2 What are Dimming Ballasts + Basic Controls? Dimmable ballasts offer the potential to reduce energy consumption through smarter operation of fluorescent lamps by reducing wasted energy from over-lighting spaces. Dimming ballasts enable fluorescent fixtures to be dimmed continuously, resulting in energy savings and improved work experience for end-users. By incorporating building controls like photosensors and occupancy sensors, users can achieve the full savings potential. There are three primary control strategies for using dimmable ballasts to save energy: Tuning: Reduced light output to avoid over-illumination that can be achieved by: o Factory preset reduction in light output level; or o Field set permanent reduction in light output level. Occupancy sensors (vacancy sensors): Sensors complying with Title-24 section 119[A], used to dynamically adjust light levels based on occupancy in an area. Daylight Harvesting: Use of photocells to sense natural sunlight in an area and to then dim or shut down lights if enough daylight is present. 2

3 Why install Dimming Ballasts + Controls? Key Enabling Technology: Dimming ballasts allow linear fluorescent fixtures to be used with both advanced & basic controls, as well as with automatic demand response systems. Customers can capture energy and bill savings from reduced light levels with the ballasts and decreased hours of operations with the controls Title 24 Readiness: Due to Title 24 changes, some aspects of these measures will be required in 2014; this program is meant to help prepare customers by providing an incentive for retrofits. Customer Energy Savings Potential: 11 to 56 watts per fixture Customer Bill Savings Potential: At least $13 per year and $116 over the effective useful life of the product 5-year payback 3

5 What is CALCTP? The California Advanced Lighting Controls Training Program (CALCTP) is a statewide initiative to educate, train, and certify licensed electrical contractors in the proper programming, testing, installation, commissioning, and maintenance of lighting control systems. What is the benefit of a CALCTPcertified installation? Through proper installation practices, lighting controls have the potential to improve energy efficiency in commercial facilities and help achieve significant energy and bill savings. 5

6 CALCTP Bonus Rebate If products are installed by a CALCTP-certified contractor, the sensor installations are eligible for a bonus rebate. The bonus rebates are noted below and must be applied for in addition to the companion core dimming ballast measure. 8 Equipment Requirements Equipment must be either: New T8 or T5 linear fluorescent fixture with a dimming ballast included replacing a fixture with fixed-output ballasts; or Dimming ballast installed as a retrofit in a T8 or T5 linear fluorescent fixture replacing a fixed-output ballast. Ballasts must be Consortium for Energy Efficiency (CEE) listed dimming ballasts. Existing controls must be basic on-off (bi-level) switching only, with no other controls in use. 8

9 Existing fixture BF Tuning Requirements Dimming ballast must be installed with a maximum output equivalent to at least a 20% power reduction (tuning). Tuning requirement depends on the ballast factors of the existing and new ballasts, as presented in the following table: Table-1. 10 Program Requirements Installations from September 1 to December 31, 2013 are eligible for these measures, pending budget restrictions, on a first-come, firstserved basis. Rebates greater than $10,000 must be pre-approved by Program Manager Contractor must submit each of the following with applications: Specification sheets for all installed ballasts & sensors Invoice that includes the number of ballasts removed and the number of sensors and ballasts installed, as well as notation of task tuning The number of ballasts installed cannot exceed the number of ballasts removed. Sensors may control one or more ballasts. These measures cannot be combined with other Occupancy Sensor measures. Customers are required to fill out and sign the Payment Release Authorization on the Rebate Application to assign the rebate to the installing contractor directly. The customer must be a non-residential PG&E electric customer. 10
