3 HEALTH AND SAFETY STRATEGY GOVERNORS STATEMENT The Governors of The Sydney Russell School recognise their responsibility as an employer to provide a safe and healthy environment for the teaching and non-teaching staff, the pupils and other persons who come onto the premises. They will take all reasonable steps within their power to fulfil this responsibility. It is the intention of the Governors that the school adopts the Health and Safety Strategy of the London Borough of Barking and Dagenham and will apply health and safety instructions and advice issued by the Education Department. The Governors require the Head Teacher to draw up the necessary arrangements, circulate this information to staff and then monitor its implementation. The Governors undertake to carry out regular health and safety inspections of the school. The School Governor with responsibility for Health and Safety is Councillor Porter. STATEMENT OF THE HEALTH AND SAFETY STRATEGY FOR THE SYDNEY RUSSELL SCHOOL 1. This statement of the Health and Safety strategy is made within the strategy statements of the London Borough of Barking and Dagenham and should be read in conjunction with them. 2. The Head Teacher of The Sydney Russell School accepts his overall safety responsibilities in respect of the School and its activities, and will take all reasonable steps to meet the responsibilities delegated to him by the Chief Education Officer and will, so far as is reasonably practical endeavour to: a) maintain safe plant and systems of work without risks to health; b) arrange for ensuring safety and absence of risk concerning the use, handling, storage and transport of articles and substances; c) provide necessary information, instruction, training and supervision to ensure health and safety at work of employees and other persons likely to be affected; d) maintain all places under his control, including means of access to and means of egress from such places in a condition which is safe, without risk to their health, and adequate as regards facilities and arrangements for their welfare at work. 3. The Headteacher has delegated responsibilities as described below: a) The Health and Safety Officer must; 3 P a g e

4 (i) (ii) (iii) (iv) (v) ensure that this Strategy Statement is brought to the attention of all employees at the school; ensure that the duties and arrangements described in this statement are carried out; review and modify this Strategy statement from time to time; maintain the Health and Safety Handbook on the school intranet ensure that all relevant safety information that comes into school is conveyed to the appropriate employees b) (i) Heads of Departments are each responsible for ensuring that all reasonably practical steps are taken, within the teaching, preparation, storage and other areas associated with their Department, to comply with responsibilities described in paragraph 2. In particular, Heads of Department are responsible for ensuring that departmental equipment, including aural and visual aid equipment is maintained in a safe condition. (ii) when required actions lie outside their power or capabilities, they should inform the Health and Safety Officer. (iii) codes of practice issued by members of the Advisory team on behalf of the Chief education Officer should be followed as far as is reasonable practical. The guidance of specialist Advisors should be sought whenever it is appropriate. (iv) Heads of P.E., Science, Technology, I.C.T. and Art should consult their specialist Advisor and issue codes of practice for staff and pupils relating to their particular department. (v) (vi) Technicians are responsible on safety matters to the Head of Department who should describe in writing, as much as is compatible with their job description, the extent of the Technicians responsibility for checking the safety of equipment and materials Heads of Department should ensure that copies of relevant safety documents are maintained and are available to employees working within their department. c) The School Caretakers are responsible to the Business Manager for (i) (ii) (iii) monitoring that the school buildings are properly cleaned; safely storing and handling all materials and equipment used for cleaning; making periodic inspections of the buildings and grounds and reporting defects to Ms. Sayers when it is not within their powers to remedy it. 4 P a g e

5 d) Ground staff are responsible to their Area Supervisor for the safe maintenance of playing fields and other areas for which they are responsible, and for the safe maintenance and storage of equipment and materials that they use. They should liaise on safety matters with the Health and Safety Officer. 4. The School Meals Supervisor or Cook Supervisor, or Cook in Charge, is responsible to the Senior School Meals Service Organiser for safety in the School Meals Kitchen, but they should liaise on safety matters with the Health and Safety Officer. 5. Section 7 of the Health and safety at Work Act also lays upon each individual employee the duty, while at work, to: (i) (ii) take all reasonable care for the health and safety of themselves and of other persons who may be affected by their actions or omissions; to co-operate with their employee so far as necessary to enable him/her to perform or comply with statutory requirements Every individual employee should be fully aware of their responsibilities, which for teaching staff includes the professional duty of care towards students for ensuring, as far as is reasonably practicable, the safety of students, both inside and outside the classroom. Codes of practice and other kinds of guidance issued, for example, by the DoE, by the Advisory Team on behalf of the Chief Education Officer, or from within the school should be followed. HEALTH AND SAFETY PROCEDURES STAFF AND SAFETY REPRESENTATIVES: School Safety Officer Assistant Safety Officer Staff Representatives The Health and Safety Committee will meet every half-term as laid down in the calendar. 5 P a g e

6 INFORMATION Documentation on all aspects of Health and safety will be kept by the Health and Safety Officer and, after your Head of Department or Union Representative, he should be approached for advice or information. INSPECTIONS There will be termly Health and Safety inspections carried out by representatives of the above committee. There will be separate periodic inspections carried out by suitably qualified personnel of: Electricity supply installation Portable electrical equipment Lifting gear Ropes, pulleys, hawsers, etc Fixed P.E. equipment Gas supply pipework, controls and appliances Fume cupboards Dust collection and extraction systems Air conditioning systems Records of all the above formal inspections will be recorded. HAZARDS AND DEFECTS Major defects or hazards in the buildings, heating, lighting or ventilation systems should be reported to the Health and Safety Officer immediately. Minor defects should be reported to the Business Manager on the appropriate proforma or via the intranet. Delays in rectifying these hazards should then be reported to your representative. SPECIALIST REQUIREMENTS Heads of Department where specialist equipment or arrangements apply e.g. P.E., Science, Technology, Art, are required to draw up written instructions concerning the health and safety of students, staff or visitors to their area. NEW STAFF Arrangements for briefing new staff about health and safety procedures will be incorporated in the Induction Programme. 6 P a g e

7 ACCIDENTS Accidents to any member of staff, cleaners, contractors or visitors must be reported and entered in the Accident Book immediately. If immediately is not possible due to injuries, then as soon as possible thereafter. The school has to report all accidents to the Schools Health and Safety Office and the Borough Health and Safety officer. Major accidents must be reported to the Health and Safety Executive within 24 hours by telephone and a F2508 form should be completed and sent to the H.S.E. at Maritime House. The injured party should complete a claim form if they think this is necessary. Accidents to students must be reported on a student accident form. Any witness statements should also be attached to the accident form. Two copies of the form must be sent to the Education Office and one copy retained by the school. All accidents, whether causing injury or not should be reported. It is also good practice to report near misses to your Head of Department so that a risk assessment can be carried out to prevent any future occurrences. FIRST AID To call First Aid to an incident/accident, you should call either the Student Officeor Receptionwhen one of the First Aid qualified staff will respond as soon as possible. MEDICATION Students should not carry medication around school with them. It should be deposited with the Student Office. They should report to the First Aid Office when they need to take their medication. No tablets e.g. aspirin should be given to students. Parents must supply the tablets and give written instructions about dosage if they wish the school to give medication to their children. FIRE EXTINGUISHERS, ALARMS, EMERGENCY LIGHTING Caretakers and the Health and Safety Officer have maps detailing the position of each extinguisher. Specialist areas have additional devices appropriate for that room and it is the responsibility of the Head of department to ensure that these remain in good working order. It is the responsibility of the Caretakers to ensure that general extinguishers are in place and maintained. The Safety Officer arranges periodic checks of all extinguishers via an external contractor. Caretakers test the fire alarms in each block each week before school and a record of the test kept in a log. A different call point is tested each week. Emergency lighting tests are carried out each month and again a log is kept. 7 P a g e

8 FIRE INSTRUCTIONS Anyone discovering an outbreak of fire should immediately break the nearest fire call point, breaking the glass so that the alarm is raised. The bell will not immediately sound as it is programmed with a small delay. The caretaker on duty will immediately respond to this alarm and visit the call point to investigate the emergency. FIRE DRILL Fire drills will take place every term. In addition, early in the Autumn Term the new Year 7 students will have a walk through practice to introduce them to the system. The Fire Service has sanctioned a system where each block is an independent entity as far as fire drill is concerned. The alarm signal for an evacuation of a block is the continuous ringing of the fire bell. When this occurs in a block in which you are teaching; 1. immediately bring the students to attention and count the number of students in your charge. 2. Close the windows and line your students up at the door to your room. 3. Escort your students out of the building via the route marked by the white arrows on a green background, closing the door to the room, but not locking it. 4. Keep your students together in case you encounter a hazard that forces you to change your route e.g a fire within a stairwell. 5. Escort your students out of the building and around the outside of all other buildings to the assembly point in the playground at the front of Shaftesbury Block. 6. Line up your students in single file and repeat the head count to ensure all your students are present. 7. Report the facts of your head count to the teacher in charge of the fire drill. 8. Return to your group and ensure good order until you are dismissed, one class at a time, when the drill is over. 9. Appointed Fire Marshalls for each block will tour the affected block to ensure all are safely evacuated. When this occurs in your block during a non-contact period, you must evacuate with the other staff and assist colleagues with control of students during this evacuation. Non-teaching staff must also evacuate the building and assemble by the ramped entrance to the rear of the Hall, by the Front Office. Students being taught in other blocks around the school may well remain unaware that a fire drill has taken place in your block. NB In the event of a real fire, the Fire Officer attending the emergency will take charge and judge whether a whole school evacuation is required. If a real emergency occurs but the Fire Officer does not want a whole school evacuation, a message will be sent to all classrooms in other blocks that a real emergency has occurred and that lessons are frozen. Staff should NOT RELEASE THE STUDENTS IN THEIR CHARGE WHEN THE BELL RINGS FOR THE END OF THE PERIOD. They should continue with an extended period until they are notified that the emergency is over. They should not release students for break or allow any student out of their classroom. 8 P a g e

9 VISITORS Visitors to the site should be escorted to the assembly point by the person whom they are visiting. Fire marshals will escort workmen/contractors out of a building when they carry out their sweep of that building. The front office staff should make the visitors book available to the person in charge of the evacuation. STUDENT SUPERVISORS When the alarm sounds in a building, student supervisors will be contacted by radio and must immediately go to that building. They will be allocated doors to supervise and should assist with the egress of the students at that door. They should also prevent any person entering that building. Appointed Fire Marshals will then carry out a sweep of the building to ensure that all are safely evacuated and that doors and windows are closed. 9 P a g e
