buildings and has a significantly wider user base. SK 64 handled a wide-range of statements and published 39 revisions to the standard SFS 6000 series in August The SFS 6000 standards are mainly used as handbooks and the new additions, SFS handbooks and , were published in October. Due to the increased number of pages in the handbook it was published in two volumes. A special event was held to launch the new handbooks and brochures were distributed. Specialised courses on this topic were arranged by various groups representing educational authorities. The handbooks continue to be the most widely circulated set of standards in publication, as they are used by experts in the electricity field from electrical designers to electricians. SESKO organized a meeting during May in Helsinki for the IEC committee TC 64 Electrical installations and protection against electric shock. (Picture below by Iida Salmivesi) SK 65 Industrial-process measurement, control and automation The Finnish translation of the standards IEC , -2 and -3 on functional safety standards for the process industry, which the committee prepared last year, were also published in Finland, when CENELEC published them as European standards. The standards were featured as a four-article-series in Automaatioväylä magazine. IEC TC 65 continues its work in information security of industry automatization and its new work object is to ponder on information security s impact on security of factories as a part of cyber security in general. Thus, the committee s operations have a significant impact on both security and cyber security. SR 66 (IEC TC 66) Safety of measuring, control and laboratory equipment The standards followed by the IEC TC 66 follow-up group are related to the IEC series of standards, which is used for demonstrating safety of measuring, control and laboratory equipment. In Europe, they are used in the context of the Low Voltage Directive, and they enable the free movement of equipment within the European Union. In 2017, around 30 documents, of which a fifth were to vote or comment on, came through IEC TC 66. The IEC TC 66 President, Finnish Jorma Rutanen, is also a member of the IEC ACOS (Advisory Committee on Safety). Annual Report

21 SK 69 Electrical road vehicles and industrial trucks The committee is following, and through its experts, participating in the preparation of standards on the charging system for electrical vehicles (IEC 61851) by commenting on the proposals. The basic safety standard IEC s third edition was issued, but the standard s European implementation struggles due to administrative formalities. The work has expanded to also cover wireless charging (IEC 61980), so the developments are followed closely. A special focus area in the future is the standardization of data transfer and back office operations between the electrical vehicle and electrical network. Finnish operators also participate in the standardization of the automatic charging solutions for electrical buses. It s busy in this sector in Finland. The committee also participated in the preparation of the standard for charging stations, which is under preparation in IEC, and the preparation of the standard SFS concerning electrical installations for the charging station supply. The committee members also took actively part in the preparation of the law regarding the distribution of alternative fuels used in traffic. Inquiries on electrical vehicle charging increased remarkably and many lectures and presentations were given during the year. To meet the growing need of information, the committee began preparing the third edition of the popular recommendation concerning electrical vehicle charging. The renewed recommendation will be released in early SK 77 Electromagnetic Compatibility (EMC) SK 77 is the mirror committee for IEC TC 77 (EMC), and it is also taking care of voting for CENELEC TC 210 standard drafts for other than CISPR-based projects, for which SK CISPR is responsible. In 2017, IEC TC 77, its subcommittees A, B and C, and CLC/TC 210 circulated almost 100 documents, a third of which needed voting or comments. The basic EMC standards prepared by IEC TC 77, and the testing methods described therein for immunity and low-frequency emissions are in use in all product EMC standards, and familiarity with them is essential in equipment design and testing. In addition, TC 77 prepares generic EMC standards for different operating environments, and the test levels and requirements presented in them form the basis for requirements for equipment standards of product committees. These are in turn utilized in the placing of all electrical products on the European market in accordance with the EMC directive. One significant standardization project of the committee was the updating of the standard IEC on EMC compatibility levels, in which the compatibility levels for the frequencies khz will be added to the standard. SK 78 Safety at Electrical Work SK 78 has prepared a very widely used standard SFS 6002 Safety at electrical work. The standard is based on the CENELEC standards EN Operation of electrical installations Part 1: General requirements and EN Operation of electrical installation Part 2: National annexes. These standards have been prepared by the CENELEC working group BTTF Finland took actively part in the follow-up work of the working group and has delivered a national part in accordance with the electrical safety regulations to the new standard EN The committee examined the SFS 6002 standard to see if it needed any changes, as new national electrical safety regulations came into effect in early SK 79 Alarm Systems Members of the committee SK 79 participated in the standardization work for alarm and electronic security systems in IEC TC 79 and CLC TC 79. The scope of SK 79 includes the standardization of electrotechnical security and surveillance systems used in buildings, as well as alarm transmission systems and alarm receiving centres. Current issues in 2017 were the updating of standards on alarm receiving centres and alarm transmission systems, remote use of surveillance systems, perimeter security systems, quality criteria for video analytics and the EU General Data Protection Regulation 2016/679 and the related standardization request from EU commission (M/530) on e.g. camera surveillance. 19 Annual Report 2017

22 SR 80 (IEC TC 80) Maritime navigation and radiocommunication equipment and systems IEC 80 s 2017 meeting was held in August in Finland. 40 experts attended the meeting from all over the world. IEC TC 80 circulated about 40 documents, a third of which were standard drafts for voting or comments. Hannu Peiponen from Finland acted as the chairman of IEC TC 80. In fact, Finland s input in the work of IEC TC 80 is significant three Finnish experts took part in seven TC 80 working groups over the past year. IEC TC 80 standards are used for type approvals in the framework of the SOLAS agreement on safety of life at sea by the International Maritime Organization, IMO. SR 82 (IEC TC 82 and CLC TC 82) Solar photovoltaic energy systems Members of the follow-up group participated in the development of solar photovoltaic standards by commenting on the drafts from IEC TC 82 and CLC/TC 82 and by participating in the activities of working groups. In November 2017 the IEC TC 82 work programme comprised of 70 projects and 21 new finished publications. The most important new publications are IEC/TS 63049:2017, which gives guidance for solar photovoltaic energy contractors quality control, and IEC :2017, which sets new foundations for solar photovoltaic equipment s activity surveillance. The network code regulation 2016/631 and the new electrical installation standard SFS 6000 have a major impact on the operational environment of solar photovoltaics.. SK 86 Fibre Optics SK 86 is following the standard drafts for optical fibres, connectors and fibre optic active components prepared by IEC TC 86 and its subcommittees and CENELEC TC 86A and TC 86BXA, and commenting them when necessary. There s plenty of documents to follow, as TC 86 with its subcommittees is one of the most productive IEC committees judged by the number of standards. The committee met four times in 2017 to discuss current IEC and CENELEC standard drafts. The meetings of TC 86 and its subcommittees were held in Vladivostok in connection to the IEC general meeting, and Finland was represented at both. Annual Report

23 SR 88 (IEC TC 88) Wind Turbines Members of the follow-up group participated in the development of wind turbine standards in the working groups of the committee IEC TC 88. Wind power technology is a significant method of producing renewable energy. Wind turbine generators are being manufactured from a couple of kilowatts up to megawatt-class power plants and wind power parks. IEC standards give requirements on the safety and performance of the equipment and guidelines on the design of the equipment and present simulation and measurement methods. IEC standards are used in the certification of wind power equipment and suppliers (IECRE). In Finland there is a significant on-going effort to install more wind power capacity. Topical issues in wind power standardization in 2017 were lightning protection for wind turbines, design requirements for marine power plants, reorganization of the IEC series and measurement of wind conditions. SK 91 Electronics Assembly Technology SK 91 is coordinating the standardization matters from four IEC standardization committees; TC 91 Electronics assembly technology, TC 113 Nanotechnology standardization for electrical and electronic products and systems, and TC 119 Printed electronics and TC 124 Wearable Electronic Devices and Technologies. The standards of IEC TC 91 are used within electronics assembly technology and burying components in circuit boards. The committee IEC TC 113 standardizes the properties of and measurement methods for nanotechology materials such as graphene. The standardization is being sped up by a EU Commission funded 10-year programme, Graphene Flagship, to commercialize applications using graphene. The committee IEC TC 119 is preparing standards for printed electronics terminology and measurement methods, including conductive inks and printing equipment. Finland has emphasized that also paper-based structures should be taken into account in addition to polymer and glass based ones. The first meeting of the committee TC 124 was arranged in the fall Korea and Japan are preparing work proposals, which will be brought to NP voting in the spring SR 97 (IEC TC 97) Electrical installations for lighting and beaconing of aerodromes The new work item proposal submitted by Finland to IEC on standardizing the connectors used for transformers and lights is continuing. The international project team preparing the standard IEC 63067, convened during May in Helsinki. The topic is important for Finland, as both the lights and transformers used at aerodromes are manufactured in Finland. SK 99 High voltage installations The electric distribution network is being actively rebuilt in Finland. There is a shift underway from using weather sensitive overhead lines to using underground cables. The new means of constructing have also an impact on earthing requirements for high voltage installations. Finnish Energy conducted a study in conjunction with Tampere Technologic University on how earthings are impacted by different structures. A new draft on SFS 6001 High voltage installations was prepared based on the study. SK 101 Electrostatics (ESD) SK 101 is the mirror committee of IEC TC 101 in Finland. The standards of TC 101 are widely used in the electronics industry and everywhere where static electricity can cause damage or hazardous situations. Around 30 documents were circulated, a third of which were standard drafts for voting or comments. In 2015 a need to improve static electricity control in health care environment was noted. At a Finnish initiative project IEC was started. The project progressed to the CDV stage in the fall 2017 under the leadership of a Finnish project leader. The objective of the standard under preparation is to reduce the commonly observed problems with medical equipment sensitive to electrostatic discharges. SK 104 Environmental Conditions Classification and Methods of Test SK 104 is the mirror committee of IEC TC 104 in Finland. In 2017 over 40 documents were circulated by the committee, a third of which were standard drafts for voting or comments. The drafts dealt with the mechanical and environmental stresses to equipment during storage, transport and use, which are important to control when designing the equipment and its packaging. TC 104 standards are utilized everywhere in manufacturing and logistics. 21 Annual Report 2017

24 SK 106 Electromagnetic Fields in the Human Environment SK 106 is the mirror committee of IEC TC 106 and CENELEC TC 106X in Finland. These committees prepare important safety standards, which are used in Europe to demonstrate compliance with the safety requirements of the Radio Equipment Directive and the Low Voltage Directive as it pertains to nonionizing radiation. In 2017 the committee circulated about 60 documents, a half of which were standard drafts for voting or comments. Finland s input in the activities of IEC TC 106 and CLC/ TC 106X was meaningful, because five Finnish experts were participating in a total of 16 working groups. Two of the working groups had a Finnish expert as the convener. SR 108 Safety of Electronic Equipment within the Field of Audio/Video, Information Technology and Communication Technology SK 108 is the mirror committee of IEC TC 108 and CENELEC TC 108X in Finland. The TC 108 standards that CENELEC has published as harmonized EN standards are very widely used in demonstrating the safety of audio, video and IT equipment, and thus also radio equipment (e.g. WiFi and Bluetooth) in accordance with the Low Voltage Directive and the Radio Equipment Directive. In 2017 about 30 documents were handled, a half of which were standard drafts for voting or comments. SR 108 s main focus was mainly on the IEC standard, on which technic draft amendments were approved. SK 111 Environment The work on drafting standards on horizontal environmental aspects of electrical and electronic equipment continues at a hectic pace both in IEC and CENELEC. The main focus of IEC TC 111 is on the standard draft IEC Environmental Conscious Design (ECD) Principles, requirements and guidance, which has been prepared in collaboration with ISO, which is suitable for environmentally conscious design also in other fields than electrotechnology. CLC/TS Collection, logistics & treatment requirements for WEEE - Part 4: Specification for the collection and logistics associated with WEEE, which serves a wide user group, was chosen to be translated from the CENELEC standard publications on waste electrical and electronic equipment. The Finnish translation was ready to be published in late CEN and CENELEC collaboration committee CEN-CLC JTC 10 prepared around 10 standard drafts on material efficiency to be circulated for comments at secretariat enquiry stage. Members of the SK 111 participated actively in the work through working groups and by commenting on drafts.. SK 121A Low-voltage switchgear and controlgear There is a significant industry manufacturing low-voltage switchgear and controlgear in Finland with Finnish members actively participating in the IEC SC 121A working groups. A new project was initiated by IEC to prepare a standard on electric arc protective devices and the first meeting of this working group was held during 2017 in Finland. The working group has members representing three Finnish companies. SK 205 Home and Building Systems (HBES) The scope of SK 205 includes the standardization of general requirements (EN series) for home and building automation systems (HBES/BACS), and the open communication systems used therein (EN 50090/KNX-system). The focus of the corresponding European committee, CENELEC TC 205, has been on the standardization mandates M/441 and M/490. The mandates are related to the Smart Metering and Smart Grid concepts, the latter of which is being responded to by drafting a standard on the interface between the grid and the building (a consumer energy management system). In 2017 the standard EN KNX Webservice interface was finalized and TC 205 approved a new work item, HBES IoT Semantic Ontology Model (KNX IoT model). Annual Report

25 SK 209 Cable networks for television signals, sound signals and interactive services SK 209 (which used to be known as SK 100) is the mirror committee of IEC TC 100 TA 5 and CENELEC TC 209 in Finland. The standardization of shared antenna networks promotes competition in the market for network devices and components. The safety and EMC standards published by the committee are being used to demonstrate compliance with the requirements of the Low Voltage Directive and the EMC Directive in Europe. In 2017, they handled 11 documents, which were drafts for voting or comments. Three Finnish experts participated in the activities of 14 IEC and CENELEC working groups. SK 215 Electrotechnical aspects of telecommunication equipment The committee convened four times to discuss CENELEC TC 215 and ISO/IEC JTC 1 SC 25 current standard drafts. The committee has also followed the standardization projects related to energy efficiency of data centres. ISO/IEC JTC 1 SC 39 has already begun preparing the standard series on data centres based on the EN series and worldwide usage. The work is followed also through the SFS follow-up group SR 311. SK CISPR Special Committee on Radio Interference SK CISPR is the mirror committee of IEC CISPR, the radio disturbance committee, and it is also taking care of voting for radio disturbance related drafts from CENELEC TC 210, which are usually based on CISPR standard drafts. In 2017 CISPR and CLC/TC210 circulated almost 220 documents, a third of which were standard drafts for voting or comments. The status of the CISPR standards and the standards that have been published as CENELEC harmonized standards under the EMC Directive is significant, as all electrical devices must show compliance on the European market. Four Finnish industry and testing experts participated in the work of 15 different CISPR working groups, and Janne Nyman from Finland was chosen to be the leader of the working group standardizing measuring equipment in subcommittee A. SESKO-SFS JTC 1 SC 41 IoT The committee SESKO-SFS JTC 1 SC 41 IoT was founded as a national mirror committee for ISO/IEC JTC 1 SC 41 in Adhering to the international model, SESKO established it as a collaborative committee with SFS. IEC is responsible for arranging the international committee and SESKO is responsible for the national committee. IoT devices are predicted to have a strong market presence. Soon the number of devices connected to the internet is going to be 10 times greater than the human population of the world, making the user base extensive. The market growth is strong and standardization helps increase this substantially. During the first year the committee focused on communications and participation growth. Communications began in April at the IoT Nordic event in Helsinki, where a concise presentation on IoT standardization was given. The ISO/IEC JTC 1 SC 41 committee s first meeting was held in Soul during early summer and an article covering this was published in SESKO s magazine. The IEC s etech magazine articles on IoT have been translated into Finnish and have been published in the SESKO s newsletters, web page and magazine. A presentation on the topic was held at the STUL secondary school group seminar for teachers in this field during October. The secretary has also participated in the activities for a group starting Nordic cooperation on IoT standardization. The Committee SESKO-SFS JTC 1 SC 41 held its first meeting at the end of November at SESKO. 23 Annual Report 2017

31 International Standardization Valid IEC and CENELEC standards pcs (cumulative) IEC CLC International Electrotechnical Commission (IEC) IEC and members Finland is represented in IEC by the National Electrotechnical Standardization Association, SESKO. The main authority of the IEC is the Council being the general assembly of the National Committees meeting once a year at IEC s General Meeting. For 2017 the General Meeting was held in Vladivostok, Russia. IEC Institution The Council Board (CB) with its 15 members endorse agendas for the Council. Under the supervision of the CB, there are several decision-making bodies which are in charge of different topics such as marketing strategies, technical standardization and conformity assessment matters. The Market and Strategy Board (MSB) comprises of 15 top leaders in technology industry. The MSB aims to improve the IEC s ability to meet the challenges of innovative and fast-moving markets within the electrotechnical field. The 15 members of the Standardization Management Board (SMB) coordinate the technical standardization work within the organization. Under its authority lie the Technical Committees (TC), Advisory Committees (AC), Strategic Groups (SG) and Systems Committees (SyC). There are seven Advisory Committees reporting to the SMB: ACART on applications of robot technology, ACEA on environmental aspects, ACEC on electromagnetic compatibility, ACEE on energy efficiency, ACOS on safety, ACTAD on electricity transmission and distribution and ACSEC on security. Systems Committees focus on Active Assisted Living (SyC AAL), Low Voltage Direct Current (SyC LVDC), Electrotechnical aspects of Smart Cities (SyC Smart Cities) and Smart Energy (SyC Smart energy). The Conformity Assessment Board (CAB), having 12 members, is responsible for the overall management of the IEC s conformity assessment activities. The IEC has four active conformity assessment systems: IECEE on Electrotechnical Equipment and Components, IECQ on Electronic Components, IECEx on certification of standards relating to Equipment for use in Explosive Atmospheres and IECRE for certification to standards relating to equipment for use in Renewable Energy applications. 32 Standardization within IEC Technical Committees (TCs), which can have Sub Committees (SCs) and Working Groups (WG, PT, MT), carry out the standardization for IEC. At the end of the year, the number of TCs and SCs was 204 while there was nearly WG, PT and MT teams. In all, close to experts from around the world worked on technical standardization. In 2017 Finland was a P-member in 126 committees and an O-member in 49 committees. There were 634 (592) new international IEC standards published and overall 6606 (6327) standards were valid at the end of the year. The previous year s figures have been presented in parentheses. Finns in IEC Working Groups At the end of the year there were 354 (329) IEC working groups involving 534 (494) Finnish memberships, managed by 205 (196) persons. 33 European Committee for Electrotechnical Standardization (CENELEC) CENELEC and its members SESKO acts as a Finnish national committee in the European Committee for Electrotechnical Standardization (CENELEC) which has members from 34 countries. Additionally, 3 other countries, with an affiliate status, and 58 cooperating organizations participate in its work. The governing body of CENELEC, the General Assembly (AG) had a joint meeting with the European Committee for Standardization (CEN) in Edinburgh, United Kingdom. The Technical Board (BT) held three assemblies having the responsibility for confirming new EN standards along with other roles. Finland s permanent delegate at CENELEC BT is SESKO s Managing Director Sinikka Hieta-Wilkman, who acted as reporter for CENELEC BT Action Plan Ambition 5 Innovation and Research during CENELEC general meeting in Edinburgh. CENELEC Technical Committees (TC) and Working Groups (WG) Around 80 % of electrotechnical standards are based on international IEC standards. Therefore most of the technical standardization is done at the global IEC level. If there is not an IEC standard or if the standard must have changes made, e.g. due to the EU Directives, CENELEC assigns technical committees or project groups to the work. There were 78 (79) technical committees (TC/SC), 292 (292) working groups (WG) and 17 (16) project groups for BT (BTTF, BTWG) at the end of the year. During 2017 CENELEC ratified 474 (455) new standards. The total number of active standards was 7026 (7111). Finnish participants in CENELEC working groups Altogether Finland had 105 (83) memberships managed by 3 (45) persons in 69 (61) working groups. Figures for the previous year are presented in parentheses. In all, 49 (67) Finns attended a total of 45 (65) CENELEC meetings and 3 persons participated in a total of 39 CEN-CENELEC meetings.
