3 Public Input No. 4-NFPA [ Global Input ] Type your content Propose Third Party Certification of Test Results for the pump tests and line-voltage tests. Propose New Section 4.6 covering requirements and qualification of Third party test companies. The below language is from NFPA 1901, Section Third-Party Certification of Test Results. Where this standard requires the results of tests to be certified by an independent third-party certification organization, that organization shall meet the requirements of this section All certification shall be performed by a certification organization that is accredited for inspection and testing systems on fire apparatus in accordance with ISO/IEC 17020, General criteria for the operation of various types of bodies performing inspection, or ISO/IEC Guide 65, General requirements for bodies operating product certification systems The certification organization shall not be owned or controlled by manufacturers or vendors of the product that is being tested The certification organization shall be primarily engaged in certification work and shall not have a monetary interest in the product s ultimate profitability The certification organization shall witness all tests and shall refuse to certify any test results for a system if all components of that system requiring testing do not pass the testing required by this standard There shall be no conditional, temporary, or partial certification of test results Appropriate forms or data sheets shall be provided and used during the testing Programs shall be in place for training, proficiency testing, and performance verification of any staff involved with certification The certification organization s operating procedures shall provide a mechanism for the manufacturer to appeal decisions. The procedures shall include provisions for the presentation of information from representatives of both sides of a controversy to a designated appeals panel. New Propose Third-Party Certification for Electrical Power Distribution Test. The proposed new language is from NFPA 1901, Par Electrical Power Distribution Test An electrical power distribution test shall be performed to verify safe installation, voltage, and phase and polarity of each ac/dc circuit and correct distribution through switchboards or power panels (New) The electrical power distribution tests noted in through shall be witnessed, and the results of the tests of the power source shall be certified by an independent third-party certification organization An independent third-party certification organization shall witness the tests and certify the test results. New Propose Third-Party Certification for Fire Pump Test. The proposed new language is from NFPA 1901, Par Fire Pump Test * The fire pump shall be tested to demonstrate installation and operation of the fire pump system, including controls and safety devices in accordance with the specifications Each fire pump shall be individually run at its rated capacity and pressure for 3 hours The pump pressures taken near the pump discharge and pitot readings for capacity flows taken at the nozzle tips shall be recorded All pumps shall be run together simultaneously for a period of 1 hour at their rated
4 capacities and pressures to determine the full capacity of the vessel The pump pressures shall be recorded, and flow capacities calculated and recorded A vessel s capability to maneuver and keep stationary while pumping shall be demonstrated (New) An independent third-party certification organization shall witness the tests and certify the test results.... 9 Public Input No. 2-NFPA [ New Section after 10.5 ] 10.6 Medical and First Aid Equipment All vessels shall carry basic medical and first aid supplies as specified by the AHJ. Such supplies shall include at the minimum: (1) Provider personal protective equipment (2) Medical Oxygen bottle, regulator and necessary delivery devices (3) Bleeding Control supplies (4) Automated External Defibrilator (AED) (5) Cardiopulmonary Resuscitation (CPR) Equipment (6) Thermal Blankets for hypothermia (7) Burn care materials Statement of Problem and Substantiation for Public Input Fireboats frequently respond to emergencies other than fire incidents within the water, including rescue incidents and medical emergencies. The primary mission of firefighting is also a type of emergency which frequently results in illnesses and injuries both to civilians and fire service members. In addition, these vessels may be a significant distance away from traditional ground EMS units at the time of the injured/ill person being onboard the vessel. Because of these reasons, the vessels should carry a minimum of basic first-aid equipment to begin care. For jurisdictions providing higher levels of care, they are free to exceed this list at will, but this list allows the basic life threats a marine firefighting vessel is likely to encounter in a rescued subject, or fire service member, to be initially treated by those personnel onboard the vessel.
