3 WHEN SHOULD I CALL 911? CALL 911 for: 1. Any life threatening emergency 2. Fire CALL SCHOOL POLICE for: 1. Any non-life threatening incident WCSD Police (6:45 a.m. to 6:00 p.m.) When calling, stay calm and explain the problem and give the dispatcher your location (ex. ABC School, Room 123) After calling 911 or WCSD Police, quickly notify your supervisor of the emergency and begin to take the appropriate action as warranted by the situation. KEEP YOURSELF CALM KEEP OTHERS CALM WHEN DO I CALL 911?

5 EMERGENCY CODES DEFINED: CODE BLUE, CODE YELLOW, CODE RED, and CODE GREEN CODE BLUE-Medical Emergency (Medical Emergency Response Protocol) This protocol is to be used by the team at each school trained to respond to medical emergencies. Team members are trained in rescue breathing and CPR and respond to any emergency situation including, but not limited to, an unconscious student or staff person. CODE YELLOW-Threat near Campus (Perimeter doors will be secured. Authorized Personnel Entrance Only) (Heightened Security Preventative Lockdown) This protocol is to be used to prevent the occurrence of a major incident when conditions indicate that a higher than normal threat level is present on campus or near the campus. A Code Yellow may be declared by the building administrator / department head for a few minutes, one class period, or if appropriate, the entire day. A Code Yellow should be used as a preventative measure and is not designed as a crisis response measure for a major incident that has occurred on site. CODE RED-Threat on Campus and/or imminent (Perimeter doors secured, if possible. Authorized Personnel Entrance Only) (Response Lockdown) This protocol is to be utilized for situations where an actual crisis situation has occurred. The protocol should be implemented for any situation involving: Shots FIRED on or near the campus Stabbing on campus Explosion(s) near, not on campus. (If on campus, evacuate) Hostage situation with an armed subject on or adjacent to campus A natural disaster, hazardous materials incident, or threat involving weapons of mass destruction, which indicate immediate danger to those on campus. CODE GREEN (Normal Operations) Once danger has passed, the building administrator / department head may be able to put the school back on normal status. EMERGENCY CODES DEFINED: CODE YELLOW, CODE RED, CODE BLUE, and CODE GREEN

7 What do I do when there is a Code Red / Yellow? (Lock down or shelter in place) CODE RED (Lock down) Command is given to shelter in place Code Red-Lockdown Secure students and staff in classrooms by locking door(s) and windows. Turn off all lights in area. Cover all windows. status to School Incident Response Team: Green, Yellow or Red status in subject line title.* Barricade and remain silent. Keep students away from windows / doors. Do not open the door/s for anyone. Responders or Admin will have a key. When Code RED is lifted, Admin/Responder will notify you in person. CODE YELLOW (Shelter in place) Command is given to shelter in place Code Yellow-Lockdown Secure students and staff in classrooms by locking door(s) and windows. status to School Incident Response Team. Do not open door for anyone. Responders or Admin will have a key. Continue lessons, teaching. The threat is not at the school. This is prevention. Restrict unnecessary movement in and around building until Code Yellow is lifted ****IF FIRE ALARM SOUNDS DURING LOCKDOWN, IGNORE THE ALARM. RESPONDERS WILL EVACUATE OR NOTIFY YOU IF THERE IS A NEED TO LEAVE THE BUILDING.**** *EMERGENCY COLOR DEFINITIONS* RED STATUS: WOUNDED INSIDE /LIFE THREATENING INJURY/ ASSAILANT IS IN YOUR ROOM. YELLOW STATUS: WOUNDED, BUT STABLE / HAS CRITICAL INFORMATION / STUDENT or STAFF MISSING / ADDITIONAL STUDENTS OR STAFF WITH YOU. GREEN STATUS: ALL STUDENTS/STAFF ACCOUNTED FOR / WILL EVACUATE ON ORDER. If emergency communications are needed, call 911 or School Police at These protocols are to be used to place/keep students indoors for the greatest level of protection during emergencies. WHAT DO I DO WHEN THERE IS A CODE RED/YELLOW: (Lock down or shelter in place)

9 FIRE MINOR FIRE MAJOR FIRE 1. Activate Fire Alarm and Call Get Fire Extinguisher and direct the charge of extinguisher toward the base of the flame. 3. Call 911 to notify that fire is out. 4. Notify your supervisor Activate Fire Alarm Call 911, if possible Give name/location and size of fire Evacuate building Notify your supervisor When evacuating the building, close doors. Do not lock them. Take attendance once outside and report any missing individuals to your supervisor. Once outside, proceed to a clear area that is at least 150 ft. (1/2 of a football field) from the affected building. Keep walkways and driveways clear for emergency vehicles. Do not return to a building until told to do so. Alarm silencing is not an all clear. Passing Bells may ring during the evacuation. Wait for administration to give you the all clear. ALL FIRE INCIDENTS WILL ALSO BE REPORTED TO SCHOOL POLICE, EMERGENCY MANAGEMENT, FACILITIES MANAGEMENT, AND RISK MANAGEMENT. FIRE

11 BUILDING EVACUATION 1. Be aware of all marked exits in your area and building. 2. The evacuation alarm is the same as the fire alarm sound. 3. To activate the alarm, pull the handle on one of the red boxes located in the hallways. You may have to lift a clear cover first to gain access to the building alarm. The clear cover will make a sound as well but is not the building alarm. 4. When the alarm is activated and/or when you are directed to leave by a building administrator / department head or first responder, walk quickly to the nearest marked exit and ask others to do the same. 5. Assist all occupants in exiting the building. 6. Once outside, proceed to a clear area that is at least 150 ft. (1/2 of a football field) from the affected building. Keep walkways and driveways clear for emergency vehicles. 7. Take attendance once outside and report any missing individuals to your supervisor. 8. To the best of your ability, and without re-entering the building, assist Fire Department / Building Administrator in their attempt to insure that everyone is out of the building. 9. A command post will be set up near the emergency site. Keep clear of the command post. If you have important information, report it to your supervisor. 10. Do not return to a building until told to do so. Alarm silencing is not an all clear. SEE EVACUATION PLAN POSTED NEARBY IN CLASSROOM, OFFICE OR HALLWAY. BUILDING EVACUATION

13 EARTHQUAKE - DUCK, COVER AND HOLD Remain calm and quickly follow the steps outlined. If indoors, get under a desk or table. Stay away from glass windows, shelves and heavy equipment. If outdoors, move quickly away from buildings, utility poles, other structures and trees. After the initial shock, evaluate the situation and if emergency help is necessary, call 911 or School Police at Protect yourself at all times and be prepared for aftershocks. Coordinate with the school/department incident response team. Turn off all potentially hazardous equipment such as gas/electric appliances (ex. space heaters, burners, etc.) Only shut off gas supply lines to building if you smell or hear it. If necessary, or if directed to do so, activate building alarm system. Evacuate the building quickly if alarm sounds, making certain you are aware of potential structural damage. Assist all disabled individuals and people who are injured. Once outside, proceed to a clear area that is at least 150 ft. (1/2 of a football field) from the affected building. Keep walkways and driveways clear for emergency vehicles. To the best of your ability, and without re-entering the building, assist Fire Department / Building Administrator in their attempt to insure that everyone is out of the building. A command post will be set up near the emergency site. Keep clear of the command post. If you have important information, report it to your supervisor. Do not return to a building until told to do so. Alarm silencing is not an all clear. Wait for all clear from administration before returning in to the building. EARTHQUAKE DROP, COVER & HOLD

15 DUTY ASSIGNMENTS Every staff member, principal, teacher, custodian, secretary, nurse, cafeteria manager, school police officer, etc. has the responsibility for performing certain duties in times of emergency. Special assignments are made in the school emergency plan. BUILDING ADMINISTRATOR The Building Administrator is responsible for the control and care of students and staff. He/she directs the staff in the implementation of the site emergency plan and prepares his/her school/department through assignment of duties. The principal or his/her designated representative will assume overall direction of emergency procedures until the arrival of first responders. At such time the Building Administrator will unify command with the appropriate emergency response agency. (Ex. fire or police.) He/she will do as follows: Notify School Police at and Facilities Management for assistance. Direct the evacuation of buildings, use fire alarm and other procedures, as required, in the event of fire, threat of explosion or following the cessation of earthquake tremors. Arrange for the physical transfer of students, when students safety is threatened by flood, fire, or other emergency situation. Issue orders to staff to move children to designated areas of safety on or off school grounds when such action is deemed necessary. TEACHER Each teacher will be responsible for the direct supervision of his/her students. Each teacher will do the following in an emergency: Direct the evacuation of his/her students to designated assembly areas, in accordance with warning signals, written notification(s), or orders from the principal or first responders. Activate appropriate emergency procedures when situations warrant. Take roll when the class regroups at the designated assembly area and report any missing students to the principal or his/her designee. Notify supervisors of individuals in need of medical attention. SCHOOL SECRETARY AND OTHER OFFICE STAFF Office staff will assist the principal as needed. They will provide for the safety of and access to essential school and student records and documents. Additionally, they will assist principal with student/staff accounting. SCHOOL NURSE (if present) The school nurse will determine priority of needs and proper placement of first aide triage areas, i.e. the provisions for the immediate needs of medically fragile students at school sites. The nurse will administer first aid, direct and supervise all other persons trained in first aid. The nurse will unify efforts with local emergency responders when they arrive to scene. CLINICAL AIDE The clinical aide will administer first aid and care for injured staff or students. The clinical aide will organize first aide and medical supplies and call for back-up assistance as needed. The clinical aide will perform other tasks as delegated by the principal and/or school nurse. SCHOOL POLICE OFFICER School Police Officers assigned to a school site shall report to the building administrator immediately upon notification of incident and will provide assistance as necessary. District Police Services will, upon being notified, also report to the site administrator immediately, will unify command with other responders, and will provide technical and other assistance as may be required.
