PURPOSE To identify and establish Emergency Action and Response plans for regulatory compliance and to provide an operational framework for emergency response preparedness and response. The describes the procedures the employer and employees must take to ensure employee safety during emergencies. II. SCOPE This procedure: Identifies the primary site escape routes and alternates routes that are used by all site personnel. Identifies the actions to be taken during the emergency. Identifies the method that employees must use to obtain return to work information. Identifies the method used to locate the safest known direction of egress from the site. Identifies the methods that will be used to receive further information concerning the emergency. III. DEFINITIONS Alternate Evacuation Route B: Secondary direction of egress considered safe with the information available. Site Incident Management Team (SIMT): Those managers assigned to assist the IC with the short and long term mitigation of an incident. EOC: Emergency Operations Center - The location used by the Incident Commander and the emergency management staff to manage incident operations and other company response plans. EPA: Environmental Protection Agency CES: Chief of Emergency Services (CES) is the function leader for emergency services; The CES assumes command of all emergencies when present on site. ERT Members: Those personnel trained and qualified in fire, emergency medical, HAZMAT and rescue operations. Evacuation Leader: The person responsible for monitoring the emergency broadcasts, instructing the unit personnel, and accounting for personnel in their assigned area during the declared emergency.

IC: The person that is trained, responsible for, and has the authority to manage declared incident/emergency at the site using the incident command system. He will be authorized to use any means determined necessary by him/her to mitigate an incident. NFPA: National Fire Protection Association RMP: Risk Management Plan Shelter in Place: A preferred method of sheltered protection when releases of short duration occur. IV. REFERENCES Refer to McIntosh MC-ER-00. V. RESPONSIBILITIES Unit Supervision: Insuring operations personnel are properly trained and understand the procedures that must be followed during a site evacuation. CES: Responsible for the records of the site emergency evacuation drills. Unit Evacuation Leaders: Responsible for execution of the instructions given by IC to their unit during the site evacuation. The IC: Determine if site evacuation is required. Utilizing available information and resources to determine the safest routes of evacuation. Ensure that all personnel are accounted for. Direct all ERT members for control and mitigation of any on site causes of the emergency. Initiate the activation of the SIMT. VI. TRAINING

3 SOG NUMBER: MC-ER-04 REVISION NO: 10 PAGE 3 OF 5 Operations personnel and contract personnel will be trained by the training department concerning site emergency operations and procedures. Emergency site evacuations training drills should be conducted with site personnel at least one time per year. Actions of the personnel and this procedure will be critiqued by the CES, the Safety Group, and the IC and additional training identified if necessary. All personnel will be trained and are expected to know and be familiar with the routes of evacuation, methods to use for additional information concerning the emergency, how to shelter in place, and return to work instructions. VII. PROCEDURE (Level 3 Emergency): The site alarm is sounded. All personnel pull vehicles to the side of the road, shut off the engine, leave the key in the ignition, and evacuate on foot. Note: Bicycles may be used if available. Also, special vehicle accommodations may be provided to handicap persons. Such accommodations will be written in the building evacuation plan and approved by the CES and the Site Physician. All evacuation leaders switch and monitor the Emergency Net channel for instructions given by the IC. ERT members notify their Evacuation Leaders and respond to the staging area as directed by the IC. All units go to emergency stop. The IC evaluates the incident and determines the safest evacuation route that will be used by site personnel. Evacuate the site as per instructions given by the IC and unit evacuation leader. Personnel shall badge out at turnstile readers as they leave the site. If personnel are unable to badge out at a turnstile, they may call the number on their hurricane card and update their status. The employee leaves the site and proceeds to their homes unless instructed to do otherwise. Monitor safety information line (ext-2965) for further instructions concerning the emergency and return to work instructions. Security officers follow the procedures for accountability. Evacuation Routes: The site evacuation routes will differ according to wind direction and other information that may be available to the IC.

4 SOG NUMBER: MC-ER-04 REVISION NO: 10 PAGE 4 OF 5 All personnel should be aware of current wind and incident information so that a safe and orderly evacuation will be accomplished. Personnel may be directed to primary or secondary exits (see Attachment 1). The primary exit for site evacuations shall be the west personnel gates. The secondary exit shall be the community evacuation gate at OLIN. When neither of these routes of egress is safe the IC will instruct the evacuation leaders on the route to follow for safe egress from the site. VIII. RECORDS Emergency evacuation drill sessions should be recorded. Critiques conducted by the CES shall be maintained for two years. IX. ATTACHMENTS ATTACHMENT 1 - Site Disaster Evacuation Points X.
