1 Minutes of Meeting NFPA 3 & 4 Technical Committee (TC) on Commissioning and Integrated Testing of Fire and Life Safety Systems (CMI-AAA) Draft Document Development Meeting January 4-5, 2012 Orlando, FL Hilton Attendance, Principal Members/Staff/Alternates: See attachment A, scanned sign-in sheet. Call to order. The meeting was called to order at 8:00 AM (Eastern time zone), Wednesday, January 4, 2012 by TC Chair Maurice Pilette 2. Introductions. Self-introductions were made. 3. Staff Notice. NFPA Staff Matt Klaus provided presentation to committee including items a-d below: a. Meeting Procedures. i. Standards Council provided unanimous support for integrated testing (existing documents for individual systems, nothing exists to identify integration of different standards/codes). ii. Standard vs. Recommended Practice iii. Technical Committee Reconstitution was required needed different perspectives from NFPA 70, 80, 1, etc. within committee iv. Lessons Learned from NFPA 3 differences from existing NFPA 3 for history of how we arrived at and what evolved as NFPA 3. v. Informal meeting, large task group meeting but will use Robert s Rules. b. A2014 Dates Cycle (Attachment B) i. Goal to create a draft document and balloted by First week in February, There will be Ballot issued approximately January 23, 2012 with 1 week to respond. Vote on entire document with comments allowed (no comments on individual sections, but overall concepts or major topic comments). c. NFPA 3 in A2014 Cycle i. Both NFPA 3 and NFPA 4 will be in the same cycle, A2014. Both issued by this committee. See associated dates in Attachment B. d. New NFPA document revision/release process i. Requests from industry for electronic version/on-line platform. ii. iii. Begins with Fall 2013 documents moving forward. Public will login to the NFPA website, pick document draft. User can delete and comment on several items at one time. Process will provide for public input on the living document. iv. Less NFPA entry required, all electronic. v. Simplified participation at committee meetings. vi. 1 st Draft meeting vs. ROP; 2 nd Draft meeting vs. ROC, see Agenda for A2014 Cycle Dates. This committee will be meeting 3 times after this meeting, before a final document issued (next draft meeting or pre-1 st draft, 1 st draft, 2 nd draft). Page 1 of 6

2 vii. Committee will focus on NFPA 4 development for now. Anticipated 4 day meeting for first draft meeting as we will address NFPA 3 in the next meetings. Sept. is first formal meeting. 4. General Discussion of NFPA 4 Document Direction a. Review of the Council Minute Items for NFPA 4 and NFPA 72. Staff Klaus reviewed NFPA Standards Council Minute Item, Attachment C and NFPA 72 Standards Council Minute Item, Attachment D. b. NFPA 3 and 4 TC Member and NFPA 72 Technical Correlating Committee (TCC) Chair Bob Schifiliti. i. Presentation Inspection Testing and Maintenance (ITM) Summit. Request to the Standards Council to allow NFPA 72 temporarily allowance for integrated testing items until NFPA 4 Standard is released. Standards Council voted against allowing this gap. ii. Definitions task group will work more towards committee voice on further direction. iii. System Definitions task group identified new definitions: Individual System and iv. Integrated System. Discussion regarding Authority Having Jurisdiction (AHJ) which could be governing authority including various entities such as Fire Official, Owner, Insurance Agency, etc. c. Former CMF-AAA(NFPA 3) and Current CMI-AAA (NFPA 3 and 4) TC Member Cecil Bilbo. Provided PowerPoint presentation on where NFPA 3 came from and where to take NFPA 4 d. Owner Perspective - TC Member Paul Dunphy, Jr., Harvard University. Discussed need for release of this Standard for owners. Example of actual test failures during site integrated testing/commissioning. e. Enforcer Perspective - TC Member Joe Noble, experience with Clark County Fire Department, Las Vegas, Nevada. Discussed need for standard to enforce testing of integrated items. Example provided of large facility with many integrated systems. f. TC Discussion Committee Scope and Direction of Document. i. Staff Klaus provided Council committee scope and Technical committee scope. ii. Committee added integrated system testing iii. Discussion about the word pertain, replaced with that specifically address iv. Addition of protection in fire protection v. Determined 31 voting TC members present, including Chair Pilette vi. Discussion about passive systems, whether to keep in this document vii. Voted on revised TC Scope displayed by Staff Klaus. Approved. Committee Scope: This Committee shall have primary responsibility for documents that address commissioning and integrated system testing activities and tasks for fire protection and life safety systems. This includes the requirements for planning, organization, coordination, responsibility, implementation, and documentation of commissioning and integrated system testing of active and passive systems and features that serve a fire protection or life safety purpose. g. TC Discussion Document Scope. i thru from TCC. ii. Discussion about removing AHJ from Put the requirements for the Integrated Testing in the relevant Code/Standard vs. providing ability for AHJ to simply mandate at will. iii. 3 iv. Discussion on removal of design documents discussion with possible annex. v. Chair Pilette identified possible need for Task group for A Volunteers noted by Klaus. vi. TC voted on less the A for the task group to address. Motion carried. vii. Discussion of A and egress/evacuation relevance to this document. viii. TC then worked on wording for A Dan O Connor volunteered to provide additional annex. ix. TC voted on A and passed. Mr. O Connor to bring back further annex later. x. Staff Klaus discussed need for Task Group for the rest of Chapter 1. Task group was created, leader Art Black Doug Fisher, Mike DeVore, Terry Victor, Bob Tabet, Norbert Makowka, Dave Frable, Dave Lowrey. See Attachment E for final assignment. h. NFPA 4 Outline. i. Staff Klaus provided Outline from the draft as it is currently structured. ii. Bob Schifiliti discussed alternate structure recommendation. Committee preferred alternate structure with modifications identified by TC. iii. TC voted and approved amended suggested structure displayed by Staff Klaus. 5. Task Group Reports a. Chapter 4 Test Methodologies and Chapter 8 Documentation. Task Group leader Bill Koffel. i. Mr. Koffel discussed Task group work. ii. Committee provided feedback. Discussion regarding the lists. b. Chapter 5 Integrated System Testing and Chapter 6 Qualifications and Responsibilities. Task Group leader Cecil Bilbo. i. Mr. Bilbo discussed Task group work. ii. TC discussion about removing excess qualification requirements and move to annex. ITa is the only one required. Removing the AHJ. iii. Discussion on Retro-Integrated testing (similar to acceptance testing). Identified need for appendix examples. c. Chapter 7 Integrated System Testing Frequency. Task Group leader Joe Noble. i. Mr. Noble discussed Task group report work. ii. Chair requested vote to determine whether the draft to public should include a time limit number (such as task group s recommendation of 5 years). 22 people approved including a time limit - vote passed. Additional vote for the task group selection of 5 years- 7 approved. d. Chapter 3 Definitions. Task Group leader Bob Schifiliti discussed Task Group work. 6. Task Group Work. a. Task groups displayed members present but assigned in prior task groups volunteered to join task groups. Staff Klaus documented additions. See Attachment E. b. Committee broke into task groups at approximately 3:30PM to work on items identified. c. Staff Klaus ed TC approved new structure and NFPA 4 Draft updates to all TC members. 7. Next meeting and remaining meeting agenda. a. Discussed next meeting for additional draft work. 2 days required. Location will be Quincy, MA at NFPA Headquarters. April and May were discussed. 4 b. Chair Pilette requested 7:30am start for day 2 of this meeting. 8. Day 2 - Call to order. The meeting was called to order at 7:35 AM (Eastern time zone),thursday, January 5, 2012 by TC Chair Maurice Pilette. 9. TC Member Pascal Pfeiffer offered Paris, France location and his coordination of the meeting at that location for the 2 nd draft meeting, August Task group report, Chapter 1 Administration Art Black a. Changed title of document to Standard for Integrated Fire Protection and Life Safety System Testing b. Scope changed the words around to be consistent with the title change c. Struck and moved up to annex d. Reworded/simplified and supporting annex. e. Purpose f. Application Moved list to Annex. TC discussed wording of the list moved to annex. Standby power, Smoke control edits made. Motion to strike suggested add for legally required emergency power standby to correlate with NFPA 110, 70. Motion carried. g. Discussion of passive devices to prevent destruction, voted to remove item (9) h. Firestopping as it was already included in (8) motion passed. i. New Technology did not apply to a testing document and removed it. j. Added Retroactivity and Equivalency from NFPA 72. TC discussion about removing 1.4 Retroactivity. Call to Question, failed. Move application of new and existing systems to scope. Voted and passed. Struck retroactivity. 11. Task group report, Chapter 8 Documentation - Bill Koffel. a. Viewed work from Bob Schifiliti and Bill Koffel b. Discussion on Acronyms. Commissioning industry uses terms that need to be learned. NFPA 4 is new document and terms are new and unknown. Requested staff to include both word and acronym; however Staff Klaus noted that this may be an issue with NFPA Staff. If an acronym is used it is defined first use then acronym used thereafter. Voted on removing the use of acronyms vote passed to remove them. Also discussed annex for acronyms. Voted to remove acronyms for first draft- passed. c. Replaced BOD references and replaced as intended. d. Discussion about requesting public input when draft is issued, we identify specific sections. Noted this section with a RESERVED ANNEX NOTE to indicate such request for both additional task group work and public input request. e. Chair requested forms and test plan examples for several task groups. Task group identified and added. Doug Fisher task group leader. Members David Hague, David Frable, Paul Dunphy, Dave Leblanc, Warren Olsen, Bob Tabet, John Kampmeyer, Roger Reiswig. See Attachment E for final task group. 12. Task group report, Chapter 4 ( thru 5) - Cecil Bilbo. a. Identified need for task group should work to provide examples for qualification of an Integrated Testing Agent on a more complex system vs. smaller project b. Moved ITa Independence to the Appendix. Discussed need for project members to be able to be the ITa, including AHJ, especially on smaller installations. c. Some TC AHJ s preferred not to be the ITa, NFPA1 has language to provide for ITa. TC member provided background that existing text came from NFPA 3 and from existing NFPA standards. Voted to move through 4 to the annex vote passed. d. TC member identified section is for TESTING qualifications, but some of the ITa items are for coordination responsibility, not just testing. Page 4 of 6

5 e. TC discussion regarding rewording of 4.4.4(3) idea to separate that the plan identify that this is completed prior to testing. f. Identified that the Test Plan section was not completed by the task group. Mr. Bilbo discussed how the task group identified that there should be an end-to-end but not every single device need be verified. Bob Schifiliti identified that he sent task group leaders for Chapter 4 and 5 a Control Group Testing idea with 6 or so items to allow a reduced test. Mr. Bilbo agreed to come back to committee with Test Plan documentation after lunch. 13. Task group report, Chapter 5 General Cecil Bilbo. a. Identified simulation events be documented. TC commented use NFPA 72 language suggested. Identified need for more language about simulation allowance, particularly in the Periodic Integrated System Test. b. Chair requested TC comment about whether this integrated testing should affect building occupancy. Comment made that some systems may be completed after occupancy. It depends on project. Discussion whether integrated testing is completed with the particular Acceptance test(s). TC identified that the Plan needs to identify critical points for different testing stages. 14. Task Group Report, Chapter 4 General - Joe Noble a. Revised b. TC identified that Commissioning plan/integrated testing plan needs to be defined WHEN the plan is created c. A vote was taken again to keep the 5 year time frame in the document and passed. d. Discussion regarding failure and need for define such as impairment and critical impairment. Motion and second to remove item 4.3.4(4) due to the broadness and lack of definition of failure and the strictness. Motion failed and it remained. 15. Task Group Report, Chapter 3 Definitions - Bob Schifiliti a. No changes from comments yesterday, incorporated the TC comments and moved some items to the annex b. Requested italics of all defined terms used throughout document, TC voted and passed to petition council for this request. 16. Next steps a. Ballot will be a single item ballot on the entire document which will require a 2/3 vote. 2 week window required and encouraged all to vote acceptance or we will slip cycle. Identify major items or concepts if comments are desired with vote. Public will not be viewing any work between ballot and 1 st draft meeting. b. Any comments regarding specific section wording, encourage TC members to send to relevant Task Group leader and next meeting. Task Group leaders encouraged to obtain feedback from others that are not in each task group and from general public. c. Chair requested show of hands to identify any that will not be in acceptance of the document for the 2/3 vote requirement and only 1 in opposition. 17. Section 4.5 report - Cecil Bilbo. a. Mr. Bilbo identified use of Mr. Schifiliti recommendations with removal of software based systems. b. TC and Mr. Schifiliti identified not all intent was provided with the elimination software based items. c. TC discussion regarding outputs being grouped in addition to the inputs. d. TC discussion regarding how to identify grouping to define intent that not every single input to output is not required to be tested in integrated testing. Page 5 of 6

6 e. Committee voted to keep Mr. Bilbo s work, but TC identified need to bring the 2 concepts into a common document. Need good annex material on how this can be applied in software and non-software based systems. f. Identified that Mr. Bilbo has requested reduced responsibilities and Kim Gruner agreed to be task group leader going forward. g. Moved Test Plan task responsibility to Doug Fisher s group. Also require Annex D Sample Test Plan from Mr. Fisher s task group. TC identified that the prior task group information was not included in the revised day 2 draft, only the grouping concepts were presented. h. Discussion regarding task group work. See Task group assignment sheet and revised associated outline, Attachment F. i. Review of task group assignments. Staff Klaus will send out final task group assignments next week. j. TC First Draft meeting, Fall meeting week of September 10-14, 2012 for West coast, possible San Diego, CA. k. TC Second Draft meeting, Week of August 5-9, 2013 for Paris, France with backup as Denver, CO l. Chair commented that the Research Foundation responded that there is no documentation available for prior task group request on frequency of integrated testing. m. Request for TC members that are in favor and able to support travel to the Paris, France trip to send and/or letters to NFPA staff, Matt Klaus in support trip to Paris, France. A motion made to vote for the meeting in Paris, France. Voting resulted in 14 members in favor of meeting in Paris,France;1 opposed (some did not vote). 18. Adjournment. 12 TO: FROM: Technical Committee on Commissioning Fire Protection Systems Linda Fuller DATE: August 11, 2011 SUBJECT: Proposed New Document NFPA 4, Standard for Integrated Testing of Fire Protection Systems I am transmitting to you herewith the following action of the Standards Council (August 8-11, 2011): At the February/March 2011 meeting, the Council reviewed the request of the Technical Committee (TC) on Commissioning Fire Protection Systems to develop a new document, NFPA 4, Standard for Integrated Testing of Fire Protection Systems. At that time, the Council voted to solicit public comments on the need for the project, information on resources on the subject matter, those interested in participating if established, and other organizations actively involved with the subject. The Council received 20 public comments. After review of all the information before it, the Council has voted to approve the development of NFPA 4, Standard for Integrated Testing of Fire Protection Systems. The Council believes that a single Technical Committee ought to be responsible for developing both NFPA 3, Recommended Practice on Commissioning and Integrated Testing of Fire Protection and Life Safety Systems, and the new NFPA 4. The new NFPA 4, however, calls for a review of the committee structure of the current TC and a fresh consideration of the interests and balance appropriate to a technical committee responsible for both NFPA 3 and NFPA 4. In particular, the new NFPA 4 will need a technical committee makeup that maximizes the ability to provide the coordination among the many documents and responsible committees that will be necessary to make this complex effort a success. Accordingly, the Council intends to reconstitute the TC under a new name and updated committee scope, and it will do so after conducting a full review of the structure and membership of the TC to ensure the expertise and the representation of the membership is appropriate to the expanded tasks before the Committee. The Council is requesting staff to provide it with recommendations concerning the name and scope of the reconstituted TC and to issue a call for members for the TC. All current members of the TC on Commissioning Fire Protection Systems members who are interested are encouraged to submit a committee application so that they can be considered for membership on the newly constituted committee. Anyone wishing to be considered for committee membership should send their application to NFPA no later than September 1, The Council will review all candidates for the new TC at the October 2011 Council meeting. So as to provide guidance as to the scope of the new NFPA 4 integrated testing document that the Council will be assigning to the new committee to develop, the Council is providing the following draft document scope as follows:

13 The standard shall provide the minimum requirements for integrated testing of fire protection and life safety systems. These requirements include protocol for testing procedures, responsibilities for various parties, methods and documentation for verifying the operational readiness and sequence of integrated systems. The standard is designed to ensure that interconnected active and passive fire protection and life safety systems operate as intended. The standard shall not require integrated testing but shall provide minimum requirements for integrating testing where such testing is required by another code, standard, or design document or by an Authority Having Jurisdiction. 14 TO: FROM: Technical Committees on Signaling Systems Linda Fuller DATE: September 20, 2011 SUBJECT: Report of the Summit Task Group on Inspection Testing and Maintenance I am transmitting to you herewith the following action of the Standards Council (August 8-11, 2011): The Council heard a report from the Inspection, Testing and Maintenance Summit Task Group. This Task Group was made up of various NFPA Committee members that participated in the Inspection, Testing and Maintenance Summit held in May of The Report that was received by the Council requested the Council review and consider the following three areas: 1. A request for the Council to revise the scope of the NFPA 72 Technical Committee on Testing and Maintenance of Fire Alarm Systems (SIG-TMS) to include the authority to require limited testing of other interconnected fire protection or life safety systems in accordance with the requirements of standard(s) that have primary jurisdiction of these other systems in order to ensure the integrity of the systems interface. 2. A request for the Council to allow the Technical Committee on Testing and Maintenance of Fire Alarm Systems (SIG-TMS) to temporarily revise their scope to include the authority to require complete end-to-end testing of other interconnected fire protection or life safety systems, at the initial acceptance test, in accordance with the requirements of standard(s) that have primary jurisdiction of these other systems. This temporary scope shall be in force only until such time as a standard is available addressing mandatory requirements for complete testing of interconnected systems. 3. A request for the Council to issue a general directive for all committees that are involved with systems or components that interconnect with fire alarm and signaling systems to coordinate requirements for both limited and complete end-to-end integrated testing of interconnected systems. This coordination needs to specifically identify and address the interfaces between systems and provide a degree of consistency and overlap between standards sufficient to ensure that system interfaces are operational and remain intact.

15 In reviewing this Report, the Council acknowledges that integrated systems and maintenance is an important issue and should be addressed. After review of all the material before them, the Council voted not to take the actions requested in the Report. The Council determined that NFPA 72 Committees (TCs) should stay focused on their individual systems relating to fire alarms and signaling systems. The Council has approved the development of NFPA 4, Standard for Integrated Testing of Fire Protection Systems, which is intended to cover all testing of interconnected systems, including interface testing, integrated testing and end-to-end testing. The Council directs the NFPA 72 Committees to address issues of integrated testing related to its systems by providing input on the content of NFPA 4 through the submission of proposals and comments and through TC member representation that is anticipated will be appointed to the NFPA 4 Committee. During the Proposals stage of the A2012 cycle, the NFPA 72 TC s accepted proposals addressing testing of interconnected systems, including testing at the interface with other systems. These revisions should be rejected by the NFPA 72 TCs during the Comment stage, as they address concepts outside of their scope. This proposed language, along with all of the supporting material, should then be submitted to the NFPA 4 TC, as appropriate, as proposals (public input) during the A2014 cycle. The Council understands and appreciates the efforts that are being made to consider and address integrated testing. The Council believes, however, that the best and most effective approach to developing requirements on integrated testing is to work, through the process that is now beginning, to develop the new NFPA 4 as a dedicated document on the subject. To that end, the NFPA 4 Committee will require cooperation and input from the related systems Committees and the Council encourages all relevant Committees to participate to the fullest. c: L.
