6 Minutes for Mining Facilities ROC Meeting April 2009 I. Minutes of Meeting: 1. The Chair called the meeting to order at 8:45 AM and welcomed all attendees. 2. The Committee was welcomed to St. Louis, MO by Dave Beerbower, Peabody Energy as our meeting host. Dave briefly reviewed the evacuation procedures from the conference room on the third floor. 3. Welcome & Self-Introduction of Committee Members & Guests 4. Remarks from TC Chair & Staff Liaison: a. The August 2008 ROP Meeting (Marinette, WI) minutes were approved with edits to add additional names of the Ansul guests that attended the meeting. b. The TC is currently balanced with 15 voting members consisting of: 4 Insurance representatives; 4 Users; 3 Manufacturers; 1 Enforcing Authority; 1 Installer/Maintainer; 1 Research/Testing agency; and 1 Special Expert. c. The Staff Liaison gave a PowerPoint Presentation on procedures for the ROC meeting for NFPA 120 & The Committee acted on the public comments submitted on NFPA 122 and developed Committee comments for additional changes on Tuesday. Once the ROC balloting is completed, the Report on Comments (ROC) will contain the proposed Committee actions. 6. The Committee acted on the public comments submitted on NFPA 120 and developed Committee comments for additional changes on Wednesday. Once the ROC balloting is completed, the Report on Comments (ROC) will contain the proposed Committee actions. 7. Old Business: The Committee reviewed diagrams on water spray protection for conveyor belts in NFPA 15 versus the sprinkler protection strategies in NFPA 13. They also reviewed pictures from underground mines with examples of water spray system applications and valves. The Committee indicated that they have issues with NFPA 13 regarding piping and hangers. The Committee remarked that it is hard to find older editions of NFPA codes and standards on the standards online catalog. You can contact Martha Curtis if you are having this problem. 8. New Business: Alex Smith gave an update on underground conveyor belt fire resistance. He encouraged Committee members to go to the MSHA website to see the expert panel report and the new fire suppression fire tunnel that can be used for research. NIOSH is evaluating new technologies for fire protection for conveyor belts and mining equipment. 2

7 Minutes for Mining Facilities ROC Meeting April 2009 The Australian mining community is doing research on PVC and other materials used in mining applications. The Committee also discussed MSHA PPLs (Program Policy Letters) regarding sprinklers for underground belt drives. A new document is on hold until a new Assistant OSHA Director is in place (DOL). The TC Chair thanked everyone for their participation on the Mining TC and told them that this was the last scheduled meeting for this revision cycle. The next meeting will be in about 3 years. In the interim, TIAs can be used to modify the document between revision cycles. 9. 9 There are only three actions a TC can take at the First Draft (ROP) meeting: 1. Resolve a Public Input (no change to the document) 2. Create a First Revision (change to the document) 3. Create Committee Input Resolve Public Input (no change to the document) TC must provide a response (Committee Statement/CS) to ALL Public Input (proposal). CS for not doing what is suggested Sample Motion: I make a motion to resolve PI#_ with the following committee statement. Approval by meeting vote (simple majority). Not subject to Ballot. Create a First Revision (change to the document) TC must create a First Revision (FR) for each change they wish to make to the document, either using Public Input for the basis of the change or not using a Public Input for the basis. One or more Public Input can be considered for the FR. All Public Input requires a response TC can use a Public Input for basis i. Sample Motion: I make a motion to revise section using PI#_ as the basis for change. Approval by meeting vote (simple majority) and final approval through ballot. TC develops revision without a Public Input for basis i. Sample Motion: I make a motion to revise section as follows. Approval by meeting vote (simple majority) and final approval through ballot. First Revisions require a committee statement Committee Input TC may create a Committee Input (CI). This replaces the old system rejected Committee Proposals. CIs will get printed in the report but will not be balloted or shown as a change in the draft. CIs are used to solicit public comments and/or as a placeholder for the comment stage. i. Sample Motion: I make a motion to create a CI with a proposed revision to section as follows. Approval by meeting vote (simple majority). Not subject to ballot. Requires a committee statement to explain the intent of making a CI.
