Fire alarm, automatic sprinkler systems and stand-pipe systems shall be maintained in an operable condition at all times. Exceptions: 1. Where the premises have been cleared of all combustible materials and debris and, in the opinion of the fire code official, the type of construction, fire separation distance and security of the premises do not create a fire. 2. Where approved by the fire code official, buildings that will not be heated and where fire protection systems will be exposed to freezing temperatures, fire alarm and automatic sprinkler systems are permitted to be placed out of service and standpipes are permitted to be maintained as dry systems (without an automatic water supply), provided that the building does not have contents or storage, and windows, doors and other openings are secured to prohibit entry by unauthorized persons. 3. Where approved by the fire code official, fire alarm and automatic sprinkler systems are permitted to be placed out of service in seasonally occupied buildings: that will not be heated; where fire protection systems will be exposed to freezing temperatures; where fire areas do not exceed 12,000 square feet (1115 m2); and that do not store motor vehicles or ous materials Lease plan. In addition to the requirements of Section , a lease plan that includes the foling information shall be prepared for each covered and open mall building: 1. Each occupancy, including identification of tenant. 2. Exits from each tenant space. 3. Fire protection features, including the foling: 3.1. Fire department connections Fire command center Smoke management system controls Elevators, elevator machine rooms and controls Hose valve outlets Sprinkler and standpipe control valves Automatic Areas protected with automatic sprinkler systems and automatic fire-extinguishing system areas.systems Automatic fire detector zones Fire barriers.walls, fire barriers, fire partitions [BE] Security access turnstiles. Security access turnstiles that inhibit travel in the direction of egress utilizing a physical barrier shall be permitted to be considered as a component of the means of egress, provided that all of the foling criteria are met: 1. The building is protected throughout by an approved, supervised automatic sprinkler system in accordance with Section Each security access turnstile lane configuration has a minimum clear passage width of 22 inches (559 mm). 3. Any security access turnstile lane configuration providing a clear passage width of less than 32 inches (810 mm) shall be credited with a maximum egress capacity of 50 persons. 4. Any security access turnstile lane configuration providing a clear passage width of 32 inches (810

2 mm) or more shall be credited with a maximum egress capacity as calculated in accordance with Section Each secured physical barrier shall automatically retract or swing to an unobstructed open position in the direction of egress, under each of the foling conditions: 5.1. Upon loss of power to the turnstile or any part of the access control system that secures the physical barrier Upon actuation of a clearly identified manual release device with ready access that results in direct interruption of power to each secured physical barrier, after which such barriers remain in the open position for not less than 30 seconds. The manual release device shall be positioned at one of the foling locations: On the egress side of each security access turnstile lane At an approved location where it can be actuated by an employee assigned to the area at all times that the building is occupied Upon actuation of the building fire alarm system, if provided, after which the physical barrier remains in the open position until the fire alarm system is manually reset. Exception: Actuation of a manual fire alarm box Upon actuation of the building automatic sprinkler system or fire detection system, after which the physical barrier remains in the open position until the fire alarm system is manually reset International Building Code [F] Fire protection. Children s Children' s play structures shall be provided with the same level of approved fire suppression and detection devices fire protection systems as required for other structures in the same occupancy. [F] Automatic fire-extinguishing sprinkler systems. Buildings containing laboratory suites shall be equipped throughout with an approved automatic sprinkler system in accordance with Section Group H-2 or H-3 mixed occupancies. For a building containing Group H-2 or H-3 occupancies, the alable area shall be determined in accordance with Section , with the automatic sprinkler system increase applicable only to the portions of the building not classified as Group H-2 or H Group H-2 or H-3 mixed occupancies. For a building containing Group H-2 or H-3 occupancies, the alable area shall be determined in accordance with Section , with the automatic sprinkler system increase applicable only to the portions of the building not classified as Group H-2 or H Plumbing, mechanical and electrical components. Periodic special inspection of plumbing, mechanical and electrical components shall be required for the foling: 1. Anchorage of electrical equipment for emergency and standby power systems in structures assigned to Seismic Design Category C, D, E or F. 2. Anchorage of other electrical equipment in structures assigned to Seismic Design Category E or F. 3. Installation and anchorage of piping systems designed to carry ous materials and their associated mechanical units in structures assigned to Seismic Design Category C, D, E or F. 4. Installation and anchorage of ductwork designed to carry ous materials in structures assigned to Seismic Design Category C, D, E or F. 5. Installation and anchorage of vibration isolation systems in structures assigned to Seismic Design Category C, D, E or F where the approved construction documents require a nominal clearance of 1/4 inch (6.4 mm) or less between the equipment support frame and restraint. 6. Installation of mechanical and electrical equipment, including duct work, piping systems and their structural supports, where automatic fi re sprinkler systems are installed in structures assigned to Seismic Design Category C, D, E or F to verify one of the foling: 6.1. Minimum clearances have been provided as required by Section ASCE/SEI A nominal clearance of not less than 3 inches (76 mm) has been be provided between fire protecti on automati c sprinkler system drops and sprigs and: structural members not used

3 collectively or independently to support the sprinklers; equipment attached to the building structure; and other systems systems' piping. Where flexible sprinkler hose fittings are used, special inspection of minimum clearances is not required Surface-burning characteristics. Unless otherwise indicated in this section, foam plastic insulation and foam plastic cores of manufactured assemblies shall have a flame spread index of not more than 75 and a smoke-developed index of not more than 450 where tested in the maximum thickness intended for use in accordance with ASTM E84 or UL 723. Loose fill-type foam plastic insulation shall be tested as board stock for the flame spread and smoke-developed indices. Exceptions: 1. Smoke-developed index for interior trim as provided for in Section In cold storage buildings, ice plants, food plants, food processing rooms and similar areas, foam plastic insulation where tested in a thickness of 4 inches (102 mm) shall be permitted in a thickness up to 10 inches (254 mm) where the building is equipped throughout with an automatic fi r e sprinkler system in accordance with Section The approved automatic sprinkler system shall be provided in both the room and that part of the building in which the room is located. 3. Foam plastic insulation that is a part of a Class A, B or C roof-covering assembly provided that the assembly with the foam plastic insulation satisfactorily passes NFPA 276 or UL The smokedeveloped index shall not be limited for roof applications. 4. Foam plastic insulation greater than 4 inches (102 mm) in thickness shall have a maximum flame spread index of 75 and a smoke-developed index of 450 where tested at a minimum thickness of 4 inches (102 mm), provided that the end use is approved in accordance with Section using the maximum thickness and density intended for use. 5. Flame spread and smoke-developed indices for foam plastic interior signs in covered and open mall buildings provided that the signs comply with Section Open sides on walkway. Where the distance between the connected buildings is more than 10 feet (3048 mm), the walls at the intersection of the pedestrian walkway and each building need not be fire-resistance rated provided that both sidewalls of the pedestrian walkway are not less than 50 percent open with the open area uniformly distributed to prevent the accumulation of smoke and toxic gases. The roof of the walkway shall be located not more than 40 feet ( mm) above grade plane, and the walkway shall only be permitted to connect to the third or er story of each building. Exception: Where the pedestrian walkway is protected with a an automatic sprinkler system in accordance with Section , the roof of the walkway shall be located not more than 55 feet ( mm) above grade plane and the walkway shall only be permitted to connect to the fifth or er story of each building Fire suppression Automatic sprinkler system. In buildings that are equipped throughout with an automatic sprinkler system in accordance with Section , plastic light-diffusing systems shall be protected both above and be unless the sprinkler system has been specifically approved for installation only above the light-diffusing system. Areas of light-diffusing systems that are protected in accordance with this section shall not be limited International Residential Code R101.2 Scope. The provisions of this code shall apply to the construction, alteration, movement, enlargement, replacement, repair, equipment, use and occupancy, location, removal and demolition of detached one- and twofamily dwellings and townhouses not more than three stories above grade plane in height with a separate means of egress and their accessory structures not more than three stories above grade plane in height. Exception: The foling shall be permitted to be constructed in accordance with this code where provided with a residential fire an automatic sprinkler system complying with Section P2904: 1. Live/work units located in townhouses and complying with the requirements of Section 419 of the International Building Code. 2. Owner-occupied lodging houses with five or fewer guestrooms. 3. A care facility with five or fewer persons receiving custodial care within a dwelling unit. 4. A care facility with five or fewer persons receiving medical care within a dwelling unit.

4 5. A care facility for five or fewer persons receiving care that are within a single-family dwelling. R Common walls. Common walls separating townhouses shall be assigned a fire-resistance rating in accordance with Item 1 or 2. The common wall shared by two townhouses shall be constructed without plumbing or mechanical equipment, ducts or vents in the cavity of the common wall. The wall shall be rated for fire exposure from both sides and shall extend to and be tight against exterior walls and the underside of the roof sheathing. Electrical installations shall be in accordance with Chapters 34 through 43. Penetrations of the membrane of common walls for electrical outlet boxes shall be in accordance with Section R Where a fire an automatic sprinkler system in accordance with Section P2904 is provided, the common wall shall be not less than a 1-hour fire-resistance-rated wall assembly tested in accordance with ASTM E119, UL 263 or Section of the International Building Code. 2. Where a fire an automatic sprinkler system in accordance with Section P2904 is not provided, the common wall shall be not less than a 2-hour fire-resistance-rated wall assembly tested in accordance with ASTM E119, UL 263 or Section of the International Building Code. SECT ION R313 AUT OMAT IC FIRE SPRINKLER SYST EMS R313.1 T ownhouse automatic fire sprinkler systems. An automatic residential fire sprinkler system shall be installed in townhouses. Exception: An automatic residential fire sprinkler system shall not be required where additions or alterations are made to existing townhouses that do not have an automatic residential fire sprinkler system installed. R Design and installation. Automatic residential fire sprinkler systems for townhouses shall be designed and installed in accordance with Section P2904 or NFPA 13D. R313.2 One- and two-family dwellings automatic fire sprinkler systems. An automatic residential fire sprinkler system shall be installed in one- and two-family dwellings. Exception: An automatic residential fire sprinkler system shall not be required for additions or alterations to existing buildings that are not already provided with an automatic residential sprinkler system. R Design and installation. Automatic residential fire sprinkler systems shall be designed and installed in accordance with Section P2904 or NFPA 13D. R325.3 Area limitation. The aggregate area of a mezzanine or mezzanines shall be not greater than one-third of the floor area of the room or space in which they are located. The enclosed portion of a room shall not be included in a determination of the floor area of the room in which the mezzanine is located. Except ion: The aggregate area of a mezzanine located within a dwelling unit equipped with a fire an automatic sprinkler system in accordance with Section P2904 shall not be greater than one-half of the floor area of the room, provided that the mezzanine meets all of the foling requirements: 1. Except for enclosed closets and bathrooms, the mezzanine is open to the room in which such mezzanine is located. 2. The opening to the room is unobstructed except for walls not more than 42 inches (1067 mm) in height, columns and posts. 3. The exceptions to Section R325.5 are not applied. Where systems contain chemical additives or antifreeze, or where systems are connected to a nonpotable secondary water supply, the potable water supply shall be protected against backf by a reduced pressure principle backf assembly or a reduced pressure principle fire protection backf assembly. Where chemical additives or antifreeze is added to only a portion of an automatic fire sprinkler system or standpipe system, the reduced pressure principle fire protection backf preventer shall be permitted to be located so as to isolate that portion of the system. P Connections to automatic fire sprinkler systems systems. The potable water supply to automatic fire sprinkler systems shall be protected against backf by a double-check backf assembly, a double-check fire protection backf assembly, a reduced pressure principle backf assembly or a reduced pressure principle fire protection backf assembly. Exception: Where sprinkler systems are installed in accordance with Section P2904.1, backf protection for the water supply system shall not be required. P General. The design and installation of residential fire automatic sprinkler systems shall be in accordance with NFPA 13D or Section P2904, which shall be considered to be equivalent to NFPA 13D. Partial residential sprinkler systems shall be permitted to be installed only in buildings not required to be equipped with a residential sprinkler system. Section P2904 shall apply to stand-alone and multipurpose wet-pipe sprinkler systems that do not include the use of antifreeze. A multipurpose fire sprinkler system shall provide domestic water to both fire sprinklers and plumbing fixtures. A stand-alone sprinkler system shall be separate and independent from the water distribution system. A backf preventer shall not be required to separate a sprinkler system from the water distribution system, provided that the sprinkler system complies with all of the foling: 1. The system complies with NFPA 13D or Section P The piping material complies with Section P The system does not contain antifreeze. 4. The system does not have a fire department connection International Existing Building Code T ransoms. In fully sprinklered buildings with automatic sprinker systems of Group R-1, R-2 or R-3 occupancy, existing transoms in corridors and other fire-resistance-rated walls may be maintained if fixed in the closed position. Where systems are not under continuous pressure, the potable water supply shall be protected against backf by an air gap or an atmospheric vacuum breaker conforming to ASSE 1001 or CSA B

8 Reason: Across the I codes there are varying ways to describe an automatic sprinkler system. his proposal correlates several of the I codes to use the defined term of automatic sprinkler system. This als for a better understanding of the term and application. Other proposals have been submitted to make several sprinkler and fire protection correlations and improvements. Each section noted in this proposal has been changed to clarify what type of system is installed. In many cases, it is a simple deletion of the word "fire" or an added "automatic" and changes are to refer to the italicized term o f automatic sprinkler system as is defined. Some sections are technical changes to reflect the intent of the code, for example the term " suppression" is used when clearly a sprinkler system is meant. Some areas a suppression and sprinkler system are meant for the fire protection. In the IRC, several "residential" terms are removed and "automatic" inserted. The IRC, just as the other codes, use multiple ways to require the same system. It is appropriate to use the same italicized defined term of automatic sprinkler system.
