There are two criteria necessary for each comment to pass ballot: (1) simple majority and (2) affirmative 2 / 3 vote. The mock examples below show how the calculations are determined. (1) Example for Simple Majority: Assuming there are 20 vote eligible committee members, 11 affirmative votes are required to pass ballot. (Sample calculation: 20 members eligible to vote 2 = = 11) (2) Example for Affirmative 2 / 3 : Assuming there are 20 vote eligible committee members and 1 member did not return their ballot and 2 members abstained, the number of affirmative votes required would be 12. The text implies NFPA 10 Technical Committee is responsible to provide inspection & maintenance to non-listed agents. The technical committee would also be responsible to provide specific hazard selection, inspection & maintenance to non-listed agents stored in non-listed and unmarked containers. Farruggia, T. I agree with the committee action to change the wording in the scope from "portable extinguishing equipment", which was a broad and vague description and one without boundaries, to the much more definitive and focused description of "portable fire extinguishers. I do not agree with the committee's decision to expand the scope by adding the words "and class D extinguishing agents" for several reasons. First, because class D extinguishing agents are often applied manually, by means other than a fire extinguisher, i.e. hand scoops, shovels, etc., I feel they would be best addressed in another document. Class D extinguishing agents that are applied within fire extinguishers are already addressed in the standard. Second, by specifically identifying "class D extinguishing agents" in the scope, the implied message sent to readers is that in the future, the committee would not address issues concerning other extinguishing agents applied in some manner exclusive of a fire extinguisher. If anything, the additional words should have said something like "extinguishing agents applied manually without fire extinguishers". Mind you, I don't think the scope should include anything but portable fire extinguishers. I am merely trying to bring to light the inconsistencies in the logic if the proposal is left to proceed as it stands now. Either the committee addresses ALL bulk extinguishing agents that could be applied without the use of a fire extinguisher or none of them. I encourage the latter.
3 2 Nerat, J. 1.1 Scope. The provisions of this standard shall apply to the selection, installation, inspection, maintenance, recharging and testing of portable fire extinguishers and Class D extinguishing agents. 1.2 Purpose. This standard is prepared for use by and guidance of persons charged with selecting, purchasing, installing, approving, listing, designing and maintaining portable fire extinguishers and Class D extinguishing agents. Existing text was problematic in that it suggests and implies this technical committee is responsible for providing specific Class D extinguishing agent selection, installation, application and inspection recommendations for materials beyond only those which are specifically tested, listed and labeled in accordance with the standards identified in paragraph For example, any container simply identified or labeled as a Class D extinguishing agent might now simply defer to NFPA-10 for guidance. Besides not knowing what specifically is in various forms of containers (which may have no other markings) what specific hazard selection, application and maintenance guidance does this committee provide? Standard also does not call out or identify Class A agents to address the use of water as an extinguishing agent which can also be used with non-listed portable devices. Technical committee members should recognize the potential problems this may present for end-users, service companies and AHJ's. Non-Listed Class D agents do not have manufacturers MSDS Sheets providing guidance for fire situations such as application rates, application techniques, special considerations, cautions or warnings.
5 4 Nerat, J. A (4) Reference should be made to the manufacturers recommendation for use and special techniques for extinguishing fires in various combustible metals. For guidance with extinguishing various forms of combustible metals, the manufacturer of the hazard material should be consulted. Needed for added clarification. Non-listed class D extinguishing agents like sand, water, soda ash, etc. don't have manufacturers to provide recommendations or MSDS guidance in addressing fire situations. Under CFR-29 it is the responsibility of the hazard material manufacturer/supplier to provide fire fighting recommendations within a MSDS. For example, with various forms of lithium batteries, specific protection recommendations typically vary. This is why it is important for the manufacture or supplier of the specific potential metal fire hazard configuration be consulted. Reiter, J. Since the standard mandates that only "water type" extinguishers are acceptable to use for areas containing oxidizers, and material safety data sheets for certain oxidizers expressly forbid the use of water, it is evident that a potentially serious safety issue exists that must be resolved quickly by the committee. NFPA Technical Committee should let NFPA 484 address applications, applications rates, cautions, concerns and acceptable uses of materials that are not UL Listed. I do not have the expertise to answer all those questions about sand, etc.
6 5 Nerat, J. A Other non-listed agents may be used if acceptable to the AHJ. Other non listed agents include specially dried sand, dolomite, soda ash, lithium chloride, talc, foundry flux and zirconium silicate or other agent shown to be effective. Consult NFPA 484 for the specific use and limitations of these agents and other non-listed alternative Class D agents. The existing language is problematic in that it identifies various agent materials not otherwise addressed within NFPA-10 and suggests these materials are acceptable alternatives for listed Class D equipment and agents, provided someone simply claims they are effective. NFPA-484 may call out and identify various extinguishing materials in place of listed class D equipment or agents for specific applications, however it must do so understanding that such recommendations are being provided without specific approval agency testing controls, application guidance, product labeling or maintenance procedures to ensure it's safe or acceptable use. The suggested text ensures AHJ's understand where to obtain this specific information. Reiter, J. I am voting negatively on Log #CC4 because it will increase the cost of monthly inspections of fire extinguishers to those who contract the inspections to a third party. The proposed language will require all stored pressure extinguishers to be weighed or hefted on a monthly basis. While weighing or hefting is necessary for self-expelling types and cartridge operated extinguishers, it is reasonable to assume that a stored pressure extinguisher that has the ring pin and tamper seal in place, and the pressure gauge pointer in the operable range to be full. The standard has relied on this reasonable assumption since approximately the 1998 edition with no harmful effects. Reference to attached and detached garages implies a difference in the occupancy hazard classification of each when, in fact, they would be classified the same. Due to the likely presence of more than 5 gallons of flammables in either type of garage, both would be categorized as high class B hazard occupancies requiring the installation of a minimum of a 40B rated fire extinguisher. The current minimum recommendation of 10B is woefully inadequate.
