This report highlights the activities of the professional fire fighters of the Saginaw Fire Department and their continued dedication to providing unrivaled fire and life safety protection for the Citizens of Saginaw. In 2017, the Saginaw Fire Department placed a new fire engine in service at Station 1 with no increase to our annual operating budget. This purchase was made possible through cost savings generated by close vendor oversight, our strong preventative maintenance program, and the day-to-day cost saving efforts of fire department personnel. The Saginaw Fire Department s collaboration efforts continued and our technical expertise increased through formal training in Our personnel trained and operated with fire departments in Bay and Midland counties as part of the Region 3 Technical Rescue Team. This regional team is capable of mitigating a wide variety of incidents that include; trench collapse, building collapse, confined space entrapment, and high angle rope rescues for the 13 counties in Region 3. Community relations efforts continued in 2017 with two successful D.I.C.E youth summer camps and our second annual Fire Ops class for elected and appointed officials. Saginaw Fire Department personnel continued to attend and participate in neighborhood association meetings and community functions as well as delivering valuable fire and life safety education to over 5,000 children. Technology improvements continued in 2017 with the implementation of a new web-based records management system and the installation of video display monitors in our fire station s apparatus bays. On January 1, 2017, the Saginaw Fire Department transitioned to a new web-based records management system that generates and maintains all of our incident, staffing, training, maintenance, inspections, and pre-fire plan records. All of this information is now available to firefighters in the field via wireless data accessible tablets in all apparatus. Video display monitors installed in our fire station s apparatus bays now provide critical incident and location information to firefighters before they respond to emergency incidents. In 2017 the Saginaw Fire Department responded to 3,449 calls for service which included 194 structure fires. Unfortunately, in 2017, there was one civilian fire fatality and eight civilian fire related injuries. This report proudly exemplifies the dedicated men and women who are the providers of essential fire and life safety protection for the citizens of the City of Saginaw. 5 Saginaw Fire Department Mission Statement The Saginaw Fire Department, utilizing available resources to provide the highest possible standards of firefighter professionalism, will protect the community against the loss of life, the destruction of property, and assist in injury reduction 4

6 Fire Administration Division The Administrative branch of the Saginaw Fire Department manages the annual operating budget while overseeing fire operations, training, maintenance, and fire prevention activities. It further coordinates with other City departments and divisions to provide the highest level of services based on the needs of the community. Fire Chief Christopher Van Loo 5

7 Fire Operations Division The Operations Division is responsible for providing immediate on-scene management during emergency situations that pose an immediate threat to life and property. Division services include but are not limited to: fire suppression, rescue, vehicle and industrial extrication, confined space rescue, mitigation of hazardous materials (Haz-Mat) emergencies, response to Weapons of Mass Destruction (terrorism) incidents, water and ice rescue, and command of emergency operations at both natural and man-made disasters. In addition to providing swift and immediate response to a wide variety of emergency situations, the Operations Division assumes an active role in promoting fire safety through its continued participation in providing community education, preincident surveys and public service presentations. The Division is also directly and actively involved with apparatus maintenance, equipment and station maintenance and works with other agencies to coordinate many services offered by the Saginaw Fire Department. 13 Fire Prevention Division The Fire Prevention Division outlines strategies to determine Saginaw s Fire Prevention needs and creates programs and services necessary to accommodate the community. The Division s plan review program ensures proper fire and life safety protection for new construction, renovations, and additions. Fire investigation is another important function of the Fire Prevention Division. The Saginaw Fire Department works closely with the Michigan State Police fire investigation division to determine origin, cause, and the circumstances of all fires. When arson is suspected, the Division, in concert with the Michigan State Police, seeks out the responsible party and obtains arrest warrants whenever possible. Fire Marshal Ralph Martin 12

14 Training Division The Training Division is responsible for providing solid, realistic, and on-going training to meet the needs of our firefighters. The function of the Training Division is to conduct, coordinate, and manage training safety and health programs. Our training programs are designed to enhance the professional development of firefighters through multi-faceted courses that meet the requirements of the law. Training and education are recognized as an essential key in keeping the community safe from disasters and hostile fires. The focus of the Safety and Health program is the reduction of injuries and hazards. The program utilizes a process of review, investigation, inspection, documentation, and training which simultaneously limits the City s liability against fines and lawsuits for noncompliance of laws and standards. 15 New Engine #1 During the 2017 budget year, it became apparent that Engine 1, a 1997 model Spartan/Quality fire engine, was becoming increasingly costly to maintain as a front-line fire response vehicle. Repairs that were being attributed to heavy use and old age were causing a strain on the apparatus maintenance budget. As with the previous 2014 purchase of Engine 2, staff began looking at financing options to purchase a new fire engine while limiting the effect on the annual budget. An already-built, stock apparatus was found that was offered at a reduced price due to its status as a stock unit. The unit was purchased, outfitted, and placed in service without increasing the fire department s annual budget. The new unit is a 2017 Spartan ERV fire engine and went in service as Engine #1 on September 29 th, The new unit features numerous safety features and technological advances that will keep our firefighters safe and provide a more safe and effective response to our citizens. 16 Saginaw Hosts Fire Ground Survival Class Over the weekend of September 23 rd, the Saginaw Fire Department hosted a Fire Ground Survival class for firefighters from around the area. Firefighters from Flint, Midland, and many other local departments, took part in the 2-day class that was taught by instructors from the Saginaw Fire Department. The Saginaw Fire Department is proud to be a local leader in teaching firefighters fire ground selfsurvival skills. 15

17 Training and Collaboration Throughout the year, firefighters train on numerous skills that are required during emergency operations. Skills are constantly sharpened, while new techniques are learned and tested. On a quarterly basis, Saginaw firefighters train with local, neighboring firefighters to increase familiarity and share skills and knowledge that are useful when operating together at a mutual aid incident. 16

18 Pink Heals Visits Saginaw In August the Saginaw Fire Department was proud to host a stop on the Pink Heals National Tour. Pink Heals is a program that partners with Public Safety, local businesses and families to bring a community together. It is a program that provides home visits to show individuals that they are loved, cherished and important to others. Pink Heals brings back the human element by celebrating people, not causes. 19 Hess the Firehouse Dog Over the July 4 th holiday weekend, while doing daily chores, firefighters stationed at the Hess Street fire station noticed a dog hanging around the rear entrance door to the fire station. The dog was sitting quietly and did not move from the door for some time. The crew investigated and found that the dog had a makeshift collar on, with no identification. With no owner in sight and realizing that the dog was lost, the crew attempted to call animal control. Unfortunately, with the holiday weekend, the center was closed and animal control personnel were available for emergencies only. Not wanting to leave the dog running loose and risking its life in the process, the crew brought the dog into the firehouse, fed her, gave her a bath, and found a dog crate to house her for the weekend until animal control could arrange to pick her up. Over the weekend the crews became attached to the beautiful dog, evening naming her Hess or Hessy after the street where she was found. Hess was kept away from the public and at no time endangered any firefighters or citizens. After the holiday weekend, Hess was picked up by animal control. With no identification chip and after a rigorous, yet unsuccessful campaign to find the owner, the dog was eventually put up for adoption and found a wonderful new family in short order. Our firefighters are here to protect all life, human and otherwise, and were glad to be able to help this wonderful animal. 18

20 Community Relations: DICE Program For the second consecutive year, Saginaw teenagers were invited to attend the Diversity Initiative Community Explorers (DICE) program. Engineer Chedrick Greene oversaw the teens during the weeklong program that saw them stretch hose lines, climb ladders, and complete daily physical fitness training, among other things. The teens were able to shadow firefighters and get a feel for what a career in the fire service entails. On Friday, at the conclusion of the program, a ceremony was conducted where each attendee received a certificate acknowledging their successful completion of the program. The ultimate goal of the DICE program is to encourage Saginaw s youth to look at the fire service as a career opportunity and specifically, the Saginaw Fire Department. The DICE program has proved to be an excellent opportunity for Saginaw s youth to learn about themselves and build confidence as they learn about a career in the fire service. 19

21 Technical Rescue Team The Saginaw Fire Department s Technical Rescue Team continued its training and preparation for incidents that include high angle, low angle, confined space, trench, collapse, and other disciplines from the technical rescue arena. The highlight of the numerous trainings that were conducted during 2017 was a rope rescue class that saw Saginaw Firefighters tying various knots and hanging from ropes at heights of greater than 75 feet. Having these trained technical rescue personnel has greatly increased the emergency response capabilities of the Saginaw Fire Department. 20
