1 7.4 CD/12 (Landlord Oil Installation Safety Check) General This form has been devised at the request of Registered Technicians, Tenants and Property Agents and can be completed at the request of a Landlord or Tenant where there is a need to verify an installations compliance with the Building Regulations, Health & Safety and Efficiency Regulatory Requirements. It is to be noted that the completion of this form should not require intrusive work to be carried out on the installed equipment and does not negate the need for equipment to undergo scheduled periodic maintenance. Information recorded should reflect the operational condition of the equipment at the time that the technician was in attendance Filling in the Report Complete the report with the following information: 1. Complete the tenants name, address and telephone number. 2. Complete the landlord/agents name, address and telephone number. 3. Record the technician s name and company details. 4. Record the following: Appliance owner and location. Appliance make, model and any serial number. Burner type, make and model number. Type of tank installed. Flue type installed. Type of fuel used (Class C2 kerosene, Class D gas oil or Bio-fuel). 5. Following the installation schedule, tick the appropriate box to indicate a pass or fail and identify where any parts have been fitted or replaced and note any observations. i.e. parts showing signs of wear 6. Detailed comments of any non-compliances or remedial work to be completed to enable the installation to comply with the requirements of Building Regulations, Control of Pollution and British Standards. Also, indicate whether a warning sticker has been issued and recommend a future course of action. 7. It is important to keep a record of the combustion analysis results. If tested electronically, a print-out should be attached to all copies of the report. 8. Identify if there is any evidence to suggest the appliance has been serviced within the last 12 months (such as an OFTEC CD/11 form) and tick the appropriate box. 9. Identify the status of the person receiving the report and insert details accordingly and obtain their signature and leave them the top copy. 10. 3 7.5 CD/14 (Warning & Advice Notice) General This form can be used to formally notify oil users and/or persons responsible for oil-fired equipment of potential and immediate risks associated with their installations. It should be issued alongside the OFTEC Warning Stickers, which are detailed in sub-section Filling in the Notice Complete the notice with the following information: 1. Insert an optional reference number. This is a number of your choice, which may be a unique customer identification number. 2. Insert the customer/site details, your name and your Technician OFTEC Registration Number. 3. Insert your company details, your Company OFTEC Registration Number and your company telephone number. 4. Insert details of issues identified with the associated oil installation. Next to each issue or group of issues, insert PR or IR in the Risk category box to indicate whether they are Potential Risks or Immediate Risks. For further information on how different risks are categorised, please see the OFTEC Procedures section of Technical Books 3 and Tick to indicate whether warning labels (i.e. OFTEC Warning Stickers) have been affixed to the associated equipment. 6. Identify the status of the person receiving the notice, insert details accordingly and obtain their signature. 7. 5 7.6 Work Notification Introduction Local Authority Building Control must be notified of any oil firing storage, installation and commissioning works undertaken in the following regions: England and Wales; Northern Ireland; Jersey; Guernsey; Isle of Man. Details on how to notify work can be found in OFTEC Technical Books 3 and 4. At the time of print, works undertaken in Scotland and the Republic of Ireland do not require notification. 6 FAULT FINDING 8.1 General Approach to Fault Finding Introduction This section is intended to help the service technician to come to a correct diagnosis of the cause of malfunctioning of an appliance. It must be appreciated that it is impossible within the scope of a manual such as this, to deal with more than the most common faults. The usefulness of the procedures outlined, however, will be extended if they are used as pointers to the diagnosis of more unusual causes of breakdown. Further information is given in Section 4. The value to the service technician of a thorough knowledge of burner equipment cannot be over-emphasised, and the procedures are no substitute for such knowledge Avoidance of Pre-conceptions It is advisable not to come to any hard and fast conclusion on the basis of information given by a third party. Time can be saved, and a better impression given, by reserving judgement until after an on-site examination which, conducted logically and patiently, avoids false conclusions. DO NOT FALL INTO THE COMMON ERROR OF LOOKING FOR THE MORE COMPLICATED CAUSES OF FAULTS BEFORE ELIMINATING THE POSSIBILITY OF A SIMPLE CAUSE On-site Interrogation Whenever possible, ask questions phrased so that the non-technical person can understand them. The following are usually most rewarding: When did you first notice problems? When was the appliance last serviced? Has the burner given trouble since the previous service call? Has there been a recent delivery of oil? Has any attempt been made to relight the appliance? Has the oil control valve been knocked or tampered with? Other questions may be prompted by information given by the customer and by any previous experience of the installation or any other similar installations. It is always profitable to try to obtain as much relevant information as is possible by this method before proceeding Initial Procedure An outline of an initial structured fault finding procedure is given in Section Page 1 Section Edition
