4 Hamilton Emergency Response Team (HERT) Flowchart The President calls HERT into session HERT team meets for a preliminary briefing on the nature of the emergency, to determine which areas need to be assessed, and when the next meeting will take place. 5 Emergency Preparedness Critical Concepts Hazard/Risk Management The first key to emergency planning is to prevent emergencies from occurring in the first place by anticipating, recognizing, evaluating and controlling facility hazards and risks. All employees and students, regardless of their assignment, should have a general understanding of where the nearest emergency equipment is at all times, i.e. fire extinguishers, fire alarm stations, first aid kits, telephones, emergency exits, emergency eyewashes/showers, spill kits, etc. All departments that require it s employees or students to use hazardous chemicals or dangerous equipment, must assure that they are properly trained in accordance with adopted college documentation/procedures, or other recognized criteria. In doing so, the risks posed by the mismanagement of those chemical and physical hazards will be minimized, thereby safeguarding both directly affected personnel, in addition to other non-involved employees/students and the public at large. Emergency Coordinators All college employees and students should know who their emergency coordinator is: o Each academic (non-residential) building on campus has 1 or more Building Coordinators, responsible for the employees normally assigned to that building. o Each residential building on campus has 1 or more RA s similarly responsible for all students normally assigned to them. o Finally, in academic buildings where faculty/administrators/staff are either teaching students or supervising them in a work study/research capacity, those faculty, administrators and staff are similarly responsible for those students for emergency purposes during the teaching/supervisory time period. Initial Gathering Points Each building on campus, academic and residential, has an initial gathering point, which is a location near the building where occupants should gather immediately following an evacuation signal (fire alarm) to await further instructions. These initial gathering points have been selected by Building Coordinators for academic buildings, and RA s for residential facilities. Please contact your designated Building Coordinator or RA if you have not been advised of your building s initial gathering point. Assembly Points Each building on campus, academic and residential, has a primary and alternate assembly point, which is a secure location of assembly in the event of a real emergency. Were a true emergency to exist, individuals at the initial gathering point will be instructed to proceed to the primary or alternate assembly point, until either the emergency is terminated or further instructions are received from local authorities. Shelter In Place In some emergency situations, the most important concept to understand and implement is shelter in place. While it is highly unlikely that the campus community will ever be exposed to a terrorist act using chemical or biological weapons, the possibility nonetheless exists. In this unlikely event, all personnel should seek the shelter of their buildings to best isolate themselves from the hazard. Secure all windows and doors, ensure that all HVAC systems are shut down, and move to an interior room to stay away from as many windows as possible. Remain in your shelter until otherwise instructed by college personnel or the authorities. Do not call friends or family to pick you up, but you should make them aware of your shelter in place intentions during such emergencies

6 General Emergency Action, Evacuation & Response Responsibilities Hamilton Faculty, Staff, Administrators & Students Know the location of both the initial gathering point and assembly point for the primary buildings where you reside, teach, work, etc., and understand the difference between the 2. Always respond to an evacuation signal (fire alarm) as if it were an actual emergency. If you discover an actual emergency, immediately leave the area, alert others to do the same by verbal commands or a fire alarm station, and go to the nearest telephone and call Campus Safety at x4000. Give the dispatcher as much information as possible regarding the type, nature and location of the emergency. If a building evacuation is required, report to your initial gathering point to await further instruction by your designated building coordinator, faculty member or RA. Building Coordinators, RA s, Faculty/Supervisors w/ Students/Employees In Class Maintain an updated list of those students and/or employees assigned to you, and share that list with at least one other student or employee. Communicate periodically with the students/employees assigned to you concerning the location of your area s initial gathering points and assembly points. Assist the Director s of Campus Safety and Environmental Protection & Safety in the conduct of routine fire drills. During fire drills or other emergency evacuation alarms where it is not obvious that there is an actual emergency, report to the initial gathering point you have chosen and communicated to others, and perform a headcount. During actual emergencies (fires, explosions, chemical spills, etc.), report immediately to your initial gathering point and direct both students/employees assigned to you, and any other personnel within the building you occupy, to go to directly to the assembly point, and perform headcount there. Once a headcount has been performed, report the status of the headcount to campus safety officers or the Facility Emergency Coordinator(s) for further action. Campus Safety Upon being notified of a potential emergency, the dispatcher will direct a patrolling officer to investigate, and will notify the Facility Emergency Coordinator(s). If an actual emergency exists, the first responding officer should notify the dispatcher to immediately notify outside emergency responders and critical members of the HERT team. Control the scene and evacuate personnel, as required. Restrict access to impacted or threatened areas. Avoid contact with spilled/suspicious materials & keep evacuees upwind of such materials. Eliminate any ignition sources that may be present. Facility Emergency Coordinator(s) Immediately report to the location of the emergency. Make the necessary hazard assessment, and determine if an evacuation is required and if outside emergency responders are needed (if not already accomplished). Set up Command Post at the Campus Safety Office (or other suitable location) and coordinate response efforts with the HERT team and/or outside responders. Assist outside emergency responders and work with the Incident Commander as required. Determine if a reportable incident has occurred, and facilitate any reporting required by law. Hamilton Emergency Response Team (HERT) Report to the Command Center upon notification of an actual emergency. Assist the Facility Emergency Coordinator(s) with response efforts

7 INCIDENT ACTION PLAN FOR CHEMICAL SPILLS 1. Any emergency spillage of a hazardous chemical or radioactive material should be reported immediately to Campus Safety ext When reporting be specific about the nature of the involved material and exact location. Campus Safety will contact the necessary specialized authorities and medical personnel. (Campus Safety must contact the Radiation Safety Officer, Dave Gapp, for radiation spills.) 3. If possible, the individual discovering the spill should vacate the affected area at once and seal it off to prevent further contamination of other areas until the arrival of Campus Safety Personnel. 4. Anyone who may be contaminated by the spill is to avoid contact with others as much as possible, remain in the vicinity and give their names to Campus Safety. Required first aid and cleanup by specialized authorities should be started at once. 5. If the spill threatens other building occupants, an emergency spill exists. Activate the building alarm to signal an evacuation, walk quickly to the nearest marked exit, and proceed to the building s initial gathering point. 6. ASSIST THE HANDICAPPED IN EXITING THE BUILDING! Remember that elevators are reserved for handicapped persons. Do not use elevators in case of fire. Do not panic. 7. During actual emergencies with building evacuations, your designated place of shelter is the primary assembly point, or alternate assembly point if the emergency is impacting your primary location. Proceed to your assembly point from your initial gathering point once instructed to do so by your Building Coordinator or RA. Keep streets, fire lanes, hydrants and walkways clear for emergency vehicles and crews. 8. If requested, assist Emergency crews as necessary. 9. A Command Post may be set up near the emergency site. Keep clear of the Command Post unless you have official business. 10. DO NOT RETURN TO AN EVACUATED BUILDING unless told to do so by College officials. IMPORTANT: Remember During an actual emergency resulting in a building evacuation, HEADCOUNTS are to be performed at the assembly point(s), not the initial gathering point. Stay there until an accurate HEADCOUNT has been taken. Building Coordinators will take attendance for all college employees, faculty/supervisory personnel will take attendance for all students/student employees, and RA s will take attendance for all students in evacuated dormitories

8 INCIDENT ACTION PLAN FOR FIRES 1. Know the location of fire extinguishers, fire exits, and alarm systems in your area and know how to use them. Training and information is available through Campus Safety at ext If a minor fire appears controllable, IMMEDIATELY contact Campus Safety at extension 4000, who will contact the fire department. If the fire is not blocking your only exit, if properly rated and sized extinguishers are present, and if you have been trained in the use of fire extinguishers, then promptly direct the discharge of the fire extinguisher toward the base of the flame and extinguish the fire. 3. If a fire is not controllable, an emergency exists. Activate the building alarm at the nearest pull station to signal an evacuation, report the fire by phone, evacuate all rooms and close all doors behind you to confine the fire and reduce oxygen DO NOT LOCK DOORS!! 4. ASSIST THE HANDICAPPED IN EXITING THE BUILDING! DO NOT USE ELEVATORS DURING A FIRE. Smoke is the greatest danger in a fire, so stay near the floor where the air will be less toxic. 5. During actual emergencies with building evacuations, your designated place of shelter is the primary assembly point, or alternate assembly point if the emergency is impacting your primary location. Proceed to your assembly point from your initial gathering point once instructed to do so by your Building Coordinator or RA. Keep streets, fire lanes, hydrants and walkways clear for emergency vehicles and crews. 6. If requested, assist Emergency crews as necessary. 7. A Command Post may be set up near the emergency site. Keep clear of the Command Post unless you have official business. 8. DO NOT RETURN TO AN EVACUATED BUILDING unless told to do so by College officials. NOTE: If you become trapped in a building during a fire and a window is available, place an article of clothing (shirt, coat, etc.) outside the window as a marker for rescue crews. If there is no window, stay near the floor where the air will be less toxic. Shout at regular intervals to alert emergency crews of your location. Do Not Panic. IMPORTANT: Remember During an actual emergency resulting in a building evacuation, HEADCOUNTS are to be performed at the assembly point(s), not the initial gathering point. Stay there until an accurate HEADCOUNT has been taken. Building Coordinators will take attendance for all college employees, faculty/supervisory personnel will take attendance for all students/student employees, and RA s will take attendance for all students in evacuated dormitories

9 INCIDENT ACTION PLAN FOR EXPLOSIONS In the event a mishap occurs such as an explosion or a downed aircraft (crash) on campus take the following action: 1. Immediately take cover under tables, desks and other objects, which will give protection against falling/flying glass or debris. 2. After the initial effects of the explosion and/or fire have subsided, notify Campus Safety at ext Give your name and describe the location and nature of the emergency. Be sure to notify Campus Safety of any special hazards, like gas leaks and power failures. 3. Unless instructed otherwise, seek shelter in place. 4. If the explosion threatens you and other building occupants, or if you are instructed to do so, activate the building alarm to signal that an emergency exists. Walk quickly to the nearest marked exit, and proceed to the building s initial gathering point. 5. ASSIST THE HANDICAPPED IN EXITING THE BUILDING! Remember that elevators are reserved for handicapped persons. Do not use elevators in case of fire. Do not panic. 6. During actual emergencies with building evacuations, your designated place of shelter is the primary assembly point, or alternate assembly point if the emergency is impacting your primary location. Proceed to your assembly point from your initial gathering point once instructed to do so by your Building Coordinator or RA. Keep streets, fire lanes, hydrants and walkways clear for emergency vehicles and crews. 7. If requested assist emergency crews as necessary. 8. A Command Post may be set up near the disaster site. 10 INCIDENT ACTION PLAN FOR EARTHQUAKES 1. IF INDOORS seek refuge in a doorway or under a desk or table. Stay away from glass windows, shelves, and heavy equipment. 2. IF OUTDOORS move quickly away from buildings, utility poles and other structures. Always avoid power or utility lines as they may be energized. 3. If in an automobile stop at the safest place available, preferably away from power lines and trees. Stop as quickly as safety permits, but stay in the vehicle for the shelter it offers. 4. After the initial shock, evaluate the situation and if emergency help is necessary call Campus Safety (ext. 4000) if on campus, or 911 if off campus. Protect yourself at all times and be prepared for after-shocks. 5. Damaged facilities should be reported to Campus Safety who will then notify Physical Plant personnel. Take special note of any gas leaks or power failure hazards. 6. If the earthquake threatens you and other building occupants, or if you are instructed to do so, activate the building alarm to signal that an emergency exists. Walk quickly to the nearest marked exit, and proceed to the building s initial gathering point. 7. ASSIST THE HANDICAPPED IN EXITING THE BUILDING! Remember that elevators are reserved for the handicapped persons. Do not use elevators in case of fire. Do not panic. 8. During actual emergencies, your designated place of shelter is the primary assembly point, or alternate assembly point if the emergency is impacting your primary location. 11 INCIDENT ACTION PLANS FOR BOMB THREATS 1. If you observe a suspicious object or potential bomb on campus, Do not handle the object! Clear the area and immediately call Campus Safety at ext Any person receiving a phone call bomb threat should ask the caller: a) When is the bomb going to explode? b) Where is the bomb located? c) What kind of bomb is it? d) What does it look like? e) Why did you place the bomb? 3. Keep talking to the caller as long as possible and record the following: a) Time of call. b) Approximate age and sex of caller. c) Speech pattern, accent, possible nationality, etc. d) Emotional state of the caller e) Background noise. 4. If possible, have someone contact Campus Safety while you are on the phone with the caller. Otherwise, immediately notify Campus Safety, ext.4000 to report the incident. 5. Campus Safety will contact the authorized personnel to conduct a detailed bomb search. Employees are requested to make a cursory inspection of their area for suspicious objects and to report the location to Campus Safety. DO NOT TOUCH ANY SUSPICIOUS OBJECTS! Do not open drawers, cabinets, or turn lights off. 6. If the bomb threat threatens you and other building occupants, or if you are instructed to do so, activate the building alarm to signal that an emergency exists. Walk quickly to the nearest marked exit, and proceed to the building s initial gathering point. 7. ASSIST THE HANDICAPPED IN EXITING THE BUILDING! Remember that elevators are reserved for handicapped person. Do not use elevators in case of fire. Do not panic. 8. During actual emergencies, your designated place of shelter is the primary assembly point, or alternate assembly point if the emergency is impacting your primary location. 12 INCIDENT ACTION PLANS FOR BIOLOGICAL AGENT THREATS 1. If you receive a suspicious letter or package on campus and it is unopened: a) Do not shake or empty the contents of the letter or package. b) Place the letter or package in some type of container to prevent leakage. c) Leave the room or area and prevent others from accessing. d) Immediately wash your hands with soap and water. 2. If you open a letter or package and a suspicious substance falls out: a) Cover the spilled materials without trying to clean it up. b) Leave the room or area and prevent others from accessing. c) Immediately wash your hands with soap and water if any clothing has become contaminated, remove it without brushing any materials off your clothing. 3. Immediately notify Campus Safety, ext.4000 to report the incident. 4. Campus Safety will report to the scene and make the required hazard assessment to determine whether or not an actual emergency exists. 5. If the suspicious package threatens you and other building occupants, or if you are instructed to do so, activate the building alarm to signal that an emergency exists.
