Statement of Problem and Substantiation for Public Comment Substantiation: The revision is meant to clarify that the definition of an enclosed station is primarily with respect to train fires. This definition is linked to that of an Open station which also needs to be revised to clarify that a train fire is the primary hazard in the criteria for defining a station as Open. Other portions of station like Service rooms at the end of platforms, concourse floor areas and other potential hazards or sources of fire are not intended to be included in the analysis for the "openness" of a station. 11 * Platform Evacuation Time. There shall be sufficient egress capacity to evacuate the platform occupant load as defined in from the station platform in 4 minutes or less * Evacuation Time to a Point of Safety. The station shall be designed to permit evacuation from the most remote point on the platform to a point of safety in 6 minutes or less. PI # Modified A The stipulated time is intended as a baseline for determining the required capacity and maximum travel distances for platform egress routes considering only the occupant load calculated in accordance with Section against the egress flow capacities and travel speeds stipulated in Sections and It is not intended that this calculation be required to account for delays due to pre-movement or products of combustion or debris along an egress route or delays due to the movement of those who are unable to achieve self-evacuation. Where the design complies with the required 4-minute platform clearance time in Section and the travel distance requirements in Sections and , evaluation of tenability as described in Chapter 7 should be along egress routes once occupants leave the platform. Where the design does not comply with those requirements, Section permits evaluation of tenability on the platform for purposes of exploring whether conditions will support longer evacuation times. A See A Substantiation: This revision clarifies advisory language related to the intent of using the 4-minute criteria to determine egress capacity and travel distances. The second paragraph clarifies how the stipulated egress times relate to the evaluation of tenability.

12 New * For open stations where the concourse is below or protected from exposure to the effects of a train fire at the platform by distance, or materials geometry, fire separation, an emergency ventilation system designed in accordance with Chapter 7, or as determined by an appropriate engineering analysis, that concourse shall be permitted to be defined as a temporary point of safety. A The use of point of safety in this context is intended to imply that the design of the station egress routes permits continued egress from the concourse to the exterior of the station For enclosed stations equipped with an emergency ventilation system designed in accordance with Chapter 7 and where the emergency ventilation system provides protection for the concourse from exposure to the effects of a train fire at the platform as confirmed by engineering analysis, that concourse is permitted to be defined as a point of safety. Substantiation: This revision provides clarity regarding the conditions that may support the determination that the concourse may be considered a point of safety. The revision also provides confirmation that the concourse should only be considered as an interim point of safety prior to final evacuation from the station.

13 7.2 Design. PI # 31 - Modified The emergency ventilation system shall be designed to do the following: (1) *Provide a tenable environment for the means of egress serving the incident platform, (2) Provide a tenable environment along the path of egress upwind from a fire incident in enclosed stations and enclosed trainways (3) Produce sufficient airflow rates within enclosed trainways to meet critical velocity (4) *Be capable of reaching full operational mode within 180 seconds (5) Accommodate the maximum number of trains that could be between ventilation shafts during an emergency (6) Maintain the required fan inlet airflow rates for a minimum of 1 hour but not less than the required time of tenability as defined in Section Substantiation: This revision is necessary to clarify the differences in evaluating tenability for stations as opposed to trainways.

Statement of Problem and Substantiation for Public Comment As currently written, there appears to be no distinction as to what the source of the fire may be with regard to the 'smoke and heat in the definition. Unless specifically stated in the definition, it cannot be concluded that the intent is to consider a train fire, which I believe in the case. Statement of Problem and Substantiation for Public Comment The users of NFPA 130 should have additional annex information available to them to determine the risk associated with lightning and the safety of passengers waiting to board or disembarking train stations. These stations are for the most part the only shelter available to passengers during a storm and the risk assessment located in Annex L of NFPA 780 will help the user of NFPA 130 determine if the risk of loss of life/injury, loss of service, and other loss factors are tolerable for the location that a station might be constructed. The intent of this proposal is to provide annex material to NFPA 130 so that the user can find additional information on lightning protection and safety, as well as a lightning risk assessment located in NFPA 780. PI number 99 attempted to do this during the input phase by adding the asterisk after , but the additional annex material was not submitted due to either my error or the inability to navigate the TerraView system. 17 13 of 46 12/9/2015 8:16 AM Public Comment No. 7-NFPA [ New Section after ] Insulation Insulation shall be permitted to be installed in concealed spaces and shall be separated from the interior of the station by an approved thermal barrier consisting of 1/2 -inch (12.7 mm) gypsum wallboard or a material that is tested in accordance with and meets the acceptance criteria of both the Temperature Transmission Fire Test and the Integrity Fire Test of NFPA 275, Standard Method of Fire Tests for the Evaluation of Thermal Barriers or by 1 inch (25mm) thickness of masonry or concrete, and shall also comply with one of the requirements in through Insulation shall be tested to NFPA 286 and comply with the following requirements. (a) Flames shall not spread to the ceiling during the 40 kw (135 kbtu/hr) exposure. (b) Flames shall not spread to the outer extremities of the sample on any wall or ceiling. (c) Flashover, as described in NFPA 286, shall not occur. (d) The peak heat release rate shall not exceed 800 kw (2730 kbtu/hr). The requirements apply only to above ground stations (per added public comment to new section ) and they require that all insulation be separated from the interior of the station by an approved thermal barrier, or by 1/2 inch gypsum board or by 1 inch thick masonry. The insulation (behind the barrier) must comply with one of the following: 1. NFPA 286 room-corner test (with all the requirements that are consistent with other aspects of NFPA 130). 2. ASTM E84 Class B (consistent with all codes and so that typical insulations of all types can be used), foe everything except cellulose loose-fill insulation 3. Cellulose loose-fill insulation must met all the federal requirements (ASTM E970, smoldering test, etc.) and flame spread Class B test 4. Pipe and duct insulation must meet ASTM E84 Class A and a smoke developed index of 50 (with the appropriate mounting method for ASTM E84), as well as the ASTM C411 temperature test.
