1 GRINNELL CITY COUNCIL REGULAR SESSION MEETING MONDAY, JUNE 5, 2017 AT 7:00 P.M. IN THE 2 ND FLOOR COUNCIL CHAMBERS OF THE CITY HALL MINUTES The Grinnell City Council met in regular session Monday, June 5, 2017 at 7:00 p.m. in the council chambers. Mayor Pro Tem White presided with the following council members present: Bly, Burnell, Hansen, Hueftle-Worley and Wray. Also present were David Isch, Chris Johnson, Michael McAlister, Dennis Reilly, Russ Behrens and Kay Cmelik., AGENDA AND CONSENT AGENDA Hueftle-Worley made the motion, second by Hansen to approve the agenda. AYES: 6-0. Motion carried. Hueftle-Worley made the motion, second by Wray to approve the consent agenda as follows: Previous minutes as drafted from the Monday, May 15, 2017 Regular Session. Previous minutes as drafted from the Wednesday, May 17, 2017 Special Session. Approve City Claims and Payroll Claims from May 2, 2017 through and including June 5, Approve Mayor and Council appointments as follows: Historic Preservation (3 yr term-reappointments) a) Cheryl Neubert b) Tom Grabinski Hotel & Motel Tax (4 yr term-reappointments) a) Tom Cirks b) Dustin Smith Library Board (new appointees-6 yr term) a) Darcy Swick b) Tina Elfenbein. Accept resignation of Gary Glandon as Reserve Police Officer effective May 9, Approve new liquor license as follows: Chamber of Commerce for Friday Fest, July 7, Approve Campbell Fund requests. 2 ROUTINE BUSINESS: The council acknowledged receipt of the previous meeting minutes and other communications: a) Planning Committee minutes: May 15, b) Public Safety Committee minutes: May 15, c) Public Works and Grounds Committee minutes: May 15, d) Library Board minutes: April 26, e) Employee Safety Committee minutes: May 16, f) April 2017 Veterans Memorial Building Campaign Report. g) April 2017 Skatepark Campaign Report. h) April 2017 Parks Improvement Campaign Report. i) April 2017 Central Park Campaign Report. j) May 2017 Building Permit Report. No action was necessary. PUBLIC HEARING Mayor Pro Tem White announced it was the time and place for the public hearing on the proposed budget amendment for FY He asked for any written or verbal comments for or against the same. There were none. The public hearing was declared closed at 7:03 pm Mayor Pro Tem White announced it was the time and place for the public hearing on the continuation of a previously approved overland drainage project. He asked if there were any written comments received for the same. There were none. He asked for any oral comments. There were none. The public hearing was declared closed at 7:04 pm. FINANCE COMMITTEE There was no meeting. PLANNING COMMITTEE Bly made the motion, second by Hansen to approve Resolution No Resolution adopting the amendment to budget for fiscal year AYES: 6-0. Motion carried. Bly made the motion, second by Hansen to adopt Resolution No Resolution approving and authorizing the continuation of a previously approved public improvement project to construct storm sewer improvements and authorize the city attorney to continue the acquisition of properties not yet acquired for the project. 3 Bly made the motion, second by Hansen to adopt Resolution No Resolution setting a public hearing on the proposed conveyance of four easements to Grinnell College. AYES: 6-0. Motion carried. Bly made the motion, second by Hansen to adopt Resolution No Resolution approving the improvement project as submitted for property and request tax exemption for this improvement according to Grinnell Urban Revitalization Plan Amendment No. 3. AYES: 6-0. Motion carried. (Gregg and Diane Hawkins, nd Avenue). PUBLIC SAFETY COMMITTEE White made the motion, second by Hueftle-Worley to approve Grinnell Chamber of Commerce s request for street closures for Grinnell Games, June 16-18, AYES: 6-0. Motion carried. White made the motion, second by Hueftle-Worley to approve the request from Grinnell Firefighters Association to close Park Street from 4 th to 5 th Avenue on Saturday, June 17 from 8:00 am to 5 pm for water fights. AYES: 6-0. Motion carried. White made the motion, second by Hueftle-Worley to approve the request for closing primary road extension for 4 th of July parade route. AYES: 6-0. Motion carried. The council briefly discussed the review of the Fire Marshall Administrative Rules. The council concluded based on the recommendation of the Fire Chief to not rush to change our ordinance on the sale of fireworks. The city will follow the State Fire Marshall s rules for the first year of sales. Our current ordinance already prohibits the discharge of fireworks within the city limits of Grinnell. Anyone selling fireworks will be encouraged to post a sign stating the fireworks cannot be discharged within the city limits of Grinnell. PUBLIC WORKS AND GROUNDS COMMITTEE Hueftle-Worley made the motion, second by Wray to adopt Resolution No Resolution authorizing payment of contractor s pay request No. 12 in the amount of $152, to Bushong Construction Company of Montezuma, Iowa for work completed on the Central Park Improvements Project. AYES: 6-0. Motion carried. Hueftle-Worley made the motion, second by Bly to adopt Resolution No Resolution authorizing payment of contractor s pay request No. 6 in the amount of $8, to Garling Construction Inc of Belle Plaine, Iowa for the Grinnell City Hall Relocation Project. AYES: 6-0. Motion carried. AYES: 6-0. Motion carried. Hueftle-Worley made the motion, second by Wray to adopt Resolution No Resolution authorizing the Mayor and City Clerk to sign the Iowa Department of Transportation Agreement for Urban-State Traffic Engineering Program. AYES: 6-0. Motion carried. Hueftle-Worley made the motion, second by Bly to set a public hearing on proposed plans and specifications, proposed form of contract and estimate of cost for the construction of the 5 th Avenue HMA Inlay Project, for the city of Grinnell for 10 th day of July AYES: 6-0. Motion carried. Hueftle-Worley made the motion, second by Wray to set a public hearing on proposed plans, specifications, and form of contract for the installation of a radiant heating system in the city of Grinnell, Iowa and Notice to Bidders for the taking of bids for said improvements for 10 th day of July AYES: 6-0. Motion carried. Hueftle-Worley made the motion, second by Bly to approve the Iowa Department of Transportation request as required by City Code Chapter for a permit to widen driveway entrance. AYES: 6-0. Motion carried. Hueftle-Worley made the motion, second by Wray to approve the fiscal year 2018 Supplemental Agreement between the Iowa Department of Transportation and city of Grinnell.
