Performance Testing and Approval Standards for Fire Safety Systems (Agenda Item 3) Background: The Sub-Committee will consider the report of the Working Group on Performance Testing and Approval Standards for Fire Safety Systems (FP 53/3), part 2, which was established at FP 52, and the report of the Correspondence Group on Performance Testing and Approval Standards for Fire Safety Systems (FP 53/3/1), which was also established at FP 52 and given the terms of reference specified in paragraph 3.35 of document FP 52/21. The Sub-Committee will be invited to establish a working group and instruct the group to continue the work on the subject, taking into account the reports of the working group, part 2, and the correspondence group, respectively, and any related documents submitted to the session. The group may also be requested to deal with other issues as appropriate. FP 53/3/1 (United States) - Report of the correspondence group This document provides the report of the Correspondence Group on Performance Testing and Approval Standards for Fire Safety Systems on matters related to this agenda item Action requested of the Sub-Committee: The Sub-Committee is invited to note the outcome of the group s discussions, and in particular, to:.1 agree to the draft amendments to chapter 1 of the FSS Code regarding the application of resolution MSC.206(81), and the associated draft MSC circulars for submission to MSC 86 for approval (paragraph 13 and annex 6); and.2 provide further direction to the working group in regard to amending chapter 5 of the FSS Code to include the interpretations in MSC/Circ.1120 (paragraph 14). FP 53/3/2 (International Association of Classification Societies (IACS)) - Application of SOLAS regulation II-2/4 and the FSS Code (Emergency fire pump capacity) This document seeks clarification concerning the minimum required capacity of the emergency fire pump when it is arranged to provide additional services (i.e. a fixed high-expansion foam system, a fixed pressure water-spraying fire-extinguishing system, or an equivalent system) beyond the basic service as required by the FSS Code. FP 53/3/3 (Sweden) - Development of guidance on the method to determine the No Observed Adverse Effect Level (NOAEL) and Lowest Observed Adverse Effect Level (LOAEL) values FP 52 prepared amendments to MSC/Circ.848, which were approved by MSC 84 as MSC.1/Circ This document asks that additional guidance be given concerning an acceptable method to determine NOAEL and LOAEL referred to in MSC.1/Circ FP 53/3/4 (Norway) - Information on an incident occurred during testing This document contains a memo from SINTEF NBL informing on an explosion of an engine mock-up during test of water-based fire-extinguishing system according to MSC/Circ.1165 FP 53/INF.7 (International Organization for Standardization (ISO)) - Update of standardization work at ISO This document informs the Sub-Committee on Fire Protection of work in ISO/TC 8 of interest to the Sub-Committee. Comprehensive review of the Fire Test Procedures Code (Agenda Item 4) Background: The Sub-Committee will consider the report of the Working Group on the Comprehensive Review of the FTP Code (FP 53/4), part 2, which was established at FP 52, and the report of the Correspondence Group on the Comprehensive Review of the FTP Code (FP 53/4/1), which was also established at FP 52 and given the terms of reference specified in paragraph 4.30 of document FP 52/21. The Sub-Committee will also be invited to establish a working group and instruct the group to continue the work on the subject, taking into account reports of the working group, part 2, and correspondence group, respectively, and any related documents submitted to the session. The group may also be requested to deal with other issues as appropriate. Target completion date: 2009 LR position: To monitor the developments with a view to implementing the revised code as a mandatory instrument under the SOLAS Convention. Implications: Primarily the manufacturers of fire-resistant/proof materials and fire test laboratories. Application: The approval of fire-resistant/proof materials including bulkheads, doors, surface materials, etc. FP 53/4 (Chairman of the Working Group) - Report of the working group at FP 52 (part 2) This document provides part 2 of the report of the Working Group on Comprehensive Review on the Fire Test Procedures Code, established at FP 52. Measures to prevent explosions on oil and chemical tankers transporting low-flash point cargoes (Agenda Item 5) Background: The Sub-Committee will be invited to establish a working group and instruct the group to continue the work on measures to prevent explosions on oil and chemical tankers transporting low-flash point cargoes, taking into account any related documents submitted to the session. The group may also be requested to deal with other issues as appropriate. Target completion date: 2009 LR position: To closely monitor the development, as this will have a high impact on the design and operation of small oil and chemical tankers. Implications: High impact to ship owners, ship managers and shipbuilders, and to seafarer training. Application: New oil and chemical tankers less than 20,000 dwt. Fire resistance of ventilation ducts (Agenda Item 6) Background: The Sub-Committee will be invited to continue the work on fire resistance of ventilation ducts, taking into account any documents submitted on the subject to the session, and take action as appropriate. Target completion date: 2009 LR position: To monitor developments. Implications: Product manufacturers, shipbuilders, ship owners and Flag Administrations (and their Recognized Organizations). Application: Cargo and passenger ships. FP 53/6 (United States) - Proposed amendments to clarify and harmonize SOLAS regulation II-2/9.7 This document proposes amendments to clarify and harmonize SOLAS regulation II-2/9.7 in regard to ventilation systems. The cumulative effect of several SOLAS amendments on the current regulation is that it now includes inconsistencies and has become difficult to clearly understand and enforce. FP 53/INF.5 (Republic of Korea) - Test results for galley duct carbon dioxide systems This document provides test results of carbon dioxide fire-extinguishing systems for the galley duct. 7. Guidelines for drainage systems in closed vehicle and ro-ro spaces and special category spaces (Agenda Item 7) Background: The Sub-Committee will consider the part of the report of the Correspondence Group on Performance Testing and Approval Standards for Fire Safety Systems (FP 53/3/1) on matters related to this item (see paragraph of document FP 52/21), taking into account the outcome of SLF 51 on this matter. The Sub-Committee will also be invited to consider any related documents submitted to the session and take action as appropriate. Target completion date: 2009 LR position: To monitor developments. Implications: Shipbuilders, ship owners and Flag Administrations (and their Recognized Organizations). 14 FP 53/7 - (United States) - Report of the correspondence group This document provides the outcome of the Correspondence Group on Performance Testing and Approval Standards for Fire safety Systems relating to the development of Guidelines for the drainage of fire-fighting water from the vehicle decks of ro-ro ships. Action requested of the Sub-Committee The Sub-Committee is invited to approve the report of the correspondence group on matters related to development of Guidelines for the drainage of fire-fighting water from the vehicle decks of ro-ro ships in general, and in particular, to provide further direction regarding the identified concern on the adequacy of gravity drains above the bulkhead deck. 8. Clarification of SOLAS chapter II-2 requirements regarding interrelation between central control station and safety centre (Agenda Item 8) Background: The Sub-Committee will consider the report of the Correspondence Group on Clarification of SOLAS chapter II-2 Requirements Regarding Interrelation Between Central Control Station and Safety Centre, which was established at FP 52. The Sub-Committee will also be invited to establish a drafting group and instruct the group to continue the work on the subject, taking into account the report of the correspondence group and any related documents submitted to the session. The group may also be requested to deal with other issues as appropriate. Target completion date: 2009 LR position: To closely monitor developments. FP 53/8 (Cruise Lines International Association (CLIA)) - Report of the correspondence group This document provides the report of the Correspondence Group on Clarification of SOLAS chapter II-2 Requirements Regarding Interrelation Between Central Control Station and Safety Centre. Action requested of the Sub-Committee The Sub-Committee is invited to:.1 concur that the functionality of the safety centre systems in accordance with SOLAS regulation II-2/23.6 must remain, under all circumstances, in order to efficiently manage any envisaged emergency situation from the safety centre without distracting the bridge navigating team;.2 note the draft Onboard functional safety centre requirements; External Affairs 02/02/09 8
