1 Sprinkler System Installer Consultation Discussion Guide SUBMISSIONS DUE: NOVEMBER 09, 2018 Introduction This consultation guide is sent on behalf of the Sprinkler System Installer Provincial Advisory Committee (PAC). All PACs are established by the Apprenticeship and Certification Board (Board) and make recommendations regarding technical training and the content of regulations. The Sprinkler System Installer PAC is currently considering recommendations to the Board on amendments to the training standards and trade regulation. Before it makes recommendations, the PAC must seek input from stakeholders in the trade. This discussion guide has been created to solicit your feedback in order to inform the final recommendations. Background The trade regulation for Sprinkler System Installer was registered on February 6, 2003 and updated in The new Sprinkler-Fitter technical training program was realigned to reflect the new interprovincial standard. Following the consultation period, the PAC will meet to review the comments that it receives through the consultation guide and approve the new training technical standard for the trade. The revised standards incorporate changes made to the Sprinkler-Fitter Red Seal Occupational Standard (RSOS) that was released in 2017 which aligns the sequence of technical training with the harmonization recommendations. Currently the Sprinkler System Installer 3-level technical training program is the same as the proposed number of periods in the harmonized Sprinkler- Fitter training program, except for the increased number of weeks proposed in the new harmonized program. The tables in Appendix A & B provide an overview of the proposed technical training framework for the trade as well as the current technical training framework. 2 Proposed Recommendations A. Technical Training The Sprinkler System Installer PAC is asking for your feedback on the proposed Harmonized Level Chart (Appendix A) which outlines the units in each level of technical training. You may refer to the existing Level Chart (Appendix B) for comparison. To view the details of each specific unit of training for the current technical training program, see < Note that some technical training units were reorganized and moved into other training levels in order to accommodate the proposed changes. Do you agree or disagree with the proposed changes to the Level Chart? If you disagree, what changes would you recommend? B. Regulatory The PAC is recommending that the trade name be changed to Sprinkler Fitter to align with the harmonization recommendation. C. Scope Recommended Changes Work on a task of the trade in a selfcontained, single detached, semidetached or row house will be removed from the tasks which may be performed by individuals who are not apprentices or journeypersons in the trade. Potential Impacts Individuals who are not registered apprentices or certified journeypersons in the trade of Sprinkler System Installer cannot perform work on a task of the trade on a selfcontained, single detached, semi-detached or row house.
