1 July 2016 AURORA PUBLIC SCHOOLS EMERGENCY PROCEDURES GUIDEBOOK APS EMERGENCY NUMBERS: APS Security Dispatch or APS RESPONSE PLAN: Site calls 911 as appropriate Site calls APS Security at or Security Dispatch notifies APS Incident Response Team (IRT) IRT responds as appropriate KEY INFORMATION YOU WILL BE ASKED TO PROVIDE WHEN CALLING: Your name and location Nature of the emergency Location of emergency in building or on property Is anyone injured? 2 KEY INFORMATION PRE-EMERGENCY Know APS Lockdown, Lockout, Tornado/Shelter and Evacuation plans Call APS Security Dispatch before any fire/lockdown/lockout or tornado drills Complete the online Emergency Procedures Drill report form Have keys, radios, class lists, grade book, special needs/medical information and other appropriate supplies for your area of responsibility accessible and mobile so you can take those items when you leaving your work area Remember to complete an Incident Report after the event and send this report to the Legal Office Any staff member can call 911 and put the school into a Lockdown or Lockout if a serious threat exists Understand that the Communication Department is the authorized point of contact for media inquiries. They will support you and your site with any contact from reporters. You can tell the media that they can contact the Communication Department for information on the event, and for coordination of interviews on camera or otherwise. The Communication Department can be contacted at The Incident Response Team is trained to respond and assist with critical incidents at your site. Their mission is to assist you when help is needed. To obtain their help, call the APS Security Dispatch at Identification: All APS employees should have their district identification on at all times All secondary students should have their district identification on at all times All volunteers should have their volunteer identification on at all times All visitors should have a visitor badge on at all times All visitors should sign in and out of the building and provide keys or an ID in exchange for a visitor badge

3 Lockdown, Lockout and Evacuations General Lockdown Procedures Announce over the PA system that your site is going into Lockdown or Lockout and follow procedures depending on the level of Lockdown or Lockout implemented. (See Lockdown/Lockout levels guidelines in the back of the flipchart) Do not use code words Call 911 and the APS Security Dispatch at or Wait for the Site Administrator, the APS Incident Response Team, APS Security, or the Aurora Police Department to call an All Clear General Evacuation Procedures Call 911 if appropriate Announce over the PA system that your site is going to evacuate the building Call the APS Security Dispatch at or Gather evacuation materials to include keys, class lists, grade books, essential medicines, special needs/medical information, cell phone, radio, visitor sign in logs, Go-Kits, restraining order information and emergency contact information Evacuate according to site plans Take attendance and report any missing students or staff members Staff and student cell phones should not be used until the situation is resolved Wait for instruction from the APS Incident Response Team, Campus Safety Offi cers or the Aurora Police Department for next steps or the All Clear to return to the building APS Drill Requirements Evacuation/Fire Drills: Two drills in the first two weeks of school, followed by eight additional drills over the course of the school year. One drill must be a hazardous chemical drill. Schools with kindergarten may conduct one drill in the first two weeks of school and one drill when kindergarten starts two weeks later. Lockdown/Lockout: Two drills per year with one drill being a Lockdown Red drill. The Lockdown Red should be conducted at the beginning of the school year. Tornado: One a year by April 15. Reporting Drills: Call the APS Security Dispatch at or and complete the online Fire/Tornado/Lockdown/Lockout report form. If you have any questions about the online drill reporting process, contact Security Dispatch at Lockdown, Lockout and Evacuations

4 Unauthorized persons/weapons Person(s) With a Weapon A dangerous weapon is identified as: A firearm, as defined in section 18 U.S.C. sec 921(a)(3) is any weapon (including starter gun) which will or is designed to or may readily be converted to expel a projectile by the action of an explosive; (B) the frame or receiver of any such weapon; (C) any firearm muffler or firearm silencer; or (D) any destructive device; Any pellet or BB gun or other device, whether operational or not, designed to propel projectiles by spring action or compressed air; Fixed-blade knives with blades that measure longer than three inches or spring-loaded or pocketknives with blades that measures longer than three and one-half inches; and Any object, device, instrument, material or substance, whether animate or inanimate, used or intended to be used to inflict death or serious bodily injury. Bringing, carrying, possessing, and/or using, a firearm facsimile that could reasonably be mistaken for an actual firearm in a school building or in or on school property may also result in disciplinary/legal consequences. This exposure can be inside or outside the building to include drive-by shooting situations or students or intruders with a dangerous weapon If a person is identified as possessing a dangerous weapon, Call 911 and determine based on the weapon, location of weapon and behavior of person with the weapon, whether the building should go into a Lockdown or Lockout Call the APS Security Dispatch at or Remain in a Lockdown/Lockout status until notified by the Aurora Police Department, Security or the APS Incident Response Team Suspicious Person/Intruder If an employee identifies a suspicious person in the building, they should approach the person and ask their reason for being in the building The suspicious person should be escorted to the primary entrance and if a valid purpose is provided, the person should sign in as a visitor and receive a badge If the suspicious person does not have a valid reason for being in the building, they should be asked to vacate the property If they will not vacate the property, they become an intruder Determine if the building should go into lockdown and communicate this to staff members based on the risk by the intruder Call 911 if appropriate Call the APS Security Dispatch at or Communicate and engage with the Aurora Police Department, Campus Safety Officers and/or the IRT to eliminate the threat Unauthorized Persons/ Weapons

5 Missing Person/ Animal Threats Search the building and grounds for the student and review the building security cameras to see if they show the student exiting the school either alone or with a stranger Review the student records to determine whether there is a history of custody issues If the student is not located contact the Aurora Police Department After police have arrived, work with law enforcement on contacting parent/guardian If a non-custodial parent arrives on site requesting the release of a child that they do not have custody of, call 911 and APS Security Dispatch at or If there is a restraining order against them, call 911 and APS Security Dispatch at or Move staff and students to a safe place away from the animal threat Call APS Security Dispatch at and report the description of the animal and last known location APS Security Dispatch will call Aurora Animal Control and/or Law Enforcement Do not try to scare the animal away as the animal may become alarmed and react aggressively Animal Threat Restraining Orders Note: Be prepared to provide the following information to the Aurora Police Department: your name and position, your phone number, student s name, gender, age, grade level, when and where student was last seen, clothing description of student, any special needs, parent/guardian name, address, phone number(s), school name and location, names of close friends of the student, suspect s name if known/necessary, description of suspect vehicle including license plate. Use the public address system and ask the student to report to the main office, Your attention please. Would John Smith please come to the main office? Call APS Security Dispatch at or and provide them with student s name, gender, age, grade level, when and where student was last seen, and if possible a clothing description If it is suspected that a non-custodial parent, stranger, or other person without parental consent, has removed a student from school premises, during an activity in the community, or if a student is reported missing, use the following to guide the response: Missing Person/ Animal Threats

6 Accidents/Abuse/Assault Student, Parent and Community Member Accidents Call 911 if necessary Call the APS Security Dispatch at or Do not move the person Do not accept any responsibility for the accident or injury Notify the Building Administrator and the School Nurse/Health Para-educator of the situation Notify the parents/guardian immediately and explain what occurred and if paramedics are in route Fill out student accident report form. (Send to the Risk Management Department, ESC 1) Do not offer to pay or reimburse the parent/guardian for any ensuing, current or future medical costs If contacted by an attorney at any time, refer them to Risk Management at or Child Abuse Reporting Do not investigate any suspicion of child abuse; leave this to the proper authorities It is your responsibility to report any suspicions or knowledge of child abuse to the Aurora Police Department if the abuse is suspected to have occurred outside of the child s home If the abuse is suspected inside the child s home, then the appropriate county human services department should be contacted Reports of suspected abuse or neglect should be made on the child abuse/neglect form available through the district warehouse and, to the extent possible, shall include all information requested on the form Abuse should be reported regardless of whom is abusing the child/student Sexual Assault Remove the students/staff and secure the area immediately, or move the victim to a secure private area Assign a staff member of the same sex to stay with the victim Contact the site administrator Site administrator will contact the Security Director at Assign someone to meet law enforcement/emergency medical personnel Facilitate an appropriate investigation as guided by the Aurora Police Department Remember to complete an Incident Report after the event and send this report to the APS Legal Offi ce. Accidents/Abuse/Assault

7 Fire/Gas Fire Safety If a fire is identifi ed at your site, activate the nearest building alarm and notify the building supervisor Extinguish a small fire by using the nearest fi re extinguisher Call 911 Call APS Security Dispatch at or If an evacuation is necessary, use your site evacuation procedures After evacuating, keep the students and staff to a minimum of 300 feet from the building Adhere to all fire department instructions and orders No one may re-enter the building until the All Clear has been announced by the fi re department or otherwise instructed by the site administrator Remember to complete an Incident Report after the event and send this report to the APS Legal Offi ce Gas Emergencies Evacuate immediately. Do not activate fire alarms. Do not turn off lights and leave all other switches and equipment as they are Immediately follow the building evacuation plan Call 911 from outside the building Call the APS Security Dispatch at or via a cell phone outside the building Do not re-enter the building until the Aurora Fire Department and/or M & O gives the All Clear Remember to complete an Incident Report after the event and send this report to the APS Legal Offi ce Fire/Gas

8 Bombs and Bomb Threats A bomb threat is a threat that an explosion of some type will occur. The threat may be delivered in writing, by , video, telephone etc. DO NOT use two-way radios or cell phones to communicate if you have a report of a bomb in your building. Bombs can be set off by radio signals Bomb Threat by Phone: Leave phone off the receiver in order to preserve connection When a bomb threat is received, utilize the Bomb Threat Report form EBCC-R and fill in as much information as possible on the form Inform the Principal/Site Administrator Call 911 from a phone other than the one the bomb threat was received on Call the APS Security Dispatch at or Building administration will designate staff to look for suspicious objects. Staff members should not touch or move suspicious items. If suspicious items are found, secure the area around the item Building administration is responsible for determining if evacuation is necessary due to bomb threat Evacuation areas should be open areas which can be visually inspected for secondary devices. (Open fi elds, empty or near empty lots at least 1000 ft from the building). Evacuation areas will be searched for secondary devices prior to use or occupation If Building administration did not evacuate when the threat was received and a suspicious package/object is found then APD is responsible for the decision to evacuate Bomb Threats received by fax/ Maintain and/or print a copy of the threat. Don t use the fax machine. Don t close or power down any machine. Do not respond to the message Bomb Threats received by letter: Stop handling the letter as soon as possible. Protect the letter and envelope from contamination and turn over to law enforcement Bombs and Bomb Threats

9 Weather Issues General Tornado Procedures Tornado Watch means conditions are right for a tornado to occur; no immediate action is required but be prepared to take action if necessary Tornado Warning means a tornado is occurring and immediate action is required Each site has a weather radio that will provide information on severe weather. In addition, the City of Aurora also has a siren system that will alert residents of severe weather. Staff should also consider downloading a weather app on their phone or sign up for weather alerts from local media Upon notifi cation of a Tornado Warning, all staff and students including staff and students in the main office and mobiles should move inside the main building to their designated shelter area. Invite parents who are outside at the time of the warning to come in for shelter. Once in your shelter area, no one is to be monitoring the front door to allow other parents to enter the school. Parents already inside the building are allowed to take their children with them if they choose to leave the building. Shelter areas should be away from windows and other areas with glass. If shelter area has windows, move staff and students away from the windows and sit down on the floor behind desks/tables. The All Clear signal from an IRT page will be sent out when the storm passes Lightning Exposure lightning subsides Follow the rule of thumb for lightning, When you see it, fl ee it. Do not use telephones, cellular phones or other communication devices (radio) unless absolutely necessary. Turn off television sets and computers If lightning is identifi ed while outside, go back into the building until the The Building Administrator will determine if it is safe to leave or if students and staff should stay in the building If it is unsafe to leave the building at dismissal time, contact with parents will be required and can be coordinated with communication services If you are unable to get inside: tall object could carry lightning Do not stand under trees or metal towers If you are in a wooded area; look for shelter in a low place with small trees If you are out in the open; go to a low place like a valley, ditch or ravine Get off elevated hills and don t stand in open fields where you are a Get away from water, metal equipment, e.g., motorcycles or bicycles Stay away from metal fencing, pipes, railings or anything metal which Do not lie flat on the ground, stay in a crouched position on the balls of your feet with your hands on the top of your head Weather Issues

10 Hazardous Materials If you suspect a harmful substance has been release or spilled, do not attempt to clean it up. Secure the area around the substance and leave the area Contact your site administrator with information on the material and location of the spill Call 911 if appropriate Call the APS Security Dispatch at or APS security will contact the district Environmental Compliance staff If the Aurora Fire Department and/or HAZMAT team responds, they may decide that an entire building evacuation is required If evacuation is required, follow your evacuation plan and be at least 300 feet from the building The Aurora Fire Department will determine when an all clear can be called and allow you to re-enter the building Complete Incident Report Form and to the APS Legal Office Understanding the materials that you work with is the best way to avoid an incident and respond appropriately when a product is spilled. 11 Asbestos/Body Fluid Exposure Asbestos Make sure the students and staff remain safe by removing them from the immediate area Inform principal/site administrator Call APS Security Dispatch at or and report there is a suspected asbestos or PCB contamination. * APS Security will contact the district Environmental Compliance staff DO NOT attempt to clean up or further disturb material Attempt to isolate the material when leaving the room by shutting doors, windows, etc. However, do not re-enter the area of the spill to take these measures Complete Incident Report Form and the APS Legal Offi ce. * PCB contamination most commonly associated with leaking transformers and ballasts Body Fluid Exposure Your school custodian should be familiar with safe cleanup and disposal procedures. If possible, ask him/her for assistance. Avoid getting another person s body fluids into eyes, mouth, open sores or wounds Inform principal/site administrator If you or a student are exposed, rinse affected area immediately, wash with soap and water, and report exposure to building principal and nurse immediately See the Blood borne Pathogen Program guide for more information about related exposure and clean up issues Complete Incident Report Form and to the APS Legal Offi ce Asbestos/Body Fluid Exposure

12 Emergency Communications Be sure to present the facts and do not speculate Keep staff and parents informed as promptly as possible Call the Communication Department about the incident Sample parent letters in English and Spanish can be accessed at Team members serve as the spokespersons for all official information with all media entities or they will prepare other staff representatives for media interviews As needed, distribute information about the emergency to the media, staff and community members Work with the police and/or fire spokespersons, including organizing media conferences, to disseminate information to the media so there will be a consistent message Provide the public with factual updates during the crisis Responsibilities of Communication Services Building Communication The APS Communication Department is available to support you during an emergency. The Communication Departments Chief Communications Officer is a member of the Incident Response Team. If you call the APS security office, the Communication Department will be notified.
