2 Jeffersonville, Indiana 10 th Street Corridor Master Plan and Market Study RFP INTRODUCTION Beginning at I-65 and extending nearly ten miles in a northeast direction to I-265 and beyond, Tenth Street is Jeffersonville s primary arterial. The Street generally divides the city in half and to a certain extent acts as the spine of the City. With the addition of the two new Ohio River Bridges, reinvestment in Downtown Jeffersonville, and the massive River Ridge development in northeast Jeffersonville, the 10 th Street Corridor needs to be analyzed and evaluated in order to ensure that it meets the needs of existing and future users. Given recent growth in the area, it also needs to be assessed for its potential for redevelopment. The City is currently undertaking a $16-18 million road improvement project on 1.5 miles of 10 th Street from Penn St/Dutch Ln to Reeds Ln which was developed in the 1950s-60s. The purpose of this project is to improve safety and traffic flow, reduce crashes, improve pedestrian access, and mitigate drainage issues. As a result of the project, the City anticipates renewed interest in properties along the roadway, especially in the older areas of the City from I-65 to Renfroe Way. The project is anticipated to be complete in Building upon these improvements, the City would like to undertake a planning exercise for the entire corridor. This plan will help direct further improvements of this thoroughfare in order to help accommodate increased traffic due to new development, increase transit access, improve walkability, and support the economic growth and redevelopment along the corridor. In addition to functional improvements, as the primary arterial and spine of Jeffersonville, the City would like to explore methods to increase the aesthetic appeal of the roadway that creates a sense of place and adds value to the City. PROJECT GOAL The goal of this project is to provide a comprehensive physical and economic analysis of the 10 th St. Corridor from I-65 to I-265 that leads to concrete recommendations for physical and/or policy improvements along the corridor. The final document should establish a strong, long-term vision for the corridor. Some specific goals for this area, as listed in the Comprehensive Plan, include: Orient future development toward the street. Provide adequate sidewalks along the entire corridor. Visually enhance the corridor. Create a market study to identify the types and number of businesses that can be supported along the corridor. Develop a focused strategy to attract new businesses that help make the corridor a destination. Improve traffic flow and increase accessibility between I-65 and I-265. Encourage higher-density residential and mixed use developments along the corridor. 10TH STREET CORRIDOR MASTER PLAN - RFP 2

3 SCOPE OF WORK The following is a recommended outline intended to establish a framework for this project. The Consultant Team should use this outline as a guide and expand, modify, or arrange each task in order to present the most comprehensive scope necessary to perform the work. The Scope of Work for this project is organized under the following main tasks. Task 1. Project Initiation, Management, and Administration At the start of the project, the Consultant will meet with Jeffersonville Staff to review and refine the scope of work, project objectives, process, and deliverables (work product). Consultant will establish a project work plan and schedule, identifying potential issues, and coordinate with the Jeffersonville Staff with regard to project management activities. Task 2. Meetings with Jeffersonville Staff and Key Stakeholders The Consultant will meet with the Jeffersonville Staff and Key Stakeholders to present the proposed planning process and solicit input on the development of the 10 th Street Corridor Master Plan. Consultant is responsible for preparing the meeting agendas and minutes and other documents as appropriate. Consultant will document and categorize all comments and inputs received from Stakeholders. Key Stakeholders include but are not limited to the following: 1. City of Jeffersonville Police and Fire 2. City of Jeffersonville Engineering 3. City of Jeffersonville City Council th Street Area Business Association 5. Urban Enterprise Zone 6. Redevelopment Commission 7. Jeffersonville Planning Commission 8. Jeffersonville Neighborhood Leadership Alliance (JNLA) 9. River Ridge Redevelopment Authority (RRDA) 10. Transit Authority of River City (TARC) 11. Greater Clark County Schools (GCCS) 12. Building Development Association of Southern Indiana (BDASI) 13. Southern Indiana Realtors Association (SIRA) 14. Major employers/institutions Throughout the project, the consultant will meet with City Staff on a monthly basis to facilitate development of the plan. Task 3. Review Existing Relevant Documents The Consultant will review the Comprehensive Plan, Zoning Ordinance, Bicycle and Pedestrian Master Plan, Clark County Transportation Plan, and other relevant documents. Consultant will identify and integrate pertinent programs and projects currently listed on the individual city plans into the new Corridor Master Plan. Task 4. Data Collection The consultant will develop an inventory of the corridor and adjacent properties. The inventory will document land uses, categorize existing businesses by type, define the general character of component areas, delineate existing road sections, map existing infrastructure, and note existing infrastructure issues or deficiencies. 10TH STREET CORRIDOR MASTER PLAN - RFP 3

4 Task 5. Conduct Market Study As directed in the comprehensive plan, the consultant team will conduct a market study to identify the types and number of businesses that can be supported along the corridor given current conditions and potential future growth. The market study should also address residential demand and opportunities for multi-family and/or mixed use development along the corridor. The market study shall also define physical, political, or economical tools that would aid in redevelopment along the corridor and define target areas for reinvestment. Task 5. Public Meetings Further input should be collected from the general public including individual property/business owners along the 10 th St. Corridor. Using information and connections established in Task 2, the consultant will set up and assist City Staff in promoting a series of public meetings (minimum of three). The Consultant shall determine the number and format of such public meetings. Task 6. Conceptual Plan Development Using the information collected in Tasks 2-5, the consultant will develop a draft master plan including key goals, objectives, projects and policy for the corridor. The master plan should include illustrative graphics and maps as well as explore building configurations in a full build-out scenario. The conceptual plan should be present a visionary, long-term redevelopment strategy for the corridor. The conceptual plan should incorporate physical planning along with economic development strategies and needed policy framework. This draft shall be presented to Staff, Key Stakeholders, City Council and at a public meeting. Task 7. Final Plan The consultant will incorporate feedback received in Task 6 into a final document with all maps, drawings, goals, objectives, projects and policy for the corridor clearly defined. The final document will also include an implementation plan that documents a timeline for implementation along with general cost estimates, project champions, and partner organizations identified. Task 9. Project Closeout At the end of the project, the consultant will present the Master Plan to Plan Commission and City Council for approval. SUBMITTAL REQUIREMENTS Each submittal must include all the information listed below. This information should be confined to no more than 15 pages excluding resumes of staff members and references. All proposals received by the due date will be evaluated by selection panel of City Staff. Staff will judge the responses of each proposing firm in the following areas: 1. Project Understanding/Approach: Briefly present your team s understanding of the project objectives and address how your team will approach all of the major elements of the proposed scope of work for this Request for Proposal. Please include additional task(s) that you consider may add value to the project. 2. Schedule: Provide a project schedule that illustrates key project milestones for accomplishing the work in the proposed scope of work. 3. Experience: Briefly identify any past experience you have had developing master plans and market studies, emphasizing experience with similar work on transportation corridors. Teams of qualified individuals with expertise in Planning, Zoning, Real Estate, Engineering and Economic Development are highly encouraged. 10TH STREET CORRIDOR MASTER PLAN - RFP 4

5 4. Qualifications: Identify the qualifications of the key individuals comprising the planning team. Brief resumes of key staff should be included. Please identify the individual who will be the primary point of contact (project manager) and the backup individual. 5. References: Provide a brief list of clients and projects completed within the last five (5) years. Include project description, location, service provided, value of service, and key personnel. 6. Availability: Include the location of the office from which the project will be administered, general availability of staff, and necessary travel or communication plans. 7. Cost Estimate: Provide a cost proposal including schedule of costs for this project including personnel names, classification, hourly rates, overhead rates, and any other cost items. The selection panel will evaluate each proposal and select an applicant based on the best overall combination of qualifications and cost. 6 TENTATIVE SCHEDULE The following is a tentative schedule for the consultant selection process. April 18 May 17 May 19 May 26 May 30- June 2 Jun June 28 June 30 July 10 Release Request for Proposal Last day to submit comments questions to Staff Deadline for Staff response to all questions Request for proposals due at 4:00pm Staff review of RFP s Consultant interviews (if necessary) and Consultant Selection Recommendation presented to Jeffersonville Redevelopment for approval Notice of Award. Anticipated project kick-off RIGHT OF REFUSAL Jeffersonville reserves the right to reject all RFPs in their entirety for any reason. Jeffersonville also reserves the right to award the contract in any manner deemed in the best interest of City residents. RESPONSE INSTRUCTIONS The submitted proposal must follow the rules and format established within this RFP. Adherence to these rules will ensure a fair and objective analysis of all proposals. Failure to complete any portion of this request may result in rejection of a proposal.
