Call to Order Vice Chairman James Arndt called the regular Board of Fire Commissioners meeting to order at 7:34 PM in the Radio Room of the Emergency Services Building. 2. Minutes of the Previous Meeting October 15, 2015 Regular Meeting MOTION: Mike Gransky moved to accept the regular meeting minutes of October 15, 2015 as presented. Tom Woodward seconded. UNANIMOUSLY APPROVED. 3. Privilege of the Floor No one came forward. 4. Correspondence Vice Chairman Arndt read correspondence forwarded to him by Linda Carlson, Town Clerk, received by her office November 16, A copy of the letter is attached to these minutes. Mike Gransky is notifying the Board that he will need to step down from the Board, with reluctance, as he will soon become a Selectman. Mr. Arndt stated the Board will truly miss Mr. Gransky as he has contributed much and thanked him for his service. 5. Fire Marshal's Report MOTION: Tom Woodward moved to accept the Fire Marshal's report, date corrected to November Anne Elsenboss seconded. UNANIMOUSLY APPROVED.

2 6. Chiefs Report MOTION: Anne Elsenboss moved to accept the Chief's Report, dated November 2015, as presented. Tom Woodward seconded. UNANIMOUSLY APPROVED. Training this month has consisted of: November 5, Truck checks November 21, SCBA quarterly testing November 23, Northwest C-Med radio communications procedures December 6, Re-cert Sunday including CPR recertification There will be no other training for December. MOTION: Tom Woodward moved to accept the verbal Deputy Fire Marshal's report as presented. Mike Gransky seconded. UNANIMOUSLY APPROVED. 7. Old Business There was none. 8. New Business Approval of 2016 Meeting Schedule MOTION: Anne Elsenboss moved to accept the 2016 Board of Fire Commissioners meeting schedule as presented. Mike Gransky seconded. UNANIMOUSLY APPROVED. 9. Clerk's Bill MOTION: Tom Woodward moved to accept the clerk's bill for 2.75 hours and approve for payment. Mike Gransky seconded. UNANIMOUSLY APPROVED. 10. Checklist revision continued entering code flows We have now adopted the 2012 NFPA 1 as the Fire Prevention Code. The review process is ongoing to make the book and the CTFPC match. This took a back seat this month to over more pressing issues. 577 Main Street S. There is still no final resolution to the ongoing issues in this building. It should be noted that Ms. Wiener is keeping this office in the loop when the building is used for any outside functions.

Renters were removed and apartment cannot be occupied until it is brought up to code. Letter of requirements has been sent to landlord still awaiting feedback. Sherman Hill Road El Camino Hood and Extinguishment test and inspection. Awaiting final C/O inspection. Received Plan for Review Anna's Diner awaiting additional information. 785 Washington Road Installation and Acceptance test of now extinguishment system in main lodge kitchen. System passed test. Kitchen "Red Tag" has been removed. Rich & Johns' Chimney Services Final inspection. Several items needed to be addressed prior to C/O sign off. Re inspection was completed and issues were addressed. C/O signed. St. Germain on Main Moved to a larger location in Middle Quarter Mall C/O inspection. New space was nicely done. C/O signed. 602 Upper Grassy Hill Road Home Based Business Sign off. Box 561 Woodbury, CT Fax Monthly Fire Chief Report November 2015 Report Fire Calls October 2015 During the month of October the department responded to 24 incidents with an average response of 10 firefighters per incident. Fire 1 Rescue & Emergency 5 Hazardous Condition/No Fire 2 False Alarm / False Call 11 Service Call/Good Intent 5 Apparatus and Equipment As reported last month a vehicle have had their annual service and maintenance performed and the fleet is in good shape. All SCBA bottles have been hydro tested and placed back in service. The new multi gas meter for the command vehicle is now here and the repaired on for engine 5 is back. Buildings Please remember to turn the lights off when you leave the building. This month was much better. The outside bollard lights have had maintenance performed. Several were not working properly due bulb issues. The entrance light at the Ville and two lights in the front foyer at HQ have been change to green to show out support for all veterans. Repair Forms No new items are out for repair at this time. Department Calendar of Events The Chief will continue to send out "Monday Morning" s on the week's upcoming events and announcements are made at 12:10 and 6:27.

7 The department hosted their annual Halloween open house. The lobby and meeting room were decorated for the event and the candy and plentiful. LaBonnes donated cookies and cider. The department hosted the Red Raffle dinner that was sponsored by the Association over the summer. The two families were picked up in their big red "limousines" for the evening and were treated to a firefighter cooked dinner The learned about the fire department and were given a tour of the building and trucks before being returned home. Several firefighters assisted the Fire Marshal's office and went to the schools and day cares for fire prevention. The department also hosted CASTS (the 3 and 4 year olds) to a tour of the fire trucks at HQ. The Boys Scouts had an EMD/STEM day. Firefighters assist by teaching about fires in different areas of the home and public areas and home the can be prevent. They also discussed explosions but accidental and internally planed ones. Budget The Officers are working in the budget. It is almost complete. The goal is to present it to the department next month. Brush 7 Truck Committee The bids will be opened December 1 St. Pre-Planning Cpt. Lampart continues to work on preplans for all homes over 5,000sf. Cpt. Lampart will be entering all the preplan info into the FH software program so we will have that info at our fingers tips during calls. The Fire Marshal's Office continues to add and update commercial property info every time an inspection is done. Recent Calls Sunday afternoon we had what could have been a very serious accident on Main Street. A pick-up truck went over the guard rails and sheared off a telephone pole. The single occupant was still seat belted in but apparently unharmed. We had to hold off reaching the vehicle until Eversource could shut off the power so we could safely work around the vehicle. Once that was done we secured the vehicle with the rescue winch and the tow truck, then we went to work. The crews worked flawlessly. The driver was removed quickly and transported by WAA. Selectmen Butterly called to express is gratitude for the department, our professionalism and training that allowed us to respond the way we did to this incident. We had a game plan, we all worked as a welltrained team and even though he comes from with a fire service background, he was impressed. In Fire Service and Safety, et lorg Fire Chief

Woodbury, CT I am writing to inform you of my decision to resign from the position of Commissioner on the board of the Woodbury Volunteer Fire Department effective 4 December This decision is a result of my assuming new duties as a Selectman for the town of Woodbury. During my tenure as a Commissioner, I have come to appreciate how fortunate we are to have such a dedicated and efficient volunteer fire department. Having a capable volunteer fire department has saved Woodbury an enormous amount of money while providing the fire protection and auxiliary services that are equal or better than any other town.
