2 PACIFIC NORTHWEST FIRE INVESTIGATION CONFERENCE 2009 Opening Guest Instructor: ATF Rhonda Trahern, Will present an Overview of Geographic Profiling and the parents/guardians use of fire in Filicide SSA Trahern will cover what investigators need to know to identify and solve these cases. The following educational tracks are being offered. Choose one (1) only: TRACK A- Basic Fire - The 36 hour basic class is where it starts we have the experts ready to get you off to a good start in the field of fire investigation. The basic class will provide a wide range of information from securing the scene to documenting a fire scene and determining the origin and cause of a fire. This class is recommended for all fire fighters and officers. This class is a pre-requisite for any advanced fire investigation class. Students must bring personal protective equipment (hat, gloves, safety shoes/boots, eye protection, work clothes/coveralls) and a digital camera (point and shoot okay). TRACK B- Geographic Profiling and Geographic Aspects of Serial Arsons- ATF Agent s Rhonda Trahern, Thomas Daley, and Robert M. Luckett, Ocean City Maryland Police Department Crime Scene Technician in the Criminal s Section: This lecture will provide arson investigators, police officers, administrators, and fire industry professionals with a framework for understanding the geographic profiling process. Geographic profiling is a proven investigative technique designed to provide assistance in cases of serial violent crime. The process is based on an analysis of the locations of a connected series of offenses, the characteristics of the neighborhoods in which they have occurred, and the behavioral analysis of the offender, in an attempt to determine the most probable areas in which the offender might reside or work. Geographic profiling is best understood as an information management strategy that can be used to help focus an investigation. It will assist in prioritizing suspects and locations, and then can be utilized to develop investigative strategies that can be deployed in the area defined by the geoprofile. Geographic aspects of serial arson cases will be discussed and examples of geoprofiles will be given. Supervisory Special Agent Rhonda Trahern is a certified geographic profiler employed by the Bureau of Alcohol, Tobacco, Firearms and Explosives, assigned to the Federal Bureau of s, National Center for the Analysis of Violent Crime, Behavioral Analysis Unit, in Quantico, Virginia. Special Agent Thomas Daley, ATF CFI was the co-case agent in the U.S. Thomas A. Sweatt case, in conjunction with Metropolitan Police Department, Washington D.C. and task force. Sweatt was a serial arsonist responsible for numerous fires including fire deaths. TRACK C- Electrical - Fire Findings and NFPA 921 Update Jack Sanderson, has developed a custom two day presentation on electrical, fuel gas and appliances systems and failures. Jack will cover for the new and experienced fire investigators what they need to identify to make accurate origin and cause determinations at these fire scenes. Thursday will be the Update, By Valley Regional Fire Authority, Assistant Fire Marshal Mike Lee. This one day session will cover the changes in the latest edition of NFPA 921, be sure to bring your own copy of 2008 NFPA 921. Closing Guest Instructor: Charles Faulk, ATF- Computer Forensics and Fire s The presentation will be an overview of computer forensics that will define computer forensics and how it can be of assistance in an investigation. A non-technical description of the methodology used and its importance in successful prosecution will be presented. Included in the methodology will be recommendations for first responders when dealing with different types of digital devices to include cellular telephones. Additionally the partnership of the Case Agent/Lead Investigator, the Prosecutor and the Forensic Examiner will be addressed.
