1 Fire Code Compliance Officers San Ramon Valley Fire Protection District MINUTES JANUARY 8, HRS SMALL CONFERENCE ROOM TYPE OF MEETING ATTENDEES Weekly Staff Jamison, Evitt, Stevens, Vanek, Wendel Agenda topics REVIEW OF LAST MEETING MINUTES AND PENDING ACTION ITEMS The minutes from the last meeting were reviewed and the action items were reviewed and updated. SINGLE MOTION LOCKS ON RCFE AND LFDC WENDEL Current standard on RCFE Doc No. 300.A425-R (page 7) cites CBC stating that All exit doors must be operable from the inside without the use of a key or special knowledge or effort and require no more than one motion to open the door. Standard does not cite that exception #4 of the same section refers to exception #4 which states that R occupancies with 10 or less occupants are permitted to have a night latch, dead bolt or security chain provided the devices are openable from the inside without a key or tool. Considering these two findings a LFDC would be required to have a single motion lock as it would have 10+ occupants. Standard door lock and deadbolt is acceptable to use in LFDC and RCFE. Check SFM Interpretations on this subject Wendel 01/15/2009 EXTERIOR EXIT DOORS ON BEDRIDDEN CLIENTS ROOMS FOR RCFE STEVENS Current standard on RCFE Doc No. 300.A425-R (page 5) cites CBC which states that an exterior door to a bedridden client s sleeping room shall be operable from both the interior and exterior of the residence. This was shared as information only. Page 1 of 5
2 EXIT SIGNS IN RCFE STEVENS CBC Section 425 (Special Provisions for RCFE) does not speak to exit sign requirements. CSFM Interpretation # Revised March 25, 2004 item #4 states that that exit signs indicating which bedrooms have direct exits to the exterior are not required in this type of occupancy. Shared as information. Exit signs are necessary in this application. RESPONSIBILITY BETWEEN CONSTRUCTION INSPECTIONS AND CODE COMPLIANCE INSPECTIONS GROUP When inspections are completed for construction issues, what is the responsibility and expectation of the inspector to point out or write up code compliance issues not related to the construction inspection? Should the inspector sign off on the construction permit if major code compliance issues exist? A determination should be made on the process and/or procedure when such instances arise. Future conversations will be held on improving efficiencies with inspections and plan review. Update list already in progress with items that we want to do, need to do and things that can easily be done. Group 01/15/2009 GRAD NIGHT UPDATE AND ASSIGNMENT EVITT Review Grad night meeting date and assignment of schools. Grad night assignments will be kept the same as last year. Grad night meeting January 21, 2009 at 1500 hrs. Page 2 of 5
3 2009 EVENT CALENDAR REVIEW AND ASSIGMNET EVITT Review 2009 Event Calendar and make assignments. Event calendar will be the same as last year.. MAINTENANCE OF WATER WASH SYSTEM Uncle Wang s restaurant has a water wash system that has not been serviced in recent years. Manufacturer specifications calls for routine service every six months. As a Fire District can we mandate the manufacturer required cleaning and if so under what code? EVITT A service of the water wash system is not required as long as hood is being cleaned by some means. FILE PURGING PLAN AND UPDATE VANEK Plan moving forward on file scanning and purging. Code Compliance will continue to work on this daily to finish as soon as possible. Non-critical inspections can be held off until this project is completed. Page 3 of 5
4 INFORMATION SHARING VANEK Need to discuss how to better share information among all members of Fire Prevention. Example of a major incident such as a structure fire in the district and sharing information with Prevention Staff. This was not discussed but will be added to our group list of things to change. CHARGING FOR PRE-INSPECTIONS AND 850 FORMS Should the $50 pre-inspection fee be applied once an 850 form has been received? Policy and Procedure document which was revised in 2008 but not officially released states that the $50 fee should be assessed for incoming 850 forms. This has been the practice for some time. Health and Safety Code Section differentiates a pre-inspection from a final fire clearance inspection requested by Department of Social Services. Per the Division meeting on 01/07/2009 we will not be charging for a pre-inspection fee once the 850 has been issued. Policy and Procedure # needs to be changed Jamison 01/31/2009 RCFE PLANS TO GO TO CODE COMPLIANCE FOR REVIEW To facilitate the process with the customer Jamison will look into having Code Compliance conduct the plan review for RCFE and LFDC Review plan approval process for RCFE and LFDC Jamison 01/31/2009 Page 4 of 5
5 RAMPING REQUIREMENTS FOR RCFE Should we be requiring ramping on RCFE? Look into if we should be requiring ramping for RCFE. Jamison 01/31/2009 SMOKE DETECTORS IN R3.1 Are smoke detectors required in bathrooms as inhabitable spaces? Smoke detectors are not required in bathrooms for R3.1 ADDITIONAL AGENDA ITEMS Jamison shared her discussions with AAA fire in regards to their letters to clients about quarterly inspections.
