The Committee shall also have responsibility for documents related to medical requirements for fire fighters. This list represents the membership at the time the Committee was balloted on the text of this edition. Since that time, changes in the membership may have occurred. A key to classifications is found at the front of this book. The Technical Committee on Fire Service Occupational Safety and Health is presenting two Reports for adoption, as follows: Report I: The Technical Committee proposes for adoption, a complete revision to NFPA 1521, Standard for Fire Department Safety Officer, 2002 edition. NFPA 1521 is published in Volume 11 of the 2006 National Fire Codes and in separate pamphlet form. The report on NFPA 1521 has been submitted to letter ballot of the Technical Committee on Fire Service Occupational Safety and Health, which consists of 31 voting members. The results of the balloting, after circulation of any negative votes, can be found in the report. Report II: The Technical Committee proposes for adoption, a complete revision to NFPA 1583, Standard on Health-Related Fitness Programs for Fire Fighters, 2000 edition. NFPA 1583 is published in Volume 11 of the 2006 National Fire Codes and in separate pamphlet form. When adopted this document will be redesignated as NFPA 1583, Standard on Health-Related Fitness Programs for Fire Department Members. The report on NFPA 1583 has been submitted to letter ballot of the Technical Committee on Fire Service Occupational Safety and Health, which consists of 31 voting members. 2 Log #CP2 Final Action: Accept (Entire Document) Submitter: Technical Committee on Fire Service Occupational Safety and Health, Recommendation: Completely revise NFPA 1521, Standard for Fire Department Safety Officer, to read as shown in the draft at the end of this report. Substantiation: The committee reviewed the document and updated it to reflect current practices in organizing and appointing a health and safety officer within a fire department. The qualifications and functions of both a health and safety officer and an incident safety officer were updated to reflect both current requirements and current best practices. Part of this review was a review of definitions currently in the document. In addition to the actions taken on proposal (Log #CP1), new definitions were added for the following terms to support changes in the requirements: Assistant Control Zones Cold Zone Exclusion Zone Hot Zone Warm Zone Active Cooling Passive Cooling Health and Safety Management System Industrial Fire Brigade Recovery Rehabilitation Risk Risk Management Plan Standard Operating Guideline Technical Specialist Definitions of the following terms were deleted as the term was no longer being used. Driver/operator Industrial Fire Department Safety specialist Safety Unit Other significant changes to the standard include: Deleted the requirement for the health and safety officer (HSO) to be a fire department officer meeting the requirements of NFPA 1021 as this is sometimes a non uniformed position Added a requirement for the HSO to be aware of the requirements in NFPA 1403, Standard on Live Fire Training Evolutions. (4.2.6) Added a requirement that the HSO have the authority to attend fires and investigate accidents, injuries and near misses. (4.3.2) Require that an incident safety officer (ISO) be pre-designated and respond to pre-designated incidents (4.4.1) Require that the incident commander (IC) appoint technical specialist where required (4.4.4) Changed to requirement so the ISO no longer needs to be an officer, but must meet the requirements of NFPA 1021, Standard for Fire Officer Professional Qualifications, Level 1.(4.5.1) Require that the ISO have knowledge of fire science and behavior to predict hostile fire events added under qualifications (4.5.5) Require the HSO to be involved all live fire training pre-burn inspections and to ensure supervision is provided for actual live fire training (5.3.4) Require the ISO to obtain status briefing from IC upon arrival (6.1.4) Cleaned up the concept of control zones (6.1.9) Changed the section on special operations to be a section on technical rescue (6.4) Required appointment of an assistant safety officer or technical specialist when the ISO does not meet the technician level requirements as defined in NFPA 1006 for technical rescue operations (6.4.2) Required appointment of an assistant safety officer or technical specialist when the ISO does not meet the technician level requirements as defined in NFPA 472 for hazardous materials operations (6.5.2) Added an annex on how the ISO should write a post incident analysis (PIA) report Added an annex with examples of forms an ISO can use to track everything they are responsible for at the incident scene. Level 1. Health and Safety Officer All candidates shall be, (a) a fire department officer, and (b) meet the requirements for Fire Officer Level I as specified in NFPA 1021, Standard for Fire Officer Professional Qualifications. Level 2. Incident Safety Officer All candidates shall be, (a) a fire department officer, (b) meet the requirements for Fire Officer Level I as specified in NFPA 1021, Standard for Fire Officer Professional Qualifications, and (c) meet all requirements of Chapter 4 of NFPA 1521, Standard for Fire Department Safety Officer, 1997 edition. Level 3. Incident Safety Officer, Fire Suppression All candidates shall be, (a) a fire department officer, (b) meet the requirements for Fire Officer Level I as specified in NFPA 1021, Standard for Fire Officer Professional Qualifications, and (c) meet the requirements of Section 4.3 of NFPA 1521, Standard for Fire Department Safety Officer, 1997 edition. Level 4. Incident Safety Officer, Emergency Medical Service Operations All candidates shall be, (a) a fire department officer, (b) meet the requirements for Fire Officer Level 1 as specified in NFPA 1021, Standard for Fire Officer Professional Qualifications, (c) meet the requirements of Section 4.4 of NFPA 1521, Standard for Fire Department Safety Officer, 1997 edition. Level 5. Incident Safety Officer, Hazardous Materials Operations All candidates shall be, (a) a fire department officer, (b) meet the requirements for Fire Officer Level I as specified in NFPA 1021, Standard for Fire Officer Professional Qualifications, and (c) meet the requirements of Section 4.5 of NFPA 1521, Standard for Fire Department Safety Officer, 1997 edition. Level 6. Incident Safety Officer, Special Operations All candidates shall be, (a) a fire department officer, (b) meet the requirements for Fire Officer Level I as specified in NFPA 1021, Standard for Fire Officer Professional Qualifications, and (c) meet the requirements of Section 4.6 of NFPA 1521, Standard for Fire Department Safety Officer, 1997 edition. Substantiation: The National Board on Fire Service Professional Qualifications (Pro Board) has found that most agencies that are certifying personnel to NFPA 1521 are doing so by separating the categories into 6 individual levels to meet the needs of the organization. Committee Meeting Action: Reject Committee Statement: The Committee does not believe there should be six separate classifications of incident safety officer as the submitter is proposing The committee wants to ensure that a single ISO has overall responsibility for safety at the scene of a complex incident and that the ISO has the support needed to ensure the individual aspects of the emergency are handled in a safe manner. When the ISO does not have the knowledge, skill and ability required to deal with the technical aspects of the incident or some portion of the incident, an assistant incident safety officer(s) or a technical specialist(s) who has the technical expertise needed should be appointed to assist the incident safety officer in making decisions and managing the safety aspects of the incident. This document is not intended to define the professional qualification for persons who will fill various positions within the incident management system. Substantiation: The document requires a candidate to be a fire department officer but does not provide a definition. 3 Log #CP1 Final Action: Accept in Principle in Part (Chapter 3 Definitions (GOT)) Submitter: Technical Committee on Fire Service Occupational Safety and Health, Recommendation: Adopt the preferred definitions from the NFPA Glossary of Terms for the following terms: Accident. (preferred) NFPA 921, 2004 ed. An unplanned event that interrupts an activity and sometimes causes injury or damage or a chance occurrence arising from unknown causes; an unexpected happening due to carelessness, ignorance, and the like. Accident. (secondary) NFPA 1521, 2002 ed. Any unexpected event that interrupts or interferes with the orderly progress of fire department operations and can include personal injury or property damage. Emergency Incident. (preferred) NFPA 1561, 2005 ed. ed. Any situation to which the emergency services organization responds to deliver emergency services, including rescue, fire suppression, emergency medical care, special operations, law enforcement, and other forms of hazard control and mitigation. Emergency Incident. (secondary) NFPA 1521, 2002 ed. A specific emergency operation. Emergency Medical Care. (preferred) NFPA 1710, 2004 ed. The provision of treatment to patients, including first aid, cardiopulmonary resuscitation, basic life support (First Responder or EMT level), advanced life support (Paramedic level), and other medical procedures that occur prior to arrival at a hospital or other health care facility. Emergency Medical Care. (secondary) NFPA 1521, 2002 ed. The provision of treatment to patients, including first aid, cardiopulmonary resuscitation, basic life support, advanced life support, and other medical procedures that occur prior to arrival at a hospital or other health care facility. Fire Apparatus. (preferred) NFPA 1901, 2003 ed. A vehicle designed to be used under emergency conditions to transport personnel and equipment, and to support the suppression of fires and mitigation of other hazardous situations. Fire Apparatus. (secondary) NFPA 1521, 2002 ed. A fire department emergency vehicle used for rescue, fire suppression, or other specialized functions. Fire Department. (preferred) NFPA 1002, 2003 ed. An organization providing rescue, fire suppression, and related activities, including any public, governmental, private, industrial, or military organization engaging in this type of activity. Fire Department. (secondary) NFPA 1521, 2002 ed. An organization providing rescue, fire suppression, and related activities. The term fire department shall include any public, governmental, private, industrial, or military organization engaging in this type of activity. Fire Department Facility. (preferred) NFPA 1500, 2002 ed. Any building or area owned, operated, occupied, or used by a fire department on a routine basis. Fire Department Facility. (secondary) NFPA 1521, 2002 ed. Any building or area owned, operated, occupied, or used by a fire department on a routine basis. This does not include locations where a fire department might be summoned to perform emergency operations or other duties, unless such premises are normally under the control of the fire department. Fire Suppression. (preferred) NFPA 1500, 2002 ed. The activities involved in controlling and extinguishing fires. Fire Suppression. (secondary) NFPA 1521, 2002 ed. The activities involved in controlling and extinguishing fires. Fire suppression shall include all activities performed at the scene of a fire incident or training exercise that expose fire department members to the dangers of heat, flame, smoke, or other products of combustion, explosion, or structural collapse. Hazard. (preferred) NFPA 921, 2004 ed Any arrangement of materials and heat sources that presents the potential for harm, such as personal injury or ignition of combustibles. Hazard. (secondary) NFPA 1521, 2002 ed. The potential for harm or damage to people, property, or the environment. Hazards include the characteristics of facilities, equipment systems, property, hardware, or other objects, and the actions and inactions of people that create such hazards. Health and Safety Officer. (preferred) NFPA 1500, 2002 ed. The member of the fire department assigned and authorized by the fire chief as the manager of the safety and health program. Health and Safety Officer. (secondary) NFPA 1521, 2002 ed. The member of the fire department assigned and authorized by the fire chief as the manager of the safety and health program and who performs the duties and responsibilities specified in this standard. This individual can be the incident safety officer or that can also be a separate function. Incident Commander. (preferred) NFPA 472, 2002 ed. Identification and analysis of exposure to hazards, selection of appropriate risk management techniques to handle exposures, implementation of chosen techniques, and monitoring of results, with respect to the health and safety of members. The regular, periodic inspection and testing of apparatus and equipment, according to an established schedule and guideline, to ensure that they are in safe and functional operating condition. Special Operations. (preferred) NFPA 1500, 2002 ed Those emergency incidents to which the fire department responds that require specific and advanced training and specialized tools and equipment. Special operations include water rescue, extrication, hazardous materials, confined space entry, high-angle rescue, aircraft rescue and fire fighting, and other operations requiring specialized training. Substantiation: Adoption of preferred definitions will assist the user by providing consistent meaning of defined terms throughout the National Fire Codes. Use the definition of fire department from NFPA 1500 which reads: An organization providing rescue, fire suppression, and related services. Add an annex to the definition of fire department to read: The term fire department can include any public, governmental, private, industrial, or military organization that provides rescue, fire suppression, and related services. Use the definition of hazard from NFPA 1500 which reads: A condition that presents the potential for harm or damage to people, property, or the environment. Revise the definition of health and safety officer to read: The member of the emergency services organization assigned and authorized by the authority having jurisdiction (AHJ) as the manager or administrator of the occupational safety and health program. Revise the definition of risk management to read: Identification and analysis of exposure to hazards, selection of appropriate risk management techniques to handle exposures, implementation of chosen techniques, and monitoring of results, to ensure the health and safety of members. Change the term service testing to service test and use the preferred definition from NFPA 1500.

4 Committee Statement: The committee is not accepting the preferred definition of accident as it does not agree that accidents arise from unknown causes and that accidents often are not from carelessness and ignorance. The committee is not accepting the preferred definition of fire department as a fire department provides services, not activities. The including statement is being used as annex material to the definition in NFPA The committee is not using the preferred definition of hazard as that definition appears to be specific to fire investigation. The committee has revised the definition of health and safety officer and will be using the revised definition in the next edition of NFPA The definition of risk management is not being used as it reflects thinking that is over 20 years old and is not accurate. 6 Notice of Intent to Make a Motion (NITMAM) Sequence of Events Leading to Issuance of an NFPA Committee Document Step 1 Call for Proposals Proposed new Document or new edition of an existing Document is entered into one of two yearly revision cycles, and a Call for Proposals is published. Step 2 Report on Proposals (ROP) Committee meets to act on Proposals, to develop its own Proposals, and to prepare its Report. Committee votes by written ballot on Proposals. If two-thirds approve, Report goes forward. Lacking two-thirds approval, Report returns to Committee. Step 3 Report on Proposals (ROP) is published for public review and comment. Report on Comments (ROC) Committee meets to act on Public Comments to develop its own Comments, and to prepare its report. Committee votes by written ballot on Comments. If two-thirds approve, Reports goes forward. Lacking two-thirds approval, Report returns to Committee. Step 4 Report on Comments (ROC) is published for public review. Technical Report Session Notices of intent to make a motion are filed, are reviewed, and valid motions are certified for presentation at the Technical Report Session. ( Consent Documents that have no certified motions bypass the Technical Report Session and proceed to the Standards Council for issuance.) NFPA membership meets each June at the Annual Meeting Technical Report Session and acts on Technical Committee Reports (ROP and ROC) for Documents with certified amending motions. Step 5 Committee(s) vote on any amendments to Report approved at NFPA Annual Membership Meeting. Standards Council Issuance Notification of intent to file an appeal to the Standards Council on Association action must be filed within 20 days of the NFPA Annual Membership Meeting. Standards Council decides, based on all evidence, whether or not to issue Document or to take other action, including hearing any appeals.

7 The Technical Report Session of the NFPA Annual Meeting The process of public input and review does not end with the publication of the ROP and ROC. Following the completion of the Proposal and Comment periods, there is yet a further opportunity for debate and discussion through the Technical Report Sessions that take place at the NFPA Annual Meeting. The Technical Report Session provides an opportunity for the final Technical Committee Report (i.e., the ROP and ROC) on each proposed new or revised code or standard to be presented to the NFPA membership for the debate and consideration of motions to amend the Report. The specific rules for the types of motions that can be made and who can make them are set forth in NFPA s rules which should always be consulted by those wishing to bring an issue before the membership at a Technical Report Session. The following presents some of the main features of how a Report is handled. What Amending Motions are Allowed. The Technical Committee Reports contain many Proposals and Comments that the Technical Committee has rejected or revised in whole or in part. Actions of the Technical Committee published in the ROP may also eventually be rejected or revised by the Technical Committee during the development of its ROC. The motions allowed by NFPA rules provide the opportunity to propose amendments to the text of a proposed code or standard based on these published Proposals, Comments and Committee actions. Thus, the list of allowable motions include motions to accept Proposals and Comments in whole or in part as submitted or as modified by a Technical Committee action. Motions are also available to reject an accepted Comment in whole or part. In addition, Motions can be made to return an entire Technical Committee Report or a portion of the Report to the Technical Committee for further study. The NFPA Annual Meeting, also known as the World SafetyConference and Exposition, takes place in June of each year. A second Fall membership meeting was discontinued in 2004, so the NFPA Technical Report Session now runs once each yearat the Annual Meeting in June. Who Can Make Amending Motions. Those authorized to make these motions is also regulated by NFPA rules. In many cases, the maker of the motion is limited by NFPA rules to the original submitter of the Proposal or Comment or his or her duly authorized representative. In other cases, such as a Motion to Reject an accepted Comment, or to Return a Technical Committee Report or a portion of a Technical Committee Report for Further Study, anyone can make these motions. For a complete explanation, NFPA rules should be consulted. The filing of a Notice of Intent to Make a Motion. Before making an allowable motion at a Technical Report Session, the intended maker of the motion must file, in advance of the session, and within the published deadline, a Notice of Intent to Make a Motion. A Motions Committee appointed by the Standards Council then reviews all notices and certifies all amending motions that are proper. The Motions Committee can also, in consultation with the makers of the motions, clarify the intent of the motions and, in certain circumstances, combine motions that are dependent on each other together so that they can be made in one single motion. A Motions Committee report is then made available in advance of the meeting listing all certified motions. Only these Certified Amending Motions, together with certain allowable Follow-Up Motions (that is, motions that have become necessary as a result of previous successful amending motions) will be allowed at the Technical Report Session. Consent Documents. Often there are codes and standards up for consideration by the membership that will be non-controversial and no proper Notices of Intent to Make a Motion will be filed. These Consent Documents will bypass the Technical Report Session and head straight to the Standards Council for issuance. The remaining Documents are then forwarded to the Technical Report Session for consideration of the NFPA membership. Important Note: The filing of a Notice of Intent to Make a Motion is a new requirement that takes effect beginning with those Documents scheduled for the Fall 2005 revision cycle that reports to the June 2006 Annual Meeting Technical Report Session. The filing of a Notice of Intent to Make a Motion will not, therefore, be required in order to make a motion at the June 2005 Annual Meeting Technical Report Session. For updates on the transition to the new Notice requirement and related new rules effective for the Fall 2005 revision cycle and the June 2006 Annual Meeting, check the NFPA website.

8 Action on Motions at the Technical Report Session. In order to actually make a Certified Amending Motion at the Technical Report Session, the maker of the motion must sign in at least an hour before the session begins. In this way a final list of motions can be set in advance of the session. At the session, each proposed Document up for consideration is presented by a motion to adopt the Technical Committee Report on the Document. Following each such motion, the presiding officer in charge of the session opens the floor to motions on the Document from the final list of Certified Amending Motions followed by any permissible Follow-Up Motions. Debate and voting on each motion proceeds in accordance with NFPA rules. NFPA membership is not required in order to make or speak to a motion, but voting is limited to NFPA members who have joined at least 180 days prior to the session and have registered for the meeting. At the close of debate on each motion, voting takes place, and the motion requires a majority vote to carry. In order to amend a Technical Committee Report, successful amending motions must be confirmed by the responsible Technical Committee, which conducts a written ballot on all successful amending motions following the meeting and prior to the Document being forwarded to the Standards Council for issuance. Standards Council Issuance One of the primary responsibilities of the NFPA Standards Council, as the overseer of the NFPA codes and standards development process, is to act as the official issuer of all NFPA codes and standards. When it convenes to issue NFPA documents it also hears any appeals related to the Document. Appeals are an important part of assuring that all NFPA rules have been followed and that due process and fairness have been upheld throughout the codes and standards development process. The Council considers appeals both in writing and through the conduct of hearings at which all interested parties can participate. It decides appeals based on the entire record of the process as well as all submissions on the appeal. After deciding all appeals related to a Document before it, the Council, if appropriate, proceeds to issue the Document as an official NFPA code or standard. Subject only to limited review by the NFPA Board of Directors, the Decision of the Standards Council is final, and the new NFPA code or standard becomes effective twenty days after Standards Council issuance. The illustration on page 9 provides an overview of the entire process, which takes approximately two full years to complete.

Any situation to which the emergency services organization responds to deliver emergency services, including rescue, fire suppression, emergency medical care, special operations, law enforcement, and other forms of hazard control and mitigation.
