3 The International Electrotechnical Commission (IEC) is a not-for-profit, non-governmental organization, founded in IEC is the leading global organization that publishes consensus-based International Standards and manages conformity assessment systems for electric and electronic products, systems and services, collectively known as electrotechnology. IEC publications serve as a basis for national standardization and as references when drafting international tenders and contracts.

5 Scope To prepare safety requirements for electrical appliances primarily for household purposes, but also for other equipment and appliances in similar fields where there is no IEC Technical Committee in existence. NOTE 1: TC 61 does not deal with appliances which are already explicitly covered by the scope of other IEC Technical Committees. NOTE 2: The work of TC 61 in fields other than household may lead to a recommendation that the work on that particular project should be transferred to a new Technical Committee.

30 Importance of developing countries participation With the background of globalization, developing countries as emerging economies are playing more and more important roles in global activities. It is a global market. Getting involved in the global market means more opportunities for both going abroad and developing better at home. International standardization is one of most effective ways to get involved in the global market. Household electric appliance industry is one of the most important industries that matters people s livelihood in all countries. It is curial for developing countries to participate in the standardization activities in the industry.
31 Current situations of the industry in developing countries We found that there are three major issues in developing countries regarding the household electric appliance industry. Issues of governmental supervision 1) deficiency in laws, regulations & standards; 2) poor implementation of laws, regulations and standards; and 3) deficiency in conformity assessment, and etc.. Issues of industry development 1) lack of competitiveness, such as lack of knowledge of frontiers of the industry, lack of core technology, lack of advanced manufacturing techniques; 2) deficiency in self-discipline, i.e., knowingly violate marking disciplines. Issues of consumers safety awareness/consuming habits, for example, consumers willing to compromise quality over cheap price.
32 How standardization activities of IEC/TC61 could help? IEC/TC61 is an international platform. IEC/TC61 is an resource intensive platform. Standardization is an effective way to solve the aforementioned problem. And standard itself is productivity to a certain extent. The standardization activities of IEC/TC61 could help to 1) Strengthen governmental supervision 2) Promote the industry development 3) Prevent consumers better 4) Enhance international trade
33 How standardization activities of IEC/TC61 could help? How to strengthen governmental supervision? Realize the importance of standards by participating IEC/TC61 standardization activities. Use standards as an effective means to regulate the industry. Borrow experiences from developed countries and IEC/TC61 to improve and complete national supervision system. How to promote the industry development? Cultivate the awareness that standard is an effective way to enhance the competitiveness of the industry. Learn the technology frontiers of the industry by participating in IEC/TC61. Build effective correlation between core technology and standard. They could mutual promote each other. Use standardization to realize better self-regulation of the industry.
