1 LOS RIOS COMMUNITY COLLEGE DISTRICT EMERGENCY PROCEDURES This quick reference chart is an integral part of a comprehensive Emergency Procedures Plan. It is designed for use by students and staff to provide initial response procedures to follow in the event of an emergency that occurs on campus or in the local area that will impact the campus. In the event of a serious emergency or local area disaster (floods, earthquake), the college administrative staff will take steps to activate the Emergency Operations Center (EOC).The EOC will assume responsibility for management of the situation and coordination with local police, fire and medical units that will be responding to the emergency. GENERAL PROCEDURES It is highly recommended that faculty familiarize themselves with these procedures and bring the procedures to the attention of students during initial class meetings each semester. In case of emergency, call the District Police at (916) press zero to reach a dispatcher (or use any of the emergency telephones located on your campus) Revised 6/2015

2 ACCIDENT (HAZMAT) OR SEVERE ILLNESS Don t Panic! Call District Police at (916) Administer first aid using American Red Cross Standard Procedures. Note: District Police are trained in this area & should immediately be notified regardless of who else has been contacted. First Aid Kits & Emergency Procedures charts have been supplied to many locations on campus. All employees of the college should familiarize themselves with the location and contents of the first aid kit and the procedures in the this chart. If the accident involves any hazardous material (HAZMAT) known or suspected, make every effort to cordon off the area and make this fact known to responding personnel. Contact the District Police at (916) press zero to reach a dispatcher.

3 ACCIDENT REPORTS Accident Report Forms: Forms for students and non-employees must be completed by the attendant staff member or responsible staff member and filed as soon as possible with the Health Center, but no later than the next business day. The report should include: A. Name of the injured or ill person. D. Date and time of occurrence. B. What happened. E. Nature of injury or sudden illness. C. Location of occurrence. F. How the person was cared for. G. What referral was made, if any. All employees injured while on duty must notify their supervisor, complete the Employee Accident Report available in the area offices or Vice President of Administration s (VPA) office, and send it to the VPA s office within 24 hours after the accident. If the injured person is unable to complete the form, an LRCCD employee may complete it. Note: The Employee Accident Report activates the Worker s Compensation process & may require OSHA reporting.

4 ASSAULT Assault, Battery and Miscellaneous Threats: Immediately contact the District Police at (916) press zero to reach a dispatcher, or use an emergency telephone. Ask the persons involved and witnesses to remain at the scene. Use verbal commands and caution when attempting to break up fights. Do not engage in physical contact with other persons involved in a fight. District Police Officers will take necessary action to deal with the situation.

5 BOMB THREAT Bomb Threat Procedures: If you receive a threat of a bomb DON T PANIC! Try to obtain as much information from the caller as possible: 1. Exact location of the bomb 2. Time set for detonation 3. What it looks like 4. What is the explosive 5. Why was it placed there 6. Record exact wording of the caller and time call was made Attempt to ascertain the number from where the call was placed. Take notes about any voice characteristics you can recall. Administrative Actions The EOC and District Police will coordinate actions including determining if an evacuation is needed. Notify the District Police: District Police...(916) press zero to reach a dispatcher

6 CIVIL DEFENSE / DISTURBANCE Civil Defense Procedures: The Municipal Air Raid Signal Systems will alert staff and students to take cover. Individuals should seek shelter away from windows and await further instructions from college administrative staff or the District Police, including building clearance instructions. Employees, other than Police and the Maintenance Department, should not report to campus during Civil Defense emergencies. Civil Disturbance/Riot: In the event of a riot or other civil disturbance that threatens campus property or personnel, buildings will be locked down by District Police and Maintenance personnel. The Emergency Operations Center will be activated. Follow instructions of Police, Maintenance and administrative personnel in your area.

7 CRISIS SITUATION / ACTIVE SHOOTER Stay Calm Call the District Police at (916) press zero to reach a dispatcher. Provide the dispatcher with all available information including suspect(s) description, location, type(s) of weapons & any other critical information. Avoid verbal exchanges or arguments when a disturbance is escalating. Refrain from touching students. Do not negotiate with the violator(s). Numerous hostage situations have ended in tragedy when untrained civilians attempted to help with negotiations. Responding To an Active Shooter/Active Attacker In the event of an active attack occurring on campus, the District Police should be notified immediately at (916) (press zero), by using the nearest emergency phone, or calling 911. If the attack is occurring near your location, take the necessary steps to: RUN: If there is a safe escape path and evacuate whether others agree or not. Leave your personal belongings and help others escape, if possible. Warn and prevent others from entering danger area. HIDE: Lock and barricade class room or office doors and silence cell phones. Hide behind large objects and remain very quiet. The best place to hide should be: 1. Away from the shooter s view 2. Behind concealment and cover FIGHT: Incapacitate the Active Shooter by reacting as a group. Act with physical aggression while using improvised weapons (books, chairs, desks, anything available). Spread out and go all out, committing to your actions. Upon arrival, District Police will assume on-scene command of the situation and will take necessary action. Keep your hands visible and follow instructions from any law enforcement officer.

8 EARTHQUAKE In the Event of an Earthquake: Stay in the building until the tremor stops. Take cover under furniture or indoor ways. Keep away from windows, overhead fixtures or objects that may fall on you. Await building clearance notice or instructions to evacuate from the ACES/CCERT team members, college administrative staff, District Police and/or Maintenance personnel. In the Event of a Major Earthquake with Major Structural Damage Apparent on the Campus or in the Local Area: Follow the above procedures until the quake has stopped. Decisions to evacuate your building and/or the campus will be made by the college administrative staff or by District Police. If time and circumstances permit, the Emergency Operations Center will be activated and will direct rescue, recovery and evacuation actions for the campus as necessary. NOTE: If a major regional earth quake occurs and campus evacuation is directed, students and faculty should remain home or in shelters until directed to return to campus via the news media, the Emergency Operations Center or through responsible campus personnel.

9 SEVERE WEATHER OR FLOODS Severe Weather or Floods: Upon receipt of a forecast or actual warning of severe weather or the potential for serious flooding in the area, the Emergency Operations Center may convene to direct necessary preparations to secure the campus to the maximum extent possible. If the college is in session, campus evacuation will be considered by the EOC and directed as necessary.

10 FIRE Fire Procedures: Call 911. Call District Police: (916) press zero to reach a dispatcher. Extinguish fire if possible. If necessary, pull fire alarm and evacuate building. Evacuate the disabled. Do not use elevators for building evacuation. All Clear will be sounded by District Police as necessary. Staff scheduled on second and third floor locations should conduct a brief fire orientation in each class section during the beginning of the semester. This orientation should include identification of fire extinguishers, fire alarms, stairwell exits, location/use of stair chairs, and the need for student assistance in transporting disabled persons to a safe location in case of fire. NOTE 1: Evacuation routes from multi-story buildings are located in the hallways near stairwells. Familiarize yourself with these routes.

11 HOSTAGE OR TERRORIST SITUATION Hostage or Terrorist Situation: In the event of a hostile action against a person or facility, the District Police should be notified immediately (916) , or use the nearest emergency phone. They will take necessary action to deal with the situation. If possible, evacuate the area where the event is taking place. Avoid panic, but advise as many people as possible of the situation so that they can avoid the area too. Make careful mental notes of as much factual information as possible. This should include information like: Location of incident. Number and identity of hostages or perpetrators. Type and number of weapons or communication devices that are apparent. As much descriptive information as possible concerning the perpetrators. If time and circumstances permit, the Emergency Operation Center (EOC) will be convened. District Police will assume on-scene command and will take necessary action to deal with the situation. FOLLOW ALL INSTRUCTIONS CAREFULLY.

12 POWER FAILURE SAFETY / ELEVATOR TIPSMALFUNCTIONS Power Failure Procedures: Notify the District Police at (916) Buildings will not normally be evacuated during power failures. A decision to evacuate a building will be made by District Police or college administrative staff in consultation with faculty and instruction. NOTE 1: Most of our buildings are equipped with emergency lighting that will go on automatically. Elevator Malfunction: Call District Police at (916) If occupants are trapped in the elevator, make this fact known when you call so that District Police & the Maintenance Department can assist all persons. This might include disabled individuals who may need assistance descending from the upper floors. Contact occupants and reassure them that help is on the way. NOTE 2: Elevators should NOT be used for evacuation during fires, power failures and other similar emergencies.

13 SAFETY TIPS Safety Tips The following Safety Tips were prepared in an effort to further provide a safer working and learning environment: 1. Know the locations of emergency phones on campus. 2. Walk in lighted areas and with another person, if possible. 3. Before leaving/after entering your vehicle, make sure all window and doors are secured. 4. Have your keys ready and in your hands before you go to your vehicle. 5. Look in your vehicle before entering; check under the car, in the back seat and on the floor. 6. Always be aware of your surroundings. 7. Use a bag or backpack of some type so that you will always have at least one arm free. 8. Report suspicious activities or persons to the District Police immediately at (916) Do not leave your articles (books, backpacks, purses, cell phones, etc.)unattended. 10. Use the cross walks. 11. Do not run on or block the stairs and please use the hand rails. 12. Please park on campus. You can call the District Police for assistance with your vehicle; to report accidents; losses & suspicious occurrences at (916) , or use one of the emergency phones which will connect you directly with the District Police.

14 EVACUATION / SHELTER IN PLACE Building Evacuation: Evacuations will be directed by ACES/CCERT team members, District Police, Maintenance and/or college administrative staff follow directions closely. Building evacuation routes are posted in hallways of all multi-story buildings. Assembly areas will be directed based on the nature of the emergency or threat follow instructions carefully. Evacuation Preparedness for Disabled Students Staff shall make every effort to follow guidelines concerning disabled students who are attending class at the time of an emergency situation: 1. Visually impaired: Tell the student the nature of the emergency; guide him/her to the emergency exit; inform the student where you are and advise of any obstacles. After reaching the safety area, orient the student to where he/she is and ask if further help is needed. 2. Hearing impaired: The student may not perceive emergency sound alarms and an alternate warning technique is necessary. One suggestion is to turn the light switch on and off to gain attention, then indicate on the chalkboard or by written note what the emergency is and the nearest evacuation route. 3. Students using crutches, canes, or walkers: These students should be treated as if they were injured for evacuation purposes. Carrying techniques include using a two-person lock arm position or having the person sit in a sturdy chair preferably one with arms. 4. Non-ambulatory: Some have minimal ability to move and lifting them may be dangerous to their well-being. Consult with the student about being removed from the wheelchair. In any event,determine: The number of people necessary for assistance. Whether to bend extremities when lifting due to pain, catheter, leg bags, spasticity, braces, etc. Whether to carry forward or backward on a flight of stairs. Some may have no upper trunk or neck strength. The following items are guidelines to be considered during evacuation of non-ambulatory persons: Wheelchairs have movable parts which are not constructed to withstand the stress of lifting (e.g. foot plates, arm rests, wheels and leg rests). If seat belt is attached to the wheelchair, secure the person in the chair. Emergency devices for moving disabled persons on stairs have been provided in multi-story buildings please see the area staff for location and proper use. Campus Evacuation: If required, the campus can be evacuated by order of the college administrative staff, District Police, or the Director of the Emergency Operations Center to deal with a threat or emergency situation. If directed, ACES/CCERT team members, District Police and/or Maintenance personnel will work their way through all campus buildings and spaces. They will also share the nature of the threat, recommended evacuation routes or assembly areas & suggest protective measures. Pay careful attention and follow instructions. Shelter in Place Lock & barricade classroom or office doors / Silence cell phones / Hide behind large objects / Remain very quiet Best place to shelter would be: 1. Away from the shooter s view. 2. Provide concealment and cover. 3. Understand it may restrict your movement. 4. Could be locked or secured. 5. Remain there until released by District Police.

15 EMERGENCY PHONE PROCEDURES / NUMBERS Emergency Reporting Procedures: INFORM DISTRICT POLICE DEPARTMENT IMMEDIATELY OF ALL EMERGENCIES...(916) Emergency Phone Procedures: A. IN ALL CASES identify yourself by name and your role on the campus (faculty/staff, counselor, dean, clerk, etc.) B. Briefly describe the nature of the emergency situation (fight, theft, fire, injury, broken water main, etc.) C. Provide a clear description of the location of the emergency (building, room number, parking lot, etc.) On-Campus Assistance District Police, 24 Hours, 7 Days a Week...(916) (Accident, injury, disturbance, escorts, break-ins, thefts, fights,etc.) or use on campus emergency phones District Communications Center, 24 Hours, 7 days a week...(916) (Major facility emergencies broken water main, power failures, etc.) Administrative Services (Operations) 8:00 AM to 5:00 PM Mon-Fri Custodial, Facilities, Operations & Maintenance American River College & outreach centers...
