International Fire Marshals Association 3. Approval of Minutes. The minutes of the March 31, 2010 meeting were approved with the correction that the attendance record be revised to show that Jake Pauls was absent. 4. Liaison Reports. Shane Clary reported on the Signaling Systems project. NFPA 72 is in the Annual 2012 revision cycle. Approximately 800 proposals were received. ROP meetings are scheduled for late January in San Diego. Pre-ROP meetings were held in Fall Further work is expected on the chapter on Emergency Communications (mass notification) that was added to the 2010 edition. A new chapter is expected on Documentation. NFPA 720 is processing a Tentative Interim Amendment to address carbon monoxide detection in other than 1- and 2-family dwellings. Bill Koffel reported on the Automatic Sprinkler project. NFPA 13, 13D and 13R are in the Annual 2012 revision cycle. ROP meetings are scheduled for February. Two issues related to NFPA 101/5000 will be addressed by the Installation Criteria TC: (1) exempting sprinklers from elevator machine rooms where elevators are used for occupant-controlled evacuation, and (2) exempting sprinklers from health care in-patient room clothes closets (not storage closets) where the room sprinkler discharge can reach the back wall of the closet where the closet door is open. TIAs regulating antifreeze solutions in residential sprinkler systems will be considered by the Standards Council at its February 28 March 1 meeting and address (1) limits on percentage of antifreeze such that propylene glycol will not be effective in deep freeze climates, (2) antifreeze solutions will need to be purchased premixed, and (3) test requirements will be added to NFPA 25 for measuring percentage concentration. Jim Lathrop reported that NFPA 99 for Health Care Facilities is being revised on the same Annual 2011 cycle as NFPA 101/5000. NFPA 99 is expected to extract from NFPA 101 the exemption for sprinklers from health care in-patient room clothes closets (not storage closets) where the room sprinkler discharge can reach the back wall of the closet where the closet door is open. 4 5. Review of Actions TCC Can Take. Staff reviewed the actions that the TCC could take at the ROC stage. 6. Generation of TCC Notes and Release of NFPA 101 ROC. Each of the 365 comments on NFPA 101 received consideration. TCC Notes were generated on 66 of the comments. A letter ballot on the TCC notes and on the release of the ROC was to be distributed within a day or two of the meeting. 7. NFPA 101A Revision Cycle Update. NFPA 101A, Guide on Alternative Approaches to Life Safety is in the Annual 2012 revision cycle. It is processed one year after NFPA 101 so that it can reflect the current requirements of NFPA 101 in the NFPA 101A Fire Safety Evaluation Systems (FSES) chapters. The more significant changes being processed include expanding the Board and Care (B&C) Occupancy FSES to measure equivalency for existing, large, impractical evacuation capability facilities. Prior to the 2012 edition of NFPA 101, Code users of Chapter 33 for existing B&C occupancies were directed to (1) the health care occupancy chapter for existing limited care facilities, or (2) to Chapter 32 for new B&C occupancies to address existing, large, impractical evacuation capability facilities. The 2012 edition of NFPA 101 will address existing, large, impractical evacuation capability facilities in Chapter TC Chair Reports on Work Areas for 2015 Revision Cycle. Fundamentals (SAF-FUN) Chip Carson Atrium as an occupancy separation Fire Protection Features (SAF-FIR) Eric Rosenbaum Quantification of leakage at smoke barriers and fire barriers Use of active fire protection systems (e.g., automatic sprinklers) to achieve a fire resistance rating Means of Egress (SAF-MEA) Jim Lathrop Definition of Exit Exiting within super-secure buildings (shelter-in-place) Exiting into courtyards Exits within an atrium Evaluation of the requirements for existing buildings (reality check) Residential Board and Care (SAF-BCF) Chad Beebe Carbon monoxide detection Residential (SAF-RES) Warren Bonisch Visit-ability Evaluation of whether dormitory requirements should be in separate chapters from hotels SAF-AAC ROC Meeting Minutes / Page 4

Other Business. Processing of 2015 Editions of NFPA 101 and NFPA It is expected that the processing of the 2015 editions of NFPA 101 and NFPA 5000 will be done under the new revision process that uses input (rather than public comments), first draft (rather than ROP), second draft (rather than ROC), and all changes are made to the living document such that only changes are balloted. Divergence in Requirements of NFPA 101 and NFPA Many changes have been made to NFPA 101 that were not made to NFPA 5000 because no proposals/comments were received on the issue for NFPA The TCC favors a process where staff generates draft TC proposals for NFPA 5000 on subjects raised by public proposals on only NFPA 101. Similarly staff would generate draft public comments for NFPA 5000 on subjects raised by public comments on only NFPA 101 but for which the subject had been raised on NFPA 5000 at the ROP stage. It was agreed to wait to see what effect the new revision process will have on the subject. Retail Sale of Fireworks. The issue was addressed during this revision cycle by the Means of Egress TC. Subject removed from agenda. Health Care Summit Issues. Issues to be addressed during next revision cycle by the Health Care Occupancies TC. ASME Elevator Symposium. Issue will be further addressed during the next revision cycle by the Means of Egress TC. The material on occupant-controlled SAF-AAC ROC Meeting Minutes / Page 5
6 evacuation elevators is being moved from Annex B to the end of Chapter 7 Means of Egress for the 2012 edition. International Conference on Stairway Usability and Safety. Jake Pauls reported that the conference will be held June 9-10, 2011 in Toronto. Information is available at Future Meetings and Revision Schedule Update. The TCC asked to meet in a joint teleconference with the NFPA 5000 TCC in March 2012 for the purposes of a kick-off for the 2015 revision cycle and direction setting for the TCs. The TCC will meet in a face-to-face meeting in March of 2013 to address the ROP (which might at that time be called the first draft ). 11. Adjournment. The meeting was adjourned at 10:35 AM.
