3 Urgent need for automated safety systems to prevent nuclear power plant disasters by Jennifer Infantino Research Triangle Park, NC (5 December 2013) -ISA announces that it has published a new book that declares that another Chernobyl- or Fukushima-like catastrophe is inevitable unless nuclear power plants across the world adopt fully automated safety systems. Automation Can Prevent the Next Fukushima by Béla G. Lipták, P.E., a well-known automation, optimization and safety control consultant with more than 50 years in safety control system design experience, explains that while the automation technology exists to prevent the vast majority of nuclear reactor disasters, the world s nuclear energy facilities continue to rely on human operators to monitor plant conditions and manually take corrective safety measures. It s not a question of if, but only of when the next major nuclear power plant disaster will occur, insists Lipták who, as president of Lipták Associates, advises energy firms and other companies on critical safety, pollution and environmental issues. The seriousness of this ominous forecast could be much reduced if the nuclear power industry fully embraced automation safety. The safety controls of the 438 nuclear power plants that operate around the world today are outdated. Their designs are based primarily on manual operation. These plants need to be updated with safety systems that are fully automated. The possible consequences of severe nuclear reactor failuresexplosions and the release of radioactive gases and materials into the environment-are so dire that fully automated systems are a must, Lipták emphasizes. In these plants, serious safety responses must be immediate and fully automatic, he says. Automatic safety systems are like air bags in cars. Their actuation must not be left up to human judgment. They must instantly detect the evolving dangers and must immediately respond to inhibit or mitigate adverse consequences. Lipták claims that automated safety systems would have prevented the Three Mile Island, Chernobyl and Fukushima disasters. He notes that even less sweeping improvements-such as redundant or self-diagnosing sensors and control panels with graphic displays-might have averted these incidents. In his book, Lipták recommends that operating licenses or license extensions for nuclear power plants be approved only if the facilities meet certain design and automation requirements. For more details about this book, see Fukushima. ISA to develop a new certification program for careers in Mission Critical Operations by Jennifer Infantino Research Triangle Park, North Carolina, USA (10 December 2013) The International Society of Automation (ISA) announces today that it will begin developing a new certification program as part of a recently announced $23 million federal grant to fund two-year degree programs in Mission Critical Operations at five North Carolina colleges. The grant, administered through the US Department of Labor, is designed to prepare tomorrow s workforce to compete for increasingly demanding, high-wage and high-skill jobs in industrial operations and information technology, particularly those defined as mission critical operations requiring round-the-clock supervision of systems and those aimed at combating the evolving threat of critical infrastructure operations failure. ISA s new Certified Mission-Critical Professional (CMCP) certification program will test graduates based on the skills and body of knowledge taught through new Mission Critical Operations curriculum and degree programs to be established at Cleveland Community College, Wake Technical Community College, the University of North Carolina at Charlotte, Nash Community College and Moultrie Technical College. While Mission Critical Operations encompasses a broad spectrum of career areas including infrastructure maintenance, communications and emergency operations ISA s new CMCP certification program will focus on industrial operations, such as automation engineering technology, advanced manufacturing, and cybersecurity of industrial control networks. More than half of the $23 million grant is allocated to Cleveland Community College, the grant consortium leader in North Carolina and a long-time workforce development partner of ISA and ISA s sister organization, the Automation Federation. Nearly $1.5 million of the remaining amount will finance ISA s development of the CMCP certification program. The recently announced grant to the five North Carolina colleges is part of the third round of funding under the US Labor Department s Trade Adjustment Assistance Community College and Career Training (TAACCCT) program, a multi-year, nearly $2 billion training initiative. New cybersecurity certificate program based on ISA99/IEC industrial automation and control systems security standards by Jennifer Infantino Research Triangle Park, NC, Dec 18, 2014 Through the work of the ISA Committee on Security for Industrial Automation & Control Systems (ISA99), ISA has developed the ANSI/ISA99, Industrial Automation and Control Systems Security standards (known internationally as ISA99/IEC 62443). ISA s new certificate program, the ISA99/IEC Cybersecurity Fundamentals Specialist Certificate, is designed to help professionals involved in IT and control systems security improve their understanding of ISA99/IEC principles and acquire a command of industrial cybersecurity terminology. The exam The paper/pencil-formatted version of the ISA99/IEC Cybersecurity Fundamentals Certificate Program exam is available now. The electronic version will be available through the Prometric global network of testing centers during the first quarter of In order to sit for the exam, applicants must register for both the aforementioned ISA course (IC32) and exam, and successfully complete the course. The exam will cover the following areas: Understanding the Current Industrial Security Environment How Cyber Attacks Happen Creating a Security Program Continued on page 5 Jan - Feb 2014 ISA Newsletters, Southern District 11 3
