1 Page: 1 BUSINESS PLAN CEN/TC 197 PUMPS EXECUTIVE SUMMARY Pumps are widely used in industry and facilities applications at a worldwide level. European pumps production represents a prime part of of the worldwide global volume. CEN/TC 197 is responsible for the standardization on general process pumps mainly and handles a portefolio of 29 European standards and 3 technical specifications dealing with safety, testing, performance features among others. When relevant, projects under study are commonly developed with ISO organisation under Vienna agreement to get widespread efficient EN ISO standards. European mandates and energy consumption concerns currently drive the activity of the TC aiming at bringing harmonized standard solutions to EC regulations or directives provisions.

2 Page: 2 1 BUSINESS ENVIRONMENT OF THE CEN/TC Description of the Business Environment The following political, economic, technical, regulatory, legal, societal and/or international dynamics describe the business environment of the industry sector, products, materials, disciplines or practices related to the scope of this CEN/TC, and they may significantly influence how the relevant standards development processes are conducted and the content of the resulting standards: The CEN/TC 197 pumps, founded in 1989, is responsible for the standardization of liquid pumps (e.g rotodynamic and positive displacement) used in facilities within liquids production or transportation processes. It also addresses, when relevant, equipment using pumps (e.g. circulators, water jet machines in which pumps are used to generate pressure) and accessories dedicated to pumps. Are excluded from this scope: concrete pumps, pumps for firefighting systems (see CEN/TC 191), pumps and accessories for petrol application (see CEN/TC 12), pumps used in hydraulic fluid power, fuel injection pumps (see CEN/TC 47, CEN/TC 137), pumps intended for household and similar purposes (see CENELEC/TC 61). Over the 20 years since its foundation, CEN/TC 197 has established a collection of 29 European standards and 3 technical reports. These publications address all the various features commonly standardized on products, such as safety, testing and performance, design and installation recommendations. 13 out of the 29 European standards have been commonly developed with ISO and its mirror committee ISO/TC 115 pumps as a result of endeavors to streamline the efforts of development of efficient and worldwide recognized standards. Apart from maintenance of current portfolio of standards to stick to the state of the art, CEN/TC 197 activity is driven by the challenges raised by European directives and regulations: Machinery Directive (2006/42), Construction Products Regulation (305/2011), and more recently: Energy Efficiency Directive (2012/27), Ecodesign Directive (2009/125). Mandates are submitted from the European Commission to CEN and are forwarded to CEN/TC 197 to produce harmonized standards to give conformity to these Directives or Regulations. In particular, environmental concerns dealing with energy efficiency, environmental product declaration or forthcoming ecodesign measures in connection with energy related product directive are the current challenges that CEN/TC 197 has nowadays to face. Manufacturers associations like EUROPUMP are essential partners of the CEN/TC 197, preparing the pre-standards and guidelines for the application of EC-Directives. 1.2 Quantitative Indicators of the Business Environment The following list of quantitative indicators describes the business environment in order to provide adequate information to support actions of the CEN /TC: The economic value of the standards drafted in CEN/TC 197 is considerable but as a rule cannot be expressed directly as a quantity. Nearly all industrial sectors of the economy use pumps: water treatment facilities, oil & gas industries, power generation, HVAC, chemistry, agrofood Pumps size and range are wide and can be off-the-shelf or completely tailored products. Major markets for pumps are: Americas 20%, Europe 28%, Middle East 9%, Asia 33% (source EIF Market Report 2012).

3 Page: 3 In 2008, the production of pumps and compressors represented 5.4 % of total EU 27 mechanical engineering sector production. This industry grew much stronger than total mechanical engineering since 1995 and, in addition, the sector did not suffer a breakdown comparable to other subsectors of ME during the financial crisis and has already reached former heights. Offer an up-to-date portfolio of standards on pumps and their accessories bringing solutions required by the market preventing barriers to trade throughout Europe 2. Support European legislation bringing harmonized standards to directives and regulations. 3. Harmonize, when relevant, worldwide approach of all the subjects related to pumps and pumping systems (safety, denomination and specifications, testing, energy management, application) in parallel with ISOTC115 pump according to Vienna Agreement.

4 Page: 4 3 PARTICIPATION IN THE CEN/TC All the CEN national members are entitled to nominate delegates to CEN Technical Committees and experts to Working Groups, ensuring a balance of all interested parties. Participation as observers of recognized European or international organizations is also possible under certain conditions. To participate in the activities of this CEN/TC, please contact the national standards organization in your country. 4 OBJECTIVES OF THE CEN/TC AND STRATEGIES FOR THEIR ACHIEVEMENT 4.1 Defined objectives of the CEN/TC Current objectives are to: 1. Develop new standards in connection with current challenges, among others: specific product measures linked to ecodesign Directive 2009/ Maintain the current portfolio of standards and revise it if necessary 3. Use, when relevant, the Vienna Agreement to get international EN ISO standards 4.2 Identified strategies to achieve the CEN/TC.s defined objectives. For any new project of standardization led by CEN/TC 197, the strategy is to create a dedicated working group headed by a secretary and a project leader which shall conduct the development of the project. The working groups are disbanded as soon as the project is over, due to publication or work abandon. Currently, two working groups are active: 1. WG1 dedicated to circulators 2. When relevant and depending on the topic of the standard to be revised or developed, a specific attention shall be drawn on energy efficiency, efficient and sustainable use of materials and utilities, emissions, noise/vibration, wastes. Each new item to be registered in CEN/TC 197 work program shall answer to the question whether or not it addresses these specific concerns. 5 FACTORS AFFECTING COMPLETION AND IMPLEMENTATION OF THE CEN/TC WORK PROGRAMME The topics addressed by projects run by CEN/TC 197 are often complex, especially when they deal with mandates from EC in connection with Directives (e.g. ecodesign Directive) or Regulations (e.g construction products in contact with water intended for human consumption). As a result, the development of such projects is often very long and unpredictable. Availabilities of experts, efficiency of working group to produce projects according to CEN drafting rules and sophisticated development tracks are also factors affecting completion and implementation of the TC work program.
