1 TAHOE DOUGLAS FIRE PROTECTION DISTRICT JOB DESCRIPTION Fire Inspector Fire Prevention FLSA Status: Non- exempt Created: January 2007 Revised: July 2012 Nature of Agency The is a local government agency created pursuant to Nevada Revised Statutes. It provides 24-hour emergency fire, rescue, emergency medical services and other safety activities. The District's policies are set by a 5-member elected Board of Trustees. Definition Under general supervision the position engages directly in fire prevention, public education, and other public safety activities. At the Fire Inspector level, incumbents are expected to work independently. Reports To Fire Marshal Essential Functions The duties listed below are examples of the work typically performed by an employee in this position. A Fire Inspector may not be assigned all duties listed and may be assigned duties which are not listed below: 1. Obtain cooperation and compliance to fire codes and laws with local businesses, contractors and district residents. 2. Explain technical terminology and fire prevention information in a clear and concise manner. 3. Perform a variety of inspections of public, commercial, industrial, residential and other buildings and property to ensure compliance with Fire Prevention Codes and Regulations. 4. Investigate fire safety violations. 5. Review and approve Building plans for fire code compliance. 6. Review, approve and inspect Operational permits and Special Events. 7. Prepare documents and evidence from fire scenes, which includes drawings, samples, photographs, interviews, and other investigative methods. Page 1

2 8. Performs defensible space inspections in accordance with Fire District standards. 9. Provides tree marking services and issues tree removal permits in accordance with Fire Fuel Reduction MOU between TRPA and the Tahoe Douglas Fire Protection District. 10. Participate in the development of fire safety education programs and speak publicly in the delivery of such presentations. 11. Oversee all fire prevention public education supplies. 12. Perform a wide variety of clerical work including, filing, tracking, checking and recording information on records. 13. Perform other duties as assigned. Qualifications for Employment Knowledge and Ability: Knowledge of fire code and the ordinances enforced by the county, state, federal agencies and national standards; principles of fire plan review and accepted safety standards; International Building Code, International Fire Code provisions, Uniform Mechanical Code and NFPA standards; knowledge of computer operations, including MS Office Suite including Access; streets, geography, including the location of water mains and hydrants and the major fire hazards of the fire district; fire investigation skills including burn pattern characteristics, factors affecting fire spread, color and density of smoke, flame and heat characteristics, material burning rate, and heat release characteristics; electrical systems, building construction, chemicals, and the flammable properties of various substances in their solid, liquid, or gaseous states; and safe work practices and procedures. Ability to work independently, with minimal supervision; foster good public relations on behalf of the fire district; interact with community agencies in an effective manner; respond to inquiries, complaints and requests for service in a fair, tactful and firm manner; maintain positive working relationships with other fire district personnel, supervisors, and the public; Page 2

3 represent the fire district in a variety of local, county, state and other meetings; serve as a member of various fire district committees; communicate effectively, both verbally and in writing; follow procedures and directions both in written and oral form; operate and employ current office practices, procedures, methods and computer equipment; fill out forms, reports, logs and draw diagrams; read, analyze and interpret general business periodicals, professional journals, technical procedures and governmental regulations; write reports, business correspondence and procedural manuals; and understand basic arithmetic elements using whole numbers, decimals, percentages, and fractions. Required Certifications and Licenses: Certification as Fire Inspector Level I through the International Code Council; Certified Fire Inspector Level II (ICC) within 1 year of hire Meet the standards and requirements as established by the National Fire Protection Association (NFPA) 1031 (2006) Standards for Professional Qualifications for Fire Inspector Level I as outlined by the Nevada Fire Service Standard and Training Committee (NRS 477), Fire Inspector Level II within 1 year of hire. Associates Degree in Fire Science within 2 years of hire Completion of FI 210 Wildland Fire Investigator within 1 year of hire with NVFI certification within 2 years Certification as a Fire Investigator 1 with NV or CA within 1 year of hire. Fire Plans or Building Plans Examiner Certification - International Code Council within 1 year of hire Possession of a valid Nevada driver s license or an equivalent California driver s license Training/Education: High school diploma or equivalent and two years experience in either fire prevention activities, a journey-level construction trade, performing building inspections or plans checking. Special Requirements: Resides within forty-five (45) road miles of a fire station. Page 3

4 Physical Requirements: The physical requirements described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is frequently required to stand; sit; walk; talk or hear; use hands/ fingers to handle objects, and operate tools or controls; and reach with hands and arms. The employee is frequently required to climb or balance; stoop, kneel, crouch, or crawl; and/or smell odors. This position requires frequent lifting and/or moving of objects up to 30 pounds and occasional moving of objects up to 100 pounds. Strength, stamina, and agility to climb stairs and walk construction sites and fire scenes; and to bend, stoop, sit, and stand for long periods of time. Dexterity, coordination and vision to use keyboard and video display terminal for prolonged periods. The ability to communicate via telephone. Specific vision abilities required include close vision, night vision, color vision sufficient to distinguish between red and green traffic signals, and the ability to adjust focus. Working Conditions Work is performed under the following conditions: Work is primarily in office settings, business interiors, construction sites, fire scenes and occasionally in forested wildland environments. Work may occasionally be performed outside with exposure to dust, fumes, odors, chemicals, dampness, cold, heat, and loud noises. Position requires travel by car from the office to inspection sites. The noise level in the work environment varies from quiet office settings, to moderate during daily work routine, and to loud on emergency scenes and testing locations. There is a risk of injury or death related to construction sites, forest terrain and fire scene overhaul and investigation activities. The duties listed above are intended only as illustrations of the various types of work performed.
