The proposed TIA achieved the necessary support of the Technical Committee on technical merit and emergency nature. One public comment was received and no appeals were filed The Council voted to issue a proposed Tentative Interim Amendment (TIA) to Sections and of the 2014 edition of NFPA 58, Liquefied Petroleum Gas Code, (TIA No. 1167). The proposed TIA achieved the necessary support of the Technical Committee on technical merit and emergency nature. No public comments were received and no appeals were filed DECISION/D# 15-1: At its meeting of April 7-8, 2015, the Standards Council considered an appeal from Andrew Kriegman of Leviton Manufacturing, regarding issuance of proposed Tentative Interim SC Final Minutes April 7-8, 2015 Page 1 of 12

2 Amendment (TIA) No on the 2014 edition of NFPA 70, National Electrical Code. Specifically, the appeal seeks to modify section (B) as follows: (B) Output Cable to the Electric Vehicle. The output cable to the electric vehicle shall be Type EV, EVJ, EVE, EVJE, EVT, or EVJT flexible cable as specified in Table The output cable shall have an ampacity as specified in Table 400.5(A)(1) or, for 8 AWG and larger, in the 60 C columns of Table 400.5(A)(2). Informational Note: Listed electric vehicle supply equipment may incorporate output cables having ampacities greater than 60 C based on the permissible temperature limits for the components and the cable. As background, TIA No was balloted through Code-Making Panel 12 (CMP) and the National Electrical Code Correlating Committee (CC) in accordance with the Regulations Governing the Development of NFPA Standards (Regs), to determine whether the necessary three fourths majority support was achieved on technical merit, correlation and emergency nature required to establish recommendation for issuance. The ballot passed the CMP on technical merit and the CC on correlation merit. In addition, the ballot passed the CMP on emergency nature by an overwhelming majority. The ballot, however, failed to achieve the necessary support of the CC on emergency nature. When a TIA fails to achieve the recommendation of the responsible committees on both merit and emergency nature, the resulting recommendation of the standards development process is to not issue the TIA. The appeal, however, requests that the Council overturn the action recommended by the standards development process, and issue TIA No The Council has reviewed the entire record concerning this matter and has considered all the arguments put forth in this appeal. The Council has voted to uphold the appeal and to issue TIA No which revises Section (B) of the 2014 edition of NFPA 70. On appeal, the Council generally defers to the responsible committees on technical issues; here, the CMP supported the technical merit of the TIA and the CC found no issues with correlation. On the issue of emergency nature, the Council may give less deference to the judgment of a correlating committee where, as here, the CMP voted with near unanimous approval of the TIA. The effect of this action is that the proposed revisions of TIA No for the 2014 edition of NFPA 70 are issued. SC Final Minutes April 7-8, 2015 Page 2 of 12

3 The Council voted not to issue a proposed Tentative Interim Amendment (TIA) to Section of the 2014 edition of NFPA 70, National Electrical Code, (TIA No. 1168). The proposed TIA did not achieve the necessary support of the Panel on technical merit and emergency nature but did pass the Correlating Committee on correlation and failed on emergency nature. Two public comments were received and no appeals were filed. Standards Council Chair K. The proposed TIA did not achieve the necessary support of the Technical Committee on technical merit and emergency nature but did pass the Correlating Committee on correlation and failed on emergency nature. Two public comments were received and no appeals were filed The Council voted to issue the proposed Tentative Interim Amendment (TIA) to Worksheet 7.5.4A of the 2013 edition of NFPA 101A, Guide on Alternative Approaches to Life Safety, (TIA No. 1166). The proposed TIA did achieve the necessary support of the Technical Committee on technical merit and emergency nature and the Correlating Committee on correlation and emergency nature. No public comments are received and no appeals were filed. The proposed TIA on the 2016 edition will be issued by the Council when the 2016 edition of NFPA 101A is issued by the Council The Council voted to issue a proposed Tentative Interim Amendment (TIA) to Tables and through of the 2013 edition of NFPA 400, Hazardous Materials Code, (TIA No. 1172). The proposed TIA received the necessary support of the Technical Committee on technical merit and emergency nature. One public comment was received and no appeals were filed. The proposed TIA received the necessary support of the Technical Committee on technical merit and emergency nature. One public comment was received and no appeals were filed. The proposed TIA on the 2016 edition will be issued by the Council when the 2016 edition of NFPA 400 is issued by the Council. Standards Council Chair K. Bell recused himself from the discussion The Council voted to take no action on the proposed Tentative Interim Amendment (TIA) to Sections 3.3.X (New), 8.6 (New) and corresponding Annex material of the proposed 2016 edition of NFPA 1221, Standard for the Installation, Maintenance, and Use of Emergency Services Communications Systems (TIA No. 1171). 4 TIA and direct the Technical Committee and staff to research and report back to the Standards Council whether any other standards organization has standards or has started standards activity regarding the subject matter of the TIA The Council discussed the issuance of a proposed Tentative Interim Amendment (TIA) to Sections 2.3.6, 4.7.1, Figure , , and of the proposed 2016 edition of NFPA 1917, Standard for Automotive Ambulances, (TIA No. 1170). The proposed TIA on the 2016 edition will be voted on by the Council when the 2016 edition of NFPA 1917 is issued by the Council. The proposed TIA received the necessary support of the Technical Committee on technical merit and emergency nature. No public comments were received and no appeals were filed The Council voted to issue a proposed Tentative Interim Amendment (TIA) to various sections of the 2013 edition of NFPA 1999, Standard on Protective Clothing for Emergency Medical Services, (TIA No. 1169). The proposed TIA received the necessary support of the Technical Committee on technical merit and emergency nature and the Correlating Committee on correlation and emergency nature. Given that both NFPA 11 and NFPA 25, the two NFPA standards relevant to this request, are mid-revision cycle, the Standards Council voted to take no action as this time. In addition, the Council noted that the TC had recently requested that the Council approve increasing this committee size to 35 members in order to include additional expertise and the Council had granted this request. The Council suggests that if the Chairs of the Technical Committees on Inspection, Testing, and Maintenance of Water-Based Systems and Foam believe a transfer of the air foam systems is ripe for consideration, they should form a Task Group (consisting of members from both Technical Committees) to make a recommendation to accomplish this. If such a Task Group is formed and if it were to conclude that such a transfer is recommended, then the report back to the Council should include these findings along with information documenting the position of each technical committee on the transfer, confirmation that the TC can absorb these additional requirements; a plan on how the material would be transferred and what adjustments to the scope of each technical Committee would be necessary The Council voted to approve the request of the Technical Committee on Fire Service Training (TC) to transfer the responsibility for NFPA 1452, Guide for SC Final Minutes April 7-8, 2015 Page 7 of 12

After review of all the material before it, the Council voted to solicit public comments of need for the project, information on resources on the subject matter, those interested in participating, if established, and other organizations actively involved with the subject. The proposed Technical Committee scope and title is as follows: PROPOSED COMMITTEE TITLE: Technical Committee on Fundamentals of Fire Control Within a Structure Utilizing Fire Dynamics PROPOSED COMMITTEE SCOPE: This Committee shall have primary responsibility for documents relating to techniques and methods used in firefighting based on accepted scientific principles and research in the field of fire dynamics. Bell recused himself from the discussion and vote The Council reviewed the request of John Cudahy of the International Council of Air Shows that NFPA establish a new project on aircraft rescue and firefighting (ARFF) response to incidents/accidents at public air shows. After review of all the material before it, the Council voted to solicit public comments of need for the project, information on resources on the subject matter and other organizations actively involved with the subject The Council reviewed the request of Chris Powers of Transport Canada that NFPA establish a project on competencies for responders to incidents of flammable liquids in transport-high hazard flammable trains (HHFT). The Council also directs the Technical Committee on Hazardous Materials Response Personnel review the new project request and submit comments to the Council At the October 2014 Meeting, the Council voted to approve the development of a new committee and new document on Hybrid (Water and Inert Gas) Fire Extinguishing Systems. The Council directed that a call for members interested in serving on the proposed new Technical Committee be published. NFPA Staff was directed to return to the Council with a proposed startup roster and a proposed committee scope. At the April 2015 Meeting, the Council voted to approve the proposed scope for the Technical Committee on Hybrid (Water and Inert Gas) Fire Extinguishing Systems as follows: APPROVED COMMITTEE SCOPE: This committee shall have primary responsibility for documents covering the design, installation, operation, and maintenance of hybrid (water and inert gas) fire extinguishing systems that use a combination of atomized water and inert gas to extinguish fire. This scope does not include systems that use only inert gas or only atomized water (water mist) to achieve extinguishment. It also does not include twin fluid water mist systems that use inert gas to propel and/or atomize water mist droplets without generating a significant inert gas concentration in the protected space. Once the Technical Committee has developed and balloted a draft document (see Regs ), the Technical Committee can then make a request to the Council to enter an appropriate revision cycle. Also see Minute Item a At the March 2014 Council meeting, the Council considered the request of the Technical Committee on Loss Prevention Procedures and Practices (TC) that NFPA establish a standard for professional practices for facility fire safety planning and fire safety directors. After review of all the material before it, the Council voted to publish a notice to solicit comments of need for the project, its intended scope and breadth, information on resources on the subject matter, those interested in participating, and other organizations actively involved with the subject. The Council received a number of comments of interest in the development of this project. After review of all of the material before them, the Council voted to establish a task group, which will be chaired by Standards Council Member, Michael Snyder. This Task Group has been charged with developing a scope, a clear determination as to who should be charged with new project, if SC Final Minutes April 7-8, 2015 Page 9 of 12

10 developed, and what direction should the project cover: industrial facility safety planning or high rise building safety. At the April 2015 Council meeting, the Council heard a report from Task Group Chair Michael Snyder on the development of national standards relating to facility emergency action plans and building fire and life safety Directors. After a review of all the material before them, the Council voted to approve the development of a new project on the duties, roles, and competencies of building, fire and life safety directors. The Council directed that a call for members interested in serving on the proposed new Technical Committee be published. NFPA Staff will return to the Council with a proposed startup roster and a proposed Technical Committee scope The Council voted to approve the request of the IAB/HDSSC to develop a new project on the selection, care, and maintenance of tactical operations video equipment. NFPA and UL have agreed to partner to create standards relating to tactical video cameras and equipment. The Council directed that a call for members interested in serving on the proposed new Technical Committee be published. Staff will return to the Council with a proposed startup roster and recommendation for a Technical Committee Chair. The Council also approved the Technical Committee scope as follows: APPROVED COMMITTEE SCOPE: This Committee shall have primary responsibility for documents on the selection, care, and maintenance of tactical video equipment and body worn cameras used by emergency services personnel, including law enforcement, military, corrections and homeland security for surveillance, tactical information and operational intelligence. Once the Technical Committee has developed and balloted a draft document (see Regs ), the Technical Committee can then make a request to the Council to enter an appropriate revision cycle. Owen recused themselves from the discussion and vote The Council approved the request of Lori-Moore Merrell of IAFF that NFPA establish a new document on fire-based community healthcare provider (FBCHP) program. This new document will be assigned to the Emergency Medical Services Technical Committee. Once the Technical Committee has developed and balloted a draft document (see Regs ), the Committees can then make a request to the Council to enter an appropriate revision cycle The Council reviewed the request of David Snyder, Jones and Bartlett Learning, that NFPA establish a new project on emergency medical services officer. After review of all the material before it, the Council voted to solicit public comments of need for the project, information on resources on the subject matter and other organizations actively involved with the subject. 11 The Council approved the request of Glen Mate, Chair of the Technical Committee on Fire Department Rescue Tools, to establish a new document on the selection, care and maintenance (SCAM) of rescue tools. Once the Technical Committee has developed and balloted a draft document (see Regs ), the Technical Committee can then make a request to the Council to enter an appropriate revision cycle The Council voted to approve the request of the Technical Committee on Fire Service Training to create a new Technical Committee on Facilities for Fire Training and Associated Props and to transfer the responsibility for NFPA 1402, Guide to Building Fire Service Training Centers to this new Technical Committee. The Council directed that a call for members interested in serving on the proposed new Technical Committee be published. Staff will return to the Council with a proposed startup roster and recommendation for a Technical Committee Chair. The Council also approved the Technical Committee title and scope as follows: APPROVED COMMITTEE TITLE: Facilities for Fire Training and Associated Props APPROVED COMMITTEE SCOPE: This committee shall have primary responsibility for the design, construction, and maintenance of facilities for fire training and for fire training props. Responsibilities of the committee include standards relating to gas-fire props; training structures, props, and simulators used for live fire training, rescue training and related tactical and skill training exercises The Council voted to withdraw the Regulations Governing Committee Projects as no NFPA Standard is currently being revised under these Regs and the Regulations Governing the Development of NFPA Standards now control NFPA standards development activity The Council discussed the NFPA Advisory Committees and voted to dissolve the Toxicity Advisory Committee with thanks due to the inactivity of the Toxicity Advisory Committee for nearly a decade The Council approved the report of the Policy and Procedures Task Group to accept a revised NFPA Extract Policy. See Minutes Attachment a The Council considered the Membership Task Group s recommendations on pending applications for committee membership and took appropriate action on each. After review of all the material before it, the Council voted to publish a notice to solicit public comments of need for the project, information on subject matter resources, those interested in participating, if established, and other organizations actively involved with the subject.
