1 Fire Sector Group of Notified Bodies for the Construction Products Regulation (EU) No. 305/2011 (CPR) NB-CPR/SH02 N646rev Draft report of the 42nd meeting of the Fire Sector Group of Notified Bodies for the CPR held at the offices of DIN e.v., Berlin, on 2 nd December March 2015 Welcome and introductions The Chairman, Gary Blume, welcomed members of SH02 and expressed his appreciation to DIN for hosting this meeting To approve the draft agenda, N629rev1 The agenda was approved, subject to following topics requested under Item 16 (Any Other business): - proposal from B Sundström, SP Technical Research Institute, for new Guidance Paper G under the CPR - use of historical data; since this is linked to Advisory Group (AG) paper which has not yet been made available on CIRCABC, this topic will be taken forward to Spring 2016 agenda Action Secretary/M Eichhorn-Gruber To approve the report of the 41st meeting held on 27 th March 2015, N629 The meeting report was approved. Welcome to the new Chairman For the benefit of those who had not attended meeting in March, A Elbek, GNB-CPR Tech. Sec., welcomed G Blume (MPA Braunschweig) as the new Chairman of SH02. 4 To consider any matters arising not dealt with elsewhere on Agenda EN flexible plastic and rubber flat sheet for waterproofing The Secretary had been informed by R Zammitt that M Londschien, convenor CEN TC 254 SC2, had verbally confirmed to him that the intention of the product standards for plastic sheets (e.g. EN 13956) is that you only need to test on the surface for EN ISO However, if tested on the edge, this is considered "worst case" and so if the edge passes, you can assume the surface passes. This will be clarified when the standard is next revised. For note Review of classification report under Articles 15 and 36 of CPR (N599) Y Le Tallec reported that, further to meeting of AG with Construction Products Europe (CPE) and the AdCo (Market Surveillance Authorities) meeting, no conclusion had yet been reached concerning traceability of classification report where there are two manufacturers involved in product distribution. Modification to FSG R002rev2: Bodies carrying out extended application from reaction to fire and fire resistance tests and issuing classification reports Following discussion about proposal to clarify reference to "Notified Bodies" in bullet point (1) of Agreement and to agree additional bullet point (3), Y Le Tallec offered to re- 1

2 draft the Recommendation starting from basics (e.g. what is required for classification purposes in respect of DoP). Action Y le Tallec SH02 collaboration with EOTA In addition to A Borowy (ITB) and R Zammitt (FM Approvals), who are representatives of designated Technical Assessment Bodies on EOTA PT 4 (Fire), G Blume (MPA Braunschweig) has recently been confirmed by EOTA Technical Group as an expert on behalf of SH02 for ETAGs 018 and SH02 Position Papers (CPR) and Recommendations (CPD) Publication status of SH02 position papers (i) How to test loose fill insulation (N594rev1): this was approved for publication by the AG on 23 rd April 2015 (ii) Sampling (N558rev1): In response to GNB-CPR Tech. Sec. question as to whether this paper is really necessary in view of publication of horizontal position paper NB-CPR r1, SH02 reiterated their need for additional points concerned with fire. The Tech. Sec. advised that the SH02 draft position paper, which has been pending approval since January 2014, be revised to exclude all references to horizontal guidance. Action Y Le Tallec (iii) SH02 WG10 position paper - Application of CPR requirements for cables to EN (N606rev3): A Elbek will circulate comments received by the Advisory Group of Notified Bodies to M Andersson, Y Le Tallec, G Blume and C Roszykiewicz, so that this paper can be edited by WG10 and returned for approval of AG in time for publication prior to CEN marking of cables. Actions A Elbek/SH02 WG10 (iv) SH02 WG10 position paper - EXAP rules for fibre optic cables (FOC), (N628rev1) A Elbek has received no comments to date. SH02 strongly request that the paper be approved for publication no later than 31 st January. Action A Elbek Review of SH02 Position Papers and recommendations, N611rev2 A small task group comprising Y Le Tallec, H Rademacher and N Rowan has undertaken an initial review. Both their comments and those identified during this meeting are captured in document N611rev3, which also includes full list of SH02 Position Papers published in 2006 which appear on CIRCABC. This document will be uploaded, highlighting where volunteers are needed in respect of proposed actions arising and making reference to possible need for Task Group in respect of all Position Papers with EXAP in title. Actions Secretary/All members of SH02 Draft position paper Article 46 and use of facilities outside test laboratory of NBs (N559rev4) The action to review the AG horizontal guidance (NB-CPR r2) and the draft SH02 position paper to ensure that all fire considerations are covered is taken forward to next meeting of SH02. Action R Zammitt Proposed revisions to position paper: Reaction to fire testing and classification of untreated and fire retardant treated wood products (SH ) P Howard has collated comments from small group of volunteers and next step is to incorporate 2

3 these into revised document. Since SG20 were planning to review the existing position paper (SH ) at a meeting in April, the SH02 Secretary will ask them to wait until revised paper has been reviewed by the Fire Sector Group and then it can be forwarded for the attention of SG20. Actions P Howard/Secretary Proposed revisions to position paper: Testing ignitability of multilayered products subjected to direct single flame, N644 No objections were received to changes proposed by R Ehrlenspiel and H Rademacher for the layers that come from melting two layers together (same or different materials) to be tested as well. This document will therefore be forwarded to AG for approval. Action Secretary New SH02 Task Group (TG01) In addition to eight members who had already expressed their interest in this Task Group, which will deal with request for position paper on EN from SG06 and with topic of who is responsible for issuing EXAPs, several others would also now like to join. They are asked to contact the Secretary with their names and proposed topics (if any) by the end of December. She will then collate full list of participants for attention of A Conrad at MPA Braunschweig, who will organise first meeting of group. Action SH02/Secretary/A Conrad SH02 Working Group 10 Cables Progress round robin test - power cables class B2, C and D to EN Information required from 32 participating labs. in respect of Phase 1 of cables round robin (questionnaires, cable test and calibration data plus commissioning reports) was due by 27 th November. Several labs. have not yet responded with information and some others have either not respected need for anonymity when submitting their data or have submitted only partial information; this may impact on progress of round robin. Those labs. which do receive the green light after analysis of their data by the Steering Group, can expect to receive test specimens in January. For information, and in respect of tests on other cables, a round robin is to be organised by the HAR Group with central secretariat at EEPCA (European Electrical Products Certification Association). An invitation will be uploaded to CIRCABC in due course. All queries should be referred to BASEC. Best practice paper: EXAP rules for fibre optic cables (FOC) This is dealt with under Item 5.1 above. Informal recommendation: Best laboratory practice - round robins (N610) This is expected to be finalised as a position paper by WG10 at their next meeting in February. Action SH02 WG10 Discussion document: EGOLF position paper CEN/TS 1187rm1 burnt length insulation, N625 This issue is now under consideration by CEN TC 127 WG5 (Roofs) and so no further action is needed by SH02. 9 Discussion document: SG09 draft position paper AVCP level processed glass, N634 Y Le Tallec reported that this paper leaves the door open, when testing laminated glass for fire resistance, for no further tests to be carried out on insulated glass and for a product which shall be used under AVCP System 1 to be classified under Systems 3 and 4. A Elbek confirmed that 3

4 this Position Paper was unacceptable and that the document would not obtain approval. Action A Elbek will inform convenor SG Proposal for position paper from ift Rosenheim: "hotspots" in CE marked glass, N631 Following discussions within SH02 and agreement to points (a) and (b), it was decided that more examples of usage are required so that this Group can make an informed decision about the remaining questions. Ift Rosenheim agreed and will revise this proposal for next meeting in the Spring. Action ift Rosenheim Enquiry: Test and classification problem in relation to suspended ceilings: EN 13964:2014, N638 The system as a whole must be tested separately for classification purposes, in accordance with the suspended ceiling. A Elbek confirmed that Annex L is not harmonized. Proposal from German mirror group to SH02: EN thermocouples influenced by hot gases, N639 Since there were no objections to this proposal, it will be forwarded to the AG for approval as a formal SH02 Position Paper. Action Secretary Question to SH02: Approval of an example of determination of gross heat combustion of nonhomogeneous construction product (EN ISO 1716), N645 Although there was no consensus within this Group, the paper has already been forwarded for consideration by ISO TC 92 SC1 in context of revision of reaction to fire standard EN ISO 1716 and so SH02 will await the outcome. For note only AG sub-group on fire The November meeting of sub-group had been cancelled. Y Le Tallec was however able to report that the Delegated Acts for reaction to fire and fire resistance classifications are still awaited. Report from Tech. Sec. of GNB-CPR There was insufficient time for this report, which will be postponed until next meeting. Any other business Following a very recent meeting of the EC initiated by Fire Safe Europe, B Sundström introduced a proposal to reproduce Guidance Paper G under the CPR, given its importance in validation of reaction to fire testing system and reference scenarios which provide the basis for classification. Although the Commission understand its importance, they are unable to reproduce the previous guidance which was issued under the CPD. SP's offer to do this work was accepted by SH02. Action SP Technical Research Institute, Sweden Date and venue of next meeting Spring 2016: The next meeting will take place at IBS, Linz on Friday 29 th April Autumn 2016: The confirmed date for this meeting is Thursday 17 th November at LGAI Technological Center, Bellaterra (Barcelona). 4
