Meeting Minutes: 1. Call to order. The meeting was called to order at 8:08 a.m. on April 3, The Chair, Brian Polk, welcomed the Technical Committee (TC) members and guests to the meeting. 2. Self-Introductions. The TC members and guests introduced themselves and identified their affiliations. 3. Approval of the Minutes. The minutes of the October 2010 Report of Comments (ROC) meeting were approved as written. 4. Staff Liaison Report. The staff liaison made a brief presentation on NFPA policies and procedures, the new standards process, reviewed the document revision timeline (Attachment A, F2013 Revision Cycle), and updated the TC on membership changes. 5. New Business: A. NFPA 82. The Committee reviewed and responded all the public comments (7). The Committee developed Second Revisions. The public comments, second revisions and committee statements will be posted in the Second Revision Report and Draft to be posted no later than July 19, The Second Draft Report and Draft will be available via Page 5 of 45

14 New Process Quick Reference Guide For additional information on the Regulations visit: There are only three actions a TC can take at the First Draft (ROP) meeting: 1. Resolve a Public Input (no change to the document) 2. Create a First Revision (change to the document) 3. Create Committee Input Resolve Public Input (no change to the document) TC must provide a response (Committee Statement/CS) to ALL Public Input (proposal). CS for not doing what is suggested Sample Motion: I make a motion to resolve PI#_ with the following committee statement. Approval by meeting vote (simple majority). Not subject to Ballot. Create a First Revision (change to the document) TC must create a First Revision (FR) for each change they wish to make to the document, either using Public Input for the basis of the change or not using a Public Input for the basis. Where the nature of the waste being incinerated produces fly ash emissions, the incinerator stacks shall be protected by one of the following: (1) Spark arresters installed on incinerator stacks (2) A wet scrubber or other emission control system or component installed between the incinerator and the stack such that fly ash cannot pass directly from the incinerator to the stack (3) Approved design and control features that prevent the entrainment of fly ash from the incinerator to the stack under all operating conditions Spark Arresters The net free area of the arrester shall be not less than four three times the net free area of the outlet of the chimney flue it serves Arresters 1.2 The arrester shall have a vertical height of not less than 1.3 times the minimum diameter of the chimney flue or the minimum horizontal dimension of a rectangular chimney flue Arresters, including 1.3 The arrestor screen shall have heat and corrosion resistance equivalent to 19 gauge [0.041 in. (1.04 mm)] galvanized steel or 24 gauge [0.024 in. (0.61 mm)] stainless steel. In addition, bolts, rivets, screws, and supporting members, shall be made of heat- and corrosion-resistant materials Openings shall not permit the passage of spheres having a diameter larger than 1/2 in. ( 12.7 mm ( 1 2 in. ) or block the passage of spheres having a diameter of less than 3/8 in. ( 9.5 mm ( 3 8 in. ). Page 30 of 45
