1 REPORT TO COUNCIL DATE: August 1, 2006 REPORT NO.: FD SUBMITTED BY: Gordon (Shorty) Smith FILE NO.: Fire Chief SUBJECT: Fire Department Response and Activities July 2006 Emergency Responses: July hrs Engine 1 responded to a vehicle fire on the Arras road. Fire fighters extinguished an abandoned unregistered vehicle. The fire was extinguished and the RCMP was notified. July Rescue 5 responded to an MVI on Highway 2. Fire fighters assisted the RCMP with one patient until the BCAS arrived on scene. July hrs 0- Rescue 5 responded to a report of a MVI. Fire fighters arrived on scene to find a young boy had put a vehicle into gear and fell out of the vehicle. Fire fighters took over patient care until the BCAS arrived on scene. July hrs - Rescue 5 responded to an MVI. Fire fighters assisted the BCAS with one patient. The truck that the patient was driving had left the road and hit a guide wire on the power pole. Power was out for a short time in parts of the city. July hrs Rescue 5 responded to a MVI. Fire fighters assisted the BCAS with two patients that had rolled a vehicle down an embankment. Once the two patients were loaded into the ambulance one fire fighter drove the ambulance to the hospital while the paramedics worked on the patients. July hrs Engine 1 responded to a request from the BCAS for an assist. Fire fighters assisted the BCAS in removing a patient form a third floor apartment building. July hrs Rescue 5 responded to a report of an MVI within the city limits. Fire fighters assisted the RCMP with two patients from two vehicle involved in the incident. Fire fighters ensured the scene was safe before retuning to the station.

Fire fighters found that someone had poured gas from a gerry can down the alley and lit it on fire. Fire fighters extinguished the fire. July hrs - Engine 2 responded to alarms ringing. Fire fighters discovered that some water had entered a smoke alarm and activated the alarms. Fire fighters could not reset the alarms and turned the building over to the owner. July hrs Rescue 5 responded to Pouce Coupe to assist their emergency responders with a hazardous material incident. A strong odour was present in a residence and fire fighters could not locate the source. Fire fighters turned the scene over to the Pouce Coupe emergency responders and returned to the station. July hrs Engine 2 responded to a report of a car fire on Highway 97. Fire fighters arrived and extinguished the fire. The owner was asleep in the car when a passer-by noticed the smoke and woke him up. The vehicle started to free burn once the driver was out of the vehicle. July hrs Rescue 5 responded to a MVI within the city limits. Fire fighters ensured the scene was safe and there were no liquids leaking from the vehicles. Once the vehicle had been moved fire fighters returned to the station. July hrs Engine 2 responded to a report of a structure fire. Fire fighters arrived on scene and discovered that an incinerator was being used and the smoke make it appear that a building was on fire. Fire fighters returned to the station after talking with the business manager. July hrs Engine 1 responded to a report of a vehicle fire on 227RD. Fire fighters extinguished a fully involved pickup. RCMP was on scene so once the fire was extinguished Engine 1 returned to the station. July hrs Engine 2 responded to a report of a vehicle fire. Fire fighters extinguished a fully involved vehicle in a parking lot. Once the fire was extinguished fire fighters fire fighters arranged to have a tow truck remove the vehicle. July hrs Engine 1, Tanker, and Command 8 responded to a report of a MVI and possible fire. Fire fighters arrived on scene and discovered that an old abandoned vehicle had been set on fire in a gully. Fire fighters had to extinguish the vehicle fire and the surrounding brush fire. July hrs Rescue 5 responded to assist ambulance with a patient who had rolled his ATV and injured himself. Firefighters assisted ambulance crew tend to the patient and remove him to the ambulance over the rough terrain. July hrs Engine 2 responded to a fire alarm at a commercial building. On arrival they found that BC Hydro was doing scheduled maintenance with the power to the building and due to a miscommunication the building owner failed to inform the alarm monitoring company.

On arrival firefighters determined the homeowner had extinguished a kitchen fire that had started from a burner left heating on the stove. Firefighters checked the house for fire extension and vented the smoke from the house to limit the smoke damage. The building was left in the care of the homeowner. July hrs Engine 2 and Command 8 responded to a report of a grass fire in the city. Firefighters located the fire and extinguished it. Firefighter reported no sign of any potential fire starters. July hrs Rescue 5 responded to a reported hit and run incident. On arrival firefighters found a skateboarder who had fallen from his skateboard and hit his head on the pavement. Firefighters confirmed that no further assistance was required and returned to station. July hrs Engine 2 responded to alarms ringing at a commercial building. Fire fighters entered the building and found a faulty detector had activated the alarms. Fire fighters contacted the building manager and turned the building over to her. July hrs Engine 2 responded to alarms ringing in a commercial building. Fire fighters investigated and found a smoke detector had malfunctioned. Fire fighters reset the system and returned to the station. July hrs - Engine 2 responded to alarms ringing in a commercial building. Fire fighters investigated and found a smoke detector had malfunctioned. Fire fighters contacted the city electrician and returned to the station. July hrs Engine 2 and FD8 responded to a fire in the Kin Park. Fire fighters extinguished a fire that had spread from the grass into some trees. July hrs Engine 2 responded to alarms ringing at a commercial business. When fire fighters arrived on scene they were informed that maintenance workers activated the alarms. Fire fighters returned to the station. July hrs Rescue 5 responded to a MVI with hazardous material on board. Fire fighters assisted the BCAS with one patient and then unhooked the battery cables on the truck. The liquid nitrogen on board was slowly leaking out and the truck company safety officer was in control of the product. July hrs FD 8 responded to a small grass fire near Highway 97. Fire fighters extinguished a 9 meter by 9 meter grass fire. July Engine 1, Tanker 3, FD 8 and Command 6 responded to a report of a grass fire. Fire fighters arrived on scene and found a shed also on fire. Fire fighters extinguished the shed fire and the surrounding grass fire.

When fire fighters arrived on scene they discovered that a back yard fire made it look like the hotel was on fire. Deputy Fire Chief asked the resident of the home where the fire was to extinguish it. July hrs Engine 2 was asked to assist the RCMP with cleaning up some blood after a stabbing. Fire fighter responded and assisted. July hrs Engine 2 responded to a report of a fire on the Imperial Access Road. Fire fighters found a jerry can on fire in the middle of the road. July hrs Engine 2 and Command 8 responded to a report of a grass fire. On arrival firefighters located a fire burning in some bush area heading for a structure in the trees. Firefighters intercepted the fire before it got to the structure and extinguished the fire in the brush. July hrs Engine 2 responded to alarms at a store. The employee on-site advised there had been a problem with the sprinkler system and that it was being worked on. The firefighter on scene assisted the maintenance staff to mitigate the problem to reset the alarm system. July hrs Engine 2 responded to alarms at an apartment building. On arrival firefighters determined the alarm company was servicing the alarm system. The alarm company staff was advised that in the future they are to inform the fire department when they are performing servicing. July hrs Engine 2 responded to a report of smoke coming from an abandoned structure. The firefighter was advised a crew working inside the building had started a generator in the building and the smoke was caused by the exhaust from the generator. July hrs Engine 2 responded to a request for assistance with an alarm system in an auto repair facility. Firefighters determined that sanding dust had set off a smoke detector. The owner was advised to contact the alarm company to have maintenance personnel replace the detector. July hrs Engine 2 and Command 8 responded to a report of a grass/brush fire. Firefighters located a fire burning near a tree house. The fire was extinguished and all units returned to the station. July hrs Rescue 5 responded to a report of a MVI involving power lines. RCMP members arriving on scene advised there would be no service required from the fire department so Rescue 5 returned to station. July hrs Rescue 5 responded to a report of a MVI. Fire fighters safetied the vehicle involved, assisted BCAS with the patients and returned to station. TOTAL OF 40 Calls

Training: Total of 70 hours of training conducted for the month Equipment: Command 7 went in for repairs to the electrical system. Meetings/Training: Set up ESS for Tumbler Ridge incident. A monthly officers meeting was held. Air show meeting PEP conference call Sharon Peterson Re: Employee evaluations Other Activities: 12 Career firefighters and 6 auxiliary firefighters with 7 pieces of apparatus attended the Air show to provide emergency standby and assistance. Other duties: 8 Burn Permits issued 125 School District #59 alarms were received and processed. 36 City business fire alarms were received and processed. 16 Fire alarm systems were tested. 11 General inquiries were dealt with. 1 Assist with fire alarm. 21 Pager and radio tests conducted with other departments. 6 Public Works/Public Assist issues 22 Emergency dispatches of PRRD fire departments. 2 School tours Respectfully submitted, Gordon Smith Gordon (Shorty) Smith Fire Chief
