2 Pre-First Draft Meeting Technical Committee on Wastewater Treatment Plants On line/conference Call July 9, PM EDT (1-3:00 PM CT; 12-2:00 PM MT; 11-1:00 PM PT) Attendees: Glenn McGinley-Chair Josef Berktold, WEF Bradley Cyrus, Gormann-Rupp Company Garr Jones, Brown and Caldwell Linda Leong, San Francisco Public Utilities Diep Nguyen, DTN Engineers, Inc Thomas Stilwell, Xtralis James Wheeler, EPA Claudio Groppetti, Xtralis Jeff Leano, City and County of San Francisco Dan Olah, Applicant Nancy Pearce, NFPA Staff James Grimard, NFPA Intern 1. Welcome and Introductions-Glenn McGinley, Committee Chair, welcomed committee members and outlined the meeting agenda. 2. Meeting Minutes from March 14, 2013 were approved as written. 3. Public Inputs for NFPA 820. The chair told the committee that 51 public inputs had been received for NFPA 820, possibly a record number of inputs for this document in recent years. The committee will have to review all 51 inputs in addition to other task group input and other committee recommendations. It is expected that the meeting will take the full two days to complete. 4. Report from Task Groups

3 a. NFPA 72 Signaling/Alarm-drafts submitted via Terra. Task Group has met several times and has been working with NFPA 72 staff liaison as well to determine what coordination may be needed between terminology and requirements in NFPA 72, 720 and 820. Draft PIs will need some revision but they are in the system now as a placeholder for committee action at the September meeting in Columbus. b. Exclusions on 820-Public input submitted by Jim Wheeler. c. Chapter 9 Ventilation No PIs submitted. James Grimard, NFPA Intern explained to the committee that he had done some research on the origins of the ventilation standards, which appear to come from the 1978 Ten states standard. James has done a review of some of the previous NFPA 820 revisions to look for ventilation changes as well and will be putting together a summary for the committee. Dan Olah also shared some information about various Ontario ventilation codes. The task group may make recommendations for slight revisions at the meeting if need be based on further review. d. Combustible Dust-coordination with NFPA 654. No PI submitted. Task group may recommend annex material or a committee input on the topic of combustible dust. A draft will be prepared for the committee to review prior to the meeting. e. Co-generation. No PIs submitted. Committee recognizes need to address this issue but also will need to determine if other NFPA standards already apply. James Grimard will do some research on this subject and will get back to the committee. f. Submersible Pumps-May put annex material to clarify that submersible pumps must still meet the requirements for Class 1 Division 1 electrical. Nancy indicated that many questions on this received through advisory service. Brad Cyrus will follow up with Task Group Chair, John Harrell and development Annex material or proposed standard language for review at the September meeting. g. Fine Screening-No PI submitted. Glenn will develop draft revision for the meeting. h. Combustible Gas Detection. No PI submitted. Diep will develop a draft revision for the meeting. i. Joint task group with NFPA 54 (Bio-gas piping). Meetings with NFPA 54 indicate that committee may be removing bio-gas from the list of fuels covered by the standard because it is not a readily available fuel for commercial use. Task Group members will remain in contact with NFPA 54 and if this change occurs the Wastewater Treatment committee may need to develop changes to NFPA 820. j. Ovens/Dryers NFPA 86. No task group work has taken place on this topic to date. Joe and Linda will contact the TG chair and develop a recommendation to the committee for the September meeting. 5. Other Committee Business

4 a. Consideration of new Table format (attached). James Grimard, NFPA intern, modified the existing tables in NFPA 820 to make them more readable. James provided several formats and options. The committee made a few suggestions and will consider one of the new formats at the September meeting. James will provide revised tables to Nancy for distribution and review prior to the meeting. b. Advisory Service questions-clarifications needed for upcoming revision. Nancy explained that NFPA 820 receives a fairly large number of advisory service questions. Nancy keeps track of some of the questions that have pointed to a need to clarify or revise the existing standard. Further review of these questions should be done prior to the September meeting. 6. First Draft meeting-columbus Ohio, September 10-12, Committee members and guests have until August 19 th to make reservations at the NFPA rate. Meeting will start at noon on Sept 10 th and end at noon on September 12 th. A full agenda with attachments will be sent prior to the meeting date. 7. Adjournment. Meeting was adjourned at 3:45 PM.
