1 FIRE CAPTAIN Salary Range: $52,000 - $65,000 D.O.Q. + Full Benefit Package Job Announcement The city of Saratoga Springs, Utah and Saratoga Springs Fire & Rescue are looking for reliable, dependable, energetic, dynamic, self-motivated, forward thinking, and creative people to join its ranks as a Fire Captain. You will be joining a workforce that has a very high standard of individual and group performance. We are searching for an individual(s), who can demonstrate their abilities to lead, coach and mentor the personnel they will oversee; who have a clear desire to be collaborative with the community, SSF&R personnel, surrounding agencies and the Fire Chief. Saratoga Springs is one of the fastest growing communities in Utah. Currently, SSF&R has 6 full-time employees, 3 Captain/Paramedic s, 3 FF/Paramedics. Further, it is supported by a diverse and also very well trained staff of about 50 part-time firefighters; with experience in other career agencies. Saratoga Springs Fire & Rescue (SSF&R) face some of the most complex calls for service in the entire area. SSF&R must not only meet the needs of a traditional fire/ems agency, but they have a large wild land interface area and water and ice rescues on Utah Lake. This individual must be able to perform at some of the highest standards of capabilities, professionalism, and proficiencies in the industry. Experience Seven years of experience with the Saratoga Springs Fire & Rescue Department or equivalent with a like sized department(s). Previous experience assigned to a position whose primary responsibility is controlling and extinguishing fires as a first responder in emergency situations. Must have performed as an EMT-Paramedic for a minimum of two of the seven years. Education/Training Successful completion of the State of Utah Firefighter I & II, Fire Officer I & II by a State of Utah certified and approved agency s fire academy. Must have successfully completed a certified and approved NREMT-P or equivalent, per the State s Board of EMS. College-level

2 course work in fire science, fire administration, business administration or a related field is desirable. Selection Process To be considered for this position, each candidate must complete a written exam of 100 questions coming from standard materials to the fire industry, a complex fire problem to determine adequate knowledge and proficiencies in a fire tactics and strategies, and an oral interview by Chief Officers from the surrounding area. Reading List of Materials for the written exam: IFSTA Fire Department Company Officer 4 th edition: 2, 3, 4, 5, 6, 8, 9, 11, 12, 13, 14, 17, 18, 19, 20, 21, 24, 26, 28, 29 IFSTA Essentials 5 th edition: 2, 3, 4, 5, 8, 9, 11, 12, 14, 15, 20 All candidates must be able to pass a criminal background check, a physical, and SSF&R s Minimum Company Physical Standards Test and the NWCG Red Card Pack Test. The written exam will take place on the 27 th of February, 2014 at the Saratoga Springs City Hall, located at 1307 N. Saratoga Springs Fire & Rescue - Fire Captain FLSA and City: nonexempt JOB TITLE: Fire Officer - Captain STATUS: Full Time or DEPARTMENT: Saratoga Springs Fire & Rescue JOB DESCRIPTION APPROVAL DATE: 09/09/13 SALARY RANGE: $52,000 - $65,000 D.O.Q. + Full Benefit DEFINITION To supervise, assign, review and participate in the work of a fire company responsible for providing fire services, emergency medical, hazardous materials response and emergency rescue services; and to perform related work as required. SUPERVISION RECEIVED AND EXERCISED Receives direction from the Fire Chief. Exercises direct supervision over assigned staff. ESSENTIAL AND MARGINAL FUNCTION STATEMENTS--Essential and other important responsibilities and duties may include, but are not limited to, the following: Essential Functions: 1. Plan, prioritize, assign, supervise and review the work of a fire company responsible for providing fire services including fire suppression, emergency medical, hazardous materials response, emergency rescue services and general fire prevention. 2. Recommend and assist in the implementation of goals and objectives; establish schedules and methods for providing effective fire suppression, emergency medical services and general fire prevention; implement approved policies and procedures. 3. Direct firefighting operations until relieved by a superior officer; respond to fire alarms as an incident commander, assuming responsibility for the supervision, performance and safety of assigned firefighting personnel on the scene of an emergency incident. 4. Supervise and assist in rendering emergency medical services at an emergency incident; analyze and take command of patient care with full responsibility for the patient(s) until relieved by or passed on to proper medical personnel.

Assist in coordinating the maintenance and repair of fire equipment and apparatus such as hydrants, trucks and support equipment; ensure proper maintenance of station facilities; maintain station supplies. 6. Participate in monitoring employee performance objectives; prepare employee performance reviews; provide assistance to personnel under stress due to incidents; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures. 7. Identify the fire training needs of company personnel including such areas as driving and operating equipment and the use of hoses, nozzles, ladders and various portable equipment; provide training in emergency medical services, hazardous materials response, rescue, area location, aircraft emergency response, ice, water rescue, wild land firefighting, physical fitness and report writing. 8. Perform search and rescue of individuals in hazardous environments including but not limited to, collapsed buildings, auto accidents, hazardous material spills, confined spaces, wild land environments. 9. Prepare reports, forms, recommendations and other required administrative documentation as needed. Marginal Functions: 1. Assist other management staff in maintaining and improving upon the operation of the Department; perform a wide variety of general staff work as assigned. 2. May participate in the preparation and administration of assigned budget; submit budget recommendations; monitor expenditures. 3. Perform related duties and responsibilities as required. JOB QUALIFICATIONS & COMPETENCIES Captain Must pass required physical, drug screening and background check; must be a non-smoker and have refrained from use of any tobacco products(s) for the past 12 months; Must have a good driving record free from at fault accidents and convictions for violations of criminal traffic infractions to include adjudication withheld for the past 12 months. A good driving record will include no driver s license suspension within the past five years. Must not have been convicted or plead no contest to any 1 st or 2 nd degree misdemeanor within the last three years;

6 Versed in principles, practices and procedures of modern firefighting, emergency medical, hazardous materials and emergency rescue services. Versed in basic principles, practices and techniques of fire prevention. Well versed in rules, regulations and operational procedures of the Fire Department in modern firefighting, fire equipment operation, emergency medical treatment, hazardous materials control and emergency rescue activities. Well versed in principles and practices of supervision and training. Well versed in principles of emergency medicine and CPR and any applicable advanced life support licensure(s). Ability to: Take control of and direct a variety of emergency services related to fire operation, emergency medical response and hazardous materials incidents. Oversee and participate in the operation and maintenance of apparatus and equipment used in modern firefighting emergency medical treatment, hazardous materials control and emergency rescue activities. Assist in budget development recommendations. Supervise, train and evaluate assigned staff. Instruct and lead fire training sessions and courses. Demonstrate physical endurance, agility, strength and stamina in the performance of hazardous tasks under emergency conditions. Analyze an emergency situation and decide on an appropriate course of action within the scope of assigned duties. Think and act quickly and appropriately in emergencies. Understand and follow oral and written directions promptly and accurately. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Operate and employ modern office practices, procedures, methods and computer equipment. Maintain physical condition to perform essential duties as specified by firefighter certification as requisite aptitude and ability for employment. Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include the following: Performing life threatening firefighting activities in an emergency situation; Running, walking, crouching or crawling during emergency operations; Moving equipment and injured/deceased persons; annually 185lbs. Climbing stairs Able to climb Ladders up to 75 degree angles Performing life-saving and rescue procedures; and Walking, standing or sitting for extended periods of time.

7 Able to walk and climb in interface and wilderness settings carrying 45 lb. pack while performing firefighting tactics and maneuvers. Effectively deal with personal danger which may include exposure to: Fire encompassed surroundings; Dangerous persons; Dangerous animals; Hazards of emergency driving; Hazards associated with traffic control and working in and near traffic; and Natural and man-made disasters. Maintain effective audio-visual discrimination and perception needed for: Making observations; Communicating with others; Reading and writing; and Operating assigned equipment and vehicles. Maintain mental capacity which allows the capability of: Exercising sound judgment and rational thinking under dangerous circumstances; Evaluating various options and alternatives and choose an appropriate and reasonable course of action; Effective interaction and communication with others; and Demonstrating intellectual capabilities Education, Experience, Training Requirements REQUISITE EDUCATION / CERTIFICATION / LICENSURE: High School graduate or GED equivalent. Associates Degree in a fire science related field is preferred. Certification as a State of Utah Firefighter I & II. State of Utah Paramedic or NREMT-P certification and license. State of Utah certification as a Hazardous Material Operations. Applicable NIMS ICS certifications: IS-100, 200, 700, 800, and 1 year to get IS-300 & 400. State of Utah certification; Fire Officer I & II, preferred. State of Utah certification; Fire Inspector, preferred. State of Utah certification; Fire Instructor, preferred. Certified ALS and PALS or equivalent. Driver's License: Valid State of Utah driver s license. WORKING CONDITIONS Environmental Condition: Work in an emergency firefighting environment, both urban and wild land; work in medical emergency situations, including vehicle accidents, water rescues, ice rescues, mountain rescues and other types of medical and rescue emergencies; work in intense life-threatening conditions; exposure to fire, smoke, bodily fluids, swift water and or static bodies of water, extreme weather conditions, ice & snow, extreme heat, heights and noise. Physical Conditions: Essential and marginal functions require maintaining physical condition necessary for running, walking, crawling, climbing, stooping and heavy lifting while wearing heavy protective equipment; work in inclement weather conditions. Maintaining a healthy physical fitness status and stature, is requisite of the position. Not being able to perform minimum performance measures annually; with remediation if necessary, is a terminable offense.
