6 Foreword Consolidated version 2015 In 2013 a new edition of EN was published. NEN 3840:2011+A1:2015 contains the necessary adjustments and additions to NEN 3840:2011 in which the relevant changes in the new edition of EN :2013 will be implemented in the Netherlands. This consolidated version includes the amendment A1, which contains the following changes: 6.2.3: between the first and second paragraph two new paragraphs are added : between the fourth and fifth paragraph two new paragraphs are added : at the end of the paragraph a new sentence is added. Table A.1: title has been changed. Table A.1: note 4 has been added. B.5 Arc hazard has been added. Annex G (informative) Reference table has been added. The European amendment on dividing the role of the person responsible for an electrical installation into the person responsible for an electrical installation and the nominated person in control of a work activity is not implemented in the Netherlands. Both standards (the new European standard EN :2013 and the existing Dutch standard NEN 3840:2011) provides sufficient possibilities to unite various roles into one person or to delegate tasks and qualifications to different persons. This way similar models for operation of electrical installations can be created by both standards. General The first edition of NEN 3840 was published in October 1998 under the title Operation of electrical installations Supplementary Dutch provisions for high voltage installations. The Dutch standard NEN 3840 is part of the following collection of publications: NEN-EN :2005 (en) Operation of electrical installations NEN-EN :2010 (en) Operation of electrical installations Part 2: National annexes NEN 3140:2011 Operation of electrical installations Low voltage NEN 3840:2011 Operation of electrical installations High voltage Revisions compared with the 1st edition The main changes compared with the first edition are: a) NEN 3840 contains both the relevant provisions from NEN-EN :2005 and the supplementary Dutch provisions; b) the provisions from NEN-EN have been re-translated; c) the provisions from NEN 3840:1998 have been re-edited; 4

7 d) some annexes have been added. Purpose of this collection of publications The purpose of this collection of publications is to provide the general requirements on the safe operation of electrical installations and electrical work equipment for the Netherlands. The operation of electrical installations and electrical work equipment includes the use of electrical installations and electrical work equipment when carrying out operating activities, maintenance, inspection, management and work of, on, or near electrical installations. Both when using electrical installations and electrical work equipment and when working on electrical installations, there is a certain risk of hazards caused by an electric shock, arcing, fire, an explosion, electromagnetic forces and unintentional activation and deactivation. In addition, the hazard caused by electrical and/or electromagnetic fields when working on or near electrical installations should be taken into account. This aspect is not addressed in this collection of publications. Editorial set-up General NEN 3840 contains: a) the edited translation of NEN EN :2005 (en); and b) the supplementary Dutch provisions for high voltage installations. The provisions from NEN-EN that relate to low voltage installations have not been included. Since NEN 3840:2011 is an autonomous standard, it is not necessary to also use NEN-EN alongside NEN 3840 for the Netherlands. NEN-EN :2005 shall be consulted for the entire contents of the NEN-EN. Editorial changes compared with the 1st edition Paragraphs that have been changed, have been omitted or have been added, have not been marked. Remarks that have been changed, have been omitted or have been added, have not been marked. Any such modifications can only be established by comparing the texts of NEN 3840:2011 to those of NEN-EN :1998 and NEN 3840:1998. Numbering The following system was applied to the numbering of the provisions in NEN 3840: a) provisions from NEN-EN are identified by their numbers from NEN-EN ; b) provisions that supplement a provision from NEN-EN are identified by a number that consists of the relevant provision number supplemented by:.201,.202, etc.; c) provisions that have been added to a provision, and that shall be complied with first, are identified by a number consisting of the relevant provision number supplemented by:.0.201,.0.202, etc. 5

The explanation is indicated as NOTE. Annexes Every annex is accompanied by an indication of whether it is normative or informative. A normative annex forms an integrated part of the main text of this standard. An informative annex provides supplementary information. Annexes in NEN-EN , NEN 3140 and NEN 3840 are identified by letters. NEN-EN features annexes A and B. The letters of the annexes in NEN 3840 have the following meaning: a) A and B are annexes from NEN-EN ; b) C to G 1) are Dutch annexes. 1) The Dutch version of this standard erroneously says C to F ; this has been corrected in this English version. 6

9 Operation of electrical installations High voltage 1 Scope This standard is applicable to all operation of and work activity on, with, or near electrical installations at voltage levels from 1 kv AC or 1,5 kv DC. These electrical installations are designed for the generation, transmission, conversion, distribution and use of electrical power. Some of these electrical installations are permanent and fixed, such as a distribution installation in a factory or office complex, others are temporary, such as on construction sites and others are mobile or capable of being moved either whilst energized or whilst not energized nor charged. Examples are electrically driven excavating machines in quarries or open-cast coal sites. This standard sets out the requirements for the safe operation of and work activity on, with, or near these electrical installations. The requirements apply to all operational, working and maintenance procedures. They apply to all non-electrical work activities such as building work near to overhead lines or underground cables as well as electrical work activities, when there is a risk of electrical danger. This standard does not apply to ordinary persons when using installations and equipment, provided that the installations and equipment comply with relevant standards and are designed and installed for use by ordinary persons. This standard has not been developed specifically to apply to the electrical installations listed below. However, if there are no other rules or procedures, the principles of this standard should be applied to them. on any aircraft and hovercraft moving under its own power, (these are subject to International Aviation laws which take precedence over national laws in these situations); on any sea going ship moving under its own power, or under the direction of the master, (these are subject to International Marine laws which take precedence over national laws in these situations); electronic telecommunications and information systems; electronic instrumentation, control and automation systems; at coal or other mines; on off-shore installations subject to International Marine laws; on vehicles; on electric traction systems; on experimental electrical research work. 2 Normative references The following referenced documents are indispensable for the application of this document. Refer to the International Electrotechnical Vocabulary for other terms not defined below. 3.1 General electrical installation includes all the electrical equipment which provides for the generation, transmission, conversion, distribution and use of electrical energy. It includes energy sources such as batteries, capacitors and all other sources of stored electrical energy operation all activities including work activities necessary to permit the electrical installation to function. These activities include such matters as switching, controlling, monitoring and maintenance as well as both electrical and non-electrical work risk combination of the probability and the degree of the possible injury or damage to health of a person exposed to a hazard or to hazards electrical hazard [omitted] electrical danger risk of injury from an electrical installation NOTE Electrical dangers are considered to include: touching; fire; explosion; electromagnetic fields and forces; unintentional activation and deactivation; arcing. 8
